They framed walls using hempcrete panels to<br \/>\nbe used for pre-fab 700 square foot Accessory Dwelling Units.\n<\/p>\n<p>Hempcrete technology<br \/>\nis better-known in France<br \/>\nwhere it was <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMQvgj3zXpbR17rcPR-ZawlziS3mvxHtveLheyKvSmPWsbT3ynzO74xOp4RFlDieTqT71mQW9S_27SKB7jjUe-_JfKZjOaRUS0IGyOZqFvtVc4Sjz8FCeyTkVMQ9d6bRwIfJp98HH_8ZZ-qp4RqJOV_gyDBfPt2OmZWQenXPX3U-vZ7oNI8k-RPNGxq30CztlV3PrJBwp1AfQc0pB46SF4M2zXyddBBhr0RuXdlCWHrlAlFWlX35P-hEMsRMY5z_bfh3foo01nBz6ob2XV5shBnJVlTGKJmcvID9MC-giWBkeimIe8o788v9eIVEGpGObopuGT7F1qB61yXPxdIxWIF1pEKzCu_mupClYqAM42-vJQD2KfSdpm1Oo1zw4CLsLUMpmzlkQN4bUOPfFbzjsYfo\/4ef\/5w4zllBxSNGVHwWWi5Ru5A\/h1\/h001.075b3_kvPCIAD50CzQeFCepRfG50mpFm0bORPp2_L3k\">invented<\/a>. Hemp hurd, which is the interior of the<br \/>\nplant\u2019s stalk, is combined with lime to make a building material or<br \/>\ninsulation that can be sprayed on already existing walls. Besides<br \/>\nforming panels for walls, hempcrete can form masonry blocks or, like<br \/>\ncob, it can be cast into unique forms. Hempcrete has many<br \/>\nadvantages\u2014fire-retardant, mold-resistant, and highly <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.nTQp_FEIcSHl649vCJCicvG8_wPtHTlocLzNaL9FqlF0sPUMPGJpkN1LQio6DfN71Y8CZ0ZTrpmu9LsmIwChuLU2gp8ABsh9x63LR14oFXn6BjDyLD5jQm09Jzr2YvJ6MpnTry8S2Ihy-12SIPyo2myo-R8v60OCptJvIz1Y3vg_CmbEyaF7gXFSXDiTGDJHk_Fi6Pg9ziEp9JAc_hA63PcJRcmYXlhuqDxbINLOEMFWOtug8pZPuSwYYxgHl6M5hanZzNzgMuJcc3uv07u3VieJJZZ6QSpFtnhVHnJtb6e9eeckyG2KXALix-vQ9xjR9luJp-dgv19nNiI4XYHT9hp53EgJCnNzmk8Wf4x5D0S_wXrfYyAegeeVp5R21PzD\/4ef\/5w4zllBxSNGVHwWWi5Ru5A\/h2\/h001._h7VINoBy174zIt_xEuE7t0E6drJ-ggIOA9Nx8YUC4s\">insulating<\/a>,<br \/>\nmaking buildings energy-efficient, and it saves wood. Easily grown,<br \/>\nhemp is renewable and sequesters carbon.<\/p>\n<p>Unfortunately,<br \/>\nindustrial hemp cannot currently be sourced locally because of the<br \/>\nrisk of cross pollination with cannabis. At this stage, both the hemp<br \/>\nand lime are imported from France. According to Lisa Sundberg, the<br \/>\nCEO of <em><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMTNLbZJBnEkOg6XZkx6RUqR7jzxMJGkQLsOCLYkRxqnkU7F4uWaXheCCT64koV_DUwx5Um2rRmTyn8Gm3Gz6zp_mk-iEfot-y1rGw-6jOcYhXAcdF0O966jfmJiHibGuP4gWuBt-n2RwFpj7ZeS10x4wD1tFo0dN7cdOCHep2-5ZRN9F37I8UWUV-zvzK2VPemVYdHPRe4RxsoxolbucMKgGgSLkabSWs1ADR6N9_CXZxsMu51NqHmAGtySaVHG-vmu8JJtwFBliHaKDgpGXjggigfi87p_-cdxEaNedQiBfuZUCmgFRDkWVnBAcI8l_ig\/4ef\/5w4zllBxSNGVHwWWi5Ru5A\/h3\/h001.NwNucqkIcwhzX3tWu8_zX7MgiJsmqhlvlROatWWsWrQ\">IHI<\/a>,<\/em> the next step after getting some building<br \/>\nexperience is to buy the same seed used in France and cultivate it in<br \/>\nsouthern Oregon. Finding a closer source of lime is also on the to-do<br \/>\nlist.