On Thursday, the Senate Appropriations Committee will decide whether SB-1497 Polluters Pay Climate Cost Recovery Act of 2024 will advance to the Senate floor for a vote.
Senator Caroline Menjivar’s exciting new bill is a major priority for us here at Climate Action California. Here’s why: the biggest fossil fuel polluters would be held accountable for the climate damage caused by their pollution.
The tl;dr:
- Just 90 companies are responsible for two-thirds of planet-warming carbon dioxide and methane emissions.
- Many of them continue to profit while the climate emergency they’ve caused has intensified.
- SB 1497 initiates a study to quantify the costs of climate damages in California, identifies how much the biggest fossil fuel emitters should pay in fees based on their historical emissions, and establishes a fund for these fees to be used to help California address those damages.
The more Californians who voice their support for California’s “climate superfund” bill, the more likely it is to survive the committee’s “suspense file” on Thursday. And that’s where you come in!
Between now and Thursday morning, can you please call your state senator’s office and let them know you support SB-1497? (If no one answers, please leave a message.)

Hello my name is ___ and I am a resident of ____. I am calling to urge [Senator ____] to vote yes on SB 1497. This bill will make the world’s biggest fossil fuel polluters pay their fair share for the climate damages they have caused in California. Californians shouldn’t be paying to clean up after these polluters. Please vote YES on SB-1497 and hold these fossil fuel companies accountable. Thank you.
