The Board of Supervisors will be the last hurdle before the<br \/>\nRCAP is official.\n<\/p>\n<p><font><font>S<\/font><\/font><font><font>ome<br \/>\nHumboldt residents oppose this modest plan because they see it as too<br \/>\nstringent. Some people\u2014<\/font><\/font><font><font><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMf1tHSsvkDVFZE8wijusFTH6hDUszUSWR74XRTz0VP9lcNkeQf1l9gom8GJYGS8o6RQ4owSxb4nCe-7V7Rvoqo6SrEb5FKAzT8YKfG0BMcrFlFkZ-6EOfpof7gOlYA44Nc0UvAqDKZJr0ojRNJtkzWkoyQggXKsQKKt_rWnxPIR_t6TOxD6jPSRvesK7OQOC6Fcx8PoaNSsp7Y2IbdXLuzAn_mbJxuiXtu8SHh3tXQ3_zcnvUy_Wvia4CpLZVwgr9EI4mjsOGCyAjFywiF7f5qS2uWe7tMQfw0RVgy1TbldLELle-C2ZNSG82NbAm99lgRs7SczPim8TuHIYizppPzNE6PeTt-Fks9qkrcOUbOXA\/4l8\/eJaBr5cvTyKowp3jwl2wKA\/h1\/h001.EsXUXMGObd561Ko71lMtjozCyBs8h-tFpwV2k0QT6Ds\">including<\/a> Planning Director John Ford,&#8211;believe tha<\/font><\/font><font><font>t<br \/>\n<\/font><\/font><font><font>Humboldt<br \/>\ncounty does not contribute to climate change.<\/font><\/font><font><font><br \/>\n<\/font><\/font><font><font>\u201c.<br \/>\n. .<\/font><\/font><font><font><strong><br \/>\n<\/strong><\/font><\/font><font><font>we<br \/>\ndon\u2019t <\/font><\/font><font><font>believe<\/font><\/font><font><font><br \/>\nfor a minute that we contribute to the greenhouse gas emissions<br \/>\nproblem in the state or in the United States or the world.\u201d <\/font><\/font>\n<\/p>\n<p><font><font>Really?<br \/>\nThose other people\u2019<\/font><\/font><font><font>s<br \/>\nemissions are <\/font><\/font><font><font>changing<br \/>\nthe climate<\/font><\/font><font><font>?<br \/>\n<\/font><\/font>\n<\/p>\n<p><font><font><\/font><\/font><\/p>\n<p>\n<font><font><font><span><\/span><\/font><\/font><\/font><font><font><font>Taking<br \/>\nthe total GHG emissions tallied by the RCAP for 2022 and dividing<br \/>\nthat number by number of Humboldt residents according to the 2020<br \/>\ncensus, gives us a rough <\/font><\/font><\/font><font><font><font>estimate<\/font><\/font><\/font><font><font><font><br \/>\nof 11 metric tons per person. A lot was left out of the RCAP\u2019s<br \/>\ninventory, so the true amount is probably higher.  <\/font><\/font><\/font><font><font><font>In<br \/>\n2019 <\/font><\/font><\/font><font><font><font>Stantec<br \/>\nConsulting Services<\/font><\/font><\/font><font><font><font><br \/>\ncalculated <\/font><\/font><\/font><font><font><font>our<br \/>\nper capita greenhouse gas emissions<\/font><\/font><\/font><font><font><font><br \/>\nat 18 metric tons.<\/font><\/font><\/font><font><font><font><br \/>\nThose are not small numbers. The statewide average was 9.7 in 2021.<br \/>\n<\/font><\/font><\/font><font><font><font>The<br \/>\ncurrent average is probably lower now because California has been<br \/>\nreducing its emissions since 2004. Yet its resident<\/font><\/font><\/font><font><font><font>s<\/font><\/font><\/font><font><font><font><br \/>\nstill emit more GHG <\/font><\/font><\/font><font><font><font>per<br \/>\ncapita<\/font><\/font><\/font><font><font><font><br \/>\nthan those of many countries in the world.<\/font><\/font><\/font><font><font><font><span><\/span><\/font><\/font><\/font><\/p>\n<p><font><font><\/font><\/font><\/p>\n<p><font><font>So<br \/>\nmuch for our Humboldt myth that we live more lightly on the earth<br \/>\nthan other people because our lifestyle is simpler or more righteous.