Changes in terrestrial water storage are driven by high-latitude water losses, intense Central American\/European droughts, and groundwater depletion, which accounts for 68% of TWS loss over non-glaciated continental regions. \u201cContinental drying\u201d is having profound global impacts. <strong>Since 2002, 75% of the population lives in 101 countries that have been losing freshwater water. Furthermore, the continents now contribute more freshwater to sea level rise than the ice sheets, and drying regions now contribute more than land glaciers and ice caps. Urgent action is required to prepare for the major impacts of results presented.<\/strong>\n<\/p>\n<p>MITIGATION\n<\/p>\n<p><strong>Wetlands conference. <\/strong>Scientists and civil society are urging delegates from more than 170 countries represented at a summit here to step up ambitions to combat the continued destruction of Earth\u2019s fastest-disappearing ecosystem. Wetlands underpin all life on Earth, supplying fresh water, oxygen, habitat and food. Yet since 1970 more than 35 percent of wetlands have been lost or degraded at a pace three times faster than losses experienced within forests. Legislators and climate advocates celebrated the move, which had been mandated under the pathbreaking 2023 All-Electric Buildings Act.\n<\/p>\n<p><strong>But California is no slouch. <\/strong>California is quietly pulling ahead on cleaning up its grid. In real terms, that means California is now averaging 4.7 hours per day powered by 100% clean electricity \u2014 up from just one hour per day in 2023. So far in 2025, WWS has supplied 57.5% of California\u2019s electricity demand, compared to 48.7% two years ago. This is what serious decarbonization looks like.<\/p>\n<p>LOCAL\n<\/p>\n<div>\n<p><strong>The City of Arcata has officially enrolled all of its electric accounts <\/strong><strong>into Redwood Coast Energy Authority\u2019s REpower+ program, making the City\u2019s operations 100% powered by renewable electricity.<\/strong> This citywide opt-up includes electricity accounts for major public facilities such as City Hall, the Arcata Community Center, the library, parks and ball fields, and essential water infrastructure like pumps and booster stations. (Or call.) <\/em><\/p>\n<p>Here is a sample message:<\/p>\n<p>&#8220;Dear [Legislator Name], <\/p>\n<p>Unfortunately, despite the concerns raised at the time, SB 131 was signed into law this month and will result in the loss of important habitat in California and the siting of toxic manufacturing facilities next door to already overburdened communities.<\/p>\n<p>I urge you to support amendments to this legislation for passage before the end of session to do the following:<\/p>\n<ul>\n<li>Add habitat and lands important for Natural Community Conservation Plans\/Habitat Conservation Plans to the definition of \u201cnatural and protected lands.\u201d<\/li>\n<li>Remove the overly broad Advanced Manufacturing CEQA exemption. <\/li>\n<\/ul>\n<p>I also urge that you oppose future efforts to roll back environmental protections in subsequent legislation. I am deeply concerned about proposals to exempt oil drilling and other energy projects from environmental review, particularly CEQA. California\u2019s biodiversity is already at risk with federal proposals to remove important protections to our endangered species and public lands.
