{"id":51231,"date":"2022-05-01T16:24:54","date_gmt":"2022-05-01T16:24:54","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51231"},"modified":"2024-10-11T23:34:08","modified_gmt":"2024-10-11T23:34:08","slug":"350-humboldt-lookout-2","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-2\/","title":{"rendered":"350 Humboldt LookOut"},"content":{"rendered":"<p>350 Humboldt<strong> LookOut<\/strong><\/p>\n<p>April, 2022<\/p>\n<p>&nbsp;<\/p>\n<p><strong>For <\/strong><strong>the 52nd year, <\/strong><strong>Earth Day <\/strong><strong>brought<\/strong><strong><br \/>\nus together<\/strong> all around the world to protest desecration of our<br \/>\nhome and to celebrate that we&#8217;re still here. The rally in Eureka in<br \/>\nfront of the courthouse on Friday, April 22, displayed heartfelt<br \/>\nsigns, speeches, music, and honking horns.<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 332px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/656\/788\/original\/Earth_Day_Signs_copy.png\" width=\"332\" \/><\/p>\n<p><strong>The same spirit<\/strong> continued on the next day in Arcata at the<br \/>\nFarmers&#8217; Market. More photos of both events at the end of this post.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u2021 \u2021 \u2021<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Two days before<br \/>\nEarth Day<\/strong> the Climate Action<br \/>\nPlan re-emerged after its abortive appearance last year in<br \/>\nOctober. Senior Planner Michael Richardson said that staff members of<br \/>\ndifferent Humboldt jurisdictions had decided the 2021 version wasn&#8217;t<br \/>\nsuited to &#8220;a rural county&#8221; and needed revising.<\/p>\n<p>All jurisdictions<br \/>\nwithin California must have a plan to reduce their greenhouse gases<br \/>\nin order to conform to the state&#8217;s target of 40% below 1990 levels.<br \/>\nThe plan can be part of its General Plan or a separate Climate Action<br \/>\nPlan. Humboldt opted for the latter course, and jurisdictions within<br \/>\nthe county <a href=\"https:\/\/www.yournec.org\/local-governments-join-forces-on-climate-action-plan\/\">decided in 2018<\/a> to band together to accomplish that<br \/>\ngoal.<\/p>\n<p>Connor McGuigan of<br \/>\nthe Planning and Building Department held various workshops<br \/>\nthroughout the county in 2019 to elicit suggestions from the public<br \/>\nabout how to reduce our emissions to meet California&#8217;s standards.<br \/>\n2015 data, compiled by Redwood Coast Energy Authority, provided the<br \/>\nsector-by-sector inventory of the county&#8217;s emissions. As reported by<br \/>\nDaniel Mintz in the Mad River<br \/>\nUnion, the plan was expected to be adopted in the <a href=\"https:\/\/www.madriverunion.com\/articles\/county-cities-join-climate-pact\/\">spring of 2022<\/a>. However, the pandemic hit, and the whole project went<br \/>\nunderground. No website updates, no returned emails, no news for well<br \/>\nover a year until the <a href=\"https:\/\/www.times-standard.com\/2021\/05\/18\/humboldt-county-to-tackle-cutting-greenhouse-gases-by-2030\/\">grapevine<\/a> began producing rumors<br \/>\nmid-2021 about the CAP&#8217;s promised debut. It finally appeared in<br \/>\nOctober, was yanked, and now here it is again six months later even<br \/>\nthough two of the appendices are not yet completed.<\/p>\n<p>If<br \/>\nany of this seems a little deja-vu-ish, it&#8217;s because a Climate Action<br \/>\nPlan was created in 2012 and was rejected by the Board of<br \/>\nSupervisors. The public will comment on this latest version as the<br \/>\nvarious jurisdictions consider and vote on it. After that it must<br \/>\nundergo an Environmental Impact Report. That process may begin as<br \/>\nsoon as June or July, according to the <u><\/u><a href=\"https:\/\/humboldtgov.org\/2464\/Climate-Action-Plan\">website<\/a> where<br \/>\nyou can read the plan.<br \/>\nAugust of 2023 is<br \/>\nthe scheduled deadline for adoption.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u2021 \u2021 \u2021<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Coastal<br \/>\nCommission voted <\/strong><strong>on April 7 <\/strong><strong>to allow energy developers<\/strong><br \/>\nto survey and study the federally designated 206 square mile wind<br \/>\nenergy area off of Humboldt&#8217;s coast. The vote was unanimous but also<br \/>\ncame with <u><a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/coastal-commission-moves-offshore-wind-forward\/Content?oid=23284335\">seven conditions<\/a>.