{"id":51171,"date":"2022-08-01T16:00:49","date_gmt":"2022-08-01T16:00:49","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51171"},"modified":"2024-10-11T23:33:39","modified_gmt":"2024-10-11T23:33:39","slug":"350-humboldt-lookout-for-july-2022","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-july-2022\/","title":{"rendered":"350 Humboldt LookOut for July, 2022"},"content":{"rendered":"<p>The LookOut is a monthly digest of climate actions and developments in Humboldt county.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>So many people<br \/>\naddressed the Planning Commission<\/strong> on July 28 about Nordic<br \/>\nAquafarm&#8217;s proposed project on Humboldt Bay that the commissioners <a href=\"https:\/\/lostcoastoutpost.com\/2022\/jul\/29\/after-hearing-two-hours-public-comment-humboldt-co\/\">didn&#8217;t have time<\/a> to make a<br \/>\ndecision. Presentations from planning staff, Nordic, and Larry<br \/>\nOetker of the Humboldt Harbor District took an hour and a half, and<br \/>\nthen the public commented for almost two hours. By that time it was a<br \/>\nquarter til ten, and the issue was deferred to August 4th.<\/p>\n<p>Most of the project<br \/>\nproponents were engineers from the Local 3 union who took turns at<br \/>\nthe podium to &#8220;implore&#8221; the commission to approve the<br \/>\nproject. Another proponent was Rafael Cuevas-Uribe, a fisheries<br \/>\nbiology professor at Cal Poly Humboldt who heads up its <a href=\"https:\/\/www.yournec.org\/solutions-summit-5\/?\">seaweed farm.<\/a> He called Nordic&#8217;s system &#8220;cutting-edge technology.&#8221;<\/p>\n<p>While Cuevas-Uribe&#8217;s<br \/>\nendorsement was encouraging, many local environmental groups had<br \/>\nconcerns and criticisms about the many impacts of this large-scale<br \/>\nproposed project. 350 Humboldt members targeted the climate<br \/>\nramifications. They pointed out that Nordic&#8217;s EIR omitted a massive<br \/>\namount of the proposed facility&#8217;s GHG emissions, giving many people<br \/>\nthe false impression that Nordic had found a way to produce 25,000<br \/>\nlbs of Atlantic Salmon per year without a large footprint. This <a href=\"https:\/\/www.dropbox.com\/s\/w4b7kgaeik5dlbd\/Nordic%20Aquafarm%20Issues%20remaining%20after%20the%20final%20EIR.pdf?dl=0\">comment<\/a> from 350 Humboldt and Climate Action Campaign lays out<br \/>\nthe details of why we should be skeptical.<\/p>\n<p>Although the<br \/>\nproposed electricity usage is far from the only source of uncounted<br \/>\nemissions, Nordic&#8217;s footprint would substantially improve once<br \/>\nHumboldt starts generating renewable energy in appreciable<br \/>\nquantities. An offshore wind farm, for instance, would be nice.<br \/>\nConsidering the uncertainties at this point, however, we can&#8217;t count<br \/>\nthose megawatts until they hatch.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 426px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/686\/272\/original\/jack.png\" alt=\"\" width=\"426\" align=\"\" \/><\/p>\n<p>screenshot from Planning Commission meeting<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt<br \/>\nTransit Authority scored<\/strong><br \/>\na <a href=\"https:\/\/lostcoastoutpost.com\/2022\/jul\/13\/humboldt-transit-authority-awarded-387-million-gra\/\">38.7 million<\/a> dollar grant<u>,<\/u><br \/>\nwith<br \/>\na little help from Peter Lehman of Schatz Energy Center, to buy<br \/>\nhydrogen fuel cell electric buses and also to help finance Eureka&#8217;s<br \/>\nnew transit hub in the making&#8211;the<u> <a href=\"https:\/\/www.yournec.org\/new-earth-center-approved-for-old-town-eureka\/\">EaRTH Center<\/a>.<\/u><br \/>\nWith a range of 300 miles, these buses will save 120,000 gallons of<br \/>\ndiesel every year. Test drive it <a href=\"https:\/\/lostcoastoutpost.com\/2021\/sep\/10\/plans-purchase-10-hydrogen-powered-buses-humboldt\/\">here.