Ang mga sunog ay ipinagpapalagay na lamang bilang mga \u201cminor news event\u201d kung\u00a0 ikukumpara sa mas mapaminsalang mga sakuna gaya ng mga bagyo at lindol. Sa kabila nito, mula\u00a0 noong unang panahon hanggang sa kasalukuyan, ang mga sunog ay nananatiling isa sa mga\u00a0 pangunahing banta sa mga imprastruktura at mga ari-arian.<\/span>1 <\/span>Ang ganitong sakuna ay hindi na bago\u00a0 sa karanasang pangkasaysayan ng Maynila. Ayon nga sa historyador na si Greg Bankoff, madalas\u00a0 na tinutupok ng malalaking sunog ang Kamaynilaan noong kolonyal na panahon.<\/span>\u00a0<\/span>Bilang\u00a0 halimbawa, noong 1583, 1603 at 1628, naabo ng sunog ang katedral, ospital, fuerza, mga gusali at\u00a0 maging ang buong Parian sa Maynila. Ipinagpapalagay ng mga opisyal na ang pagtatapon ng upos\u00a0 ng tabako at kapabayaan tuwing nagluluto ay ilan sa mga nagiging sanhi ng sunog. Bukod pa rito,\u00a0 nakakadagdag din sa panganib ang dikit-dikit na mga kabahayan na gawa sa mga <\/span>materiales\u00a0 ligeros <\/span><\/i>(light\/combustible materials) na mabilis magliyab. Hanggang ika-20 siglo ay ganito pa rin\u00a0 ang porma ng mga kabahayan sa Maynila. Maraming mga bahay pa rin ang yari sa mga light\u00a0 materials at marami pa ring naninirahan sa mga bahay na gawa sa pawid.<\/span>3<\/span>\u00a0<\/span><\/p>\n

Ganito ang kalagayan ng Maynila nang magpatayo ng mga istasyon ng bumbero ang mga\u00a0 Amerikano. Sa pangunguna ng Manila Fire Department, ang mga istasyong ito ay naglalayong\u00a0 pangalagaan ang mga kabahayaan at mga residente sa banta ng mapaminsalang apoy. Sila ang\u00a0 nangangasiwa sa inspeksiyon ng mga lugar na maaaring pagmulan ng apoy gaya na lamang ng\u00a0 m<\/span>ga tindahan at mga pabrika. Namamahagi rin sila ng mga permit para sa mga establisyimento\u00a0 gaya ng mga sinehan at teatro.<\/span>4 <\/span>Sa panahon ng pananalasa ng isang sakit, kapaki-pakinabang din\u00a0 ang mga istasyon. Halimbawa, sa pagkalat ng kolera sa Pilipinas noong 1903, naging kasangkapan\u00a0 ang Manila Fire Department sa pagwasak ng mga bahay at barong-barong na maaaring\u00a0 pinamumugaran ng sakit.<\/span>5 <\/span>Gampanin ng nasabing departamento na dagdagan ang mga fire\u00a0 hydrants at magrekomenda ng mga lugar na maaaring tayuan ng karagdagang mga himpilan.\u00a0 Bilang bahagi ng proyekto ng pagbibigay ng \u201csibilisasyon\u201d sa mga Pilipino, ang departamento at\u00a0 ang mga himpilan nito ay nagsilbi din bilang porma ng paghahanda sa mga manggagawang\u00a0 Pilipino para sa hinaharap. Sa ulat noong 1906 sinasabing:\u00a0\u00a0<\/span><\/p>\n

It is the aim of the department to promote Filipinos to responsible positions\u00a0 as soon as they show themselves capable of performing the higher duties.\u00a0 The promotion of two Filipinos to the engines will be in the nature of an\u00a0 experiment, which will be carefully observed because of the importance of\u00a0 the work to be performed by these men. Filipino engineers have been\u00a0 employed in the department as second-class engineers on apparatus of\u00a0 lesser importance for some time.<\/span><\/em><\/p>\n

Isa ang Santa Mesa Fire Station sa mga nabuong himpilan ng Manila Fire Department\u00a0 noong ika-20 dantaon. Bagaman pinasinayaan noong 1919, mahigit isang dekada matapos ang\u00a0 mga naunang istasyon ng bumbero sa Maynila, ang plano para sa pagtatayo ng isatasyon sa Santa\u00a0 Mesa ay nakalatag na noong 1906 pa lamang kung pagbabatayan ang mga ulat ng pamahalaan. Sa\u00a0 isang ulat noong 1906 makikita ang mga sumusunod:\u00a0<\/span><\/p>\n

