{"id":51282,"date":"2022-02-28T16:45:48","date_gmt":"2022-02-28T16:45:48","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51282"},"modified":"2024-10-11T23:34:25","modified_gmt":"2024-10-11T23:34:25","slug":"350-humboldt-lookout-4","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-4\/","title":{"rendered":"350 Humboldt LookOut"},"content":{"rendered":"<p>350<br \/>\nHumboldt<strong><br \/>\nLookOut<\/strong><\/p>\n<p>February<br \/>\n2022<\/p>\n<p>&nbsp;<\/p>\n<p><strong>A<br \/>\ncoalition of ten local environmental groups<\/strong>,<br \/>\nincluding 350 Humboldt, responded<br \/>\nto the Draft Environmental Impact<br \/>\nReport<br \/>\nfrom Nordic Aquafarms. Nordic would like to build the<br \/>\nbiggest-of-its-kind <a href=\"https:\/\/lostcoastoutpost.com\/2021\/may\/25\/nordic-aquafarms-agrees-conduct-full-environmental\/\">fish farm<\/a> on Humboldt Bay. It would produce<br \/>\n25,000 metric tons of Atlantic salmon per year. Nordic&#8217;s 1800-page-long DEIR,<br \/>\nreleased in December, furnished valuable information about its<br \/>\nproposed operation but also created a few mysteries.<\/p>\n<p>The<br \/>\nbiggest mystery&#8211;to focus only on the climate impacts&#8211;is how it&#8217;s<br \/>\npossible to use as much electricity as Eureka and Fortuna combined<br \/>\nbut to claim no significant greenhouse gas emissions. The answer:<br \/>\ncalculate carbon intensity based on an anomalous PG&amp;E statistic<br \/>\nfrom 2019. This number is less than 1\/70th of the carbon intensity of<br \/>\nelectricity<br \/>\nin 2018.<br \/>\nIt obviously cannot be mistaken for reality. More about that number<br \/>\nlater.<\/p>\n<p>Increasing<br \/>\nlocal energy production by almost<br \/>\n25% would be quite the challenge&#8211;particularly when decarbonizing our<br \/>\ngrid is such a major priority. Using a hundred percent clean,<br \/>\nrenewable energy would be the most desirable route for Nordic to<br \/>\ntake. That would be an almost impossible goal for this decade if not<br \/>\nfor the possibility of an offshore wind power project. Nordic may be<br \/>\nin luck, but it&#8217;s too soon to know yet.<\/p>\n<p>More<br \/>\ngreenhouse<br \/>\ngas emissions<br \/>\nwould be<br \/>\ncaused by<br \/>\nscouring the ocean to find enough fish to feed the salmon, plus<br \/>\nhauling and processing the catch into fish food; a lot of truck<br \/>\ntraffic to haul product; and refrigeration&#8211;both mobile<br \/>\nand stationary.<br \/>\nThe refrigeration component uses 25% of the projected electricity,<br \/>\nplus it involves refrigerants,<br \/>\nwhich could have<br \/>\na global warming potential ranging<br \/>\nfrom<br \/>\nzero to 2800,<br \/>\ndepending on the substance chosen.<br \/>\n350 Humboldt would like for Nordic to specify where on this scale<br \/>\nthey plan to land.<\/p>\n<p>For<br \/>\nmore detail about the climate impacts of the proposed project and its<br \/>\nother environmental impacts, read the coalition&#8217;s response <a href=\"https:\/\/humboldtgov.org\/DocumentCenter\/View\/104393\/Combined-Comments-2-18-22-Baykeeper-EPIC-etal\">here.<\/a><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 300px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/633\/651\/original\/pexels-nothing-ahead-7451966.jpg\" width=\"300\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><strong>About<br \/>\nthat strange little number from 2019<\/strong><br \/>\nthat Nordic based its projected carbon intensity on: As it turns out,<br \/>\nthe California Energy Commission has updated its Power Source<br \/>\nDisclosure rules in an effort to better analyze and quantify GHG<br \/>\nemissions, which are very complicated to track. In the long run these<br \/>\nnew reporting rules will more accurately portray the carbon intensity<br \/>\nof California&#8217;s electricity grid, but the transition in 2019 from the<br \/>\nold accounting rules to new rules caused a distortion.