<\/a><\/p>\n<p>Hydrogen<br \/>\nfuel cell electric technology means that the vehicle&#8217;s batteries can<br \/>\nbe recharged by the onboard fuel cells, eliminating the need for long<br \/>\nstops to recharge. Other technological advantages are described <a href=\"https:\/\/www.ballard.com\/markets\/transit-bus\">here.<\/a> However, many <a href=\"https:\/\/electrek.co\/2022\/01\/11\/city-cancels-order-50-hydrogen-buses-after-realizing-electric-buses-best\/\">critics still say<\/a><br \/>\nthat straight-up BEV vehicles, including buses, make much more<br \/>\nfinancial sense than anything involving hydrogen fuel cells.<\/p>\n<p>HTA has been cooking up ambitious plans to provide mass transit on a<br \/>\nbigger scale. It is working with the transit authorities of Mendocino<br \/>\ncounty, Del Norte, and Lake to connect their systems with Humboldt&#8217;s,<br \/>\nenabling passengers to travel farther and farther. Fare-capping<br \/>\nagreements will make those trips financially economical, and zero<br \/>\nemissions buses will make them environmentally low cost as well.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Eureka&#8217;s<br \/>\nRecycling Center <\/strong><strong>on Hawthorn Street <\/strong><strong>permanently closes<\/strong><br \/>\non the first day of August. That space will be re-purposed as a<br \/>\n&#8220;tipping floor&#8221; for organic waste collection in order to<br \/>\ncomply with California&#8217;s ambitious law, SB 1383. Until a new location<br \/>\nopens (maybe on West End Road in Arcata), there are some <a href=\"http:\/\/www.hwma.net\/\">alternatives<\/a> for your recycling.<\/p>\n<p>If you missed the<br \/>\nrecent, excellent Journal article about Humboldt&#8217;s efforts to get<br \/>\nwith the 1383 program, you can read it <a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/all-hands-on-deck\/Content?oid=24137988\">here.<\/a> The goal of the<br \/>\nlegislation is to reduce by 75% the amount of organic matter that<br \/>\ncurrently gets into landfills, rots, and emits methane, one of the<br \/>\nworst greenhouse gases. California&#8217;s landfills are responsible for<br \/>\n20% of the state&#8217;s emissions.<\/p>\n<p>We were supposed to<br \/>\nbe compliant as of January this year but got a late start for some<br \/>\nreason. Humboldt Waste Management Authority, Solid Waste Local Task<br \/>\nForce and Local Enforcement Agency, plus local waste hauling<br \/>\ncompanies are racing to catch up. State grants could help the county<br \/>\nwith all the expenses, but the <a href=\"https:\/\/www.times-standard.com\/2022\/06\/15\/humboldt-county-organic-waste-collection-will-likely-come-at-a-cost\/\">increased cost<\/a> of curbside waste<br \/>\ncollection will be borne by ratepayers. The county hired a consulting<br \/>\nfirm, Edgar and Associates, to help figure it all out. Here is the <a href=\"https:\/\/lostcoastoutpost.com\/loco-media\/loco-media\/blog\/post\/33151\/Edgar%2B%2526%2BAssociates%2B-%2BHWMA%2BSB%2B1383%2BServices%2BProposal.pdf\">roadmap<\/a> it produced last year.<\/p>\n<p>Humboldt County<br \/>\nlacks facilities to do anything with organic waste on a large scale.<br \/>\nAfter it is sorted and baled at the HWMA facility, it will be trucked<br \/>\nout of county to a facility for processing. The amount of methane<br \/>\nprevented will far outstrip the extra carbon of increased trucking.<br \/>\nEventually, Humboldt county will have its own central composting<br \/>\nfacility or multiple regional facilities or perhaps an aerobic digester.<br \/>\nTreating our garbage as a local resource will have the most benefits<br \/>\nfor us and our environment.