In the meantime Humboldt County Association of Governments<br \/>\n[HCAOG] is rethinking its commitment to serve as our Regional Climate<br \/>\nCommittee. With a Climate Manager at its head, this committee will be<br \/>\nresponsible for carrying out all of the RCAP measures.\n<\/p>\n<p>Climate activists<br \/>\nfelt encouraged when HCAOG agreed last December to take on this role<br \/>\nof Climate Committee, especially when it volunteered to fund the<br \/>\nClimate Manager position for the first year. HCAOG is particularly<br \/>\nwell-suited to the job because its main area of decision-making<br \/>\nconcerns transportation issues. Much of what the Regional Climate<br \/>\nAction Plan prescribes involves transportation-related issues that<br \/>\nreduce vehicle miles traveled. With added representation from three<br \/>\nother agencies (see below), HCAOG\u2019s board would cover all the bases<br \/>\nthat a Regional Climate Committee would need to do.\n<\/p>\n<p>At this month\u2019s<br \/>\nboard meeting, the new executive director, Brendan Byrd, proposed to<br \/>\nchange the plan made under Beth Burks who left to become executive<br \/>\ndirector of RCEA. He pointed out that financial unrest on both<br \/>\nfederal and state levels makes cautious budgeting advisable. Instead<br \/>\nof unilaterally spending the agency\u2019s reserves, Byrd suggested<br \/>\nsharing the cost of the Climate Manager position with all of the<br \/>\nother jurisdictions.\n<\/p>\n<p>Byrd\u2019s second<br \/>\nsuggestion is that staff instead of board members from all Humboldt<br \/>\njurisdictions plus staff from Humboldt Transit Authority, Redwood<br \/>\nCoast Energy Authority, and Humboldt Waste Management Authority would<br \/>\ncomprise the committee. The HCAOG board would serve to vote on<br \/>\nstaff-generated proposals that need approval. Byrd points out that<br \/>\nstaff is where most of the technical knowledge comes from anyway, so<br \/>\nthey are better able to support the Climate Manager position. With a sworn enemy of<br \/>\nany type of<br \/>\nwind energy occupying the White House, this goal looks all too<br \/>\npossible.<br \/>\nThe group, Responsible<br \/>\nEnergy Adaption for California\u2019s Transition Alliance [REACT] has<br \/>\ncontacted Sean Duffy, Secretary of Transportation, to ask him to take<br \/>\na hard look<br \/>\nat that $426 million grant.\n<\/p>\n<p>\nA similar group, Committee for a Constructive Tomorrow [CFACT], based<br \/>\non the east coast, has successfully targeted floating offshore wind<br \/>\nprojects off the coast of Maine, pretty much halting the progress of<br \/>\noffshore wind there for now. It comes as no surprise that CFACT is<br \/>\nfunded by hundreds of thousands of fossil fuel dollars and has now<br \/>\njoined a national coalition along with REACT. Some of these groups<br \/>\nconvinced Trump to shut down the Empire Wind project; however, the<br \/>\nshutdown did not last long.\n<\/p>\n<p>An offshore wind power industry is not viable on the west coast<br \/>\nunless the floating platform technology is fully developed. That<br \/>\ntechnology is in the beginning stages though fifteen small<br \/>\ninstallations producing a <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMTkadJVqAxewfcCoMuprkWuRsiMvDgfpRAMKnamiGDd_dCbWUKUo2nAHVZeTuCDWZFlO_L8cIl12bJrDARquufsRmoWTNqDrWE8UQ5qln6j1NI4dfSj3OjNnq84y-CTtwiPRVWhoAjuoTTqTvoSMkZtWSuYFNQ9-prl4z-BanpXAPvitlfq8taj354xBrAe9wqNQBI0lDvO1CG3v0jQ-0vqM7XqBID_ycVPm1nwLrpGO2T5VQ9cf2e4-FboSP3WGSJ1vyRyJJWQWvlaVAunC_VLrKNbRyUbgaFFyxatY5syA8VrAXxLAQ0fWHsQ0v4wXdlasAHxS99h2ZPYWeM1ISRkEcHBDWa-osraHaw8WJJNrTAUXelOFkBZ0CFRHq30GrA\/4ij\/gfPdPn3oQ3aOXPO4Z60UNw\/h1\/h001.EODXFHmQ4D5LcdxgQlNz8KkDlYM3bV-kK7YAM53duXY\">total<\/a> of 245 MW are operational<br \/>\naround the world. California\u2019s target of 25 GW of offshore wind<br \/>\nenergy is essential to reach carbon neutrality by 2045. It\u2019s hard<br \/>\nto see how carbon neutrality will be achieved anywhere without wind<br \/>\nenergy complementing solar.