These structures will provide<br \/>\n39 living units\u2014eight of them transitional&#8211;specifically for young<br \/>\npeople. Finding housing is extra challenging for low-income youth,<br \/>\nkids without a support system or even college students. A commercial<br \/>\nkitchen that provides meals crowns the list of amenities.<\/p>\n<p>Similar to Jaroujiji<br \/>\nYouth Housing Project, the other two projects exemplify an<br \/>\nextraordinary degree of thoughtful <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.SNYHID0cgDJeR88MOfSMuWPEZtCApuHSTCi3nkQP3-DCnuiN9oJBgDWWQWRPhZZxOK_JeWVBJCfh4AJJwh-IOwrSWDGRYnCAckjUzmY8JhJeOzdTgh7oGW_EOQx71QuSzUx76jAM4peBMdCwwbgg_sxiPyPpQ9Uq9AUC_6VNtdpy5_MAQza-ZlCxzHHI4V1om_Yvp_lJm6UyLW_MP9gR7lQzibi1-A1ldd9JpI5jeaK9JDKFs3Jd2YuS-7pOzlIdUN2dgDVlYaExZ2_eudM-NKiDfofUIOHw5FH7y1qDelWlfYbsY2Un1IlNqPOIMFwewYjP9w8vLk-C_-aPQ1tJUiecg6KaIynj0J5b39G7ND4hhoDvDVek96y2AU_2r7zL\/4j0\/wepG06DGTtyhwyWjFLFGiQ\/h1\/h001.TjFoQR3V9pa-L4EzSI9kOXbNLqh3V5G8ExBs97UzOSE\">planning<\/a> that targets<br \/>\nvulnerable population groups. Laquilh Hou Daqh, which is now fully<br \/>\nfunded, will offer 52 apartments for seniors. A certified kitchen on<br \/>\nthe ground floor will be a valuable resource for senior meal programs<br \/>\nand others.\n<\/p>\n<p>The third project<br \/>\nhas scored its first grant of $2 million\u2014only $25<br \/>\nmillion to go. This project is designed with families in mind,<br \/>\nso its many amenities will include a childcare center. Both it and<br \/>\nthe senior project will be built on excess parking lots in downtown<br \/>\nEureka. All three of the projects supply community resources and much<br \/>\nneeded affordable housing\u2014250 units all together.<\/p>\n<p>Tribal members\u2014who<br \/>\nare being priced out of their ancestral homeland&#8211;will be first in<br \/>\nline, of course, to take advantage of the housing, but Michelle<br \/>\nVassel, Wiyot Tribal Administrator, emphasizes that others will be<br \/>\n<a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.mohcMWigGtDpp7Zj47amQpAVJdkTn9FzliDykiXkxGRQIJizvP5bXXT0UwvQVtcRnqa58VLj-QAqpHYcPlSuVjbwZvW0h3Cjm7gX3wmQ2Zxggdal9sKNZNOOjz28uOToXhtzNmqN1Xt9qZFO8Axp_Lq1M5-PfVn9l8ymXAxfz6LT5-QofhU9rktwai-5e8xoTGbQ8fFrcLMegd4xzKjRM_aYGWm5xgJpe6Jwb1s4NDUxjBKJsZpgsoYmZeZjhl4kiHNiDuNdU3g24IDxx7ygQHLY9_cz76m9R7uWFkFs5hGWVVJqvLrODbQ-SRnMXHcIAo3etU-Jx0pfGxY15K7S33-5UfTs4vdm5dPCJXIJ-tE\/4j0\/wepG06DGTtyhwyWjFLFGiQ\/h2\/h001.2ZOgvHc1ptSZknKsWCM20bSS4jhMpbngws-KwOXDASg\">served<\/a> as well. The entire community will benefit from the<br \/>\nadded resources.\n<\/p>\n<p><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/001\/026\/911\/original\/for_elders.png\" style=\"width: 100%;max-width: 552px\" width=\"552\"><\/p>\n<p><\/p>\n<p><strong><font><font><strong>Many<br \/>\npeople don\u2019t want to live in a concrete jungle.