<\/p>\n<p>The<br \/>\nproblem stems from when community choice aggregates such as Redwood<br \/>\nCoast Energy Authority took over much of PG&amp;E&#8217;s customer base.<br \/>\nThe investor-owned utility was left with long-term energy<br \/>\nprocurements that exceeded demand. Danny Cullenward, PhD, Policy<br \/>\nDirector at CarbonPlan, and co-author of technical articles on this<br \/>\nvery topic, tried to help me understand what happened next. &#8220;To<br \/>\nmake a long story short, utilities like PG&amp;E that procured more<br \/>\npower than they need can choose to assign the cleanest parts of their<br \/>\nportfolio to their customers for this accounting calculation . . . .<br \/>\nPG&amp;E is in the middle of transferring those contracts to the<br \/>\nCCAs. During this transitional period, the new methodology allows<br \/>\nPG&amp;E to claim artificially low GHG emissions. &#8221;<\/p>\n<p>Dr.<br \/>\nCullenward also pointed out that as impatient as climate activists<br \/>\nfeel about the slow progress towards climate goals, PG&amp;E&#8217;s<br \/>\nzero-emissions portfolio actually compares very well to other<br \/>\nutilities across the country.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nSan Francisco Chronicle reported last month on the dismal state of<br \/>\naquaculture in California.<\/strong> The article claimed there had been no<br \/>\nnew aquaculture projects approved in the state in the past 25 years.<\/p>\n<p>The<br \/>\nChronicle article must have hit a nerve because a February editorial<br \/>\nfrom CalMatters claims &#8220;there is no regulatory prohibition on<br \/>\nseaweed or shellfish aquaculture in California.&#8221; In the past<br \/>\nseveral years the California Coastal Commission has permitted seven<br \/>\nseaweed farms. And contrary to moans and complaints about the time<br \/>\nand cost of the applicant process, the cost has typically come in<br \/>\nunder $5 grand, and processed in less than six months.<\/p>\n<p>So<br \/>\nwhat&#8217;s going on here? A close reading of CalMatters&#8217; <u><a href=\"https:\/\/calmatters.org\/commentary\/reader-reactions\/2022\/02\/kelp-is-the-fastest-growing-aquaculture-sector-in-california\/?\">short editorial<\/a><\/u> reveals that it&#8217;s pretty much all about the California<br \/>\nCoastal Commission. It&#8217;s no wonder the author, Jack Ainsworth, seems<br \/>\na little tetchy about the CCC&#8217;s reputation. He&#8217;s the executive<br \/>\ndirector. But the CCC is only one of the agencies that need to sign<br \/>\noff on aquaculture projects. This is the only thing he says about<br \/>\nCalifornia&#8217;s overall permitting process: &#8220;Moreover, the Ocean<br \/>\nProtection Council recently convened a partnership of seven state<br \/>\nagencies to develop and release a set of guiding principles for<br \/>\naquaculture in California and is hard at work on a statewide<br \/>\naquaculture plan to be released later this year.&#8221;<\/p>\n<p>Splendid!<br \/>\nSo how many permits has California issued for aquaculture in the last<br \/>\n25 years? He doesn&#8217;t say. I suspect zero just as the <u><\/u><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Companies-want-to-grow-seaweed-in-California-to-16741527.php?\">Chronicle article<\/a> asserted.