{"id":51254,"date":"2022-04-01T16:34:46","date_gmt":"2022-04-01T16:34:46","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51254"},"modified":"2024-10-11T23:34:16","modified_gmt":"2024-10-11T23:34:16","slug":"350-humboldt-lookout-3","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-3\/","title":{"rendered":"350 Humboldt LookOut"},"content":{"rendered":"<p>LookOut<\/p>\n<p>Humboldt Climate News in March 2022<\/p>\n<p>&nbsp;<\/p>\n<p><strong>HFCs<br \/>\nhave been running amok<\/strong><br \/>\nsince the early nineties when DuPont <span class=\"redactor-unlink\">invented them<\/span><br \/>\nto replace ozone-destroying coolants, which they also invented. Used<br \/>\nin refrigerators, AC, heat pumps, and many other applications, HFCs<br \/>\ntrap thousands of times more heat in the atmosphere than carbon. <a href=\"https:\/\/drawdown.org\/solutions\">Project Drawdown<\/a><br \/>\nrated replacing them as the #1 priority.<\/p>\n<p>The<br \/>\nU.S. has finally dared to start phasing them out&#8211;but slowly and with<br \/>\nample loopholes cherished by the chemical companies. Those loopholes<br \/>\nfavor <a href=\"https:\/\/theintercept.com\/2018\/08\/25\/chemours-epa-coolant-refrigerant-dupont\/\">HFOs<\/a>, their latest brainchild. 350 Silicon Valley and 350<br \/>\nHumboldt have been working together to persuade California to go<br \/>\nbeyond the federal bill <a href=\"https:\/\/www.nrdc.org\/experts\/david-doniger\/hfc-phasedown-marks-top-climate-win-116th-congress\">(the AIM Act)<\/a>.<\/p>\n<p>Now<br \/>\nSenator Skinner has introduced <a href=\"https:\/\/legiscan.com\/CA\/bill\/SB1206\/2021\">SB 1206<\/a>.<br \/>\nIt makes 2024 the last year for manufacturing refrigerants with a<br \/>\nglobalwarming potential of more than 1400 times carbon, and 2029<br \/>\nwould be the last year that refrigerants with a GWP of more than 750<br \/>\ncan be manufactured. Though better than the federal schedule, those<br \/>\nGWP scores still take the prize for highest emissions.<\/p>\n<p>Recycled HFCs would be exempted from SB1206. The exemption<br \/>\naccomplishes two goals. One is that it encourages the reclamation of<br \/>\nHFCs from appliances at the end of their useful life instead of<br \/>\nallowing them to vent into the atmosphere. Also, recycled HFCs will<br \/>\nhelp people keep their appliances going until they can upgrade them<br \/>\nto run on low GWP refrigerants.<\/p>\n<p>We hope this bill is a first step towards the best solutions, which<br \/>\nare natural refrigerants. Yes, propane, ammonia, and carbon dioxide<br \/>\nwith their GWPs of 3, 0, and 1 are &#8220;natural&#8221; compared to<br \/>\nrefrigerant chemicals. Their use is becoming fairly common in the EU<br \/>\nand other parts of the world less in thrall to DuPont and its<br \/>\nspin-offs.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">\u2021 \u2021 \u2021<\/p>\n<p>&nbsp;<\/p>\n<p><strong>At<br \/>\nthe end of a brutal 11-hour meeting<\/strong>, the Board of<br \/>\nSupervisors unanimously <a href=\"https:\/\/lostcoastoutpost.com\/2022\/mar\/24\/supervisors-approve-320-unit-mckay-ranch-subdivisi\/\">approved<\/a> the North McKay Ranch<br \/>\nsubdivision. 350 Humboldt opposed the development because of its<br \/>\nunavoidable contribution to increased GHG emissions. Other<br \/>\nenvironmental groups recommended ambitious changes to reduce its<br \/>\nfootprint. Colin Fiske of the <a href=\"https:\/\/transportationpriorities.org\/news-updates\/\">Coalition<\/a> for Responsible<br \/>\nTransportation Priorities<br \/>\ncalled for increasing the housing density, providing more<br \/>\ninfrastructure for bicycle and pedestrian commutes and free bus<br \/>\npasses for residents.<\/p>\n<p>Supervisor<br \/>\nMike Wilson, seconded by Supervisor Steve Madrone, agreed with many<br \/>\nof these concerns and tried to get the rest of the supervisors to<br \/>\nrequire full electrification, expanded EV charging infrastructure and<br \/>\nimproved pedestrian and bicycle connectivity. However, the developer<br \/>\nsuccessfully convinced the other supervisors that he would drop the<br \/>\nwhole project if pushed to make anymore improvements.