That<br \/>\nclawback at the end of August came as no surprise to anyone who has<br \/>\nbeen paying attention. Sure enough, the state legislature passed a budget bill<br \/>\nmid-September that releases $228 million for OSW port infrastructure.<br \/>\nThat is the first installment of the $475 million for OSW approved by<br \/>\nvoters last year in Prop 4.<\/p>\n<p>So California is<br \/>\nforging ahead. This inconsistency<br \/>\nappears to be happening again when the federal Interior Department<br \/>\nfiled to dismiss an anti-wind group\u2019s lawsuit against the Empire<br \/>\nWind project. Also, Senator Mike Johnson, Speaker of the House,<br \/>\nappears to be quietly lobbying the Cabinet <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.SEgofQhSb9pGg8bz5XQG3SDkVeHf2QDAfaHM4WGsLsmPyTMzUr4RYw85gdCWKzeUU_HMQxHkwgvFElRQaWRXcQ99-EfNzMUh5Qpp4S2As1Cqq12s6SwQ78mXsPOMZRwFJyTzJNu4pLxkCiL_oURsMaWgRcJCCQ1WIZ5f6frt4EXQwjzNy0QljN8MQCE6G8MwwoYcroPz4g7AsnbGIHcRQSIAwcYQbPmN2h9gj1CuJosnarHVesUBDRHb3AhNG8MEdZqRoT_KoB6L1Wd4QJEiCIGI719DYBa36xJ7qCn_GNfVqUV2ZibXpSAgvDtIOy1mPoSvyPt7tHMmreB63XjW4_omKUpEztb9BqDmgXOpUuDcKfiTsmMLcvsRjXFbBFK_Jdg8U_7G3be2o5j0kSwiEq8IrnCq3HlwEiNmx5pbSO0xjPKkHZbLQ4HC8dg9MLLM\/4ke\/44xPxhCfRhiCBqZp-7eG_w\/h3\/h001.l1hmBPnlfbuFIorxuMb-T8BU-K8oL2-6lYxa8tfOA94\">on behalf<\/a> of a wind<br \/>\nproject off the Virginia coast.\n<\/p>\n<p>Construction of the<br \/>\nRedwood Marine Terminal is several years away\u2014time to conduct<br \/>\nstudies and meet with the seven different community interest groups<br \/>\nin an attempt to minimize local impacts of the huge facility and to<br \/>\nsettle on community benefits reaped from giant wind turbines twenty<br \/>\nmiles out in the ocean. The next federal election will be in 2028.\n<\/p>\n<p style=\"text-align: center\">\n<strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab \u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong><strong> <\/strong>\n<\/p>\n<p><\/p>\n<p><strong>Golden State Natural<br \/>\nResources has been reading and analyzing more than 5,000 comments<\/strong><br \/>\nreceived back in May about its proposed project to convert low-value<br \/>\ntrees and slash to wood pellets. These pellets would have been shipped to the<br \/>\nport of Stockton and from there to biomass power plants overseas. The<br \/>\nmonetization of the biomass was in part supposed to finance forest<br \/>\nresiliency projects would reduce wildfire. But the project\u2019s DEIR did<br \/>\nnot inspire confidence that the resiliency goals would be<br \/>\naccomplished on a scale that justified the massive carbon emissions<br \/>\nand air pollution of the project.<\/p>\n<p>The board of GSNR is<br \/>\ncurrently discussing smaller projects. Instead of converting biomass to pellets at the two large<br \/>\nfacilities it planned to build, the wood would be chipped, involving<br \/>\na lot less processing. These wood chips would not be shipped<br \/>\noverseas. Local uses\u2014in the state of California or in neighboring<br \/>\nstates\u2014would be found for the material. This is a big improvement<br \/>\nthough a lot depends on the ultimate fate of the wood.\n<\/p>\n<p>The simplest option on GSNR&#8217;s list of three possibilities would be to stick to incineration at power plants within reasonable<br \/>\ntransport distance, which would be better than pile-burning and<br \/>\ngetting nothing out of it. However, government subsidies and twisted<br \/>\ncarbon accounting rules have turned what should be a last resort into<br \/>\na brisk business that can even incentivize logging trees that don\u2019t<br \/>\nnecessarily need to be removed. In the name of zero net carbon,<br \/>\ncountless tons of carbon flow into the atmosphere. Climate activists<br \/>\nresist calling it clean energy.