{"id":51205,"date":"2022-06-01T16:15:26","date_gmt":"2022-06-01T16:15:26","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51205"},"modified":"2024-10-11T23:33:57","modified_gmt":"2024-10-11T23:33:57","slug":"350-humboldt-lookout-for-may-2022","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-may-2022\/","title":{"rendered":"350 Humboldt LookOut for May 2022"},"content":{"rendered":"<p>The LookOut is a monthly digest of climate issues and activities in our neighborhood during May of 2022<\/p>\n<p><strong>Fighting off the<br \/>\ncoal train just got a little more serious<\/strong>, thanks to the federal<br \/>\nSurface Transportation Board. Its <a href=\"https:\/\/lostcoastoutpost.com\/2022\/may\/17\/surface-transportation-board-ruling-issues-serious\/\">recent ruling<\/a> on the old<br \/>\ndecrepit Northwestern Pacific Railroad line between Humboldt and the<br \/>\nBay Area denied the North Coast Railroad Authority the authority to<br \/>\nrailbank the railroad for the <a href=\"http:\/\/www.thegreatredwoodtrail.org\/\">Great Redwood Trail<\/a> and the<br \/>\nAnnie and Mary Trail between Arcata and Eureka. Rather chillingly,<br \/>\nthe STB ruled that two parties&#8211;Mendocino Railway and the North Coast<br \/>\nRailroad Company&#8211;must be allowed to make their proposals to revive<br \/>\nrailroad service. The NCRC appears to be the <a href=\"https:\/\/lostcoastoutpost.com\/2021\/sep\/2\/aiming-ship-coal-out-humboldt-bay-shadowy-corporat\/\">shadowy corporation<\/a><br \/>\nthat wants to run coal from the Crow Tribe reservation in Montana to<br \/>\nthe port in Humboldt.<\/p>\n<p>This<br \/>\ndecision probably resulted from complaints put to the STB about a<br \/>\nnational slowdown in coal deliveries that some industries see as a<br \/>\nthreat to the power grid even though coal has been playing a smaller<br \/>\nrole in power production. According to this article from a <a href=\"https:\/\/www.trains.com\/trn\/news-reviews\/news-wire\/poor-rail-service-threatens-u-s-economy-shippers-tell-federal-regulators\/\">rail industry periodical<\/a>,<br \/>\nthe problem at the heart of many supply chain issues can be traced to<br \/>\na shortage of train crews. However, the NCRC aims to export<br \/>\ncoal overseas, precisely because domestic markets for coal are<br \/>\ndeclining. A very similar scheme has targeted Cherry Point in<br \/>\nWashington.<\/p>\n<p>After<br \/>\nreferring to this new federal development as &#8220;the worst case<br \/>\nscenario&#8221; in a message to his constituents, Senator McGuire reassured everyone that California legislation <a href=\"https:\/\/www.times-standard.com\/2022\/01\/26\/bill-to-block-north-coast-coal-train-project-clears-state-senate-en-route-to-assembly\/\">SB 307<\/a><br \/>\nwill stop any new train proposals in its tracks. Here is a website<br \/>\nfor joining the <u><a href=\"https:\/\/www.nocoalhumboldt.org\/\">resistance<\/a>.<\/u><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 500px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/667\/689\/original\/old_railroad.jpg\" width=\"500\" \/><em>photo courtesy of Lost Coast Outpost<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>A lumber mill in<br \/>\nKorbel hopes to build a biomass electricity plant<\/strong>. It has<br \/>\nsolicited letters of support from 5th District Supervisor Steve<br \/>\nMadrone and Redwood Coast Energy Authority in hopes of procuring a<br \/>\ngrant to fund a feasibility study.<\/p>\n<p><a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/north-fork-lumber-builds-up-its-employees\/Content?oid=19575852\">North Fork Lumber Company<\/a> in Korbel is owned and operated by Frank Schmidbauer.<br \/>\nCurrently, its mill waste is trucked to the plant in Anderson, also<br \/>\nowned by Schmidbauer. So the issue of how to deal with mill waste is<br \/>\nphrased as &#8220;how do you want this wood burned&#8211;locally or<br \/>\ntransported by carbon-spewing diesel truck to Redding?&#8221; The<br \/>\naspiration to do something less polluting and less carbon-intensive<br \/>\nnever even makes it to the table.