<\/p>\n<p>Sundberg said IHI<br \/>\nplans to commission a study of the structure of cannabis hurd to<br \/>\ncompare it with that of hemp, especially the specific type used in<br \/>\nthe French industry. Indigenous Habitat Institute wants to fill<br \/>\nthat important niche in the most environmentally sound way. It has<br \/>\nformed a coalition with other interested organizations, including<br \/>\nCollege of the Redwoods, Danco Builders, and Global Hemp Innovation<br \/>\nCenter at Oregon State University<\/p>\n<p><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/000\/979\/308\/original\/panel_construction.png\" style=\"width: 100%;max-width: 556px\" width=\"556\" alt=\"\" title=\"\" align=\"\"><\/p><figcaption class=\"redactor_caption\" data-src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/000\/979\/308\/original\/panel_construction.png\">courtesy of IHI website<\/figcaption><\/p>\n<p><\/p>\n<p><strong>When the Board of<br \/>\nSupervisors first floated <\/strong><strong>the idea of<\/strong><strong> a new road repair<br \/>\ntax, local environmentalists lobbied hard for a share of that revenue<\/strong><br \/>\nto support bus services. Some supervisors wanted to keep all of the<br \/>\nfunds for road repair. After much negotiating, the board agreed to<br \/>\nset aside a \u201csignificant\u201d portion for public transit if the tax<br \/>\nmeasure passed.\n<\/p>\n<p>Measure O\u2014a<br \/>\ncountywide one percent sales tax&#8211;did pass, and now we\u2019ll find out<br \/>\nwhat \u201csignificant\u201d means. An ad<br \/>\nhoc committee consisting<br \/>\nof Supervisors Madrone and Wilson, representatives from various<br \/>\ncounty agencies, including Humboldt Transit Authority, two trade<br \/>\norganizations, and Coalition for Responsible Transportation<br \/>\nPriorities, has met to settle on a number. A majority of the<br \/>\ncommittee has agreed to 14%, but CRTP\u2019s Colin Fiske is holding out<br \/>\nfor at least 20%.<\/p>\n<p>This<br \/>\nmatter will come before the Supervisors at their meeting on March 25<br \/>\nor possibly April 8. The agency runs a $4 million<br \/>\noperating deficit every year. It\u2019s been successful at netting<br \/>\ngrants to invest in zero-emissions buses, but operational funds are<br \/>\nmuch more difficult to find. It may very well lose federal funding<br \/>\nsince everyone else is losing federal funding these days. The future<br \/>\ncalls for expanded bus services, so more people will ride the bus<br \/>\ninstead of everyone piloting<br \/>\ntheir own car. However, if you<br \/>\nread the other options and do a little addition, 49% wants a minimum<br \/>\nof 25% of the money for public transit.