\n<\/p>\n<p style=\"text-align: center\">\n<strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab \u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong>\n<\/p>\n<p>\n<\/p>\n<p><strong>The most <\/strong><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMTZKQqhInDPow9ah9Gb32X8_ffxO4dh_CBpk_DR-GsPkLlEp3yM3CLwMzV-aF3VCGLa1MXIiAYxfnkikpJUOIP64HlHSqC4J1-1FYaX7aU5bqLDpaM6N6rmmtT7jz430EVegJdnZq4nE8qsjrL7iwjtaQ0FiUgY-uiofl8Jk53vkos-x3LP1YFQQc44aGEHUaEsuOqFkXJOxZjjhiQzT6iYa0ZJH_bq9AYJh5OHJ0ei1ifqQAwnMqdKtPFxkBO_7b8K70nAngXUVL20o7cXwOwVMExk3Ma5INHbk416gABXjlDuOfJDZ6UkNDmI0eamjgTPwi6mOSGh8FUXzWU998YGRVoUpTDM25-e6waMszFoo\/4ij\/gfPdPn3oQ3aOXPO4Z60UNw\/h2\/h001.4p5j0Vl7KqcQTCAdAg-AgKL6b9BolO51w_bE4MSqSbs\">recent hearing<\/a><strong> at<br \/>\nArcata\u2019s City Council meeting for the<\/strong><strong> proposed <\/strong><strong>53-<\/strong><strong>unit<br \/>\n<\/strong><strong>developmen<\/strong><strong>t<\/strong>\u2014four 3-story buildings&#8211;on the site<br \/>\nof old Roger\u2019s Garage in Bayside revealed new information. CEQA<br \/>\n[California Environmental Quality Act] due diligence had turned up<br \/>\nthe possibility of a wetland onsite. The information requires a break<br \/>\nin the public hearings for more investigation. David Loya, head<br \/>\nplanner for Arcata, assured attendees that hearings will resume in a<br \/>\nfew months.\n<\/p>\n<p>News about the wetlands was a double surprise for those Bayside<br \/>\nresidents who were under the impression that Arcata intended to skip<br \/>\nCEQA for the development. A particular section of CEQA would have<br \/>\npossibly been waived but not now that five percent of an acre may<br \/>\nqualify as a wetland.\n<\/p>\n<p>The entire 1.68 acre lot used to be a wrecking yard for vehicles,<br \/>\nand consequently the ground is a toxic mess. Cleaning up the<br \/>\ncontaminated soil is a pre-requisite of building on it. Which seems<br \/>\nlike a benefit except that some of the neighbors question if stirring<br \/>\nit up is wise. They point to the elementary school on the opposite<br \/>\nside of the street as a need to be particularly cautious. The school<br \/>\nalso figures in some not well-thought out scenarios based on<br \/>\nstereotypes about people likely to live in affordable housing. (This<br \/>\n<a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.SEgofQhSb9pGg8bz5XQG3a28cOYSbQ337J3CraWO4OiDsOC1KeufqQzj7Yx2r_-LaVdo1PN1X-F_5-BRqtqBYkBwANnQ-ep7AyBdxL8lqD8ya7OxXwGCFP56tHN71ot8QwjHq1rrdoO8cwruFJPV5z9mqqtKoJHePPWTbPtmDiXAR5HahWqEnHBDxMJjSjYSrFAPzA-HR6OLETG76sJOWyRUWEDQMh-xDEXpPFUIqvj-R1kEH_pphM_p1pVfkDi5GBt7gOemlCQetY1Wigigl2890ZIk05uBw7G6P4AA95s\/4ij\/gfPdPn3oQ3aOXPO4Z60UNw\/h3\/h001.w10pzyQlE0pJyvQaBeUJTLKgJZV34LQ95FZN7tZzpHU\">comment<\/a> from a supporter brings up good points on that topic.)<br \/>\nAdded traffic and lack of parking are also familiar complaints.\n<\/p>\n<p>The benefits, of course, are tremendous: affordable housing<br \/>\ninfill, cleaned up site, reduced vehicle miles traveled, and it\u2019s<br \/>\neven possible that the added population could get Bayside the bus<br \/>\nconnection to Arcata that it has longed for.<\/p>\n<p style=\"text-align: center\"><strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab \u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong><\/p>\n<p><font><strong>You<br \/>\ncan currently rent bicycles at eight different Tandem Mobility bike<br \/>\nstations<\/strong> in Arcata, including on Humboldt Cal Poly campus, but<br \/>\nthat\u2019s not enough. Starting<br \/>\nin 2017 as a partnership between the city, the university, the North<br \/>\nCoast Co-op and a different bike rental outfit called Zagster, the<br \/>\nendeavor declared bankruptcy during the pandemic. Arcata tried again<br \/>\nin 2021 with Tandem Mobility. As ridership doubled during the first<br \/>\ntwo years, the number of rentals per year stands today at more than<br \/>\n25,000\u2014enough to feel secure about expanding the operation.<br \/>\n(Despite the name these are not tandem bicyles.) <\/font>\n<\/p>\n<p><font>With<br \/>\nthe Bay<em> <\/em>trail<br \/>\nbetween Arcata and Eureka now open, the two cities and university<br \/>\nwill form together a bicycle Shangri-La. People under the age of<br \/>\nsixty will be embarrassed to be seen behind the wheel of a car as the<br \/>\nstreets become safer and quieter. Air quality will improve and carbon<br \/>\nemissions plummet. Those problems<br \/>\nare apparently smoothed out now, and the developer, Renewable<br \/>\nProperties, will add a battery storage component to the project for a<br \/>\ntotal of 16 Mwh.<\/p>\n<p>The second BESS is located at the old biomass plant in Fairhaven. Called Fly Catcher (?), its output is 24 Mwh.