<br \/>\nSome people think we shouldn\u2019t worry about emissions<br \/>\nbecause our mighty redwoods sequester so much carbon. But that<br \/>\nattitude does nothing to address the fact that the world\u2019s forests<br \/>\nare not sequestering nearly enough. If they weren\u2019t way behind we<br \/>\nwouldn\u2019t be having a climate crisis. <\/font><\/font>\n<\/p>\n<p><font><font>Besides,<br \/>\nwe have no idea how much our forest sequester<\/font><\/font><font><font>s<\/font><\/font><font><font>.<br \/>\nDisturbingly, m<\/font><\/font><font><font>any<br \/>\nforests worldwide are becoming net emitters. California discovered<br \/>\nduring its last scoping plan in 2022 that its math for achieving its<br \/>\nclimate targets was all wrong <\/font><\/font><font><font>partly<br \/>\n<\/font><\/font><font><font>because<br \/>\nthe forest <\/font><\/font><font><font>the<br \/>\nAir Resources Board<\/font><\/font><font><font><br \/>\ncounted on for sequestering carbon <\/font><\/font><font><font>was<\/font><\/font><font><font><br \/>\nactually <\/font><\/font><font><font>a<br \/>\n<\/font><\/font><font><font>net<br \/>\n<\/font><\/font><font><font><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.EtNV8HBC60Tl7UuGmXS3saxxtZHNhWIv-QVoYeBxII_hXswAlDZjMXtdbyeWLSWq7Z3cHYf-GhP--T0Et40kLY5OtCcoTcWiUGj3MwbU1CE3opdBA-JwXN9kCp-yrxVUcTZV-uZSNahHG4loe96oOaumjIjHB80PGPUo9k0apvEz9ND7bgruU5H_c_MKQX8apUr4NWV_C_DagMF5BhlZC2WiyghR0wdmVlgO5K2bEGtnWwIsSDLAyU4Ji7xbuF_sa1hO3YYh6qGo6sGD4Ghzgn0m3cOoFyv01Mnk9OSLQ61M8XuzT8fgQjW_bo_TAW1ew8AiZXJeJ9b8xr9ga-ym6w\/4l8\/eJaBr5cvTyKowp3jwl2wKA\/h2\/h001.-asoc75FqXN1_bwKbvKxAMG5fFFCTvahgR6JmFMMkLw\">emitter<\/a>.<br \/>\nEven heavily-forested <\/font><\/font><font><font><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMQlz0vgtLqZyiutxqw_ihNhmyxOmPyq4i_Iwu97mVstfik8B25AEl-1aS2WcI4wtWV4lpdbyOWUKQy1JP_uFkbOPjDoSbONGRddyDPwjKkqUynA-nkN0wGrSeW02y1oGVusygc2k2Ums_VYkr0llpee26sy0F63pfbIqPpA7-8XR8nPstODXcAzKv1oYBghmrykqivkcUzxdioELFMwm4GWocn8TM9LVsaQmNsCtB2LJApfeu66-ltANoXBmLNdBzkj6qJtCoSLZf28wGh6D2KGHH-HTkxa_uf5WBu_RCMLQeK_xVCCCwBZAcSdTHazaqHKZCKzvDCdKO1ukPQ1HmluWHbHYbMdBMRQZWW-tx71WABTKrAVZp3RczQ6ld25kT7foIJZyy0IZklCJsQ3L5pA\/4l8\/eJaBr5cvTyKowp3jwl2wKA\/h3\/h001.9r7azZQOHp7EsoVgoF34LlSC89HQ6if8JLqtNWeQkgk\">Finland<\/a> was<br \/>\nrecently astonished to realize that its forest <\/font><\/font><font><font>is<\/font><\/font><font><font><br \/>\nemitting more than <\/font><\/font><font><font>it\u2019s<\/font><\/font><font><font><br \/>\nsequestering.<\/font><\/font><\/p>\n<p>\n<font><font>The<br \/>\ntimber industry is a big player in Humboldt\u2019s economy. Lumber is a<br \/>\nlovely and very useful product, but we can\u2019t hide from its<br \/>\nemissions. We must count them and those from biomass power plants<br \/>\ntoo. There are other reasons for not taking the carbon sequestration<br \/>\ncapacity of forests for granted&#8211;such as development and wildfire.<br \/>\nThere may also be reasons that we don\u2019t understand yet. <\/font><\/font>\n<\/p>\n<p>\n<font><font>Bottom<br \/>\nline: our children\u2019s future is looking very precarious. We should<br \/>\nbe asking ourselves what we can do to improve the odds.