\n<\/p>\n<p>GSNR seems to<br \/>\nrecognize the impact of all this carbon at this late date and suggests capturing and<br \/>\nstoring the carbon at biomass power plants. Unfortunately, this technology has never been<br \/>\neffective. The two other suggested options seem better. One is<br \/>\nconverting biomass into hydrogen for aviation and marine fuel. Such a<br \/>\nploy comes with large-scale carbon emissions of its own but could displace fossil fuels used for hard-to-decarbonize industries. The last option on GSNR\u2019s<br \/>\nlist is turning the chips into strand board. From a carbon viewpoint<br \/>\nthis is the superior solution. Of course it has other environmental<br \/>\nimpacts as does everything except smelling roses.<\/p>\n<p>The need for a greater variety of clean options for the huge volume of woody debris is urgent.<br \/>\nOld-fashioned composting and mulching options remain viable. Also, small diameter wood has many <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.nTQp_FEIcSHl649vCJCicomJUcKzhVIFca4mbmvSqG8qPODk9y3qdkHXCZZwucCi9FIsUBgA4LB9W_gF29119OTcZMaqeYDnAG81tf0QKj535sdXsOeJdBglg6hUaMjxscKFv0M5ytPLtip3sMugHijWTGf9QkY0yrf5kNmABvdOv33s0bKd7RW_XsYApyCy-uddU5DugRJ7eAxQkAcI1xY0i5FqEPbYATJ_ZgTcz7lFrzBo0Ig-9Z88AKc_7cbwM_YWzDjONc6RbbiUnXnWoijbS7lg6Y7dC-g8fULjlwLYbxewBJv5BUhLbrpIDUR9ABpvvmKoPLRRE4600Vp2catTBfV_V5fNDG4LDjBP-y-udkPnNLbaE8kvWqhCY3ZJ\/4ke\/44xPxhCfRhiCBqZp-7eG_w\/h4\/h001.mHiNqBb6IKy7N4NJVWU3w9Cnos_yJWKRdqr9fCDSBe8\">applications<\/a>&#8211;some old and some new. Governments should subsidize emerging biomass utilization technologies in the same way they should subsidize offshore wind energy. It\u2019s that important.\n<\/p>\n<p><\/p>\n<p style=\"text-align: center\">\n<strong><strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab \u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong><\/strong><strong> <\/strong>\n<\/p>\n<p>\n<\/p>\n<p>\n<\/p>\n<p><strong>Pass one bill and<br \/>\nthen two days later work on another bill that will fix the first one<\/strong>.<br \/>\nThat\u2019s the situation the legislature is in thanks to a dirty<br \/>\npolitical maneuver that involved attaching the first bill\u2014<a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMbGkLIwECSum6fDJ0snEb7gzC1wfm5rOvlo-Ml31oI8X667JDPFwyZU_ZYWKCois9_o1WV8IazM7-Dc0IZsrYTTYz_rjqUpjUIv51ZxLx5QiTSq0dxK1-4ed4Lbx9vGm8rwiCQz6gwJBU1t4Z_GiXW1hICIGXY8HRHVXuhdurydiM3-Kfn8GMdnZ51pEgKxZB21tBJytGM7lFreiVoB5esgYqqEKTsGyTuMV5-nhAEjpzHIzoiEs05X_vzfzBu9mZu66oLUDYgDgP7Wcli9Eyr8QefnxaeU7G6GNS4DddSicj3dpj_5MZj8Dd2bL6dxdLVvn1blsWvb4ukiQtyF3Sgp0RI95qRw-R_k6_5zQCxyr2J_MsylTl-l6G_HA0XZGE77T40Ryxu_U-P29o9KQ195IRFJtXXDQ1nbOGpUKG6Kr\/4ke\/44xPxhCfRhiCBqZp-7eG_w\/h6\/h001.kUr4P5WjlLLocScqQp0tQXm5olylpuRe1Zgf_9vwN4Q\">SB 131<\/a>&#8211;to the proposed budget. The only way to vote against the<br \/>\nflawed 131 would have been to vote against the budget\u2014and few were<br \/>\nwilling to do that.\n<\/p>\n<p>In normal times, the<br \/>\npurpose of SB 131, which is to streamline the California<br \/>\nEnvironmental Quality Act as it applies to building new housing,<br \/>\nwould have been dead in the water. Only Republicans would have voted<br \/>\nfor it. However, the mantra these days for housing advocates and for<br \/>\nmany climate activists as well is \u201cbuild faster.\u201d We have a<br \/>\nhousing crisis, and we have a climate crisis, and both require<br \/>\nbuilding new infrastructure. SB 131 focuses on housing but also<br \/>\n\u201cadvanced manufacturing.\u201d\n<\/p>\n<p>CEQA evaluation<br \/>\ntakes time and gives the public time to consider the findings and to<br \/>\nweigh in. It\u2019s hard to contradict the critics who say that the CEQA<br \/>\nprocess can be gamed and projects held up for many years as the<br \/>\nsituation gets worse. However, SB 131 goes too far.\n<\/p>\n<p>One of the several<br \/>\nflaws in the bill prescribes streamlining CEQA for \u201cadvanced<br \/>\nmanufacturing\u201d projects.
