Joined
\nby two other organizations, 350 Humboldt has appealed<\/strong> the
\nPlanning Commission’s decision<\/a> to greenlight building a
\nbiggest-of-its-kind Atlantic Salmon producing factory on Samoa
\nPeninsula. Redwood Region Audubon Society Chapter and the Humboldt
\nFishermen\u2019s Marketing Association co-wrote the joint letter<\/a><\/u>
\nidentifying 14 problems with the Final Environmental Impact Report.<\/p>\n

The
\nPlanning Commission’s decision on August 4 came as no surprise
\nalthough the kneejerk attitude
\nof Chair Alan Bongio did exceed many people’s worst suspicions. He
\nsaid he knew the proposed project was great because “when you
\nhave a good project they come out against it, and when you have [a]
\njunk project they never say a word.” The varied responses of
\naround ten different environmental groups apparently conveyed too
\nmuch information for him.<\/p>\n

In
\nthe appeal sent to the Planning Commission and the Board of
\nSupervisors, 350 Humboldt focuses on the <\/u>climate impacts<\/a> of
\nthe proposed project that were not adequately addressed by the FEIR.
\nThe letter identified four different ways in which GHG emissions were
\neither drastically underestimated or ignored altogether. The
\nemissions of feeding the fish were ignored altogether; electricity
\nemissions were underestimated, and inadequate or non-existent
\ninformation about both transport and refrigeration made Nordic’s
\nestimates of associated emissions impossible to trust.<\/p>\n

The
\ndate has been tentatively set for September 28 at 9 AM for the Board
\nof Supervisors to hear the appeal. If the board confirms the Planning
\nCommission’s decision, Nordic Aquafarms will still need permits from
\nthe California
\nCoastal Commission, the Regional Water Quality Board, California
\nDepartment of Fish and Game, National Marine Fisheries Service, and
\nthe US Army Corps of Engineers.<\/p>\n

\nHumboldt is sponsoring a march<\/strong> on Friday<\/strong> in Arcata on
\nSeptember 23. Fridays for Future movement was started by Greta
\nThunberg in Sweden who skipped school on Fridays in order to protest
\nher country’s inaction on climate issues outside the Swedish
\nParliament. Inspired by that one school kid’s resistance, millions of
\npeople now stage strikes for the climate all over the world on a
\nFriday in September.<\/p>\n

The
\nevent on September 23 in Arcata cannot be called a strike since it
\nbegins at 5 o’clock, so we’re calling it a Global Climate March in
\nsolidarity with the global strikes for climate. Students are
\nespecially welcome.<\/p>\n

350
\nHumboldt has new stickers and buttons<\/strong> to express solidarity,
\npower, and hope for the future. Designed by Jamie Blatter and the
\noutreach committee, they are sturdy, waterproof, made to last for a
\nlong time, and a gift to whoever wants them.<\/p>\n

The
\nimage encompasses the three most essential elements needed to deal
\nwith the climate crisis: natural solutions, technological solutions,
\nand human participation. The slogan, “climate justice now,”
\nemphasizes that we’re striving for real change. Making energy–even
\nrenewable energy–can be a messy business, and historically, poor
\npeople–especially people of color all around the world–have had to
\nbear the brunt of pollution caused by energy production while the
\nprivileged enjoy most of the benefits. Our hope is for a decent
\nfuture for all of us.<\/p>\n

The
\nfirst day of August was the deadline for offshore wind bid
\napplications<\/strong> and comments from stakeholders about the lease area,
\nconditions, and auction format. After a comment period of unknown (to
\nme) length, BOEM will issue the Final Sale Notice, setting the date
\nfor simultaneous auctions of leases in Morro Bay and off the Humboldt
\ncoast. This article from Santa Maria Times<\/a> gives an overview
\nof the auction process and includes impressive photos of gigantic
\nturbine blades being trucked through Lompoc.<\/p>\n

In a
\nstroke of maddening irony, passage of the federal Inflation Reduction
\nAct could complicate and even delay the auction. The IRA ties
\noffshore wind leases to offshore oil and gas leases. Millions of
\nacres in oil and gas offshore leases must be offered in conjunction
\nwith wind leases. However, the IRA also specifically requires that 80
\nmillion acres in the Gulf of Mexico be put up for oil and gas lease
\nauction by September 16 of this year. While incredibly outrageous,
\nthat timing might keep the Morro Bay and Humboldt WEA development
\nfairly on track. You can read a thorough explanation here<\/a> if
\nyou can still see straight.<\/p>\n