<\/font><\/font><\/p>\n<p>\n<\/p>\n<h1 style=\"text-align: center\">\n<font><font><font><font>\u00bb\u00ab<br \/>\n  \u00bb\u00ab   \u00bb\u00ab<\/font><\/font><\/font><\/font><font><font><font><br \/>\n  <\/font><\/font><\/font><br \/>\n<\/h1>\n<p><\/p>\n<p><strong>After all that it<br \/>\nlooks as though Nordic Aquafarms may have <\/strong><strong><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.SNYHID0cgDJeR88MOfSMuWPEZtCApuHSTCi3nkQP3-BPh9ODhCL7dYkoh4kbct5jwM6KKHNvBc6xLMepaNA7Y_dpr5ZtQBbDf-s6Y4E3urShM0UPGWjCFFWvc7tMBabrDU6ii5r8o-14BGOLu0-HRweIoisO3Id5DYieh85_tye8vmxKgBZfKNd_C_8vgbI0N_tux0vsxBCn3tQrl8lUdu398TpBBMRG__0GgvMp6SPiKQ6uzpHJz3Q6DCuNDmTBZyV-zAl5zO_Un7knZxaEExT4v8bQgNI9MUKw_snu83XkXQS8v8xbsFT9FDbJHaZoxYd6QQW7eeWJz8d9cRAqasGjVj1H5DHnWkWLBai97LdKrjeAeCe1ZbPIHA4YfDLR\/4l8\/eJaBr5cvTyKowp3jwl2wKA\/h4\/h001.iYIWmNb9VrXTNdeVt_P6RA6g3d6Uk70Rj5pjmhzpeN8\">abandoned<\/a> its plans<\/strong><br \/>\nto build a huge recirculating aquaculture system facility on the<br \/>\nSamoa Peninsula. After getting approved by the Planning Commission<br \/>\nthree years ago, Nordic beat the legal challenge from several<br \/>\nenvironmental organizations, including 350 Humboldt. It acquired all<br \/>\nof its permits. But at the same time it was pursuing its project<br \/>\nhere, it was fighting legal challenges in Maine, where it planned to<br \/>\nbuild another huge RAS facility. This time the challengers won,<br \/>\ndraining the company of many millions of dollars.\n<\/p>\n<p>Apparently, the<br \/>\ncompany now suffers from financial problems. CEO Brenda Chandler has<br \/>\nleft the company. Emails are unanswered, the Harbor District has<br \/>\nclammed up, and the Planning Department has filed it away.\n<\/p>\n<p><font><font><font>Perhaps<br \/>\ni<\/font><\/font><\/font><font><font><font>nvestors<br \/>\n<\/font><\/font><\/font><font><font><font>will<br \/>\nstep<\/font><\/font><\/font><font><font><font><br \/>\nin to take over a project that has secured permits and completed an<br \/>\n<\/font><\/font><\/font><font><font><font>Environmental<br \/>\nImpact Report<\/font><\/font><\/font><font><font><font>.<br \/>\n College of the Redwoods has an aquaculture program that could<br \/>\nprovide a workforce. If new entrepreneurs will scale the project down<br \/>\nto lessen its impacts and <\/font><\/font><\/font><font><font><font>GHG<br \/>\nemissions<\/font><\/font><\/font><font><font><font><br \/>\nthere may be a happy ending to this story after all the contention.<br \/>\nIf new investors do come along but make the same <\/font><\/font><\/font><font><font><font>demands<\/font><\/font><\/font><font><font><font>,<br \/>\nthen here we go again. <\/font><\/font><\/font>\n<\/p>\n<p>\n<\/p>\n<h1 style=\"text-align: center\">\n<font><font><font><font>\u00bb\u00ab<br \/>\n  \u00bb\u00ab   \u00bb\u00ab<\/font><\/font><\/font><\/font><font><font><font><br \/>\n <\/font><\/font><\/font><br \/>\n<\/h1>\n<p><\/p>\n<p><strong>Twenty-seven<br \/>\nacres of former Sun Valley Floral Farms land outside of Arcata are<br \/>\ngrowing a different crop <\/strong><strong>these days.<\/strong> Thanks to rows and<br \/>\nrows of solar panels, it\u2019s producing enough electricity for three<br \/>\nthousand homes. But don\u2019t give up on flowers. The acreage will be<br \/>\nseeded this winter with native plants to please bees and other<br \/>\npollinators. It\u2019s even possible for solar farms to share the land<br \/>\nwith row crops though that is not planned for the foreseeable future.