{"id":52093,"date":"2026-04-01T04:42:34","date_gmt":"2026-04-01T04:42:34","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=52093"},"modified":"2026-06-04T04:44:58","modified_gmt":"2026-06-04T04:44:58","slug":"350-humboldt-lookout-for-march-2026","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-march-2026\/","title":{"rendered":"350 Humboldt LookOut for March 2026"},"content":{"rendered":"<p style=\"text-align: center;\">\n<strong><font>The<br \/>\nLookOut is a monthly digest of climate-related issues and events<br \/>\ntaking place in Humboldt County.<\/font><\/strong><\/p>\n<p><\/p>\n<p><strong>Three months after<br \/>\nthe Humboldt County Regional Climate Action Plan passed<\/strong>, climate<br \/>\naction on a county level has yet to take off. The first step is to<br \/>\nform a Regional Climate Action Committee and hire someone to<br \/>\nadminister the many duties outlined in the RCAP. Many people involved<br \/>\nin passing the RCAP supported Humboldt County Association of<br \/>\nGovernments [HCAOG] as the core of that committee, but now it looks<br \/>\nincreasingly likely that Redwood Coast Energy Authority will play<br \/>\nthat role. Both agencies are joint power authorities with strong<br \/>\nclimate priorities. Beth Burks, the former executive director of<br \/>\nHCAOG at the end of last year is now executive director of RCEA.<\/p>\n<p>A timeline for the<br \/>\nformation of the Regional Climate Committee was discussed at the<br \/>\nFebruary RCEA board meeting and further details in this article were<br \/>\ntaken from a reported conversation between Beth Burks and Colin Fiske<br \/>\nof Coalition for Responsible Transportation Priorities. The RCC will<br \/>\nconsist of representatives from each jurisdiction already represented<br \/>\non RCEA\u2019s board, plus representatives from Humboldt Waste<br \/>\nManagement Authority, Humboldt Transit Authority, and HCAOG. This<br \/>\nboard will draw on staff-level support and perhaps a community<br \/>\nadvisory committee as well.<\/p>\n<p> MOUs from all the<br \/>\njurisdictions\u2019 city councils and from the Board of Supervisors are<br \/>\nrequired for their participation and commitment to contribute to<br \/>\nfunding. They\u2019re due by July, and funding lined up for the start of<br \/>\nthe new fiscal year in August.<\/p>\n<p>RCEA plans to create<br \/>\na new staff level position as soon as possible that will oversee<br \/>\nelements of its own business plus climate planning. This new<br \/>\nposition, the Director of Engagement and Regional Climate Planning,<br \/>\nwill oversee the RCAP Administrator position, which will be funded by<br \/>\nthe county. Recruitment for the RCAP Administrator will start in<br \/>\nAugust.<\/p>\n<p>A group of climate<br \/>\nadvocates are meeting to discuss ways to get started on promoting<br \/>\nsome of the RCAP measures sooner than this fall. There\u2019s a lot to<br \/>\ndo before 2030, and time\u2019s a wastin\u2019!<\/p>\n<p style=\"text-align: center;\"><font><font><font><font><strong>\u00bb\u00ab<\/strong><\/font><\/font><\/font><\/font><\/p>\n<p><\/p>\n<p><strong>The roof of the<br \/>\nArcata Community Center<\/strong> now features a hefty <a href=\"https:\/\/www.times-standard.com\/2026\/03\/05\/solar-project-at-arcata-community-center-boosts-resiliency\/\">array<\/a> of solar<br \/>\npanels. As a sports complex and community hub that could provide<br \/>\nessential services during an emergency, the location is doubly apt.<br \/>\nFortunately, someone realized in the nick of time that the roof was<br \/>\ndue to be replaced as well, so now it has a new metal roof to ward<br \/>\noff the rain and hold up the panels.<\/p>\n<p>Being longer lasting<br \/>\nthan shingles or other asphalt roofing, a metal roof should <a href=\"https:\/\/www.energysage.com\/solar\/installing-solar-panels-on-different-roof-types\/solar-metal-roofs-top-5-things-need-know\/\">outlive<\/a> the panels. That longevity balances out the higher cost of the<br \/>\nroofing itself. It\u2019s also easier to install solar panels on metal<br \/>\nroofs, so that part is less expensive. Metal roofs save energy in the<br \/>\nsummer because they reflect heat instead of absorbing it. Plus, metal<br \/>\nroofs can be made from recycled metal and can be recycled when they<br \/>\nfinally start to deteriorate. They work well for rainwater <a href=\"https:\/\/www.bluebarrelsystems.com\/blog\/roofing-materials-for-rainwater-harvesting\/\">harvesting<\/a> too.<\/p>\n<p><font><font><font><font>Redwood<br \/>\nCoast Energy Authority<\/font><\/font><\/font><\/font><font><font><font><font><br \/>\nprovided no-cost assessments and reports for the project, which<br \/>\ninclude an energy-efficient LED lighting system. <\/font><\/font><\/font><\/font><font><font><font><font>It\u2019s<br \/>\na great community improvement.