Redwood
\nCoast Energy Authority has been negotiating for a “multiple factor auction”<\/a>, and it looks as though they’re getting it. Multiple
\nfactors can mitigate the scenario whereby the highest bidder always
\nwins. Instead other things are recognized and accorded credit,
\nincluding local community benefit and commitments to wind workforce
\ntraining programs.<\/p>\n

Interest
\nin the auction is running even higher since the California Energy
\nCommission increased the state’s target<\/a> for offshore wind from
\nthree to five gigawatts by 2030. The 2045 target is 25 gigawatts.<\/p>\n

The
\nGateway Area Plan got a lot of attention during August<\/strong>
\nat two Arcata city council meetings, two Arcata Planning Commission
\nmeetings, and a special study session<\/a>
\nattended by both bodies. Public comment has been abundant as Arcata
\nconsiders the ambitious infill project. The APC will probably make
\ndecisions on September 13 about maximum building height and traffic
\nrouting.<\/p>\n

As
\nCal Poly Humboldt expands and climate change brings more people to
\nthe north coast, bold solutions are required to address a housing
\nshortage that promises only to get worse. The proposed re-development
\nof 138 acres close to town center could feature buildings up to eight
\nstories high to allow the area to accommodate 3500 residential units.
\nThis ambitious scale of growth is intended to take pressure off the
\nrunaway housing market, provide affordable housing and prevent
\nsprawl, sparing agricultural land and forest. Incentivizing
\ndevelopers to provide green priorities such as solar panels, bicycle
\naccommodations, and green space could also be an advantage of
\nplanning for density, according to Director of Community Development,
\nDavid Loya. He would further woo developers by streamlining the
\npermitting process–a shortcut that raises a red flag for many.<\/p>\n

Form-based code<\/a> could also streamline planning by making design choices for
\nneighborhoods up front. A Building & Massing Presentation, which
\nis now available<\/a>,
\nprovides new information and 3D modeling about how this area of
\nArcata would be transformed.<\/p>\n

Whether
\nthe benefits of this plan would outweigh its impacts is still a big
\nquestion. Many of the GAP’s critics<\/a> declare themselves in favor of infill but question certain details.
\nThe Arcata Fire Department recently went <\/u>public with concerns<\/a> about putting out a
\nhigh-rise building that’s on fire. There’s a lot to consider here as
\nclimate change thrusts big changes and decisions upon us.<\/p>\n

The
\nBoard of Supervisors responded on August 23 to the Grand Jury<\/strong>
\nreport<\/strong> about sea level rise<\/a>. The executive findings of the thoroughly researched
\nreport can be simply expressed: Expenses related to dealing with SLR
\nmeans that the political entities surrounding Humboldt Bay must share
\nthe costs, and federal, state, and other public funding sources
\nshould be pursued now. The contamination of former industrial sites
\ncould spread via SLR into wetlands, creeks and the Bay. If no action
\nis taken by 2050, monthly maximum high tides will flood
\ninfrastructure, wetlands and low-lying communities.<\/p>\n

The
\nBoard of Supervisors agreed with these findings.<\/p>\n

The
\nGrand Jury made roughly a dozen recommendations<\/a>, starting with a
\nformal resolution that SLR planning is a priority for county staff.
\nThe supes reply that this is already being pursued. They also say
\nthey’re already aggressively pursuing Federal, state, and public
\nfunds for SLR mitigation, which was another recommendation.<\/p>\n

The
\nBoard wants to further analyze the recommendation calling for
\ncreating a steering committee from all involved agencies and
\norganizations and stakeholders on the coast. Since many of the other
\nrecommendations hinged on this steering committee, a noncommittal
\nresponse was made to those as well.<\/p>\n

The
\nBoard said they would not implement two of the recommendations. The
\nGJ called for the development of a retreat process for residents of
\nKing Salmon, Fields Landing and parts of Fairhaven if those
\ncommunities cannot be saved. Referring to “specific
\nvulnerability assessments” that have already been developed, the
\nBoard said that a retreat plan could be considered by a future
\nregional approach involving “county, residents and utility
\nproviders.”<\/p>\n

The
\nother rejected recommendation was for the county to expedite
\nmitigation and adaptation measures by getting upfront input from
\nregulatory agencies that would shorten their permitting processes.
\nBut the Board said it couldn’t short-cut permitting processes
\nconsidered essential to protecting public health and safety. However,
\nthe vulnerability assessments that have already been prepared analyze
\nhow to facilitate “timely permitting.”<\/p>\n
