Supervisor<br \/>\nRex Bohn has seemed reluctant to devote any of it to transit, saying<br \/>\nthat many of his constituents complained to him about potholes, but<br \/>\nno one cared about bus service. An ad hoc committee proposed 86% for<br \/>\nroads and 14% for transit. The Board of Supervisors <a>voted<\/a> on<br \/>\nthe exact terms of a five year plan on Earth Day, April 22.  <\/font><\/font>\n<\/p>\n<p><font><font>Public<br \/>\ntransit supporters, organized by the Coalition for Responsible<br \/>\nTransportation Priorities [<a>CRTP<\/a>], pushed for a better deal.<br \/>\nThe two hour presentation and discussion resulted in a hike of only<br \/>\none percent for transit. More importantly, however, transit advocates<br \/>\noverturned some of the constraints devised by county staff to<br \/>\nmaximize the share going to road repair. <font>For<br \/>\ninstance, staff had proposed that any excess revenues above the<br \/>\nprojected <\/font><font>dollar<br \/>\n<\/font><font>amounts<br \/>\n($20.64 million for road repair and $3.36 million for transit) would<br \/>\ngo <\/font><font>exclusively<br \/>\n<\/font><font>to<br \/>\nroad repair. Also, for some reason <\/font><font>Humboldt<br \/>\nTransit Authority<\/font><font><br \/>\nwould have had to spend its share every year or else surrender it to<br \/>\nroad repair. Now HTA has five years. <\/font><font>A<br \/>\nnew plan<\/font><font><br \/>\nwill be re-negotiated in five years. <\/font><\/font><\/font>\n<\/p>\n<p><font><font><font>This<br \/>\nnew hard-won stream of funding for transit came about through<br \/>\npressure from the public. Supervisor Bohn noted during the meeting<br \/>\nthat since his remark about no one caring about buses, sixty<br \/>\nconstituents had contacted him about the need to increase bus<br \/>\nservice. <\/font><\/font><\/font>\n<\/p>\n<p style=\"text-align: center\"><strong><font><font>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<br \/>\n\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/font><\/font><\/strong><\/p>\n<p><\/p>\n<p><strong>Under <\/strong><strong>the<br \/>\nTrump administration<\/strong><strong>, the United States Department of<br \/>\nAgriculture has declared an \u201c<\/strong><a>emergency situation<\/a><strong>\u201d<\/strong><br \/>\nfor more than a hundred million acres of national forests. This<br \/>\ndeclaration orders the Forest Service to fast track a 25% increase in<br \/>\nlogging, which is supposed to accomplish three goals: reduce wildfire<br \/>\nrisks, improve forest health, and supply more timber. How fortunate<br \/>\nthat all three aims can be addressed by increased logging, unfettered<br \/>\nby onerous environmental review and regulations.\n<\/p>\n<p>If commercial<br \/>\nlogging reduced wildfire risks and improved forest health, it is not<br \/>\nobvious to most foresters unemployed by the timber industry. In<br \/>\ngeneral, foresters agree that thinning the forest for health and<br \/>\nreduced wildfire intensity means removing thickly growing small trees<br \/>\nfrom the understory and sparing the big trees. Saving the maturest<br \/>\ngrowth maximizes carbon sequestration as well and puts the forest on<br \/>\na path to old-growth conditions that survive fire better than younger<br \/>\nforests. Following up with prescribed fire on a regular basis is<br \/>\nrecommended.\n<\/p>\n<p>The small trees that<br \/>\nshould be removed aren\u2019t of much commercial value though mass<br \/>\ntimber technologies are becoming more established. To make matters<br \/>\nworse, the Forest Service <a>may stop<\/a> selecting and<br \/>\nmarking the trees to be removed with those telltale blue lines before<br \/>\nlogging. Instead, the people with the chainsaws will use their own<br \/>\njudgment to select the trees, based on a description of trees<br \/>\nconsidered expendable or what the stand should look like after<br \/>\nlogging. This efficient approach will save time and make money, but<br \/>\nwill it reduce wildfire intensity and improve the health of the<br \/>\nforest? Believing so goes against the grain.\n<\/p>\n<p>\n<\/p>\n<p style=\"text-align: center\">Hands Off Protest on<br \/>\nApril 5 at the courthouse<\/p><figcaption class=\"redactor_caption\" data-src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/001\/000\/349\/original\/protest2.png\"><img decoding=\"async\" src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/001\/000\/350\/original\/try_again.png\" style=\"width: 100%;max-width: 554px;margin: auto\" width=\"554\" alt=\"\" title=\"\" align=\"middle\"><figcaption class=\"redactor_caption\" data-src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/001\/000\/350\/original\/try_again.png\">Dana Utman<\/figcaption>\n<\/figcaption><\/p>\n<p><strong>A statewide<br \/>\nPG&amp;E Microgrid Incentive Program has $200 million for developing<br \/>\nnew microgrids.<\/strong> $43 million of that is reserved for projects in<br \/>\nNorthern California, including four in <a>Humboldt<\/a> county.<\/p>\n<p>Just like the<br \/>\nmicrogrid at Blue Lake Rancheria and at Redwood Coast Airport, these<br \/>\nprojects will combine a renewable energy source  (biomass is<br \/>\nconsidered <a>acceptable<\/a>) with battery storage in order to supply<br \/>\nelectricity to communities and to back up valuable infrastructure.<br \/>\nHospitals, fire stations, water treatment plants, etc., no longer<br \/>\nneed to rely on diesel generators during power outages, including<br \/>\npublic safety shutoffs, when served by a microgrid.\n<\/p>\n<p>PG&amp;E\u2019s<br \/>\nMIP<br \/>\nhas awarded funds to nine applicants in California during the first<br \/>\ntranche, but a second window for applications began in early April<br \/>\nand will close on May 30.