<\/p>\n<p>Granted, most of the<br \/>\neco-friendly alternatives&#8211;such as gasification or nanocellulose<br \/>\ntechnology&#8211;are more expensive than your typical co-generation plant. <a href=\"https:\/\/www.yournec.org\/composting-mill-waste-wins-blue-ribbon-for-the-climate\/\">Composting<\/a>, however, is an inexpensive method of converting<br \/>\nmill waste to something useful though it doesn&#8217;t produce electricity.<\/p>\n<p>Meanwhile, the<u> <a href=\"https:\/\/thebulletin.org\/premium\/2022-05\/does-wood-bioenergy-help-or-harm-the-climate\/\">official designation<\/a><\/u> of burning biomass as a carbon-neutral<br \/>\nclimate solution is responsible for clear-cutting in many parts of<br \/>\nthe world while making the problem of climate change even worse.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;<br \/>\n&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Sea<br \/>\nlevel rise will not catch us by surprise.<\/strong><br \/>\nMultiple county planning agencies and state agencies have studied it,<br \/>\nplus we&#8217;re lucky to have the brain power of the university. Cal Poly<br \/>\nHumboldt started the collaborative Sea Level Rise Initiative four<br \/>\nyears ago that has brought together numerous organizations, including<br \/>\ntribes, academics and nonprofit groups. Its Osher Lifelong Learning<br \/>\nInstitute (OLLI) convenes a SLR group every month, led by Jerry Rhode<br \/>\nand Aldaron Laird, who was one of the first people to study and map<br \/>\nSLR. The land around Humboldt Bay is the most extensively studied<br \/>\nbecause it is subsiding as the sea rises. Consequently, two feet of<br \/>\nSLR can be expected by 2050 and an additional foot twenty years<br \/>\nlater.<\/p>\n<p>But<br \/>\njust because we&#8217;ve been watching the sea approach <a href=\"https:\/\/www.times-standard.com\/2022\/05\/20\/its-time-to-start-planning-for-sea-level-rise-says-grand-jury\/\">doesn&#8217;t mean we&#8217;re prepared<\/a>.<br \/>\nHumboldt County&#8217;s Grand Jury of 2022 has identified twelve different<br \/>\nmajor problems that must be fixed before 2050&#8211;such as sections of<br \/>\nHighway 101 and 255, the Humboldt Bay Power station and its nuclear<br \/>\ndump, 7 wastewater lift stations, 10.5 miles of sewer lines and 30<br \/>\nelectrical transmission towers. Read the report for the full list <a href=\"https:\/\/humboldtgov.org\/DocumentCenter\/View\/107182\/The-Sea-Also-Rises?bidId=\">here<\/a>.<\/p>\n<p>Considering<br \/>\nhow long it takes to plan and build any projects along the California<br \/>\ncoast, we need to start now with first the requisite studies and the<br \/>\npermits&#8211;a single project could require permits from ten different<br \/>\nagencies&#8211;and then the actual building. The most challenging<br \/>\ncomplication is that many of these needed projects cannot happen<br \/>\nindependently of other projects because the area around Humboldt Bay<br \/>\nis one large unit divided into six sections. Changes within one<br \/>\nsection will affect the other sections.<\/p>\n<p>The<br \/>\nGrand Jury Report focused mostly on problems of permitting and<br \/>\nfunding. Applying to the California Coastal Commission was described<br \/>\nas complicated, contradictory, and slow. This is a problem because<br \/>\nthe CCC guards the gate for almost everything here on the coast.<br \/>\nFunding is also a challenge for a small, rural county competing for a<br \/>\nfinite pot of state money.<\/p>\n<p>For<br \/>\nthe most thorough and detailed report on the forecasted impacts of<br \/>\nSLR here in Humboldt County, read Aldaron Laird&#8217;s <u><a href=\"http:\/\/humboldtslri.org\/wp-content\/uploads\/2020\/06\/Humboldt-County-Humboldt-Bay-Area-Plan-Sea-Level-Rise-Vulnerabili.pdf\">Vulnerability Assessment<\/a>.<\/u><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 600px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/667\/690\/original\/Aldaron's_photo.jpg\" width=\"600\" \/><em>photo courtesy of Aldaron Laird<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Offshore<br \/>\nwind developments sped up during the month of May<\/strong>.