<\/u> They included broad requirements<br \/>\nsuch as the <a href=\"https:\/\/www.boem.gov\/renewable-energy\/state-activities\/humboldt-wind-energy-area\">Bureau of Ocean Energy Management<\/a> partnering with<br \/>\ncommission staff to minimize environmental impacts of the surveying<br \/>\nactivities, but also highly specific conditions&#8211;like #3, which<br \/>\nmandated that survey vessels not exceed ten knots. Engagement with<br \/>\nNative communities and commercial fishing community was also called<br \/>\nfor.<\/p>\n<p>Commission staff<br \/>\nacknowledged the urgent need for clean energy on the scale that the<br \/>\nproposed offshore wind projects could provide. They also noted that<br \/>\nenvironmental impacts were inevitable. However, they and the<br \/>\ncommissioners emphasized their responsibility to protect the<br \/>\nenvironmental communities of California&#8217;s coastal waters.<\/p>\n<p>How will this<br \/>\nbalance be achieved? Our representative on the Commission, Mike<br \/>\nWilson, third district supervisor, stated towards the <a href=\"https:\/\/lostcoastoutpost.com\/2022\/apr\/8\/coastal-commission-says-its-cool-move-forward-humb\/\">end of the meeting<\/a> that our community feels &#8220;a global responsibility to<br \/>\nbe a part of this effort to address climate change&#8221; but also<br \/>\nthat Humboldt&#8217;s feet are &#8220;firmly planted&#8221; in its<br \/>\ndetermination to protect its coastal areas.<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 250px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/656\/799\/original\/wilson_at_coastal_commission.png\" width=\"250\" \/>\n<p>photo courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p><strong>California&#8217;s<br \/>\n<\/strong><strong>crackdown<\/strong><strong><br \/>\non methane began in 2016<\/strong><br \/>\nwith passing <a href=\"https:\/\/calrecycle.ca.gov\/organics\/slcp\/\">SB 1383<\/a>.<br \/>\n(Other short-lived climate pollutants are also targeted.) Food and<br \/>\nother organic substances rotting under anaerobic conditions&#8211;such as<br \/>\na landfill&#8211;produces 20% of California&#8217;s methane. So SB 1383 mandates<br \/>\nreducing landfilled garbage to 75% below 2014 levels by 2025.<br \/>\nRecovery of edible food for human consumption is part of this<br \/>\nrequirement.<\/p>\n<p>We<br \/>\nwere supposed to be compliant with this law by January of this year,<br \/>\nbut it wasn&#8217;t until November of last year that Humboldt&#8217;s seven<br \/>\ncities banded together with the county to hire a consulting firm,<br \/>\nEdgar and Associates, to investigate our most feasible options.<br \/>\nFortunately, California won&#8217;t start penalizing jurisdictions until<br \/>\nJanuary of 2023. With a lot to do, Humboldt Waste Management<br \/>\nAuthority and the Solid Waste Local Task Force are <a href=\"https:\/\/www.yournec.org\/get-on-board-for-the-climate-new-hwma-director-will-need-climate-champion-stripes\/\">on the spot<\/a>.<\/p>\n<p>Edgar<br \/>\nand Associates have helped hammer out a Compliance Road<br \/>\nMap, a sixty-one page<br \/>\ndocument you can read <a href=\"https:\/\/www.ci.eureka.ca.gov\/civicax\/filebank\/blobdload.aspx?t=39505.63&amp;BlobID=27096\">here<\/a> if you scroll down. Those of us who get excited about composting want<br \/>\nto keep our garbage in the county and convert it to a soil amendment<br \/>\nthat will increase fertility and sequester carbon. However, the plan<br \/>\nnow is to ship it to a composting facility or biodigester in another<br \/>\ncounty&#8211;at least temporarily. Of course, the organic matter would<br \/>\nstill need collection and<br \/>\nprocessing to exclude contaminants before continuing on its way.<br \/>\nGrants are available from<br \/>\nCalRecycle to help with<br \/>\nfunding, but collection<br \/>\nrates will rise, of<br \/>\ncourse. Evan Edgars says<br \/>\nthe average statewide<br \/>\nincrease is around 18%. That&#8217;s a lot.<\/p>\n<p>What<br \/>\nwill happen if all the ducks aren&#8217;t lined up by next year?<br \/>\nJurisdictions<br \/>\nthat can show proof of &#8220;substantial effort&#8221; may win more<br \/>\nextra time before penalty time. The four smallest cities&#8211;Trinidad,<br \/>\nRio Dell, Ferndale, and Blue Lake&#8211;have<br \/>\nbeen granted waivers that are good until<br \/>\n2027.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u2021 \u2021 \u2021<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Line 3 Legal Defense<br \/>\nFund<\/strong> has notified 350 Humboldt that the address sent to us last month<br \/>\nwas incorrect.
