{"id":51189,"date":"2022-07-01T16:07:30","date_gmt":"2022-07-01T16:07:30","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51189"},"modified":"2024-10-11T23:33:46","modified_gmt":"2024-10-11T23:33:46","slug":"350-humboldt-lookout-for-june-2022","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-june-2022\/","title":{"rendered":"350 Humboldt LookOut for June 2022"},"content":{"rendered":"<p style=\"text-align: center;\"><em>The LookOut is a monthly review of climate issues and recent developments in our neighborhood.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>On<br \/>\na brighter note than the most recent Supreme Court decision<\/strong>, it looks<br \/>\nlike the coal train threat has <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/federal-board-rejects-companys-bid-to-control-northern-california-rail-lin\/\">run out of rail<\/a>.<br \/>\nA<br \/>\nWyoming-based<br \/>\norganization, the<br \/>\nNorth Coast Railroad Authority,<br \/>\nhad<br \/>\napplied to the federal Surface Transportation Board for a permit to<br \/>\nship coal through Humboldt county to the port. Fortunately, it missed<br \/>\na crucial deadline by one day, disqualifying its<br \/>\napplication.<br \/>\nSenators Padilla and Huffman and Rep. Mike Thompson have also sent<br \/>\nthe board a letter accusing the NCRC of filing financial information<br \/>\nthat was \u201cat best misleading and at worst fraudulent.\u201d At this<br \/>\npoint an appeal of the STB<br \/>\ndecision doesn&#8217;t look possible.<\/p>\n<p>The<br \/>\nidea to renovate the decrepit Northwestern Pacific railroad line was<br \/>\na recipe for disaster even if the proposed cargo was something<br \/>\nbesides coal. Senator McGuire&#8217;s bill, <u><\/u><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202120220SB307\">SB 307<\/a>,<br \/>\nwould confirm the state&#8217;s intent to railbank the route for <a href=\"http:\/\/www.thegreatredwoodtrail.org\/?\">The Great Redwood Trail<\/a><br \/>\nby making sure no state money would help finance a different purpose.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nfree bus ride deal<\/strong> from Humboldt Transit Authority in June is over<br \/>\nnow&#8211;for grownups. Anyone under the age of eighteen can still ride<br \/>\nfor free during the months of July and August. Check it out: <a href=\"https:\/\/hta.org\/summer-youth-pass\/\">https:\/\/hta.org\/summer-youth-pass\/<\/a><\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 553px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/677\/631\/original\/actual_bus.jpg\" width=\"553\" \/>\n<p>&nbsp;<\/p>\n<p><strong>The state&#8217;s <a href=\"https:\/\/ww2.arb.ca.gov\/our-work\/programs\/ab-32-climate-change-scoping-plan\/2022-scoping-plan-documents\">Scoping Plan<\/a><\/strong> continued to attract criticism and alarm from California<br \/>\nclimate change activists. Every five years the Air Resources Board<br \/>\nreports and assesses progress towards SB 32 emissions reductions<br \/>\ntargets, and discloses its planned course towards carbon neutrality<br \/>\nby 2045 at the latest.<\/p>\n<p>For this purpose<br \/>\nmeetings, workshops and public engagement began on May 24 this year<br \/>\nand ended a month later. During that time more than a thousand<br \/>\nwritten comments were logged. Multitudes more have commented live<br \/>\nduring the meeting. The vast majority of the commenters demand or<br \/>\nplead for a stronger plan. A short critique of the plan can be read <u><\/u><a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-climate-change-plan-flawed\/\">here<\/a>. Here&#8217;s a more detailed, <a href=\"https:\/\/carbonplan.org\/research\/scoping-plan-comments\">wonkier<\/a> critique.<\/p>\n<p>During the month of<br \/>\nJuly CARB staff will decide how to respond to the public&#8217;s feedback.<br \/>\nThey can either choose of the four pre-packaged scenarios and tweak<br \/>\nit or, as some hope, they might scrap all of them and start over.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nBoard of Supervisors consented<\/strong> on<br \/>\nJune 7 to<br \/>\nlet Humboldt&#8217;s draft <a href=\"https:\/\/humboldtgov.org\/2464\/Climate-Action-Plan\">Climate Action Plan<\/a><br \/>\ngo to the next stage, which is an Environmental Impact Review. The<br \/>\nvote was 4-0 with the missing councilmember, Supervisor Wilson,<br \/>\nexpressing his support before he left midway through the discussion<br \/>\nto attend another meeting. However, the green light was conditioned<br \/>\non directions to<br \/>\nPlanning<br \/>\nDepartment<br \/>\nstaff to address six concerns during the EIR process. Those concerns<br \/>\nranged from Supervisor Bushnell&#8217;s determination that rural lifestyles<br \/>\nshould not be affected by the plan&#8217;s decarbonization targets to<br \/>\nSupervisor Madrone&#8217;s suggestion that more incentives could help the<br \/>\ncounty exceed the plan&#8217;s expectations.