<\/strong><\/font><\/font><\/strong><font><font><br \/>\n<\/font><\/font><font><font>So while infill housing developments reduce carbon emissions while<br \/>\nsparing ag land and forest, steps must be taken to make municipal<br \/>\nareas as green as possible. <\/font><\/font><font><font>Now<br \/>\n<\/font><\/font><font><font>that<br \/>\nEureka and other Humboldt towns are<\/font><\/font><font><font><br \/>\nintentionally charting a course towards greater density, how will<br \/>\nopen <\/font><\/font><font><font>urban<br \/>\n<\/font><\/font><font><font>green<br \/>\nspaces be protected?<\/font><\/font><font><font><span><\/span><\/font><\/font><\/p>\n<p>One approach is<br \/>\nexemplified by the new Gulch Greenway Ordinance Zone <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMf1tHSsvkDVFZE8wijusFTF5k43z1By4EY4exoGKqtkigycLayy8ucamvOUdVEvpyLUT3rR-vbMVXTkJaaerltdsZruIGGWf0auHHV6OkM_T-OifVrpUvRWWOPn5nKBjKxTblf2HumRGWjL9T09tyApGeOGXMJgyB3nmgs_pTjzo6vbaW3X5oQg49M3OXVMnafuNm2eABv16X1d4Sb14NHZKhGjio0QcWB3f25qG4j1VdxH-h5RCGWY1Ze1xSG3S0MOpRwRv7dW54GGKKzW7uDARRvslbEkx25BuU3gIBSkxgraRznUd2hSKk6eQzplZN-FtQLL9gIB2IJ0dvvgOVU96c6fbew8yqcTb2G1kOtNJ\/4j0\/wepG06DGTtyhwyWjFLFGiQ\/h3\/h001.W86E1bYc6kKHlLiA_iiDiJD_hXh7ryg0kqsRmeMXmQQ\">adopted<\/a> earlier this month by the city council of Eureka. The topography of<br \/>\nEureka is naturally conducive to extensive greenways, thanks to its<br \/>\nnetwork of gulches, wetlands, streams and sloughs. The city has been<br \/>\ninterested for many years in codifying protections for those natural<br \/>\nfeatures that provide ecological services such as stormwater<br \/>\nmanagement, air and water quality, carbon sequestration. A network of<br \/>\ngreenways also provides habitat and corridors for wildlife.\n<\/p>\n<p>Gulches are steep<br \/>\nand not very conducive to building structures, so protecting them<br \/>\nshouldn\u2019t much diminish available places for building houses.<br \/>\nHowever, the GGOZ minimizes blanket prohibitions. This is fairly common in Oregon, which has<br \/>\nthe strictest landfill methane regulations in the country. There are<br \/>\nlegitimate reasons to use the loophole\u2014some areas might be steep,<br \/>\nslick or otherwise too dangerous to access. There might be<br \/>\nobstructions. Some landfills manage to exempt around half of their<br \/>\narea for these reasons, which seems a little specious, frankly. But<br \/>\nDry Creek Landfill takes the cake. It claims that 70% of its area is<br \/>\ninaccessible for monitoring equipment.<\/p>\n<p>Dry Creek Landfill<br \/>\nhappens to be where Humboldt county sends its trash and garbage,<br \/>\nmaking it poster child for SB 1383, the California law that prohibits<br \/>\nsending organics to a landfill. The county may manage to eventually<br \/>\nbuild our own composting center. That\u2019s a huge challenge. Current<br \/>\nCalifornia law requires composting centers to have a solid-waste<br \/>\npermit\u2014the same permit a landfill must have&#8211;if composting more<br \/>\nthan 100 cubic yards at one time.