<\/font><\/font><\/font><\/font><\/p>\n<p style=\"text-align: center;\"><font><font><font><font><strong>\u00bb\u00ab<\/strong><\/font><\/font><\/font><\/font><\/p>\n<p><\/p>\n<p><font><font><font><strong>Redwood<br \/>\nCoast Energy Authority signed a resolution<\/strong> last month to participate<br \/>\nin a promising long duration storage project that doesn\u2019t use<br \/>\nbatteries. Compressed Air Energy Storage uses excess energy to<br \/>\ncompress air. Anyone who has used pneumatic tools knows that<br \/>\ncompressed air packs a lot of energy, which can be used to turn a<br \/>\nturbine to make electricity when released.<\/font><\/font><\/font><\/p>\n<p><font><font><font>The<br \/>\nenergy company <a href=\"https:\/\/www.canarymedia.com\/articles\/long-duration-energy-storage\/novel-energy-storage-project-california\">Hydrostor<\/a> plans to excavate a deep cavern in<br \/>\nKern County to serve as a receptacle for the air instead of using an<br \/>\nabandoned mine, borehole or other already existing geological cavity.<br \/>\nThere\u2019s probably a good reason for that, but it seems a shame to<br \/>\nwaste a perfectly good abandoned mine. When it\u2019s time to release<br \/>\nthe air, water is poured into the cavity, displacing the air, which<br \/>\nhas nowhere to go but up.<\/font><\/font><\/font><\/p>\n<p><font><font><font>A<br \/>\nrecent development improves the efficiency of Compressed Air Energy<br \/>\nStorage [CAES]. Compressing air creates heat, which has usually been<br \/>\nlost energy. Now they\u2019ve discovered how to store that energy and<br \/>\nuse it to reheat the air once it\u2019s released. Hot air contains more<br \/>\nenergy than cold air. This advance will be used in Kern county for<br \/>\nthe Willow Rock project. Excess electricity from wind farms in the<br \/>\nMojave will be utilized to compress the air.<\/font><\/font><\/font><\/p>\n<p><font><font><font>With<br \/>\nconstruction slated to start this year, Hydrostar is first lining up<br \/>\ncustomers who promise to buy its electricity. RCEA is one of those<br \/>\nfuture customers for a 6.2% share of the 50 MW project. The company<br \/>\nhopes to be generating electricity sometime in 2030.<\/font><\/font><\/font><\/p>\n<p style=\"text-align: center;\"><font><font><font><font><strong>\u00bb\u00ab<\/strong><\/font><\/font><\/font><\/font><\/p>\n<p><\/p>\n<p><strong>Every jurisdiction<br \/>\nin Humboldt is required<\/strong> by the state to build a certain number of<br \/>\nhousing units, and a certain percentage of those units must be<br \/>\navailable for below-moderate rates. These numbers are decided by a<br \/>\nformula that balances different criteria. The decision-making<br \/>\nprocess, called Regional Housing Need Allotment, is enacted by<br \/>\nHumboldt County Association of Governments and approved by the<br \/>\nCalifornia Department of Housing and Community Development [DHC]. The<br \/>\nseventh cycle of RHNA was just completed several months ago, but<br \/>\nEureka appealed the results to HCAOG at its March 19 meeting. The<br \/>\nissue was that Eureka\u2019s share of low-income housing seemed unfairly<br \/>\nhigh.<\/p>\n<p>Eureka\u2019s city<br \/>\nplanner Cristin Kenyon explained that city council thinks the<br \/>\nallocation process should use somewhat different criteria in the<br \/>\nfuture in order to better serve the goals of Affirmatively Furthering<br \/>\nFair Housing, which is California\u2019s commitment to combat housing<br \/>\ndiscrimination and segregation.<\/p>\n<p>The criteria for<br \/>\ndeciding the ratio of low-income housing includes \u201copportunity<br \/>\nscores\u201d and vehicle miles traveled among other considerations to be<br \/>\nbalanced. Minimizing Vehicle Miles Traveled [VMT] is very important<br \/>\nfor the climate while the opportunity score considers the<br \/>\navailability of schools, green spaces and other amenities to<br \/>\nlow-income people. The RHNA weighted Opportunity at 30% and VMT at<br \/>\n70%.  That strikes Eureka as an imbalance that doesn\u2019t do enough to<br \/>\nachieve the goal of economically diverse neighborhoods.<\/p>\n<p>Colin Fiske,<br \/>\nDirector of Coalition for Responsible Transportation Priorities,<br \/>\npointed out that Eureka is one of the few areas in the county with<br \/>\nsufficient population density to operate effective mass transit,<br \/>\nwhich lower-income people are more likely to need. Eureka is also a<br \/>\nmore walkable and bikeable community&mdash;features much to its credit.<br \/>\nHCAOG\u2019s Regional Transportation Plan calls for 80% of new housing<br \/>\nstock&mdash;whether developed for low-income, moderate or high-income<br \/>\nlevels&#8211;to be built in areas that aren\u2019t dependent on cars for<br \/>\ntransportation. When that is the overall goal, providing opportunity<br \/>\nto a low income population and reducing VMT overlaps to a large<br \/>\nextent.