You glance at them and move on because they seem to be a distant world populated by economists, cabinet secretaries, and employees in air-conditioned conference rooms.<\/p>\n<p>Then, there are numbers that quietly rearrange reality. Ninety-three percent is one of those numbers.<\/p>\n<p><a href=\"https:\/\/www.pna.gov.ph\/articles\/1278589\" target=\"_blank\" rel=\"noopener\">That is the share of Filipinos who say rooftop solar should be affordable and accessible to everyone, according to a recent nationwide Pulse Asia survey.<\/a> More than a measure of public opinion, the survey revealed deep concern over our energy architecture, with 97% of respondents expressing anxiety over current energy challenges. Furthermore, 77% recognize the danger of the Philippines\u2019 continued dependence on imported fossil fuels. When asked about long-term solutions, 66% identified expanding renewable energy as the way forward, with affordable rooftop solar being the public\u2019s top priority.<\/p>\n<p>This landmark survey arrives at a critical moment. The \u201c<a href=\"https:\/\/letsgorenewable.ph\/sayangangaraw\" target=\"_blank\" rel=\"noopener\">Sayang ang Araw, Gawing Mura ang Solar<\/a>\u201d campaign \u2014 a coalition of civil society, industry, and climate organizations including Institute for Climate and Sustainable Cities (ICSC), 350 Pilipinas, New Energy Nexus, Philippine Solar and Storage Energy Alliance (PSSEA), WWF Philippines, Oxfam Pilipinas, and many others \u2014 recently convened energy experts, climate advocates, and industry leaders to unpack what these numbers really mean. The discussion was not about persuading Filipinos that solar works, but more of asking: what is stopping people from getting it?<\/p>\n<p>Filipinos were told renewable energy was a luxury. Solar panels were either for sustainability advocates with disposable income or for glossy eco-resort brochures promising bamboo villas, infinity pools, and the comforting illusion that environmental action is something you can book for a long weekend. Meanwhile, everyone else endured the monthly ritual of opening an electricity bill with a mixture of curiosity and dread.<\/p>\n<p>That story has ended. Today, 85% of Filipinos say rooftop solar is no longer a luxury, but a necessity\u2013 something needed because the alternative has become too expensive, unreliable, or risky.<\/p>\n<p>Public demand for decentralized solar power is exceptionally strong: 93% stated that rising electricity demand makes affordable rooftop solar increasingly necessary, while another 93% believe mainstream transition is achievable with access to the right information.<\/p>\n<p>This means the conversation is no longer solely about climate change, but also about household survival amid inflation and volatile fuel prices. Climate action and economic self-interest are no longer competing priorities; they have become the same conversation.<\/p>\n<p>Data from the ICSC underlines this shift: Filipinos are not rejecting green technologies; they are demanding the regulatory and economic conditions that unlock it. When households can generate their own electricity, they gain better control of their expenses while reducing dependence on imported fuels.<\/p>\n<p>In our work at 350 Pilipinas, we have always believed those goals belonged together. Named after 350 parts per million \u2014 the concentration of carbon dioxide scientists identified as the safe upper limit for a stable climate \u2014 our work has never been solely about reducing emissions. It is also about lowering people\u2019s electricity bills, cleaner air, more resilient communities, and greater control over the energy that powers their homes.<\/p>\n<p>Ninety-one percent of respondents said widespread adoption is viable through affordable financing. This reframes the problem completely, because it turns out people were not skeptical of renewable energy itself, but are wary of paying steep upfront costs. These are entirely different problems: the first requires persuasion, the second requires leadership.<\/p>\n<p>The local solar industry appears ready to meet demand. Assessments from the PSSEA indicate that while technical readiness and consumer appetite are at an all-time high, deployment is being stifled by excessive taxes and transaction fees, bureaucratic inertia, and fragmented government processes.<\/p>\n<p>Affordable financing schemes, simpler net-metering rules, and removing taxes that inflate costs are not glamorous reforms, but they are the kind that reshape everyday life. Building new power plants takes years, but decentralized rooftop solar can be installed within weeks. Every rooftop that begins generating electricity eases pressure on an overstretched grid while helping families reduce one of their biggest monthly expenses. Sometimes, the fastest way to strengthen a national system is to decentralize it.<\/p>\n<p>Perhaps that is why the survey feels hopeful. It tells us that Filipinos are no longer waiting for someone else to solve the energy crisis; they are ready to become part of the solution. The government now has an unusual opportunity: remove the barriers, make rooftop solar affordable, and trust the people to do the rest. Movements always begin long before legislation\u2014they begin when enough people decide that the old way of doing things no longer makes sense. Judging by this survey, that decision has been made, but poses a question: will policy finally catch up?<\/p>\n<p>When citizens organize around what they already know to be true, policy begins to move, markets adapt, and ordinary rooftops become part of something much larger.
