The exciting<br \/>\nNational Old Growth Amendment proposed last year had a September 20<br \/>\ncomment deadline on its draft Environmental Impact Statement [DEIS].<br \/>\nNow there is a Northwest Forest Plan Amendment with a March 17<br \/>\ndeadline on its DEIS. The fate of old growth is a common denominator<br \/>\nfor both pieces of legislation.<\/p>\n<p>The Biden<br \/>\nadministration issued an executive order on Earth Day 2024 to write<br \/>\nthe National Old Growth Amendment in order to greatly expand <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMYm0Nrr3avsazyFk6kabpCm1ArYgsSSZicCYoWK4kJOSfvMGd4Hdyiq3LwgpX-qx2saYP2nfVdw6jLQk97sOjy5oCnqZ2xJnMUR8Mg464u0hwaH805sHUiUuSwVkuDQ8asPdU9Lt3Rguz02hF1YxyJFZzl7lokb8D3_8oUa2e_2W5icBU3tvhYn5LM8CDNkoUs5r1MiwFxB_s5cUcoAstihN0Y44yNc7t1pmRgdWCCJ7AxL0ZiIJjey1bdp6kBPJzPtiu7gRB7QN-0JsuM6ZlpMMfXIrvJRPTshKDPcHUb83YREht4FpffZojn3-oom0sW7ePSRmSyoH40v81_PI4-8KaiJ1u_9m2eDB70KX706uATxV67_qBe61sujXNrw7VA\/4dm\/M1SqPhJ2TImnZr3JIaMgKg\/h0\/h001.cWJxtKsIbWZ8tQj2-rom4c-uR3XQsAwkLgBg78tQO5A\">protection<\/a> for mature and old growth forests [MOG] on<br \/>\nfederally owned lands. An inventory of MOG forests tallied a hundred<br \/>\nmillion acres.\n<\/p>\n<p>According to the<br \/>\nEnvironmental Protection Information Service, the DEIS that followed<br \/>\nfailed to do enough protecting, and over a <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMdLQgWvJ8hMAbqe3NKmzpVueeEeAcrR8vndMSWLxJNt1jEjHLL-gwNGo9TnTulZ2gpruUVJS_WZc_8Pac8ABNQ6tGCIN3obT5-963GF3oNYjYL-5SXKyUQcTmbz0mVJQ6rAQtUFb8NTnUQWsSHFTrb5rbk_eeyR5mB0cwEotvujI4N4aqSDP-WilNSMFx8BwjClm3gZloY2ag9ZdZrOFwEcoCvHFhV2f1UwcLKKWihwgUNhEoVoJnJa3H3asUiVgmlOI8TKkqhZX91Bmt_KbDqViYIjgJU-cUoJpNQDwEiCwbD1fcHfldaOU91H6HAqS51lSjOOGyIarjhCsZDF-H2f7oANqfesHJMQs4z-KT0FxZnVNP6U-KuYXGa4gZAcZzw\/4dm\/M1SqPhJ2TImnZr3JIaMgKg\/h1\/h001.o3Zp5dE1_PoeacqDB_fzgVlfu_ueFPKCqlo6BxHgynQ\">million<\/a> comments<br \/>\nfrom the public said so. Instead of strengthening the amendment,<br \/>\nhowever, the Biden administration withdrew it after much foot-dragging and outright <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMXDQgWk3e8JzFl_ITHN9fYcoJtHCwbU2aolpK-ZA7n6SSRvgukqwz9VOqD_P33nw7R8R752vC79g5cIRqkHDtkDOlokHx8GnLbOuEp3ztYIWN9zfxcVj8L9Jr_3qo9LoeW0N_zCnv_wJZYjcrmHO9YCX6twCDiH_Q4xsPJngb_-5flkDmcp90Al205IwEzm7YRH697DA-g9M-2t04uk0-cTr_uhVh7olRAwVlQygtr-7Y0lx6c_RcrXnbrIMMnS1fvTRyiTby-n8NRqo61zFNBww7cUh8ezNrPpKIQ9f-0SR92pTHSfDembI5jszbOBlSiOOdeX-Zisk1N9wCz3YuO6rhIQDim3vT0zzqVDNks9zrlGP22sTvyAk9VJMWEV_2g\/4dm\/M1SqPhJ2TImnZr3JIaMgKg\/h2\/h001.t1hh08-LL4lYzoVoWxW4rsoQHSznfN1kRHKT4vZ86Pk\">resistance<\/a> from the National Forest Service. <\/p>\n<p>Meanwhile, the<br \/>\nForest Service has issued a Northwest Forest Plan Amendment that<br \/>\naffects 24.5 million acres of federally managed lands in California,<br \/>\nOregon, and Washington. That\u2019s the <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.v2UrIOJHHKkg0Pk-aGvhyyRez0MTdbfooM2hBoqSheWYeNaRAtHck6coJSN7v2HEZVyt9rHECLX_VxhHpH7t-UUlGJKcXoNRbe9V9tgHfs4Q_Xl-Pz-z1vzHZHKku1_GCCkPAEFJpQrF0zPaJZjF20zFiRF6Aauwzjs_yK_F-bk_UOuB0IJePwC8ZzhfXK_xALtD5PFU5nugGqMrZwQCCrsjN-mbA008r7b-T6HTn7vQPJASS2rYRyBIjCYKe7UofLHDQuhb5BqUlsmMay9-co4rgxG598ER9iDP77wI32dEwEi9HzFZ84KqvtKdscyrm1s-YclBYKbGF81s52e8yw\/4dm\/M1SqPhJ2TImnZr3JIaMgKg\/h3\/h001.QhvFffjtUn3cQdTeKSOnTB5UPCQmIM-UliKe7L-R8Hw\">DEIS<\/a> with the March 17 deadline. <\/p>\n<p>The Northwest Forest<br \/>\nPlan Amendment could substantially <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMf1tHSsvkDVFZE8wijusFTGeFz2vJJG4XzJ7MxbcLY1sD_666CCmmMKmv85JKIi-AxL-SB_jK1r2tgE-u0DK4bCH1TtE4jS0kcfZi6K4_T88cb9aTA2zvGwpy-mYp18z36RdsBLQc2d3cCJDgxJSJ0rBjrQnqrzDwkCO4qub-78JXbw1pN3JHxsnej_Rv_V-SXzz1AHTYJ9DX_AXoR7-bXz6bCxl3tPBdCqZThtyduekbWfAghVa0--wj7f-o6anpMH07cB72ywzguXPDxlrRDdbmzoRI7QyfYXqO33FVqi1Ck3C_wv3Glk5mwgiScF1pBvyB_L2kW_xsFSox8-S-390hEIBPjA0NKfu0tX9Sny3Nk7XMMwlZ__N6wRASUT8GVOnSLtzwlrYvqDXRlPNUaI\/4dm\/M1SqPhJ2TImnZr3JIaMgKg\/h4\/h001.HSAr_GAL-vamSvZk_yyxcZJL-1KwI3cdGGUEdsuLX5w\">increase<\/a> logging of trees<br \/>\nof all ages under the rationale of wildfire prevention even though<br \/>\none of its stated goals is \u201cimproving conservation and recruitment<br \/>\nof mature and old-growth forest conditions. . .