<\/p>\n<p><font><font><font><font>At<br \/>\nany rate<\/font><\/font><\/font><\/font><font><font><font><font><br \/>\nit would be exceedingly difficult to redo RHNA at this point, <\/font><\/font><\/font><\/font><font><font><font><font>so<br \/>\n<\/font><\/font><\/font><\/font><font><font><font><font>Eureka<br \/>\nsimply highlighted its concerns that the goals of fair housing <\/font><\/font><\/font><\/font><font><font><font><font>would<br \/>\nbe better served<\/font><\/font><\/font><\/font><font><font><font><font><br \/>\nwith a different balance of criteria. In eight years the new RHNA<br \/>\ncycle will be re-considered, and the HCAOG board promised to<br \/>\n\u201cmemorialize\u201d <\/font><\/font><\/font><\/font><font><font><font><font>a<br \/>\nfuture consideration of<\/font><\/font><\/font><\/font><font><font><font><font><br \/>\nachieving <\/font><\/font><\/font><\/font><font><font><font><font>those<\/font><\/font><\/font><\/font><font><font><font><font><br \/>\ngoals<\/font><\/font><\/font><\/font><font><font><font><font><br \/>\nin a different way. <\/font><\/font><\/font><\/font>\n<\/p>\n<p>\n<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/001\/105\/988\/original\/screenshot_2026-03-31_205538.png\" style=\"width: 100%; max-width: 555px; display: block; margin: auto;\" width=\"555\" alt=\"\" title=\"\" align=\"center\"><\/p><figcaption class=\"redactor_caption\" data-src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/001\/105\/988\/original\/screenshot_2026-03-31_205538.png\">screenshot of HCAOG Powerpoint<\/figcaption><\/p>\n<p>\n<\/p>\n<p>\n<\/p>\n<p><strong>Check this out and<br \/>\nspread the word<\/strong>. The upgrade can include a heat pump, heat<br \/>\npump water heater, heat pump clothes dryer and induction stove.<\/p>\n<p>If you qualify for<br \/>\nCARE or FERA discount programs for electricity, or Medi-Cal, WIC, SSI<br \/>\nor other low-income programs, you qualify for this fantastic deal.<\/p>\n<p><font><font><font><font>And<br \/>\njust in case you PG&#038;E customers missed this, you might be able to<br \/>\nget a rebate for a household battery for <\/font><\/font><\/font><\/font><font><font><font><font><em><a href=\"https:\/\/www.pge.com\/en\/outages-and-safety\/outage-preparedness-and-support\/general-outage-resources\/generator-and-battery-rebate-program.html?cid=em_resi_sfmc_generatorbatteryrebate_learn-more-green-btn_20260317_c4331_ntp01906\">power backup<\/a><\/em><\/font><\/font><\/font><\/font><font><font><font><font>.<br \/>\n(Okay, you can also get the rebate for qualifying generators, but<br \/>\nplease go for the battery instead.) Nor does the Supreme<br \/>\nCourt define what rights they have. Somehow we all forgot that states<br \/>\ndefine corporate rights. If California were to amend its corporations<br \/>\ncode, any business that incorporated in California must go by the new<br \/>\nrules. So how about we the Californians decide that corporations<br \/>\ncannot donate money to political candidates or causes? AB 1984,<br \/>\nintroduced by Assemblymember Chris Rogers proposes exactly <a href=\"https:\/\/legiscan.com\/CA\/bill\/AB1984\/2025\">that<\/a>.<\/p>\n<p>Going back two<br \/>\nhundred years, the Supreme Court has recognized that corporations are<br \/>\nentirely creations of state law. As recently as 2014 in the Burwell v<br \/>\nHobby Lobby, a notorious case which decided that corporations can<br \/>\ndiscriminate on the basis of religious beliefs, Justice Alito<br \/>\nreferred to \u201cthe companies in these cases are governed by the laws<br \/>\nof the States in which they were incorporated.\u201d<\/p>\n<p>Is a business that<br \/>\nwas incorporated in a different state able to donate money to support<br \/>\nor defeat a state bill in California? Not according to <em>Center for<br \/>\nAmerican<\/em> <em>Progress<\/em>. Corporations that do business in states<br \/>\nother than the state they were incorporated in are considered<br \/>\n\u201cforeign\u201d in those states and are barred from getting involved in<br \/>\nits politics. Nor is it a simple matter to simply transfer one\u2019s<br \/>\ncharter to a different state. Such a process is complicated and<br \/>\nexpensive.<\/p>\n<p>What about federal<br \/>\nlegislation? I would guess that corporations couldn\u2019t be prevented<br \/>\nfrom getting financially involved in federal politics. So the<br \/>\ninfluence of each state would be limited to corporations legally<br \/>\nchartered in its own state. Suppose a lot of states assert their<br \/>\nrights to trim corporate power to meddle in politics&mdash;that sounds<br \/>\nlike a movement that could only improve the political landscape.<\/p>\n<p>The good news is<br \/>\nthat five states are currently working on bills to restrain their<br \/>\ncorporations from meddling in its politics. Montana\u2019s legislature<br \/>\nhas provided the model that inspired Rogers.
