{"id":51112,"date":"2022-11-02T15:38:31","date_gmt":"2022-11-02T15:38:31","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51112"},"modified":"2024-10-11T23:33:16","modified_gmt":"2024-10-11T23:33:16","slug":"350-humboldt-lookout-for-the-month-of-october-2022","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-the-month-of-october-2022\/","title":{"rendered":"350 Humboldt LookOut for the month of October, 2022"},"content":{"rendered":"<p style=\"text-align: center;\"><em>The LookOut is a monthly review of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>To help cannabis farmers green their grow<\/strong>, the county offered $30,000 <u><\/u><a href=\"https:\/\/kymkemp.com\/2022\/08\/10\/over-12-million-in-dcc-grant-funds-available-to-humboldt-county-cannabis-cultivators\/\">renewable energy grants. <\/a> The funds originated<br \/>\nfrom taxes collected by the Department of Cannabis Control. The<br \/>\npurpose of the grants is to curtail the use of diesel generators on<br \/>\noff-the-grid cannabis farms or eliminate them altogether. Applicants<br \/>\nmust calculate their energy use and emissions before they can<br \/>\nforecast how much of a GHG reduction the grant would accomplish.<\/p>\n<p>Sounds good except for the elephant in the living room. Solar is the<br \/>\nmost feasible mode of renewable energy for individual businesses, but<br \/>\nthe energy provided by a $30,000 solar array is a drop in the bucket<br \/>\nfor most growers. The free money is supposed to motivate recipients<br \/>\nto buy as many solar panels as needed. According to Larry Goldberg, a<br \/>\nlocal solar consultant, that price could easily be ten times as much<br \/>\nas the grant.<\/p>\n<p>Turns out that most growers either aren\u2019t interested in shelling<br \/>\nout that much for solar or, more likely, simply can\u2019t afford it.<br \/>\nThe economics of the cannabis biz is dismal these days, and financing<br \/>\nis not available due to the inconvenient fact that growing cannabis<br \/>\nis still a federal crime. So even though going solar would save many<br \/>\ngrowers the cost of about ten gallons of gas every day, they can\u2019t<br \/>\nafford to replace those generators with the most accessible form of<br \/>\nrenewable energy on the market.<\/p>\n<p>However, getting a $30,000 solar array for free is hard to pass up.<br \/>\nSo to make their grant applications sound good, applicants come up<br \/>\nwith the numbers they think the Planning Commission wants to hear.<br \/>\nYou\u2019d think some stiff documentation would be required, but that<br \/>\ndoesn\u2019t seem to be the case. In fact, Goldberg and other local<br \/>\nsolar professionals, who are familiar with the complex calculations<br \/>\nneeded to determine solar gain, load analysis, and projected GHG<br \/>\nreduction, are alarmed at how many growers seem to be making up these<br \/>\nnumbers. The grant proposal did not stipulate methodology parameters.<\/p>\n<p>Ironically, small environmentally-minded growers who have already<br \/>\nminimized their diesel use don\u2019t qualify for this grant.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00ab<br \/>\n\u00bb\u00ab \u00bb\u00ab<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The last<br \/>\nchallenge to the Great Redwood Trail<\/strong> has bit the dust. Back in<br \/>\nMay, if you will recall, two entities tried to lay claim to the<br \/>\nlong-unused and decrepit railway between here and San Francisco. The<br \/>\ncoal-running threat from North Coast Railroad Company was dispatched<br \/>\nin June. That left the Mendocino Railway\u2019s bid for thirteen miles<br \/>\nof the 320 mile route. The Federal Surface Transportation Board<a href=\"https:\/\/lostcoastoutpost.com\/2022\/oct\/21\/mcguire-celebrates-momentous-day-great-redwood-tra\/\"> turned MR down in October,<\/a><br \/>\nsaying it hadn\u2019t shown that restoring the line is financially<br \/>\nfeasible. It would take $5.5 million to buy the stretch and up to $9<br \/>\nmillion to rehabilitate it. Then there\u2019s maintenance.<\/p>\n<p>Not that<br \/>\nbuilding the Great Redwood Trail will be cheap. The California State<br \/>\nTransportation Agency <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/federal-panel-rejects-skunk-train-owners-bid-to-acquire-abandoned-rail-lin\/\">in a preliminary study<\/a> estimated as much<br \/>\nas a billion to build the trail, plus several billions more to<br \/>\n\u201caddress environmental impact.\u201d Senator McGuire has called those<br \/>\nnumbers \u201chogwash.\u201d We\u2019ll see. In two to three years the master<br \/>\nplan for the trail will be complete and should post a better idea of<br \/>\ncosts.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 455px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/718\/904\/original\/thank_you_lost_coast.png\" alt=\"\" width=\"455\" align=\"middle\" \/>\n<p>Photo courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Before<br \/>\nthe California Coastal Commission will hear an appeal<\/strong><br \/>\nof a decision to grant a coastal development permit [CDP], it wants<br \/>\nto know what the appelant has done locally to contest the granting of<br \/>\nthe permit. In the case of 350 Humboldt contesting Nordic Aquafarm&#8217;s<br \/>\ncoastal permit, we have done a lot. Comments at numerous public<br \/>\nforums, meetings with Nordic staff and Humboldt county staff,<br \/>\ntestifying at the Planning Commission hearing and <a href=\"https:\/\/lostcoastoutpost.com\/2022\/sep\/28\/supervisors-deny-appeal-nordic-aquafarms-project\/\">appealing that decision<\/a><br \/>\nto the Board of Supervisors. We raised more than a thousand dollars<br \/>\nto pay for the appeal.