<br \/>\nThe Bureau of Ocean Energy Management <a href=\"https:\/\/www.times-standard.com\/2022\/05\/06\/boems-final-environmental-review-finds-no-significant-impacts-for-offshore-wind-leases-in-humboldt-bay\/\">released on May 5<\/a><br \/>\nits final environmental assessment of the Humboldt Wind Energy Area.<br \/>\nIts finding of &#8220;no significant impact&#8221; is necessary for the<br \/>\nnext steps towards selling leases. However, this verdict is a<br \/>\ngeneralized assessment of the 207 square mile area. Each proposed<br \/>\nwind project within that area will need to complete its own specific<br \/>\nenvironmental review.<\/p>\n<p>On<br \/>\nthe 24th the Board of Supervisors <a href=\"https:\/\/humboldt.legistar.com\/View.ashx?M=F&amp;ID=10911974&amp;GUID=38EB1DF4-AB65-4B0E-AE6C-52D74FB5DDBA\">directed staff<\/a><br \/>\nto work with community stakeholders on the development of local<br \/>\nsupply chains necessary for building the turbines and to explore how<br \/>\nto prepare the local workforce. With this same aim in mind they<br \/>\nauthorized the County Administrative Officer to submit letters of<br \/>\nsupport and requests for funding.<\/p>\n<p>The<br \/>\nU.S. Department of the Interior<u><br \/>\n<\/u>announced<br \/>\non the 26th<br \/>\nthat it will publish a Proposed Sale Notice on the last day of May to<br \/>\nopen lease areas off the California coast for building offshore wind<br \/>\nfarms. The public will have sixty days to comment.<\/p>\n<p>Redwood<br \/>\nCoast Energy Authority has sought to emphasize community control and<br \/>\nbenefits for Humboldt county. A <a href=\"https:\/\/www.northcoastjournal.com\/NewsBlog\/archives\/2022\/05\/26\/interior-to-open-offshore-wind-comment-period-next-week\">Journal article<\/a><br \/>\nreferred to &#8220;potential stipulations that would give preference<br \/>\nto bidders who pursue community benefit agreements with surrounding<br \/>\ncommunities . . .&#8221; That sounds a little iffy, but one thing for<br \/>\nsure is that these developments far outstrip Humboldt&#8217;s picture.<br \/>\nAccording to Humboldt&#8217;s<br \/>\ndraft Climate Action Plan, RCEA is positioned for only 40 MW<br \/>\nof wind power&#8211;at least<br \/>\nat first. However, many different community stakeholders are working<br \/>\ntogether towards facilitating offshore wind development, protecting<br \/>\nour environment, and getting the best deal we can. Floating offshore<br \/>\nwind technology may unlock a vast amount of clean energy desperately<br \/>\nneeded to curb climate change.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;<br \/>\n&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Timber companies,<br \/>\nhousing developers, and conservationists have long admired the McKay<br \/>\nForest<\/strong> bordering the southeast side of Eureka. The<br \/>\nconservationists gained a thousand acres in 2014 when Green Diamond<br \/>\nsold them to the city of Eureka. An additional 197 acres was <a href=\"https:\/\/www.times-standard.com\/2020\/06\/23\/humboldt-county-oks-197-acre-expansion-for-mckay-community-forest\/\">acquired in 2020<\/a>. Green Diamond retains ownership of almost 6,000 acres of<br \/>\nforest in the area.<\/p>\n<p>The health of the<br \/>\nMcKay Community forest will be managed for water quality of the Ryan<br \/>\nCreek watershed, coho salmon, northern spotted owl and other<br \/>\ncreatures. It&#8217;s a working forest, meaning that timber harvesting will<br \/>\noccur, based on the same ecological management principles that are<br \/>\npracticed by the Arcata Community Forest. These principles are<br \/>\ndetailed in the recently released <a href=\"https:\/\/humboldtgov.org\/mckayforest\">Forest Stewardship Plan<\/a>.<br \/>\nMost of the trees in the McKay Community forest are less than fifty<br \/>\nyears old.<\/p>\n<p>This North Coast<br \/>\nJournal <a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/the-mckay-tract\/Content?oid=2129589\">article<\/a> from 2009 gives some interesting history of<br \/>\nthe McKay Community forest, including the roots of the contentious<br \/>\nNorth McKay Ranch subdivision that the Board of Supervisors recently<br \/>\napproved.