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 650px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/645\/523\/original\/McKay_tract.jpg\" width=\"650\" \/>Dana Utman<\/p>\n<p>&nbsp;<\/p>\n<p>In<br \/>\norder to make the development possible, the general plan and zoning<br \/>\nlaws had to be changed for the forested area. After a long<br \/>\ndiscussion, Supervisor Rex Bohn made a motion to do this and approve<br \/>\nthe development. He also added an unlikely but face-saving condition<br \/>\nthat would allow the developer to satisfy the desire for improved<br \/>\npedestrian and bicycle connectivity if both county staff and Kramer<br \/>\ncan reach an agreement. That condition will come back before the<br \/>\nboard for consideration and public input at a future meeting. And<br \/>\nwith that they were finally able to go home.<\/p>\n<p>The subdivision will eventually provide 320 residential units and<br \/>\n22,000 square feet of commercial space on an 81-acre forested<br \/>\nproperty in Cutten. The county&#8217;s general plan requires almost 1500<br \/>\nnew housing units by 2027.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">\u2021 \u2021 \u2021<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Tree-lovers<br \/>\nhave battled Caltrans for 16 years<\/strong><br \/>\nto protect old-growth redwoods in <a href=\"https:\/\/www.times-standard.com\/2021\/12\/08\/new-research-on-redwoods-could-jeopardize-richardson-grove-project\/\">Richardson Grove<\/a>,<br \/>\na state park in southern Humboldt. Caltrans wants to straighten out a<br \/>\n1.1 mile section of 101 in order to accommodate longer trucks. Its<br \/>\nown environmental analysis swears no harm will come to the trees that<br \/>\nstand so close to the road. According to EPIC (Environmental<br \/>\nProtection Information Center), a thorough, good faith environmental<br \/>\nanalysis has yet to be done.<\/p>\n<p>Caltrans<br \/>\nmight be getting a second chance to do just that. The National<br \/>\nEnvironmental Protection Act [NEPA] requires a new analysis for projects<br \/>\nwhen new information comes to light, or significant conditions<br \/>\nchange. EPIC cites both reasons in a <a href=\"https:\/\/www.wildcalifornia.org\/post\/caltrans-put-on-notice-new-nepa-analysis-necessary-for-richardson-grove?\">recent letter<\/a><br \/>\nto Caltrans. The new information is a peer-reviewed <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S037811272100685X\">study<\/a> finding that highway construction has more of an impact on redwood<br \/>\ntrees than previously thought. EPIC also says the need for the<br \/>\nproject has changed since since other completed Caltrans projects now<br \/>\nprovide the desired access for trucks without going through<br \/>\nRichardson Grove.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">\u2021 \u2021 \u2021<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Leveraging<br \/>\nthe prevalence and strength of north coast wind<\/strong> into clean energy<br \/>\nmay very well become a reality<br \/>\nduring this decade. The Bureau of Ocean Energy Management released<br \/>\nits Environmental Assessment in December of last year for a proposed<br \/>\noffshore wind project, and 350 Humboldt participated in public<br \/>\nhearings held on January 25th and 26th. Recordings are available <a href=\"https:\/\/www.boem.gov\/renewable-energy\/state-activities\/humboldt-wind-energy-area\">here<\/a>. The final EA is expected sometime in April.<\/p>\n<p>The<br \/>\nWind Energy Area is 206 square miles off of Humboldt Bay. Developers<br \/>\nwill bid for leases at an auction this fall. Matthew Marshall of<br \/>\nRedwood Coast Energy Authority has called this auction<br \/>\n&#8220;multi-vector.&#8221; That means, according to a Journal <a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/offshore-wind-gusts-forward\/Content?oid=20646754\">article<\/a>,<br \/>\nthat it will take into account non-financial elements such as local<br \/>\ncommunity benefits. An array of offshore wind turbines could produce<br \/>\nup to 1.6 gigawatts (GW) of energy.<\/p>\n<p>Eureka&#8217;s<br \/>\nport is situated to play an essential role.<br \/>\nThe California Energy Commission has approved a <a href=\"https:\/\/lostcoastoutpost.com\/2022\/mar\/10\/state-energy-commission-approves-105m-grant-prepar\/\">grant<\/a> for<br \/>\n$10.5 million slated for preliminary engineering and design, surveys<br \/>\nand studies, and environmental impact and mitigation reports. Some of<br \/>\nthe CEC money could be used to start port renovations. Matching<br \/>\nfederal funds could be used for construction of an Offshore Wind<br \/>\nHeavy Lift Marine <a href=\"https:\/\/insideclimatenews.org\/news\/05012022\/offshore-wind-california-biden\/\">Terminal<\/a>. Replacing six acres of dilapidated<br \/>\nwood pilings, the<br \/>\ndock needs to be strong enough to support turbine towers as high as<br \/>\nthe Washington Monument and blades as long as a football field. The<br \/>\nterminal may provide as many as 830 local jobs.