The DEIR itself is a massive piece of work, and we especially appreciate the willingness of the authors to go beyond strict California Environmental Quality Act (CEQA) guidelines in the greenhouse gas analysis, including emissions outside the country.<\/p>\n<p> We are also very much in sympathy with the goals of the project: trying to provide economic incentives for needed fuel reduction and forest restoration work to avoid severe or catastrophic wildfires made more likely and more intense by climate change. Humboldt County is hit with wildfires every year. \u00a0In addition to the damage to forests and human habitation, the air pollution from burning forests affects us all.<\/p>\n<p> We believe that the suggestions we make in this public comment have the potential to make the final EIR and hence the project design considerably more effective at achieving the forest resilience goal while strengthening the guardrails on potential abuses, such as those we have seen with pellet factories in the southern US and in Canada. <\/p>\n<p> In this cover letter we briefly describe our main points:<\/p>\n<p> 1. \u00a0 \u00a0 \u00a0 \u00a0 <strong>The greatest danger is that the pellet plants consume whole trees (and forests), and as demand increases, compromise the GSNR\u2019s careful intent. \u00a0<\/strong>There is no description in the DEIR of the organizational infrastructure that will be tasked with carrying out the many priorities, prohibitions, and requirements of harvesting forest residues and forest restoration. We need to see an organization chart, job descriptions, and a budget. We also strongly advise a legal structure that insulates the scientists working on fire prevention and resilience from the control of the pellet factories or their demands for specific volumes or sizes of wood.<\/p>\n<p> 2. \u00a0 \u00a0 \u00a0 \u00a0 <strong>By excluding prescribed fire, the project has already condemned itself to greatly reduced effectiveness. <\/strong>No mention of prescribed fire is made in describing forest treatments. As we show, and which is apparent from the photos on the cover of this document, mechanical thinning alone is not capable of reducing the occurrence or scope of <em>severe<\/em> wildfires. Prescribed fire and fire plus thinning <em>are<\/em> effective, but they are not a part of the project, presumably because fire doesn\u2019t further the generation of feedstocks for the pellet plants. <\/p>\n<p>3. \u00a0 \u00a0 \u00a0 \u00a0 <strong>To implement the DEIR\u2019s excellent guidelines, the factories must be restricted to feedstocks approved by GSNR. and GSNR in turn must only accept forest residues that meet all of the standards for GSNR Biomass Only Thinning Projects. <\/strong>The various standards that the DEIR puts forth are only applicable to the GSNR Biomass Only Thinning Projects, but they are anticipated to provide only 30 percent of the total feedstock utilized at the proposed Tuolumne facility and 52 percent of the total feedstock utilized at the proposed Lassen facility. Most of the rest comes from \u201charvest residues,\u201d that is, timber operations not controlled by GSNR. This is a huge open door to abuse. If such a restriction to GSRN standards is not legally possible or economically viable, the Project will cause more harm than good and should be abandoned. Additionally the forest analyses in the DEIR, including greenhouse gases, must include the \u201charvest areas.\u201d GSFA and GSNR are bringing this project to California, witness the agreements with the USFS and DRAX; they cannot avoid responsibility for the entire project.<\/p>\n<p>4. \u00a0 \u00a0 \u00a0 \u00a0 <strong><em>Strategic<\/em> application of fire or fire and thinning should be planned and applied at the landscape rather than the stand level. <\/strong>The capacity to \u201ctreat\u201d all California forests is well beyond what is financially feasible. Fortunately that is not necessary. Some areas are strategic for preventing severe\/intense wildfires. These have been mapped and are sometimes termed \u201chot spots.\u201d However, there is nothing in the DEIR about requirements to limit treatments to strategically important areas. In contrast, most of the thinning is intended to be carried out on low density forests. Thus, we have the least effective method applied primarily to areas of least wildfire concern \u2013 apparently in service of providing sufficient feedstock to the pellet factories. <strong><\/strong> <\/p>\n<p>5. \u00a0 \u00a0 \u00a0 \u00a0 <strong>An unintended consequence of bringing the pellet factories to California is likely to be that they pay more for whole trees, which are easier and cheaper to process, than for the more ecologically vetted materials from GSNR \u2013 leaving GSNR without a market. <\/strong>A primary abuse of Enviva and DRAX has been their sourcing of whole trees \u2013 including old growth in Canada. The DEIR has no limits on this practice for the \u201charvest\u201d sources; and for the GSNR Biomass Only Thinning Projects it permits trees of 30 inches in diameter at breast height. Another section indicate trees of 40 inches in diameter would be allowed. Additionally, it contains no standards for what percentage of older trees must be retained (necessary for both carbon sequestration and forest resilience). Again, this is an open door for abuse. <\/p>\n<p>6. \u00a0 \u00a0 \u00a0 \u00a0 <strong>More attention should be paid to the resilience necessary to help forests adapt to the changing conditions brought on by climate change.<\/strong> Such an approach could fit in well with the high standards intended for the Biomass Only Thinning Projects but is left unexamined and unmandated in the DEIR. <\/p>\n<p>7. \u00a0 \u00a0 \u00a0 \u00a0 <strong>The assumptions in the DEIR carbon and fire models are either unrealistic (fire modeling) or unarticulated (carbon modeling). In addition, the modeling lacks \u201csensitivity\u201d analyses that describe results under differing assumptions or conditions. <\/strong>Many of the conclusions of the DEIR are based in the modeling contained in Appendix B8. Models are entirely dependent on their assumptions (inputs). These need to be realistic and transparent. Analyses of emissions also need to include the \u201charvest\u201d parts of the project not just the GSNR Biomass only Thinning Projects. It is ridiculous to analyze half of the impact of the project on emissions as if the other half did not exist.<\/p>\n<p>8. \u00a0 \u00a0 \u00a0 \u00a0 <strong>While the greenhouse gas sections of the DEIR are generally of high quality, the analyses do not estimate the \u201ccarbon debt\u201d produced by burning the forest residues or the \u201cpayback period\u201d until carbon re-sequestration has matched the debt \u2013 if it ever does.<\/strong> This type of analysis is necessary to estimate the increased warming caused by the Project emissions and is widely used in bioenergy studies. We suggest parameters for such an analysis and request that the final EIR contain it. The current DEIR comparison of wood pellet combustion with coal combustion is invalid because it uses emissions factors from a study that assumes that burning biomass is always carbon neutral, which is inconsistent with science (as opposed to business analysis, such as that cited by the DEIR.)<\/p>\n<p>9. \u00a0 \u00a0 \u00a0 \u00a0 <strong>The Project Alternatives considered in the DEIR are incomplete.<\/strong> Bioenergy with carbon capture and sequestration (BECCS) and hydrogen (and possibly Sustainable Aviation Fuel) from woody biomass are not addressed; and there are more wood product options available than were analyzed, in particular fencing, wood wool (for several wood wool cement products), and three types of wood fiber insulation.<\/p>\n<p>Overall, we believe forest treatments are necessary to reduce the likelihood of severe\/intense fires. An effective strategy will focus on the \u201chot spots\u201d of a landscape and use prescribed fire alone or with thinning. This strategy will generate far less biomass than the amount the DEIR proposes, (which is based on processing a great deal of wood from stands at low risk for severe fires).