<\/p>\n<p>The<br \/>\ncounty also released the trails plan, which seeks to fulfill the<br \/>\nrecreational desires of the public. Visitors are not officially welcome<br \/>\nyet in the Community Forest, but it&#8217;s a fairly popular destination<br \/>\nall the same. <a href=\"https:\/\/www.yournec.org\/the-real-mckay-release-of-management-plan-brings-eurekas-future-community-forest-one-step-closer\/\">The Eco-News Report<\/a><br \/>\nof April 30 gives a good rundown on the current situation with Stevie<br \/>\nLuther and Hank Seeman of the Humboldt county Public Works.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 500px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/668\/125\/original\/mcKay.jpg\" width=\"500\" \/><em>photo courtesy of Dana Utman<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Cal-Fire has<br \/>\noffered several compromises to tree defenders<\/strong> at Jackson State<br \/>\nDemonstration Forest, <a href=\"https:\/\/www.wildcalifornia.org\/post\/jackson-demonstration-state-forest-update-may-2022?eType=EmailBlastContent&amp;eId=b424e284-629d-44c5-9357-7a7af918a3a3\">including protection of Gemini Tree<\/a>, a huge<br \/>\nhundred year-old redwood that had been slated for the chopping block.<br \/>\nOther large second-growth redwoods within the Caspar 500 Timber<br \/>\nHarvest Plan area that measure more than four feet in diameter at<br \/>\nbreast height would be protected. No such guarantees are currently<br \/>\npromised for future THPs. However, the entire JDSF management plan<br \/>\nwill be re-written four years early, giving the public a sooner than<br \/>\nplanned opportunity to try to influence the forest&#8217;s future.<\/p>\n<p>One proposed idea<br \/>\nfor future management of JSDF is based on the idea of Cal Poly<br \/>\nHumboldt&#8217;s professor, Steve Sillet, the well-known champion of<br \/>\nredwoods and other tall trees. He and partner Marie Antoine have<br \/>\nsuggested that <a href=\"https:\/\/backcountrypress.com\/2021\/08\/intentional-forests\/\">all managed forests should preserve<\/a> some of the<br \/>\nbiggest and most vigorous trees of the forest as a way of promoting<br \/>\noverall health and sequestration. Cal-Fire is proposing two of these<br \/>\nElite Trees per acre.<\/p>\n<p>Will such reform<br \/>\nsuffice to win over the hearts and minds of the protesters? Many of<br \/>\nthem want a <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/cal-fire-proposes-compromise-on-logging-in-jackson-demonstration-state-fore\/\">moratorium on logging<\/a> until the management plan is<br \/>\nrewritten to make carbon sequestration the top priority.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;<br \/>\n&lt;&lt;&lt;<br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>California&#8217;s<br \/>\nclimate strategy is floundering<\/strong>,<br \/>\naccording to Danny Cullenward, a PhD energy economist and policy<br \/>\ndirector of Carbon Plan. His persuasive<br \/>\nanalysis of the<br \/>\nCalifornia Air Resources Board&#8217;s 2022 Scoping Plan can be read <a href=\"https:\/\/carbonplan.org\/blog\/scoping-plan-comments\">here<\/a>.<br \/>\nThe Scoping Plan is the progress report made every five years on how<br \/>\nwell the state is on track to achieve the climate goals set out in SB<br \/>\n32. Not well at all is the short answer. Right now California&#8217;s pace<br \/>\nof emission reductions would have to triple in order to meet the 2030<br \/>\ndeadline of 40% below 1990 level of emissions.<\/p>\n<p>Cullenward<br \/>\nfound a<br \/>\nhuge<br \/>\naccounting error that threw off all four of the outlined scenarios by<br \/>\n23 tCO2e. It assumed that California&#8217;s land sector would sequester a<br \/>\nnet 15 million tCO2e annually; however, by CARB&#8217;s own calculations in<br \/>\na different part of the plan, our land sector actually emits about 8<br \/>\nmillion tCO2e per year.<\/p>\n<p>Cullenward<br \/>\nis also dubious about the planned reliance on <a href=\"https:\/\/www.technologyreview.com\/2022\/02\/23\/1044972\/carbon-removal-factory-climate-change\/\">carbon dioxide removal<\/a><br \/>\n[CDR] technologies, to hit our 2045 goal. These young, expensive<br \/>\ntechnologies may or may not work.