\n<\/p>\n<p>Redwood Coast Energy Authority has <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.X6XUC7u8ppFLNtMO_55SZopBkxMsFa4aSu7NvB49tgP8H1DCwZCapDjNDOwlpGGPuVQuhDA1KhwVm3UkzVWtCjMRWjO1Xf4TnEYHaA3BnxBLYKil0QOYWWiYupAF6lhpaEpBqxZ3taR0f5pK6kfaEpaoo4gMlZG4uzZW9GEmXQ8XiZvzGIPqnNGv8RFOmBPmgtno_JzgvAj8nMKms3trJU6Hp5y43SzsDF9GN-gQbZ2Cr20AnP5vuBzRYDqOVbdiT0E1pqqCN58VH3gzSVvTp0ZdMqMe2PGpUAN7LAx_m6i2Rbk_b6_rPBTMIetrN8rByeKZXIirTYvSN1uKvcEgzGvYPM1WoeBXLI-sANbhh_0\/4l8\/eJaBr5cvTyKowp3jwl2wKA\/h5\/h001.nRDWBMH4gX9FZ3J0NB9GbXfdqdfpJGPdLVbj4BonuSc\">contracted<\/a> with Renewable<br \/>\nAmerica for the electricity generated and stored at the Foster Clean<br \/>\nPower project. This is its first contract for new-build, local,<br \/>\nutility scale solar power, which is a somewhat different deal from<br \/>\nthe Airport Microgrid. RCEA built that installation itself with funds<br \/>\nand consultations with different agencies.\n<\/p>\n<p>The Foster Clean Power project incorporates a 2.5 megawatt\/10<br \/>\nmegawatt-hour battery system, composed of BYD lithium iron phosphate<br \/>\nbatteries. These batteries ensure release of power at peak usage<br \/>\ntimes when the grid needs it the most. The panels, pictured below,<br \/>\npivot with the path of the sun.<\/p>\n<p><font><font><font>The<br \/>\nribbon-cutting ceremony took place on October 7. The Planning Commission approved the Hatchery Road<br \/>\nSolar project five years ago, but unexpected exorbitant charges from<br \/>\nPG&amp;E put a huge damper on things. Many of us solar fans<br \/>\neventually gave up on it, but the developer, Renewable Properties,<br \/>\nkept their permits active in the hopes of resolving the difficulty.<br \/>\nPg&amp;E finally made changes that allowed RP to re-apply for<br \/>\nconnection in a way that didn\u2019t trigger the same high charge.\n<\/p>\n<p>This project and the Foster Road Clean Power project are<br \/>\nstrikingly similar. Twenty six acres for the Hatchery project vs<br \/>\ntwenty seven acres for FRCP. Both are located on ag land where the<br \/>\ndevelopers have committed to sowing native plants as pollinator<br \/>\nhabitat. Both developers have indicated a willingness to accommodate<br \/>\ngrazing livestock at the installations though the FRCP developer has<br \/>\nsaid quite emphatically that no goats would be allowed.\n<\/p>\n<p>Lastly, the outputs are somewhat similar. The existing farm on<br \/>\nFoster Road produces 7 megawatts of solar generation with a 2.5<br \/>\nmegawatt\/10 MWh battery storage while the Hatchery Road project plans<br \/>\nfor  4 megawatts with 4 megawatt\/16-Mwh battery storage. RCEA pays<br \/>\nmore for these small, local projects than for their 100 MW contract<br \/>\nfrom Sandrini Energy in Kern county. Supervisor Natalie Arroyo,<br \/>\nwho represents the county on the board of HTA, reported<br \/>\nto Humboldt County Association of Governments this month about what<br \/>\nimprovements are being made.<\/p>\n<p>The list includes<br \/>\nincreased investment in Dial a Ride, expanding Redwood Transit\u2019s<br \/>\noperational hours, adding an express route between Benbow and Willets<br \/>\nto replace a discontinued Greyhound route,  making the Willow<br \/>\nCreek\/Arcata route faster, which serves many high school students,<br \/>\nplus buying two new buses. All that for $3,600,000.\n<\/p>\n<p>The only<br \/>\ndisappointment is that the new buses are diesel. Danco, the interested developers, apparently<br \/>\ndidn\u2019t disclose that information to the city.