In order that Santa Mesa Heights may be properly protected, it will be\u00a0 necessary to establish a station in the vicinity of the Rotonda, equipped\u00a0 with an engine company. The nearest station to Santa Mesa Heights is\u00a0 located in Tanduay at a distance of about 2 miles. The high ground is very desirable for residential purposes, and many houses have been constructed\u00a0 during the last two or three years in which imported soft woods have been\u00a0 extensively used. It will also be necessary to materially improve the water\u00a0 system, as there is a great scarcity of fire hydrants. Unfortunately, several\u00a0 fires have occurred on the Heights, and in a majority the residences were\u00a0 almost totally destroyed.<\/span><\/em>\u00a0<\/span><\/em><\/p>\n

Batay na rin sa ulat, nagkaroon na ng ilang kaso ng sunog sa Santa Mesa sa mga nagdaang\u00a0 taon. Dalawa sa mga ito ay naganap noong Marso 1903 at Hulyo 1905. Ang naganap na sunog\u00a0 noong Marso 1903 ay hindi ganoon kalaki ang naidulot na pinsala bagaman nakahagip ito ng\u00a0 walong bahay at nakatupok ng mga ari-arian na aabot sa humigit-kumulang 3,000 piso. Paglalaro\u00a0 ng apoy ng mga bata sa tapat ng Hipodromo de Santa Mesa ang sinasabing pinagmulan ng sakuna.\u00a0 Naapula ang apoy sa tulong ng mga bumbero mula sa istasyon ng Tanduay, Paco, at Sta. Cruz. <\/span><\/p>\n

Noong Hulyo 1905 naman, ang bahay ng kilalang mangangalakal na si Carlos Fressel ang tinupok\u00a0 ng apoy. Tinatayang aabot sa halagang 22,000 piso ang nasunog na bahay idagdag pa rito ang mga\u00a0 ari-ariang di natukoy ang halaga. Nahirapan ang mga bumberong rumesponde sa sunog sapagkat\u00a0 mabilis na kumalat ang apoy sa mga kabahayan. Ngunit, ang pinakamalungkot na kaganapan dito\u00a0 ay ang pagkasawi ng dalagang anak ni Fressel. Ayon sa ulat:\u00a0\u00a0<\/span><\/p>\n

Ang anac na dalaga nila G. Fressel ay nagdudumaling nasoc sa isang silid\u00a0 dahil mandin sa isang mahalagang bagay na canyang nalimutan; nguni’t\u00a0 sawing palad! paglabas niya’y hindi na macasagasa sa apo’y na sa licod at\u00a0 harap ay totoo nang maalab. Sumigaw, nagpagibic, ibig lumundag, nguni’t\u00a0 walang ipangyari: noon di’y pinuluputan siya sa catawan ng walang awang\u00a0<\/span>apoy hangang maging uling na tulad sa isang malaking dupong<\/span><\/em><\/p>\n\"\"<\/a>\n

Ang mga kasong ito ng sunog sa Santa Mesa ay maaaring ilan lamang sa mga dahilan na\u00a0 nagtulak sa Manila Fire Department na magtayo ng himpilan ng bumbero sa nasabing lugar noong\u00a0 1919. <\/span>Ang himpilan na kilala rin sa katawagang Station No. 8 at matatagpuan sa mga lumang mapambilang M.F.D No. 66 ay naging saksi na sa napakaraming makasaysayang pangyayari sa Kamaynilaan. Natunghayan nito ang Ikalawang Digmaang Pandaigdig at himalang nakaligtas sa nasabing digmaan.<\/p>\n

Sa kasalukuyan, nagkaroon ng plano ang pamunuan ng Bureau of Fire Protection upang palitan ito ng bago at modernong istruktura dahil na rin sa kalumaan nito at itinuturing bilang peligroso. Gayunman, sa pamamagitan ng mga heritage advocates ay napigilan
\nang pagwasak nito. Sang-ayon kasi sa Batas Republika Blg. 10066 o ang National Cultural Heritage Act of 2009 na inamyedahan at mas pinalawak pa ng Batas Republika Blg. 11961, ang mga istrukturang lampas na sa limampung taong gulang (50 years old) ay itinuturing na bilang mga important cultural property. Kaugnay nito ay itinatadhana ng batas na hindi maaaring basta-bastang wasakin o baguhin ang naturang mga istruktura. Sa pamamagitan ng sama-samang aksyon ng iba\u2019t-ibang stakeholders na naglalayong pangalagaan ang mga pamanang kultural ng bansa, napigilan ang demolisyon ng Santa Mesa Fire Station.<\/p>\n
