Finally, it has found a way through the obstacles imposed<br \/>\nby PG&amp;E. This solar farm will be very similar to the one on<br \/>\nFoster Road.\n<\/p>\n<p><font><span><\/span><\/font><font>Both<br \/>\nare located on a little more than 25 acres of ag land with<br \/>\ncommitments to sow native plants as pollinator habitat. However, plenty of county residents felt<br \/>\nthat it was too strong, or that we shouldn\u2019t have a CAP at all.<br \/>\nTheir resistance influenced both the Planning Commission and the<br \/>\nBoard of Supervisors, which passed the Plan in December after some<br \/>\nlast-minute watering down. <\/font><\/font><\/font>\n<\/p>\n<p><font><font><font>One<br \/>\nof the most positive measures of the RCAP provides for a dedicated<br \/>\nstaff position and a Regional Climate Committee to oversee carrying<br \/>\nout the measures of the plan and to measure the county\u2019s progress<br \/>\ntowards the targets for reducing emissions.  <\/font><\/font><\/font>\n<\/p>\n<p><font><font><font>The<br \/>\ncomposition of the committee has not yet been finalized. Very likely<br \/>\nit will be comprised of staff or board members of Humboldt County<br \/>\nAssociation of Governments. This agency, which already deals with two<br \/>\nof the main priorities of the CAP\u2014transportation and housing<br \/>\ndistribution\u2014has a board that includes representatives from all<br \/>\nseven jurisdictions of the county. The Climate Committee would just<br \/>\nneed representatives from Humboldt Transit Authority, Redwood Coast<br \/>\nEnergy Authority and Humboldt Waste Management Authority to be<br \/>\ncomplete. <\/font><\/font><\/font>\n<\/p>\n<p><font><span><\/span><\/font><font>However,<br \/>\nr<\/font><font>ecent<br \/>\nalarming signs from HCAOG <\/font><font>shake<\/font><font><br \/>\n<\/font><font>climate<br \/>\nactivists\u2019<\/font><font><br \/>\nfaith that it\u2019s the best agency to shoulder the responsibility for<br \/>\nthe <\/font><font>Regional<br \/>\nClimate Committee<\/font><font>.<br \/>\n<\/font><font>HCAOG<br \/>\nstaff<\/font><font><br \/>\n<\/font><font>recently<\/font><font><br \/>\nreplaced the words \u201cclimate crisis\u201d in its current Regional<br \/>\nTransportation Plan with \u201cclimate change.\u201d Whether the board will<br \/>\napprove of this change will be decided in a couple of weeks. <\/font><font>The<br \/>\n<\/font><font>more<br \/>\nthan <\/font><font>month-long<br \/>\ncomment period for th<\/font><font>e<br \/>\nupdated draft <\/font><font>RTP<br \/>\ngave the general public and the environmental community ample time to weigh<br \/>\nin on that wording change and several other issues. <\/font><font>The<br \/>\ndeadline for that<\/font><font><br \/>\nended two days ago. Hooking<br \/>\npeople up with rebates and tax incentives to pay for solar panels,<br \/>\nheat pump water heaters, ebikes and many other energy-efficient,<br \/>\nclimate-friendly upgrades became a priority for <\/font><font>us<\/font><font><br \/>\nwhen the Trump administration announced in June that federal<br \/>\nfinancial incentives <\/font><font>for<br \/>\nthese items<\/font><font><br \/>\nwould expire at the end of the year. Part of the Inflation Reduction<br \/>\nAct, they were supposed to last through 2030.<\/font><\/p>\n<p><font>Helping<br \/>\npeople claim as much of that money before the end of the year was our<br \/>\nmission <\/font><font>at<br \/>\nseveral more community events we participated in<\/font><font>,<br \/>\nbut the <\/font><font>Electric<br \/>\n<\/font><font>Home<br \/>\nand Vehicle Fair, <\/font><font>co-sponsored<br \/>\nby Redwood Coast Energy Authority and many other organizations,<\/font><font><br \/>\nwas by far the most successful one. <\/font>\n<\/p>\n<p style=\"text-align: center\"><font><font><font><strong>++<\/strong><\/font><\/font><\/font><\/p>\n<p><font><font><font>Our<br \/>\nOutreach Committee implemented a program that donated climate-related<br \/>\nbooks to school libraries.
