Because of the historical decline and<br \/>\nseverely depressed state of anadromous salmonids in the Eel River, dam<br \/>\nremoval should proceed expeditiously and without unnecessary delay to<br \/>\nimprove salmon populations and other beneficial uses in the Eel River.<\/li>\n<li>\n<strong>The long-term effects of dam removal are a net positive.<\/strong><br \/>\n Dam removal projects are large-scale river restoration projects, and<br \/>\nthe State Water Board has treated them as such. The North Coast Regional<br \/>\n Water Board\u2019s Restoration Policy allows staff to certify projects with<br \/>\nshort-term impacts when there will be long-term benefits, which clearly<br \/>\napplies in this case.<\/li>\n<li>\n<strong>The short-term impacts of dam removal must be analyzed and, to the extent possible, minimized and mitigated.<\/strong><br \/>\n Dam removal is expected to have short term negative impacts, namely the<br \/>\n release of sediments built up in the Potter Valley Project\u2019s<br \/>\nreservoirs. We need to better understand the conditions necessary to<br \/>\nquickly transport this sediment downstream, how to time this release of<br \/>\nsediment to minimize impacts to aquatic life, and what additional<br \/>\nmitigations like revegetation with native plants can do to limit<br \/>\nerosion.
