Nor did it get the EPA\u2019s seal of<br \/>\napproval. It did the same thing in 2008, 2013, and 2018.  Avoiding<br \/>\nthe renewal process enabled the air district to not apply the updated<br \/>\nfederal pollution standards they\u2019re supposed to enforce.\n<\/p>\n<p>Innocent bystanders<br \/>\nmight assume this blatant avoidance of federal law is a big deal.<br \/>\nHowever, the EPA refuses to take any action beyond stating that it<br \/>\n\u201cexpects\u201d NCUAQMD to stick to official procedure from now on. It<br \/>\nalso says that the biomass plant has a legal shield to keep operating<br \/>\nthat dates back to its original 2003 application for renewal.\n<\/p>\n<p>Meanwhile, the air<br \/>\ndistrict has approved HSC\u2019s application for a Significant<br \/>\nModification of Title V Permit\u2014effective until 2029\u2014which allows<br \/>\nthe biomass plant to burn significantly more wood without upgrading<br \/>\nits pollution controls. A <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMXYt0oGbftFbg_S8o60uUmmTqDfFhrIl9asKRrCiF6VvdV6F6TWVPxqbNnwGcFcJcoU7FVx_whZsOZjZ9Pke_k8-F5t8bMFMVQavP6c9L78SfU8n4kezYGoAOTG4Uoz3eMO5HFjdTPeakVeayB7ZUhYt7Cq0_y8xwElE2Hp_IEUgKbHXGwNajazlCLJDEcV3_-Ff-MxWoD_NFEMbW-U87ug3QhmvrwOXCmiqPCtaSBFHaw3QWS55yhP3TtGmgp9wVrPdMAmmTJZj0iJmAdItG9yUFevzJ84-F1QG2GuZxQWC2TrZZkAmTE9K8AtHbdBFjg\/4cs\/6nOF6SznToyRXgL_Yw0jxw\/h1\/h001.UMc3OUsLRBZlqgMoheWhI5cJzzAExsbMpBVyXPyyPPg\">coalition<\/a> of 16 local organizations<br \/>\nhas appealed the decision to the EPA.\n<\/p>\n<p style=\"text-align: center\"><strong><font>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<br \/>\n\u00bb\u00bb\u00bb\u00ab\u00ab<strong><font>\u00ab<\/font><\/strong><\/font><\/strong><font><font><br \/>\n<\/font><\/font>\n<\/p>\n<\/p>\n<p><strong>The old shuttered<br \/>\nbiomass power plant in Blue Lake might <\/strong><a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMf1tHSsvkDVFZE8wijusFTF-YrJXzueecqRC74h4QPucrBkch4onPmYVYoeQ0lLwwBP01_DssY7BHdc9YC5KhbwWp0RTgVta-Bf4clgL6u_2_iDr6u5g8mmGYS75Fg_FsGVVLKO3ztvRJHL4Z3PBKB7e03RiWQOOSsz37vSfqFgYu4USh2waBT862Oe9VqOu0DDlBUomWRliBSBFY6XjmyJjd8-9TzsQHW0Cu7gdk53m-4A-7gwtM-bTyYj39V55qxYLmezaCDHxWb6tx-b09bEFw-R5X18BTlLOOlrQCw4qCQSP9leD3lqnUU8KBYFyQuLwavcgA-go9Tui5IpXMxdNpCGzN745Tc5kYG6Pnut5O1cbLQIPhlXcdwbUSWLMsjtvtIMba3R-yDLPpJ_me9L-i-Og2gZ7xH2KHqJTf79W\/4cs\/6nOF6SznToyRXgL_Yw0jxw\/h2\/h001.RL4ViV7QYuvDD2jP3M7TqoynKxkHonzrF1J9z83qIO8\">make way<\/a><strong><br \/>\nfor six acres of giant lithium phosphate batteries housed in 24\u2019<br \/>\nlong metal containers<\/strong>. Demolishing the decrepit structure and<br \/>\nremediating the sixteen acre site is all part of the proposed deal.<br \/>\nJeff Goldstein of Power Transitions pitched the idea at a special<br \/>\ncity council meeting in Blue Lake on November 12.<\/p>\n<p>The batteries would<br \/>\ncharge from the grid while electricity is cheap and then supply power<br \/>\nduring peak usage times. While not as green as a project that would<br \/>\ninclude both storage and a carbon-free power source such as solar or<br \/>\nwind, stand-alone batteries still reduce carbon emissions because<br \/>\nthey supply the grid during peak usage. That frees utilities from<br \/>\nhaving to fire up natural gas peaker plants that are both<br \/>\ncarbon-intensive and expensive. So money is saved as well.<\/p>\n<p>According to<br \/>\nGoldstein, there is no nearby suitable site for solar panels to<br \/>\ncharge the batteries. The old biomass plant is otherwise perfect for<br \/>\nthe job because of its already existing electrical substation and<br \/>\ntransformer and transmission lines. In fact, there is a faint hope<br \/>\nthat a first stage of installing enough batteries for 12.5 MW of<br \/>\npower might be fast tracked because that output matches the existing<br \/>\nsetup.