The
\nLookOut is a monthly review of climate issues and recent developments

Biomethane
\nmay sound like a euphemism<\/strong>, but it\u2019s good money these days. 350
\nHumboldt sponsored Kevin Fingerman, Ph.D., associate professor at Cal
\nPoly Humboldt, to give a <\/u>presentation<\/a> about biomethane
\nproduced by dairies. Interest in this topic was sparked by <\/u>news<\/a> that Miranda Dairy in Ferndale is setting up a co-digester, and
\nHumboldty county may send its organic waste there by 2024 to be
\nturned into biomethane and digestate, a by-product that is spread on
\nfields.<\/p>\n

Subsidies
\nfrom the state of California pay for dairies to manage their manure
\nin order to prevent methane emissions. The
\nAlternative
\nManure Management Program<\/a> finances a variety of composting systems to
\ndeal with the problem,
\nbut an increasingly popular method of manure management is anaerobic
\ndigestion. Anaerobic digesters capture methane from manure in order
\nto use it as a fuel. With the help of generous subsidies from the
\nstate, dairy gas has turned into a lucrative business. The title of
\nKevin Fingerman\u2019s presentation puts it in a nut shell: \u201cIs
\nCalifornia creating manure farms that also produce milk?\u201d<\/p>\n

In
\norder to make a bigger profit, many dairies increase their herd size,
\nproducing more methane in order to capture and sell it. Because
\ndigesters <\/u>leak<\/a> and the process results in nitrous oxide and
\nother GHG <\/u>emissions<\/span>, not to mention ammonia<\/a>, the whole goal of preventing methane
\nemissions and benefiting the climate has been severely undermined\u2014and
\nat high cost.<\/p>\n

California\u2019s
\nLow Carbon Fuels Standard held a workshop on November 9 to discuss
\nmodifying the avoided emissions credits program, which dispenses
\ngrants and other aid to dairies. This letter<\/a> from 350
\nHumboldt to the LCFS lays out several options.<\/p>\n

Earlier
\nthis year the county released a report<\/strong>
\nfrom the Humboldt Bay Sea Level Rise Regional Planning Feasibility
\nStudy [HBSLRRPFS!<\/a>]<\/u>
\nthat describes the complicated, enmeshed responsibilities of local,
\nstate, and federal jurisdictions in regard to sea level rise [SLR].
\nThe 229 page report, not counting appendices, doesn’t go so far as to
\nlay out a plan for collaboration. That will be the subject of another
\nreport due before the end of 2022–so any
\nday now.<\/p>\n

Jennifer
\nKalt of Humboldt Baykeeper<\/a>,
\nas quoted in a recent Lumberjack article<\/a>,
\ncommented on the
\ncounty’s
\nplanning for SLR adaptation so far. \u201cWhat I have seen as a
\nrepeating theme is a lot of local jurisdictions getting grant money
\nto develop plans and then there isn\u2019t a plan,\u201d said Kalt. \u201cIt\u2019s
\na little depressing to see so much planning lead to nothing.\u201d<\/p>\n

A
\ngreat majority of the planners who work for all of these government
\nagencies are probably asking God why they were born at this time of
\nhistory. The task before them is daunting, to say the least. That’s
\nwhy starting
\nnow is not too soon though the worst effects of SLR<\/a>
\naren’t expected for about
\nfifty
\nyears (or
\njust
\n18 years if you count parts of King Salmon being underwater during
\nking tides, and
\nyou probably would if you live in King Salmon).<\/p>\n

PG&E
\nwill have to move somewhere else by 2065 if it will stay in operation
\nbeyond California’s deadline
\nfor shutting
\nit down in 2045. And as we all know, a nuclear waste storage facility<\/a>
\nis housed there as well.<\/p>\n

As
\nreported in the LookOut last month, 350 Humboldt has discovered that
\ndespite all the grant-funded research projects about SLR, the
\ncounty’s Local Coastal Plan makes no mention of climate change or
\nSLR. That should finally change although exactly when isn’t known. An
\nupdate of the <\/u>Humboldt Bay Area Plan<\/a>,
\nwhich is part of the Local Coastal Plan, is presumably in the works
\nafter receiving grant funding from the Ocean Protection Council and
\nthe Coastal Commission.<\/p>\n

Two important
\nalerts from EPIC<\/strong> [The Environmental Protection Information
\nCenter] have probably reached most LookOut readers, but read on in
\ncase you missed either of them. Two post-fire logging projects
\nthreaten to disturb vast tracts of forest already disturbed and
\nimpacted by wildfire. One is proposed for the headwaters of Mad
\nRiver, where much of Humboldt\u2019s drinking water comes from. The area
\nis already very sensitive, so churning up the ground is highly
\ninadvisable. A big storm could flood Ruth Lake with huge amounts of
\nsediment, which would be terrible for our drinking water. Click here<\/a> for more information and contact info for the Deputy Forest

The other project
\nhas been in the works for a while and is still moving forward
\ndespite widespread objection. It\u2019s supposed to focus on removal of
\nhazardous trees but covers six thousand miles of roads and trail–that’s the largest ever logging plan affecting national forests in California. Considering that many of those roads are dead-end spurs and hardly
\never traveled, you have to wonder to whom the hazard trees are a
\nhazard. Plus live trees are also included in the logging plan.<\/p>\n

\nHumboldt members<\/strong> Deborah Dukes and Jamie Blatter spoke live on
\nKMUD radio on November 10. Dishgamu Humboldt is the name of the radio
\nprogram hosted by David Cobb and Michelle Vassel, who is a member of
\nthe Wiyot tribe. Dishgamu is a Wiyot word for \u201clove.\u201d<\/p>\n

Deborah
\nand Jamie talked about our link to the international organization,
\n350.org, how it was started, and our own founding as well in 2015.
\nThey talked about activism and eco-grief, and the challenge of
\nchanneling the force of eco-grief into action. It was a lively and

Many
\nof us called on California<\/strong> to set more ambitious climate goals
\nwhen it released its draft 2022 Climate Change Scoping Plan back in
\nMay. The recently released updated draft<\/a> disappointed many by
\nkeeping the emphasis on unproven carbon capture technology, but<\/a>
\nit also expands offshore wind targets to replace the projected need
\nfor new natural gas plants. Plus, housing construction targets have
\nbecome greener, and the plan tackles transportation sector emissions
\nin two different ways.<\/p>\n

Transportation
\nin California accounts for an impressive 50% of our emissions. One
\nhelpful fix could be cleaner aviation fuels, yet Sustainable Aviation
\nFuel made from a variety of biofuels all have serious problems.

\nHydrogen looks promising<\/a>,
\nbut it\u2019s dubious that it will be available soon enough on a scale
\nto substantially reduce emissions before California\u2019s 2030
\ndeadline. Actually, that deadline is crucial for the whole world if
\nwe\u2019re to ward off catastrophic climate change. Simply flying
\nless\u2014at least for now\u2014seems like the more reliable path to fewer
\nemissions.<\/p>\n

In 2021
\nU.S.ers traveled nine times farther<\/a> by motorized road vehicles
\nthan by air. Vehicle Miles Traveled (VMT) refers specifically to
\nthose miles. Once again, simply reducing them is the more reliable
\npath towards reducing road travel-related emissions although
\nwidespread use of ZEVs will certainly help. California\u2019s updated
\nScoping Plan has increased its
\ngoal of reducing VMT by 15% to a reduction of 25%. This is
\ngreat except that Californians for the past few years have
\nsubstantially increased their VMT<\/a>.<\/u><\/p>\n
