Now it will embark on another transition, from fossil fuels to clean, carbon-free electricity.<\/p>\n<p id=\"o7ltx4\">After voting for Republican presidents going back to Richard Nixon in 1972, Virginians began consistently voting for Democrats for president in 2008. And they have a long tradition of Democratic governors, the latest being pediatric neurologist and Army veteran Ralph Northam, elected in 2017.<\/p>\n<p id=\"ActHAZ\">In September of 2019, Northam tried to do what Democrats generally do when elected: support clean energy. He issued <a href=\"https:\/\/www.governor.virginia.gov\/media\/governorvirginiagov\/executive-actions\/EO-43-Expanding-Access-to-Clean-Energy-and-Growing-the-Clean-Energy-Jobs-of-the-Future.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Executive Order 43<\/a>, which laid out a plan for the state to reach 100 percent carbon-free electricity by 2050 (in keeping with the <a href=\"https:\/\/www.governor.virginia.gov\/media\/governorvirginiagov\/executive-actions\/EO-43-Expanding-Access-to-Clean-Energy-and-Growing-the-Clean-Energy-Jobs-of-the-Future.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">consensus goal of national Democrats<\/a>) and to join the Regional Greenhouse Gas Initiative (<a href=\"https:\/\/www.vox.com\/energy-and-environment\/2018\/4\/25\/17269544\/fossil-fuel-carbon-trading-economies-rggi-northeast\" target=\"_blank\" rel=\"noopener noreferrer\">RGGI<\/a>, a nine-state carbon trading network).<\/p>\n<p>&#8230;<\/p>\n<p id=\"jpz5UO\">Sure enough, last week, the General Assembly passed the <a href=\"https:\/\/www.vacleaneconomy.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Virginia Clean Economy Act<\/a> (VCEA), which puts Northam\u2019s vision into law. The House voted 51-45 and the Senate voted 22-17; in each chamber, the bill received precisely one Republican vote.<\/p>\n<p id=\"DL6qQQ\">Virginia has now become the first state in the South to embark on a clean-energy transition and one of the leading states in the nation on clean-energy policy. Let\u2019s take a quick look at what the bill does.<\/p>\n<p id=\"Lo0Qbi\"><strong>1. Enter RGGI and develop a cap-and-trade system<\/strong><\/p>\n<p><strong>2. Target 100 percent clean energy by 2050<\/strong><\/p>\n<p><strong>3. Hold costs down and protect low-income and vulnerable communities<\/strong><\/p>\n<p><strong>4.
