350 Humboldt LookOut<\/strong><\/p>\n

For <\/strong>the 52nd year, <\/strong>Earth Day <\/strong>brought<\/strong>
\nus together<\/strong> all around the world to protest desecration of our
\nhome and to celebrate that we’re still here. The rally in Eureka in
\nfront of the courthouse on Friday, April 22, displayed heartfelt
\nsigns, speeches, music, and honking horns.<\/p>\n

<\/p>\n

The same spirit<\/strong> continued on the next day in Arcata at the
\nFarmers’ Market. More photos of both events at the end of this post.<\/p>\n

\u2021 \u2021 \u2021<\/strong><\/p>\n

 <\/p>\n

Two days before
\nEarth Day<\/strong> the Climate Action
\nPlan re-emerged after its abortive appearance last year in
\nOctober. Senior Planner Michael Richardson said that staff members of
\ndifferent Humboldt jurisdictions had decided the 2021 version wasn’t
\nsuited to “a rural county” and needed revising.<\/p>\n

All jurisdictions
\nwithin California must have a plan to reduce their greenhouse gases
\nin order to conform to the state’s target of 40% below 1990 levels.
\nThe plan can be part of its General Plan or a separate Climate Action
\nPlan. Humboldt opted for the latter course, and jurisdictions within
\nthe county decided in 2018<\/a> to band together to accomplish that
\ngoal.<\/p>\n

Connor McGuigan of
\nthe Planning and Building Department held various workshops
\nthroughout the county in 2019 to elicit suggestions from the public
\nabout how to reduce our emissions to meet California’s standards.
\n2015 data, compiled by Redwood Coast Energy Authority, provided the
\nsector-by-sector inventory of the county’s emissions. As reported by
\nDaniel Mintz in the Mad River
\nUnion, the plan was expected to be adopted in the spring of 2022<\/a>. However, the pandemic hit, and the whole project went
\nunderground. No website updates, no returned emails, no news for well
\nover a year until the grapevine<\/a> began producing rumors
\nmid-2021 about the CAP’s promised debut. It finally appeared in
\nOctober, was yanked, and now here it is again six months later even
\nthough two of the appendices are not yet completed.<\/p>\n

If
\nany of this seems a little deja-vu-ish, it’s because a Climate Action
\nPlan was created in 2012 and was rejected by the Board of
\nSupervisors. The public will comment on this latest version as the
\nvarious jurisdictions consider and vote on it. After that it must
\nundergo an Environmental Impact Report. That process may begin as
\nsoon as June or July, according to the <\/u>website<\/a> where
\nyou can read the plan.
\nAugust of 2023 is
\nthe scheduled deadline for adoption.<\/p>\n

\u2021 \u2021 \u2021<\/strong><\/p>\n

 <\/p>\n

The Coastal
\nCommission voted <\/strong>on April 7 <\/strong>to allow energy developers<\/strong>
\nto survey and study the federally designated 206 square mile wind
\nenergy area off of Humboldt’s coast. The vote was unanimous but also
\ncame with seven conditions<\/a>.<\/u> They included broad requirements
\nsuch as the Bureau of Ocean Energy Management<\/a> partnering with
\ncommission staff to minimize environmental impacts of the surveying
\nactivities, but also highly specific conditions–like #3, which
\nmandated that survey vessels not exceed ten knots. Engagement with
\nNative communities and commercial fishing community was also called
\nfor.<\/p>\n

Commission staff
\nacknowledged the urgent need for clean energy on the scale that the
\nproposed offshore wind projects could provide. They also noted that
\nenvironmental impacts were inevitable. However, they and the
\ncommissioners emphasized their responsibility to protect the
\nenvironmental communities of California’s coastal waters.<\/p>\n

How will this
\nbalance be achieved? Our representative on the Commission, Mike
\nWilson, third district supervisor, stated towards the end of the meeting<\/a> that our community feels “a global responsibility to
\nbe a part of this effort to address climate change” but also
\nthat Humboldt’s feet are “firmly planted” in its
\ndetermination to protect its coastal areas.<\/p>\n\n

California’s
\n<\/strong>crackdown<\/strong>
\non methane began in 2016<\/strong>
\nwith passing SB 1383<\/a>.
\n(Other short-lived climate pollutants are also targeted.) Food and
\nother organic substances rotting under anaerobic conditions–such as
\na landfill–produces 20% of California’s methane. So SB 1383 mandates
\nreducing landfilled garbage to 75% below 2014 levels by 2025.
\nRecovery of edible food for human consumption is part of this
\nrequirement.<\/p>\n

We
\nwere supposed to be compliant with this law by January of this year,
\nbut it wasn’t until November of last year that Humboldt’s seven
\ncities banded together with the county to hire a consulting firm,
\nEdgar and Associates, to investigate our most feasible options.
\nFortunately, California won’t start penalizing jurisdictions until
\nJanuary of 2023. With a lot to do, Humboldt Waste Management
\nAuthority and the Solid Waste Local Task Force are on the spot<\/a>.<\/p>\n

Edgar
\nand Associates have helped hammer out a Compliance Road
\nMap, a sixty-one page
\ndocument you can read here<\/a> if you scroll down. Those of us who get excited about composting want
\nto keep our garbage in the county and convert it to a soil amendment
\nthat will increase fertility and sequester carbon. However, the plan
\nnow is to ship it to a composting facility or biodigester in another
\ncounty–at least temporarily. Of course, the organic matter would
\nstill need collection and
\nprocessing to exclude contaminants before continuing on its way.
\nGrants are available from
\nCalRecycle to help with
\nfunding, but collection
\nrates will rise, of
\ncourse. Evan Edgars says
\nthe average statewide
\nincrease is around 18%. That’s a lot.<\/p>\n

What
\nwill happen if all the ducks aren’t lined up by next year?
\nJurisdictions
\nthat can show proof of “substantial effort” may win more
\nextra time before penalty time. The four smallest cities–Trinidad,
\nRio Dell, Ferndale, and Blue Lake–have
\nbeen granted waivers that are good until
\n2027.<\/p>\n