<\/p>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" style=\"width: 100%; max-width: 550px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/686\/266\/original\/possible.png\" width=\"550\" \/>screenshot from Solid Waste Local Task Force meeting<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Another prong of<br \/>\nSB 1383 mandates <\/strong><a href=\"https:\/\/zerowastehumboldt.org\/\">recovering surplus food<\/a> before it<br \/>\never hits the waste stream. Many grocery stores and restaurants, etc.<br \/>\nalready donate surplus food to the 49 food recovery organizations in<br \/>\nthe county. California bolsters this effort to address not only the<br \/>\nmethane emissions of rotting food but also the age-old problem of<br \/>\npeople lacking food while others throw it away..<\/p>\n<p>Participation in the<br \/>\nedible food recovery program is mandatory. If you are a &#8220;food<br \/>\ngenerator&#8221; in California, you must either participate in this<br \/>\nprogram or prove to Cal-Recycle that your store, restaurant, or<br \/>\ncafeteria does not throw away any food. According to the initial<br \/>\nsurvey undertaken by Edgar and Associates, the consultants Humboldt<br \/>\ncounty hired, more than 300 food generators in Humboldt county might<br \/>\nqualify.<\/p>\n<p>The<br \/>\nbiggest challenge for food recovery organizations,<br \/>\nsuch as <a href=\"https:\/\/www.foodforpeople.org\/content\/food-waste-reduction\">Food For People<\/a>,<br \/>\nSalvation Army, and the Betty Kwan Chinn Foundation,<br \/>\nis lack of infrastructure. Cal-Recycle can provide grants for<br \/>\nrefrigeration and trucks, etc. Edgar and Associates also suggests<br \/>\nthat organizations with surplus refrigeration capacity or room in<br \/>\ndelivery trucks could help out by sharing and coordinating with food<br \/>\nrecovery organizations. No doubt it will get complicated and perhaps<br \/>\neven awkward, especially at first, but making<br \/>\nequitable food distribution a bigger priority is a worthwhile cause. <strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nArcata Planning Commission<\/strong><strong><br \/>\ndiscussed<\/strong><strong> the<br \/>\nGateway Plan<\/strong> with<br \/>\nCommunity Development Director David Loya, and the public<br \/>\non July 26. Arcata has<br \/>\nsaid it welcomes<br \/>\npublic engagement with the process of designing the Gateway<br \/>\ncommunity, so that part of the plan&#8211;input from people who<br \/>\ncare&#8211;seems to be working.<\/p>\n<p>The<br \/>\nmain topic of Tuesday&#8217;s meeting seemed to be something called<br \/>\n&#8220;form-based code&#8221; and how it will be reviewed and<br \/>\nfacilitated. Code<br \/>\nrefers to zoning, and form-based means that the overall look of a<br \/>\nneighborhood and streetscape is formed by design requirements that<br \/>\npreserve community character. It<br \/>\nalso encourages mixed use<br \/>\ninstead of focusing on one prevalent use as traditional zoning often<br \/>\ndoes.<\/p>\n<p>The<br \/>\nmost contentious aspect of the <a href=\"https:\/\/www.cityofarcata.org\/DocumentCenter\/View\/11545\/Gateway-District-Area-Plan-DRAFT-120121?\">Gateway Plan<\/a><br \/>\nis population density and height of buildings. 3500 new<br \/>\nhousing units, including a<br \/>\nfew 8-story buildings, have been proposed for the 138 acre area. Many<br \/>\nresidents of the area <a href=\"https:\/\/www.madriverunion.com\/articles\/a-detailed-audit-of-the-draft-gateway-area-plan\/\">question<\/a> whether Arcata has the infrastructure, including wastewater treatment<br \/>\ncapacity, to accommodate such an ambitious build-out.<\/p>\n<p>Infill development is the best<br \/>\nway to provide much needed housing without sacrificing agricultural<br \/>\nor forested lands. Making these developments as green as possible is<br \/>\nthe best strategy we have. <a href=\"https:\/\/arcata1.com\/\">Here<\/a> is a great website that tracks<br \/>\nthe developing plan from the perspective of informed and involved<br \/>\nresidents.