\n<\/p>\n<p>CAISO, the state\u2019s<br \/>\nfinicky permitting agency, however, may not want to fast track the<br \/>\nproject. In that case it would be seven years before anything became<br \/>\noperational. This relationship between a microgrid and<br \/>\nEVs with their giant batteries is known as v2g\u2014short for vehicle to<br \/>\ngrid. When not in use the vehicles will be hooked up to the<br \/>\nbi-directional chargers that will either charge their batteries or<br \/>\ndraw from them, depending on time of day and other factors. However, California\u2019s wind ambition has not<br \/>\nchanged, and neither has Humboldt\u2019s. It is the first<br \/>\ndetailed stage of environmental assessment necessary before<br \/>\ninstallation of offshore wind turbines. It evaluates the<br \/>\nenvironmental impact on marine life of three basic alternatives.<br \/>\nAlternative A is no development, allowing climate change to proceed;<br \/>\nAlternative B is development without mitigations; and C, which is<br \/>\ndevelopment plus mitigation measures. One was that the section about reducing air pollution as<br \/>\na result of offshore wind power could contain information more<br \/>\nspecific to Humboldt County. We would benefit more than most areas<br \/>\nfrom a large-scale clean energy because we depend on natural gas and<br \/>\nbiomass for almost all of our electricity.\n<\/p>\n<p>Another step towards<br \/>\nwind power is a Memorandum of Understanding that Humboldt\u2019s Harbor<br \/>\nDistrict and the Port of Long Beach have signed with each other and<br \/>\nwith the California State Lands Commission.  The <a href=\"https:\/\/url1005.email.actionnetwork.org\/ss\/c\/u001.iIBo0N5fSFzEFL40Tn-vtee0XkT-Z4YluNk1KOybMHiCQp-8kRoSfcxBtcXkNJnPyjHErLrn7Zq_IYiKTVwnu80qLW9hH63DJQnAu265Q5QV9Avk94Fo_4NRkCdFUPeKKABcOnJiWblgv7jJefrMojE0h6AP7jzGcBijyJxTknP9BvSfJVQ_l6sgvDEb9j6k4SvqogVlBapfA8xa011VU4AnQU8VXj9NlmsILg6n5hfqwVDg-BYumA3asqO1QWoyp5wb1RqzIJqfKG4YCJIUZEeSMEMTz-PgfaBBwfLHvOqHa_IIx_AcMnh39cg6KVK13nyOX_gXK0mB16w58o2lzANo4ffBXVLCQ6ie4FIDPlqRE4yW498eNtodsCRjno6L\/4cs\/6nOF6SznToyRXgL_Yw0jxw\/h12\/h001.zqmfOa3cES03DYn7i48LL7GQicD8NDBifWR88-H1zag\">MOU<\/a> is an<br \/>\nagreement to collaborate in the development of the onshore facilities<br \/>\nfor offshore wind power. Because<br \/>\ndevelopment of an offshore wind industry is a new frontier,  mutual<br \/>\nsupport and cooperation may save both ports from having to each<br \/>\ninvent the wheel and also attract investment capital and develop a<br \/>\nsupply chain.<\/font><\/font><\/p>\n<p><\/p>\n<p><font><font><img decoding=\"async\" src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/000\/964\/299\/original\/bay_site.png\" style=\"width: 100%;max-width: 666px\" width=\"666\" alt=\"\" title=\"\" align=\"\"><\/font><\/font><\/p><figcaption class=\"redactor_caption\" data-src=\"https:\/\/actionnetwork.org\/s3_files\/uploads\/data\/000\/964\/299\/original\/bay_site.png\"><font><font>Oren Nardi for Humboldt Baykeeper<\/font><\/font><\/figcaption><font><font><br \/>\n<\/font><\/font><\/p>\n<p><strong>Right in the<br \/>\nmiddle of the wood pellet plant controversy that roiled the Board of<br \/>\nSupervisors, Supervisor Rex Bohn\u2019s one-year term on the Rural<br \/>\nCounties Representatives of California came up for re-appointment.<\/strong><br \/>\nRCRC is the agency that proposed to build two wood pellet<br \/>\nmanufacturing factories in California to supply power plant boilers<br \/>\noverseas. It created a non-profit agency, Golden State Natural<br \/>\nResources, to pursue the project. As someone familiar with timber<br \/>\ninterests, Supervisor Bohn has been a big booster of the idea and<br \/>\nserves on both boards.