<\/p>\n<p>The CEC&#8217;s commissioner, Kourtney Vaccaro pointed out the importance<br \/>\nof wind energy as &#8220;providing critical supply at night to<br \/>\ncomplement our abundant solar resources.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 500px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/645\/525\/original\/ocean_turbines.jpg\" width=\"500\" \/>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Coyote<br \/>\nValley Band of Pomo Indians<\/strong><br \/>\nheld a <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/participants-in-tribal-rally-hope-to-halt-logging-in-jackson-state-demonstr\/\">rally<\/a> in<br \/>\nUkiah on March 14th to pressure Cal-Fire to stop logging in Jackson<br \/>\nDemonstration Forest, their ancestral land in Mendocino county.<br \/>\nBetween 150 and 200 people attended. Many Mendocino residents have<br \/>\nbeen <u><\/u><a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/for-70-years-jackson-state-forest-has-been-used-to-promote-logging-is-it\/\">protesting<\/a> and<br \/>\nbogging down the logging for two years.<\/p>\n<p>The Jackson<br \/>\nDemonstration Forest is the largest one of nine demonstration forests<br \/>\nin the state. A demonstration forest is public forest land devoted to<br \/>\nusing the best forest management techniques available to demonstrate<br \/>\nthat forests can provide lumber and at the same time provide wildlife<br \/>\nhabitat and recreation. This purpose was thrown into doubt when some<br \/>\nof the largest and most popular trees in the forest were slated for removal. Cal-Fire<br \/>\nhas unmarked some of them since the protest began.<\/p>\n<p>A total of 461 acres<br \/>\nof old-growth redwoods are definitely off-limits to logging. But what<br \/>\nabout second growth that is more than a hundred years old? Cal-Fire<br \/>\nsays that it logs only one in ten of those largest trees. That might<br \/>\nbe too many if the priority is carbon sequestration as many<br \/>\nprotesters believe.<\/p>\n<p>Senator Mike McGuire<br \/>\nannounced on March 2 that the management plan for JDF will be<br \/>\nrewritten, commenting that he wasn&#8217;t &#8220;confident the<br \/>\ndemonstration forest is demonstrating anything of substance.&#8221;<\/p>\n<p>Indigenous rights<br \/>\nare also foremost in the minds of the many people who want to set new<br \/>\npriorities for the demonstration forest. The Pomo tribe would like to<br \/>\nco-manage JDF with the state in order to better preserve the<br \/>\necosystem, protect ancient village sites and ensure access to the<br \/>\nforest for cultural practices such as food gathering.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">\u2021 \u2021 \u2021<\/p>\n<p>&nbsp;<\/p>\n<p><strong>350<br \/>\nHumboldt salutes and supports<\/strong> the protesters who put their bodies<br \/>\non the front line to try to stop Line 3 in Minnesota. You can help them <a href=\"https:\/\/www.dropline3charges.com\/line-3 take action - sign petition - donate\">here<\/a>.<\/p>\n<p>Despite<br \/>\nmassive opposition, including testimony from 68,000 residents of<br \/>\nMinnesota, the pipeline was completed and opened five months ago.<br \/>\nMore than a thousand miles long, it carries 760,000 barrels of tar<br \/>\nsands oil from Alberta to the shore of Lake Superior in Wisconsin for<br \/>\nrefining. The pipeline crosses hundreds of previously untouched<br \/>\nwetlands and 200 bodies of water, including the headwaters of the<br \/>\nMississippi.<\/p>\n<p>Concerns<br \/>\nabout water have already been realized. According to a recent report<br \/>\nfrom the Minnesota Department of Natural resources, there have been<br \/>\nthree separate <a href=\"https:\/\/www.theenergymix.com\/2022\/03\/25\/groundwater-breaks-during-line-3-construction-release-200-million-gallons-near-minnesota-indigenous-reservation\/\">ruptures<\/a> of aquifers during the construction of<br \/>\nthe pipeline. The company faces sanctions as a result.<\/p>\n<p>Some<br \/>\nof the protesters have remained at camp throughout the winter in<br \/>\norder to <a href=\"https:\/\/www.minnpost.com\/environment\/2021\/11\/the-line-3-replacement-has-been-completed-and-operating-for-months-so-why-are-activists-still-camped-out-by-the-construction-sites\/\">monitor the pipeline<\/a><br \/>\nfor leaks.
