This has been a pretty miserable session of the legislature for climate action. But there are still some bills that climate activists supported that have not been signed by the Governor. 350 Silicon Valley has put together a letter writing campaign to get these bills passed.  Please sign on.

With just five days before Governor Newsom’s 2021 bill-signing deadline, a number of our priority measures are still hanging out on his desk. We’ve refreshed our letter tool for the last time, making it easy for everyone to let him know we want him to sign—and not veto—key transportation, emissions reduction, and oil/gas regulation bills before the deadline.

Bills waiting for governor newsom’s signature

Transportation Bills

SB 372 (Leyva) — Medium- and heavy-duty fleet purchasing assistance program: Provides financing and other support to operators of medium- and heavy-duty trucks and fleets to transition those vehicles to zero emission

SB 671 (Lena Gonzalez) — Transportation: Clean Freight Corridor Efficiency Assessment: Anticipating the requirement that trucking fleets be ZEV, this bill requires the CA Transportation Commission to identify freight corridors where charging infrastructure, etc. will be prioritized and developed.

AB 1147 (Friedman) — Active Transportation: “15-minute communities”: Requires Regional Transportation Plans to focus on “active transportation” (walking, biking, taking public transit) and promotes planning and development of sustainable communities “where every resident has access to essential services, such as restaurants, grocery stores, medical care, outdoor recreation, employment, childcare, and schools” within a 15-minute bike or transit ride.

Reducing greenhouse gas emissions

AB 1346 (Berman) — Air Pollution from Small Off-road Engines: Requires CARB to adopt regulations prohibiting emissions from small-engine equipment, such as lawn mowers and leaf blowers—and to make funding available for incentives and rebates that will facilitate the switch to electric equipment.

Building electrification and EV charging

SB 68 (Becker) Building electrification and EV Charging: Local permitting rules and practices continue to hold up building electrification—which is an essential element of our efforts to fight climate change. This bill addresses that problem by requiring the California Energy Commission (CEC) to publish guidance on overcoming barriers to building electrification. It also expands the focus of the Commission’s Electric Program Investment Charge Program to include projects that “lead to technological advancements to reduce the costs of building electrification.”

Improving oversight and remediation of idle and abandoned oil and gas (interrelated bills along with SB 47, already signed)

AB 896 (Bennett) — Cost recovery from hazardous or abandoned oil and gas wells: Enables the CA Geologic Energy Management Division (CalGEM) to place liens on well owners’ properties sufficient to pay for remediation and cleanup.

SB 84 (Hurtado) — Oil and gas wells: hazardous or idle-deserted wells and facilities: Requires CalGEM to report on the location and status of abandoned wells to the legislature, instead of just the number of wells.