<\/p>\n<p>Number<br \/>\nthree on that list for planning staff is to make a definitive<br \/>\ncase for or against including individual, stationary sources of<br \/>\nemissions, such as power plants and factories, etc. Right now these<br \/>\npoint sources aren&#8217;t included for two reasons. One is that the county<br \/>\ndoesn&#8217;t control them. The state has regulatory control through<br \/>\nCEQA&#8211;which exercises more stringent restraints on new point sources<br \/>\nthan on old ones&#8211;but the county can&#8217;t add to that. Most county and<br \/>\nmunicipal CAPs in California don&#8217;t cover point sources for that<br \/>\nreason.<\/p>\n<p>The<br \/>\nsecond reason point sources aren&#8217;t included in the plan is that the<br \/>\nbaseline for reductions is 1990. Since that time many lumber mills<br \/>\nhave closed, so emissions dropped significantly. If the county takes<br \/>\ncredit for those reductions, it wouldn&#8217;t need to reduce its emissions<br \/>\nany<br \/>\nfurther to meet the state&#8217;s 2030 target. Taking<br \/>\nthe easy way out would mean<br \/>\na lot of scrambling to meet 2050 targets since we&#8217;d probably rest on<br \/>\nour undeserved laurels until the last minute.<\/p>\n<p>During<br \/>\nthe EIR process, mobilized members of the public will present<br \/>\nalternatives that may strengthen or weaken the plan. With any luck<br \/>\nthe finished product will be ready for another county-wide round of<br \/>\npublic review next August. You can read an interesting and more<br \/>\nthorough account of the Supervisors&#8217; meeting <a href=\"https:\/\/lostcoastoutpost.com\/2022\/jun\/9\/supervisors-advance-regional-climate-action-plan-d\/\">here<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 400px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/677\/660\/original\/board_of_supes.jpg\" width=\"400\" \/>\n<p>&nbsp;<\/p>\n<p><strong>The Final<br \/>\nEnvironmental Impact Report for the Nordic Aquafarm proposal<\/strong> is <a href=\"https:\/\/humboldtgov.org\/3218\/Nordic-Aquafarms-Project\">available<\/a> for review<br \/>\nas of July 1. It<br \/>\nwill come up before a special Planning Commission meeting on July 28<br \/>\nat 6 PM. A<br \/>\nCoastal Development Permit and a Special<br \/>\nPermit are<br \/>\nrequired to<br \/>\ndemolish the old Samoa Pulp Mill and conduct a<br \/>\nmuch-needed<br \/>\nremediation of the site before the<br \/>\nland-based, re-circulating aquaculture system<br \/>\ncan<br \/>\nbe built.<\/p>\n<p>The<br \/>\ncounty held informational <a href=\"https:\/\/lostcoastoutpost.com\/loco-media\/loco-media\/blog\/post\/34280\/16698%2BNordic%2BAquafarms%2BCDP%2BWorkshop%2BExecutive%2BSummary%2B06.02.pdf\">workshops<\/a> about the proposed<br \/>\nfacility in<br \/>\nApril and May.<br \/>\nDue to running out of time, the question and comment period for<br \/>\nthe last one was<br \/>\ncarried over to the Planning Commission meeting on June 2. Only four<br \/>\npeople spoke.<\/p>\n<p>If<br \/>\nthe Planning Commission certifies the FEIR, a slew of additional<br \/>\npermits are required from the California Coastal Commission, the<br \/>\nRegional Water Quality Board, California Department of Fish and Game,<br \/>\nNational Marine Fisheries Service, and the US Army Corps of<br \/>\nEngineers. According to Jen Kalt of Humboldt Baykeeper, surveys required for some<br \/>\nof these permits have yet to be conducted.<\/p>\n<p>Contemplating<br \/>\nthis proposal requires grappling with a lot of big numbers. The<br \/>\nfacility&#8217;s five buildings would total more than 766 thousand square<br \/>\nfeet with a 4.8 MW rooftop solar array, which would provide close to<br \/>\na quarter of the required electricity. The source of the rest of the<br \/>\nelectricity isn&#8217;t clear yet and would be highly significant in terms<br \/>\nof the climate impact.<\/p>\n<p>Another<br \/>\nbig number: approximately 2.5 millions gallons of fresh and<br \/>\nindustrial water would be required daily to raise 25,000 tons of<br \/>\nAtlantic salmon per year. The water would be provided by the Mad<br \/>\nRiver, which supplies customers from Eureka to McKinleyville through<br \/>\nthe administration of Humboldt Bay Municipal Water District. An<br \/>\nadditional ten million gallons daily would come from the ocean.<\/p>\n<p>About<br \/>\n12.5 million gallons of treated wastewater would be discharged every<br \/>\nday into the ocean through a mile and half long pipeline.
