Complete<br \/>\nStreets means that roads aren\u2019t just for cars. It refers to a<br \/>\npackage of infrastructure and policy changes that improve safety and<br \/>\nconvenience for bicylists, public transit users and pedestrians. The<br \/>\nfirst <a>stage<\/a> on south Broadway included concrete work on<br \/>\nsidewalks and ramps and pre-requisite electrical work for signals,<br \/>\netc. to come. Eventually we\u2019ll have a bike line marked off by<br \/>\nvertical delineators. The Complete Streets <em>policy<\/em> was<br \/>\nadopted in Eureka on January 17, 2023.\n<\/p>\n<p><strong>Another Complete Streets project in Eureka will make C Street a<br \/>\nboulevard for bicycle traffic. <\/strong>City Council just awarded a<br \/>\n$2.34 million contract to RAO Construction Company. The 3-2 decision<br \/>\nreflected some <a>contention<\/a> about whether community engagement<br \/>\nabout the project had been adequate.<strong> <\/strong>The project<br \/>\nwill be funded through a Caltrans Transportation Grant.<\/p>\n<p>The boulevard will shunt vehicular traffic off C Street at four<br \/>\ndifferent intersections. Access is still guaranteed along the two-way<br \/>\nstreet for cars, but they will have to drive back to C from a<br \/>\nparallel street. A little more driving, yes, but this will discourage<br \/>\ndrivers from using the road as a north-south corridor from Waterfront<br \/>\nDrive to Harris Street and make bicycles safer from fast traffic.<\/p>\n<p><strong>Bicyclists will soon travel between Arcata and Eureka<br \/>\nwithout taking their lives into their hands on 101. <\/strong>The<br \/>\n<a>opening<\/a> of the Humboldt Bay Trail will be celebrated on June<br \/>\n28. Stay tuned for a schedule of activities, but we already know that<br \/>\nthe climax will be a party at the Adorni center on Waterfront Drive<br \/>\nfrom 3 to 6pm.\n<\/p>\n<p><strong>People all over the world race kooky pedal-powered<br \/>\nsculptures every year<\/strong>, but we know it started here in<br \/>\nHumboldt county fifty-six years ago if we count that first race down<br \/>\none street in Ferndale. Even those who don\u2019t believe in an<br \/>\nafterlife like to think of Hobart Brown, who started it all, watching<br \/>\nthe three-day, fifty-mile extravaganza that sprang from those<br \/>\nweird but humble origins. In case you missed<br \/>\nthe race this year, click <a>here<\/a> to see a bunch of photos of the glorious zaniness.<\/p>\n<p>\n<\/p>\n<p><strong><img decoding=\"async\" src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/001\/010\/430\/original\/kinetic.png\" style=\"width: 100%;max-width: 555px;margin: auto\" width=\"555\" alt=\"\" title=\"\" align=\"middle\"><\/strong><\/p><figcaption class=\"redactor_caption\" data-src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/001\/010\/430\/original\/kinetic.png\"><strong>Dan Chandler<\/strong><\/figcaption><p><strong>Bicycling may be more glamorous, but when it comes to climate-friendly transportation let\u2019s not forget public<br \/>\ntransit.<\/strong> Here in Humboldt, that means buses. As<br \/>\nreported in last month&#8217;s LookOut, local public transit got a boost<br \/>\nwhen the Board of Supervisors agreed to dedicate more Measure O tax<br \/>\nrevenue to public transit than was originally suggested.\n<\/p>\n<p>However, this funding increase may be counter-balanced by<br \/>\npotentially bad news from the state. Dealing with a budget emergency,<br \/>\nGovernor Newsom looks set to do what governors do when the chips are<br \/>\ndown\u2014throw public transit <a>under the bus<\/a>. (That doesn\u2019t<br \/>\nsound right, but you know what I mean.)<\/p>\n<p>Currently, California\u2019s Cap and Trade program continuously<br \/>\nfunds, via the Greenhouse Gas Reduction Fund, three different<br \/>\nimportant programs that promotes public transit and housing built<br \/>\nnear public transit routes. These programs have mitigated over 5.7<br \/>\nmillion tons of greenhouse gases since 2014. Yet the latest Revised<br \/>\nBudget Proposal doesn\u2019t commit to the same level of funding for<br \/>\nthese three priorities.