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Larry<br \/>\nOetker of Humboldt Bay Harbor District<\/strong> says it takes $100,000 and<br \/>\ntwo years to get a seaweed or shellfish aquaculture project permitted<br \/>\nin California. But not in Humboldt Bay. A handful of towns on<br \/>\nCalifornia&#8217;s coast had the foresight to reserve local permitting to<br \/>\nitself, and that includes HBHD. 21 acres of bay have been<br \/>\npre-permitted for small-scale aquaculture&#8211;Manila Clam, Kumamto and<br \/>\nPacific Oyster, Red Algae, and kelp. A little over ten acres is<br \/>\nunreserved as of now. Another six acres has a pending application for<br \/>\nan oyster grow. The rest is occupied by three seaweed farms,<br \/>\nincluding <a href=\"https:\/\/www.yournec.org\/solutions-summit-5\/?\">HSU&#8217;s enterprise<\/a> that grows both red dulse and kelp.<\/p>\n<p>Shellfish<br \/>\nand seaweed aquaculture situates itself farther down on the food<br \/>\nchain than farming fish,<br \/>\nespecially salmon, for instance. This type of aquaculture uses very<br \/>\nlittle energy, sequesters carbon, and cleans the water besides.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 337px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/633\/648\/original\/seaweed-g1fb205255_640.jpg\" alt=\"\" width=\"337\" align=\"\" \/><\/p>\n<p>Nichole Bohner from Pixabay<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>EaRTH<br \/>\nCenter is coming to Eureka. <\/strong>The Eureka City Council unanimously<br \/>\nvoted on <a href=\"https:\/\/lostcoastoutpost.com\/2022\/feb\/10\/earth-center-go-eureka-council-approves-ambitious\/\">Feb. 10<\/a> to roll forward with plans for the Eureka<br \/>\nRegional Transit and Housing Center. It will serve not only as a hub<br \/>\nfor Redwood Transit, Eureka Transit, and longer-distance buses, but<br \/>\nalso provide active transportation amenities and apartments and<br \/>\nretail spaces.<\/p>\n<p>Most<br \/>\nmembers of the public at the city council meeting expressed support<br \/>\nfor the hub and the housing element. However, the development would<br \/>\ndisplace two parking lots, which figured highly on critics&#8217; list of<br \/>\npriorities, including some local business owners. But reducing<br \/>\nemissions of vehicular traffic is one of the project&#8217;s goals. The<br \/>\ncity and Humboldt Transit Authority are talking about a free shuttle<br \/>\nservice around Old Town, downtown, and the waterfront, stopping at<br \/>\nparking lots in the area.<\/p>\n<p>Colin<br \/>\nFiske of the Coalition for Responsible <a href=\"https:\/\/transportationpriorities.org\/news-updates\/\">Transportation Priorities<\/a><br \/>\nexpressed enthusiasm for the multimodal features of the hub that<br \/>\nwould include &#8220;carshare and bikeshare hubs, secure bike parking<br \/>\nareas, and car rental facilities, all of which will allow last-mile<br \/>\naccess to and from transit without the need for a personal vehicle.&#8221;<\/p>\n<p>Connie Stewart is<br \/>\nanother enthusiast. The executive director of initiatives for Cal<br \/>\nPoly Humboldt said that the EaRTH Center would open doors for the<br \/>\nuniversity to invest more of its economic development power in<br \/>\nEureka. The transit plan includes express routes to the university.<br \/>\nMake the buses ZEVs as planned, and we&#8217;re talking about a city<br \/>\ninvesting in the clean energy future.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">Site of future transit hub.