CalGEM rule-making on gas and oil wells

Brief summary of issue: The Division of Oil, Gas, and Geothermal Resources (DOGGR)’s transformation into CalGEM last year was accompanied by a change in the Division’s mission — from maximizing oil and gas output from California’s lands, to protection of the public health. The current rulemaking, in line with the goals of AB 345 (Muratsuchi) and a November 2019 announcement from the Department of Conservation, is considering imposition of significant buffers between oil or gas operations and sensitive sites such as homes, schools, parks, healthcare facilities—especially areas used by children.