<\/p>\n<p>\n<\/p>\n<p><strong>A timber industry organization is suing Fish and Wildlife<br \/>\nto remove<\/strong><strong> the critical habitat designation<\/strong><br \/>\nfor northern spotted owls on <a>3.5<\/a> million acres. This move is the most<br \/>\nrecent raid on national forests. On April 1 the Forest Service<br \/>\namended the Northwest Forest Plan to allow increased timber harvest<br \/>\non federal lands, stating that more logging and more thinning will<br \/>\nreduce wildfire intensity. Two days later, President Trump declared<br \/>\nby memo a national forest health emergency that just happened to<br \/>\ncoincide with a timber supply emergency. He ordered the Agriculture<br \/>\nDepartment to expedite logging. Now the American Forest Resource<br \/>\nCouncil has piled on, trying to make sure that northern spotted owl<br \/>\nhabitat is not excepted from the new era.<\/p>\n<p>The American Forest Resource Council makes the case that the<br \/>\ncontested acreage is not serving in any meaningful way to protect<br \/>\nspotted owls, considering that the two main stressors of the species<br \/>\nis barred owls and wildfire. Many conservation groups, including<br \/>\nEnvironmental Protection Information Center, are challenging the<br \/>\nlawsuit. Tom Wheeler of EPIC points out in this <a>debate<\/a> that when a species is threatened, taking away its home doesn\u2019t<br \/>\nhelp its chances to survive.<\/p>\n<p><strong><u>350 Humboldt Happenings<\/u><\/strong><\/p>\n<p><strong>There will be no General meeting in June<\/strong>. With the help of many<br \/>\nHumboldt high school teachers we distributed promotional materials<br \/>\nfor a mentorship program that would teach teenagers how to organize<br \/>\nclimate campaigns in their schools and communities. Graduates of the<br \/>\nonline program earn a $500 stipend.<\/p>\n<p>The deadline for<br \/>\nstudents was May 27. However, the search for mentors goes on. Wind industry groups, and conservation groups, <a>including<\/a> Humboldt\u2019s EPIC, have joined the suit by filing supportive briefs.<br \/>\nThe ban is supposed to be temporary while Secretary of the Interior<br \/>\nDoug Burgum reviews permitting practices\u2014a process that is supposed<br \/>\nto take six months\n<\/p>\n<p>Considering the antipathy of the Trump administration towards wind<br \/>\npower, no one has confidence that the Trump administration will<br \/>\nre-start permitting of wind projects. However, the Trump<br \/>\nadministration also paused permitting for all solar and storage<br \/>\nprojects as well, and after sixty days the permitting process for<br \/>\nthose did resume. Whether or not the process will be fair is another<br \/>\nissue.<\/p>\n<p>The Empire Wind 1 project on the east coast had already been<br \/>\npermitted and was in construction when President Trump halted work on<br \/>\nthe project in April, saying that BOEM needed to review the permit. Though a scientist<br \/>\nis still in charge, Director Walter Cruikshank plans to retire soon. Fortunately, Equinor\u2019s <a>permit<\/a> was restored a<br \/>\nfew days ago, so perhaps the lawsuit is already having an affect. We<br \/>\nshould also consider that the states with the most wind energy are<br \/>\nRepublican states\u2014Kansas, Oklahoma, Texas and Iowa.\n<\/p>\n<p>The delay and uncertainty have done a lot of damage. Layoffs have<br \/>\naffected Vineyard Energy, one of the developers involved in the OSW<br \/>\nproject outside of Humboldt Bay, and the other developer, RWE, has<br \/>\npulled out altogether. Despite all that and a budget crisis,<br \/>\nCalifornia is steaming ahead. Proposition 4 climate bond is financing<br \/>\nport improvements and other logistical needs.<\/p>\n<p>On a local level the Heavy Lift Marine Terminal Project is<br \/>\nactively moving forward. The Green Terminal Advisory Committee will<br \/>\nmeet in June to focus on how to make the facility as clean as<br \/>\npossible with a low carbon footprint.
