The plan will include:<\/strong><\/div>\n<div><strong>\u25cf A timeline that includes rule development to begin in 2025 and Board consideration by<\/strong><\/div>\n<div><strong>2028 that would allow for potential regulatory implementation starting in 2030;<\/strong><\/div>\n<div><strong>\u25cf Evaluating data to better inform methane emission estimates and whether mandatory<\/strong><\/div>\n<div><strong>reporting and\/or other requirements are appropriate, as called for by CARB and the<\/strong><\/div>\n<div><strong>California Department of Food and Agriculture\u2019s May 2024 response to a March 2024<\/strong><\/div>\n<div><strong>California Climate Action petition for rulemaking;<\/strong><\/div>\n<div><strong>\u25cf Incorporating the lessons learned and progress achieved to date from the incentives<\/strong><\/div>\n<div><strong>provided to livestock methane sources into the plan development;<\/strong><\/div>\n<div><strong>\u25cf Addressing any other elements to ensure compliance with the Health and Safety Code<\/strong><\/div>\n<div><strong>section 39730.7; including determining that any regulation is technologically feasible,<\/strong><\/div>\n<div><strong>economically feasible, cost-effective, inclusive of provisions to minimize and mitigate<\/strong><\/div>\n<div><strong>potential leakage to other states, and inclusive of an evaluation of the achievements<\/strong><\/div>\n<div><strong>made by incentives; and<\/strong><\/div>\n<div><strong>\u25cf A recognition that a dairy with a digester installed prior to 2030 is not automatically<\/strong><\/div>\n<div><strong>exempt from any regulations that may be adopted pursuant to this plan.<\/strong><\/div>\n<p><strong><em><br \/>\n<\/em><\/strong><\/p>\n<p><strong><em>Election News with a Climate Focus<\/em><\/strong><\/p>\n<p><strong>Locally, Eureka voters rejected Rob Arkley&#8217;s bid to pave over affordable housing despite Arkley&#8217;s 1.5 million dollar campaign of disinformation!<\/strong><strong><\/strong><\/p>\n<p><strong>In Arcata climate champions Stacy-Salazar and Schaeffer won; Serna might still.<br \/>\n<\/strong><\/p>\n<p><strong>In Eureka climate champion Scott Bauer won as did climate advocate Katie Moulton.<\/strong><\/p>\n<p><strong>The $10 billion Climate Bond (Proposition 4) passed.<\/strong> <\/p>\n<p><strong>Our statewide affiliate, Climate Action California, supported 15 incumbents for the California Legislature who all won. Of the tight races where they contributed money and publicity to climate advocates four won, four lost, and two are still uncertain<\/strong>.<\/p>\n<p><strong>Climate Cabinet reports: In North Carolina, we successfully broke the GOP supermajority, restoring the Democratic governor&#8217;s veto power, a vital backstop for climate protections in the state. Our state level candidates massively outperformed the top-of-ticket, especially in areas ravaged by Hurricane Helene.<\/strong><\/p>\n<p><strong>I<\/strong><strong>n the state of Washington, voters rejected a ballot initiative aimed at repealing the state\u2019s carbon cap policy,<\/strong> preserving one of outgoing Gov. Jay Inslee\u2019s signature accomplishments and setting the stage for a broader linked market with California and Quebec as soon as late 2025. Nearly 52 percent of voters cast their ballots in favor of establishing the resiliency fund, with money for the project coming from existing property tax revenue.<\/strong><\/p>\n<p>On Tuesday,<strong> Louisiana voters overwhelmingly passed a constitutional amendment that requires any revenue received by the state from renewable energy production to be deposited into Louisiana\u2019s Coastal Protection and Restoration Fund.<\/strong> More than 73 percent of voters cast ballots to approve the amendment, according to the Associated Press. <\/p>\n<p><strong>A ballot measure in South Dakota aimed at easing the construction of carbon dioxide pipelines was squarely rejected by the state\u2019s voters on Tuesday.<\/strong> Dubbed the \u201cLandowner Bill of Rights\u201d by its advocates, around 60 percent of voters cast ballots to reject Referred Law 21. The law had been passed by state legislators earlier this year, but a grassroots group of South Dakotans amassed 31,000 signatures to force the issue to a ballot measure, effectively overriding lawmakers. <\/p>\n<p><strong>Republicans ended the Democratic trifectas in the governments of Minnesota and Michigan, delivering a decisive blow to progressives in their effort to combat climate change.