<\/p>\n<p style=\"text-align: center\">\n<strong><strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab \u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong><\/strong><strong> <\/strong>\n<\/p>\n<p>\n<\/p>\n<p><strong>The proposal for<br \/>\na battery energy storage facility in Blue Lake has until September to<br \/>\nwin over residents and the city council<\/strong>. The company, Power<br \/>\nTransitions, was <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMf1tHSsvkDVFZE8wijusFTFbbmBLk9HwqfnwP5pACqYp3bZFTPjpXEWEDmkaVM7dgCgSNqtyiMIkxylJWEPw1chzY_ZVMvXRGr3u7rxkmT1tO0hZatonRyEe427IEjl46DZtkIka8M4eBOCpDUwDCgHH78kWwAJUoQXveod6OZNPYupd7JIrw6b4DyRoeZEOfXkJeiHFl0Wn69GSpNWww-teiiUG0lZQLASLwb0oWBWXfNGOtY88W1QEv_7QK0DoBFT5B1sxB7302MEnU0eiZp_B4hzsOmOatM6-dx8hTmbxo9jOjSx8leDjBVC7yAmTSmTUmbi42m9M7Omk7PbaTvYpvW3wekRnOtfMCk6t-ULJ_R_aS7MEf6HJDgqilXdwl42IbZlIdO3LLkE9_pm8B2o\/4ef\/5w4zllBxSNGVHwWWi5Ru5A\/h8\/h001.PF2IkcZ_QldMdLvEPa4HYWKCAV4AFHrdX-RHTwGnz_k\">hoping<\/a> for a provisional deal by March in<br \/>\norder to fit into PG&amp;E\u2019s window for accepting applications for<br \/>\nnew energy projects. Waiting for the September window means a six<br \/>\nmonth delay for the company if the project is approved at all.\n<\/p>\n<p>Jeff Goldstein of<br \/>\nPower Transitions had originally pitched a more ambitious project to<br \/>\nthe city council at a special meeting last November. He wanted to buy<br \/>\nsix acres to accommodate a 100 MW project. Now PT has downsized it to<br \/>\ntwo acres and 20 MW with the possibility of expanding later if the<br \/>\ncity council agrees. Tax revenue on the facility would yield $180,000<br \/>\nto the town each year, and the stored energy could serve as backup in<br \/>\ncase of a PG&amp;E outage. The decrepit biomass plant would be<br \/>\ndemolished and the contaminated hazardous site cleaned up.<\/p>\n<p>However, many Blue<br \/>\nLake residents are ill-disposed towards the project. At a townhouse<br \/>\nmeeting two days before the city council meeting and at the meeting<br \/>\nitself, numerous residents detailed their antipathy to the idea of<br \/>\namassing that many batteries on the site, which is next to Mad River<br \/>\nand to the town center. Fear of fire and flood were the two main<br \/>\nobjections.\n<\/p>\n<p>The recent<br \/>\ncatastrophic fire at the BESS facility in Moss Landing was on<br \/>\neveryone\u2019s mind, and few seemed impressed by the presenter\u2019s<br \/>\nexplanation of the important ways this project <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMYYYHr8Mbj0-EC0sxmlwE1B_tZntz-FhcdRiZG8Z6ZMy7XMGJMySmiLYuhAG5JhkNr5nJ2p04RchPG0X5KI8Ze9Qic48Npasxu4DxwrSp3hGG9tOBamsHCosz13aOWxYnw-odCq2fYr3LE1jJ-pUZR1qOw2HnETo1sMaAUzQtPX5kaRFWW19LAOaLfMfjDfFO4CBvC2nwXGKTdgNRqhAIsf2gbtRBRHGoOphLJeokhJqf7yCqWuu_nOUPX2IF060_P01EnbyhKtWJbheEeqbh0llAFPo3zpi2nQjlmC_QBh-ZNI0jjEfzvmnye0OdE_RDT1X9TCjKYzsurl1D2W2xIiEQfTrXLnwBmkHsEPyOoU6Ns_0K5ZtPCw04OAwuBsZKPgvgZSax7JuFzyStGQ13wg\/4ef\/5w4zllBxSNGVHwWWi5Ru5A\/h9\/h001.6AmOs4R4_JKj5TVX_81DwlHUjdMdpNsgpfjvtMGpX1c\">differs<\/a> from the setup at Moss Landing. It would be less than a tenth of the<br \/>\nsize of Moss Landing and not housed in one building.