<img decoding=\"async\" style=\"width: 100%; max-width: 600px;\" title=\"Site of future transit hub\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/633\/649\/original\/Transit_Hub_copy.jpg\" alt=\"Site of future transit hub\" width=\"600\" align=\"\" \/><\/p>\n<p>Dana Utman<\/p>\n<p>&nbsp;<\/p>\n<p><strong>HCAOG<br \/>\nshoulders a lot of responsibility for creating the County&#8217;s<br \/>\ntransportation priorities<\/strong>. Activists worked last year with <a href=\"https:\/\/www.hcaog.net\/\">Humboldt County Association of Governments<\/a> to go beyond automobiles<br \/>\nto develop Safe and Sustainable Transportation Targets as part of the<br \/>\nRegional Transportation Plan. The result was an <a href=\"https:\/\/www.hcaog.net\/sites\/default\/files\/rtp_safe-sustainable_transpn_targets_table_draft_031921.pdf\">ambitious list<\/a> of ten objectives ranging from reducing GHG emissions in<br \/>\nour air district to active transportation education. Each objective<br \/>\nlisted specific targets&#8211;such as increasing the percentage of trips<br \/>\nmade by walking, biking, micro-mobility and mass transit by at least<br \/>\n40% by 2040. Metrics were spelled out for how to assess progress<br \/>\ntowards each target.<\/p>\n<p>This<br \/>\nimpressive on-paper progress soon encountered objections from the<br \/>\nTechnical Advisory Committee [TAC]. The committee aired concerns that<br \/>\nfunding for the sustainable transportation targets might take<br \/>\nprecedence over road repair projects&#8211;a priority called fix-it-first.<br \/>\nAlso, the TAC expressed fear of losing its own &#8220;collaborative&#8221;<br \/>\nprocedures for deciding on the funding priorities.<\/p>\n<p>At<br \/>\nthe HCAOG board meeting on 1\/20 it was decided that staff would<br \/>\ndevelop an evaluation tool that could help decide which projects<br \/>\nqualify for discretionary funding. No related issues were discussed<br \/>\nat the February meeting.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Disgruntled<br \/>\nCalifornia senators quizzed top regulators <\/strong>on<br \/>\nFebruary 23 about how effective the state&#8217;s cap and trade program<br \/>\nis<br \/>\nat reducing GHG<br \/>\nemissions.<br \/>\nA <a href=\"https:\/\/calepa.ca.gov\/wp-content\/uploads\/sites\/6\/2022\/02\/2021-IEMAC-Annual-Report.pdf\">recent report<\/a> from<br \/>\nthe Independent Emissions Market Advisory Committee [IEMAC] gave<br \/>\nthem ample cause for alarm. Apparently, the state has issued so many<br \/>\nemission allowances that polluters don&#8217;t actually<br \/>\nneed<br \/>\nto reduce their emissions.<br \/>\nChief<br \/>\namong these polluters are oil and gas companies who received 80% of<br \/>\nthe free allowances in 2021.<\/p>\n<p>The<br \/>\nperformance<br \/>\nof the carbon<br \/>\noffsets program&#8211;a limited but crucial tool for cap and trade<br \/>\nand voluntary markets as well&#8211;is<br \/>\npart of the<br \/>\ndismal picture.<br \/>\nResearch<br \/>\nhas shown that forest<br \/>\noffset credits are<br \/>\nlinked to<br \/>\nincreased<br \/>\nemissions. One<br \/>\nIEMAC<br \/>\nresearcher<br \/>\nwarned that the current state of affairs could go on for a decade<br \/>\nwithout any emissions<br \/>\nreductions<br \/>\nat<br \/>\nall attributable<br \/>\nto the cap and trade system.<\/p>\n<p>Various<br \/>\nadjustments<br \/>\nand reforms recommended<br \/>\nby IEMAC would<br \/>\nlikely solve the problem.<br \/>\nThe European Union&#8217;s cap and trade program faced and fixed problems<br \/>\nquite similar to California&#8217;s.<br \/>\nBut the top regulators present at the hearing,<br \/>\nincluding the Air Resources Board,<br \/>\nsaid that the proposed changes couldn&#8217;t take place for at least two<br \/>\nyears if they took place at all. They<br \/>\nsaid more data analysis is necessary and<br \/>\nexpressed confidence that cap and trade will yield its most crucial<br \/>\nreductions in the long run.