\u201d  However, another<br \/>\ngoal is \u201ceconomic opportunities to support the long-term<br \/>\nsustainability\u201d of rural communities.\u201d Read that as timber jobs.<br \/>\nSustainable timber harvest levels and old growth protection were<br \/>\npillars of the original Northwest Forest Plan of 1994, so the stated<br \/>\nneed to amend the Plan in order to protect the forest makes many<br \/>\nforest advocates nervous. With ten wave energy projects off European<br \/>\ncoasts in various stages of development, the Stockholm-based company<br \/>\nis checking out the compatibility of its technology with waves off<br \/>\nthe west coast of the US. All the permitting has been<br \/>\ncompleted, and cable being laid to connect with the local grid is<br \/>\nalmost finished. The fishing community chose the area to be<br \/>\ndesignated as a no-fishing zone.\n<\/p>\n<p>The wave energy<br \/>\nconverter looks like a large buoy that is about thirty feet in<br \/>\ndiameter and twice as long. Something about its engineering enhances<br \/>\nthe movement of waves, generating five times more energy than<br \/>\npreviously thought possible. Wave energy could help balance the grid<br \/>\nbecause waves fill in the gap between solar and wind power. This<br \/>\ncomplementarity is true on a daily basis but also seasonally. During<br \/>\nthe winter when the sun\u2019s presence is diminished, wave power<br \/>\nincreases.<\/p>\n<p>If it passes the<br \/>\nPacWave tests, CorPower  would check out the waves off Humboldt\u2019s<br \/>\nshore and find out what it would take to work with community choice<br \/>\naggregators. We just<br \/>\nreceived word that the Norwegian corporation has finally <em><\/em><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMeyde6KosLWeBTbhzDgzstqDkFG_z1EmpRrAi6_9xAInZXESTN5VeN8NwjgQ7wgqpOqbWESlCo9AaQCcNaalxZPZgttwTgnkPoQ843CB2Hvrh8kIVlovtBC5xDYo8kAWciNoNp9uHtxTvA4T0YKFhq3_rmXjwPg9KifR_GvwdnpnjFauJ4YNtGuo_3woZhGNA0gTsXZf1T0TRrbyRhXA_geaDPKbhiDto5rs3pdCaVqRaJv6iWKqqJ_Vp0jMmNZ9SlEvvBsbukDh9exyIDzOu9QSwGCOGqNY3qp7n8VUv1ZM3MqICwUEkwXnnmByQEBzmYvoOLGHn_BrfV5Bpr0_4TfppvuBI99gbpvHsBmH7fwllxAsi2Zvob3kulbAxb9FVMVsILJ0FuaCAshCU_T-mSlf6MjHqAcSBQbST5AtubEu\/4dm\/M1SqPhJ2TImnZr3JIaMgKg\/h9\/h001.uNUMqwMD_7_z8Mo9tMa5fXT6iY_lM4BwI-uoaoez1Pw\">abandoned<\/a> its plans for the project in Maine after seven years of public<br \/>\nopposition.\n<\/p>\n<p>The footprint of<br \/>\nthe project in Maine was worse than for the one planned here. It<br \/>\nwould have developed a site from scratch, destroying forest and<br \/>\nwetlands in the process. An environmental organization,<br \/>\nUpStreamWatch, was largely responsible for the success in Maine. It<br \/>\nis moving forward to make sure that the forest and wetland complex is<br \/>\npermanently protected.<\/p>\n<p>350 Humboldt<br \/>\nfought the project slated for the Samoa peninsula largely because of<br \/>\nits sky-high energy use and GHG emissions though there were other<br \/>\nconcerns as well. We lost after appealing the Planning Commission\u2019s<br \/>\nyes vote to the Board of Supervisors. The last we heard Nordic has<br \/>\neither gotten all of the necessary permits or they still need just<br \/>\none.\n<\/p>\n<p>Nordic lost<br \/>\nmillions of dollars defending its project in Maine. Not everyone<br \/>\non the committee approved the different look. Another major<br \/>\nre-configuration will further reduce street parking alongside the<br \/>\nbuilding. Parking was already a contentious issue. However, the new<br \/>\ndesign was passed (just barely). The time is ripe for the Polluters Pay<br \/>\nClimate Cost Recovery Act.