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 720px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/686\/273\/original\/gateway.png\" alt=\"\" width=\"720\" align=\"\" \/><\/p>\n<p>image courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Governor Newsom<br \/>\ndeclared a state of emergency<\/strong> on July 23 in response to the Oak<br \/>\nFire and vowed to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-23\/california-governor-newsom-tries-to-speed-energy-transition-in-climate-fight\">redouble California&#8217;s efforts<\/a> to combat<br \/>\nclimate change. The governor seems to agree with critics that the Air Resources Board&#8217;s<br \/>\nscoping plan for the next decade doesn&#8217;t go far enough, and he<br \/>\npromises to accelerate the development of offshore wind, facilitate<br \/>\nclean fuel for the aviation industry, and deploy six million home<br \/>\nheat pumps. However, he still favors unproven and expensive carbon<br \/>\ncapture technology as a tool to help the state de-carbonize.<\/p>\n<p>Many climate<br \/>\nactivists are a little confused by some of the governor&#8217;s strategies. <a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-power-plant-deal\/\">A controversial bill<\/a>, SB 122, in the original version, expanded<br \/>\nthe authority of the state&#8217;s Energy Commission to quickly approve<br \/>\nelectricity projects. Many agencies, including the Coastal<br \/>\nCommission, were unhappy about having their own authority shorn in<br \/>\nthe process, so the final bill that passed in June restored many<br \/>\nagencies&#8217; oversight of aspects of the Energy Commission&#8217;s decisions.<br \/>\nAt the very same time, however, the bill greatly expanded the<br \/>\nauthority of the Department of Water Resources to not only quickly<br \/>\napprove electricity projects but also construct, own, and operate<br \/>\npower plants, removing the jurisdiction of Coastal Commission and<br \/>\nmany other agencies. Compliance with existing state or local<br \/>\nenvironmental laws is not necessary.<\/p>\n<p>The goal is to<br \/>\nstreamline approval of solar, wind and geothermal projects. However,<br \/>\nmany environmentalists and bureaucrats are unhappy with California&#8217;s<br \/>\nstrong-arm, trust-me approach. The new policy is true to Newsom&#8217;s<br \/>\npromise to not build new gas plants, but it will most likely prolong<br \/>\nthe use of some natural-gas plants that were scheduled to close down<br \/>\nnext year. The closure of some of these plants have already been<br \/>\ndelayed for three years. Keeping Diablo Canyon Nuclear Power Plant<br \/>\nopen past its deadline is also very likely.<\/p>\n<p>California is<br \/>\nattempting to transition away from fossil fuels, yet SB 122 could<br \/>\nallocate billions of dollars to fossil fuel power plants. This<br \/>\nprecarious juggling act may be necessary to keep the lights on during<br \/>\nextreme weather and wildfires.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Links<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The latest<br \/>\nepisode of Cool Solutions<\/strong> <strong>talks with climate activists<\/strong> who<br \/>\nsuccessfully walked through <a href=\"https:\/\/www.listennotes.com\/podcasts\/cool-solutions-wendy-ring-E_Jbr9mUnv7\/\">state and local doors<\/a> when the<br \/>\nfederal government banged theirs shut.<\/p>\n<p><strong>California&#8217;s<br \/>\noffshore wind opportunities<\/strong> look like a modern day <a href=\"https:\/\/www.theenergymix.com\/2022\/05\/31\/modern-day-gold-rush-to-floating-offshore-wind-could-drive-californias-push-for-85-clean-power-by-2030\/\">gold rush<\/a><br \/>\nto some people.<\/p>\n<p><strong>Offshore wind<br \/>\nfarms might benefit<\/strong> marine biodiversity as well.