<\/p>\n<p>The<br \/>\nCalifornia Coastal Commission also wants to know that the appellant is<br \/>\nnot running afoul of the Local Coastal Plan for the Humboldt Bay<br \/>\narea. Unfortunately, the LCP for this area badly needs updating. It<br \/>\ndoesn&#8217;t even mention climate change or sea level rise despite the<br \/>\ncounty having tapped state funding for several sea level rise<br \/>\nstudies. With this reminder in place, 350 Humboldt presses forward<br \/>\nwith its appeal of the coastal development permit granted to <u><\/u><a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/weighing-the-fish-scales-of-economic-development\/Content?oid=22925374\">Nordic Aquafarms<\/a><\/p>\n<p>Documents<br \/>\nsubmitted to the Coastal Commission are available <a href=\"https:\/\/www.dropbox.com\/sh\/hin7g75wxreegxq\/AABLF34mUpqq9vGkMgXCU-G2a?dl=0\">here.<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 208px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/718\/912\/original\/logo2.png\" alt=\"\" width=\"208\" align=\"middle\" \/>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nbig offshore wind auction<\/strong><br \/>\nwe\u2019ve all been waiting for is scheduled for <a href=\"https:\/\/www.utilitydive.com\/news\/boem-to-hold-california-offshore-wind-lease-sale-with-45-gw-potential-in-d\/634591\/\">December 6<\/a>.<br \/>\nForty three participating developers can simultaneously bid for<br \/>\nprojects in both Morro Bay and Humboldt. Interest in OSW has only<br \/>\nintensified during the last year with California increasing its<br \/>\noffshore wind target to 25,000 MW, plus the federal government<br \/>\nbumping its OSW target up to 30,000 MW. The sense of urgency is<br \/>\ngrowing.<\/p>\n<p>Yet<br \/>\nconstruction most likely will not start until 2028. That\u2019s the<br \/>\ncurrent timeline according to one of the interested developers,<br \/>\nMainstream Renewable Power, which gave a presentation for RCEA\u2019s<br \/>\nCitizen Advisory Committee in September. The reason for that delay is<br \/>\nall the surveys and site assessments that must happen first. Then the<br \/>\nConstruction and Operations Plan must be developed and submitted to<br \/>\nBOEM. State and local permits must also be secured before<br \/>\nconstruction begins.<\/p>\n<p>The<br \/>\nburning question is where this energy will go. Considering our<br \/>\nproximity and early interest in the wind area\u2014not to mention an<br \/>\noverriding need for local clean energy&#8211;a certain portion of the<br \/>\nenergy should come ashore here and provide for Humboldt\u2019s needs.<br \/>\nHowever, the bidding will be tough, and there is no guarantee at this<br \/>\npre-auction point that Humboldt will be able to compete even when<br \/>\ncommunity benefits are taken into consideration.<\/p>\n<p>Core-Hub,<br \/>\nthe group formed by <a href=\"https:\/\/www.hafoundation.org\/\">Humboldt Area Foundation<\/a><br \/>\nto help Humboldt become a net carbon sequesterer, is <a href=\"https:\/\/redwoodcorehub.org\/comments-and-final-sale-notice-media-release\/\">working to ensure<\/a><br \/>\nthat the benefits of wind development off our coast will help build<br \/>\nan equitable local economy. That means the inclusion of tribal<br \/>\nnations and other underrepresented communities. Enviromental<br \/>\nprotection is also essential for the communities of the future. For<br \/>\nthese aims, Core-Hub has been negotiating with the Bureau of Ocean<br \/>\nEnergy Management about how community benefits will figure into the<br \/>\nbid packages. The group will also directly negotiate with the winning<br \/>\nbidders for benefits that BOEM has not baked into the auction. (I<br \/>\nplan to write more on this topic in my column, Get On Board for the<br \/>\nClimate, in a future issue of <em>Eco-News<\/em>.)<\/p>\n<p>Meanwhile,<br \/>\nthe Harbor District is wasting no time. In partnership with Crowley<br \/>\nWind Services, the district has <a href=\"https:\/\/lostcoastoutpost.com\/2022\/oct\/27\/together-we-can-shape-offshore-wind-west-coast-har\/\">launched the development<\/a><br \/>\nof a<br \/>\nheavy lift Marine Terminal on the old pulp mill site next door to the<br \/>\nplanned Nordic Aquafarm. If all goes as planned it will be the<br \/>\nsecond-largest marine terminal in the United States\u2014and equip<br \/>\nHumboldt to become the hub for the nascent west coast wind energy<br \/>\nindustry.<\/p>\n<p>This<br \/>\nis a huge development for Eureka and the whole county. The climate<br \/>\ncrisis and desperate need for clean energy infuses any debate around<br \/>\nenvironmental and social costs and benefits that we contemplate when<br \/>\nlooking at any big development projects.
