{"id":51052,"date":"2023-02-01T04:45:32","date_gmt":"2023-02-01T04:45:32","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51052"},"modified":"2024-10-11T23:32:59","modified_gmt":"2024-10-11T23:32:59","slug":"350-humboldt-lookout-for-january-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-january-2023\/","title":{"rendered":"350 Humboldt LookOut for January 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><strong><em>The LookOut is a monthly review of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Many<br \/>\npeople lined up at the podium at the Board of Supervisors<\/strong> meeting<br \/>\nto support a <a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/county-vets-ideas-to-fund-green-energy-projects\/Content?oid=16780300\">bond measure<\/a> for local energy resiliency<br \/>\nprojects. That was on March 17, 2020, less than a week before Covid<br \/>\nlockdown. An ad hoc subcommittee of Redwood Coast Energy Authority\u2019s<br \/>\nCommunity Advisory Committee has kept the idea alive.<\/p>\n<p>According<br \/>\nto Aisha Cissna, the Regulatory and Legislative Policy Manager for<br \/>\nRCEA, and author of this <em><a href=\"https:\/\/www.dropbox.com\/s\/aiidvu0xnqy3kzj\/6.3%20-%201%20Bond%20and%20IRA%20Financing.pdf?dl=0\">staff report<\/a>,<\/em> the RCEA board will be<br \/>\nasked at its February meeting to direct staff to pursue suitable<br \/>\nfinancing mechanisms. Possibilities to be investigated include<br \/>\ntraditional bond financing, <em><a href=\"https:\/\/www.city-journal.org\/community-microbonds-fiscal-recovery\">microbonds<\/a>,<\/em><br \/>\nInflation Reduction Act<br \/>\nincentives<em>, <\/em>and <a href=\"https:\/\/www.startengine.com\/blog\/regulation-crowdfunding-101-for-entrepreneurs\/\">regulation crowdfunding<\/a>.<\/p>\n<p>The CAC<br \/>\nsubcommittee decided that key criteria for projects would be energy<br \/>\nresilience, revenue, greenhouse gas reduction, direct community<br \/>\nbenefits, plus support for critical facilities should be prioritized.<br \/>\nSo far the list includes utility-scale solar arrays plus storage in<br \/>\nHoopa, Willow Creek, and Eel River Valley. An energy storage project<br \/>\nis envisioned in Blue Lake (where a 25-acre solar array through the<br \/>\ndevelopers, Renewable Properties, has already been approved).<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nPlanning Commission gave its blessing<\/strong> to a proposed 7 MW <a href=\"https:\/\/www.madriverunion.com\/articles\/bottoms-solar-project-okd\/\">solar installation<\/a> on the outskirts of Arcata. The facility plans to<br \/>\nstore much of that energy in 2 humongous high-range lithium iron<br \/>\nphosphate batteries and presumably release it during peak usage<br \/>\ntimes. That strategy makes the energy even more valuable.<\/p>\n<p>Though<br \/>\nthe 30-acre field is currently zoned for agriculture, its proximity<br \/>\nto transmission lines is an advantage for electricity production.<br \/>\nExisting roads already provide most of the access needed, and the<br \/>\nflat open topography means minimal ground disturbance or vegetation<br \/>\nremoval. The president of Renewable America described how the panels<br \/>\nare fastened directly to the ground by steel skewers, so no concrete<br \/>\nfoundations are necessary. However, a concrete equipment pad will<br \/>\nmeasure fifty by a hundred feet. Concrete can be removed and even<br \/>\nrecycled during the decommissioning process that could happen<br \/>\nthirty-five years from now unless everyone is happy for the situation<br \/>\nto continue.<\/p>\n<p>Though<br \/>\n350 Humboldt endorses this project it would be even more exciting to <a href=\"https:\/\/www.spglobal.com\/marketintelligence\/en\/news-insights\/latest-news-headlines\/big-box-store-rooftops-could-generate-84-4-twh-annually-with-solar-report-says-68527394\">cover the roofs<\/a> of big box stores with solar panels and build<br \/>\nsolar canopies over <a href=\"https:\/\/time.com\/6239651\/solar-parking-lots-france-us\/\">parking lots<\/a>. Until then, those thirty<br \/>\nacres on Foster Avenue can still be used for agriculture while also<br \/>\nproducing electricity. <a href=\"https:\/\/www.univergysolar.com\/en\/agrovoltaics-advantages-and-types\/\">Agrovoltaics<\/a> is all the rage right<br \/>\nnow. The developers offer to work with the Pollinator Habitat<br \/>\nProgram. Farmers host bee hives and can even grow shade-tolerant<br \/>\ncrops between the panels. Livestock grazing is also highly feasible<br \/>\nalthough the president of Renewable America cautioned that goats<br \/>\ncould damage the equipment. \u201cNo goats!\u201d<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 450px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/743\/093\/original\/noah.png\" alt=\"\" width=\"450\" align=\"middle\" \/>\n<p>The new Planning Commission chair<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>With<br \/>\nNatalie Arroyo replacing Virginia Bass on the Board of Supervisors<\/strong>,<br \/>\nhope abounds for greater environmental emphasis on the county level.<br \/>\nA few changes are already in place that bode well. The board has<br \/>\ndropped support for widening 101 <a href=\"https:\/\/lostcoastoutpost.com\/2019\/may\/6\/court-halts-richardson-grove-highway-project-yet-a\/\">through Richardson Grove<\/a> from<br \/>\nits legislative platform. Updated annually, the legislative platform,<br \/>\nindicates the board\u2019s broad position on issues that are likely to<br \/>\ncome up during the year. After Supervisor Madrone voiced his intent<br \/>\nto vote against the platform if support for the Caltrans project<br \/>\nin Richardson Grove were included, Arroyo proposed that the board<br \/>\nsimply <a href=\"https:\/\/www.times-standard.com\/2023\/01\/25\/humboldt-county-supervisors-remove-richardson-grove-from-legislative-agenda\/\">leave it out<\/a> of the platform since it doesn\u2019t affect<br \/>\nthe actual outcome of the proposed widening. The board unanimously<br \/>\nadopted her suggestion.<\/p>\n<p>The<br \/>\nsupervisors serve also on the boards of many different agencies and<br \/>\ncommittees. Each year in January these assignments are re-considered.<br \/>\nWhen more than one board member wants to serve on the same board, a<br \/>\nvote is required to make the decision.<\/p>\n<p>The<br \/>\nvast majority of assignments were easily handled. Only three agencies<br \/>\nhad more than one board member interested in the same position.<br \/>\nRedwood Coast Energy Authority, Humboldt Transit Authority, and<br \/>\nNational Association of Counties. The first two are of particular<br \/>\ninterest to climate advocates, so we were pleased that Natalie Arroyo<br \/>\nreplaced Supervisor Bohn on the board of Redwood Coast Energy<br \/>\nAuthority and on the Humboldt Transit Authority. We hope this change<br \/>\nof personnel may mean bold new leadership for the climate.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nresults of the offshore wind auction almost seem anti-climactic<\/strong><br \/>\nafter the excitement build-up. After all, knowing the names of the <a href=\"https:\/\/www.madriverunion.com\/articles\/132000-acre-offshore-humboldt-wind-energy-areas-draw-over-331m-in-bids\/\">winners<\/a>&#8212; California North Floating and RWE Offshore Wind<br \/>\nHoldings\u2014doesn\u2019t tell us much. We don\u2019t really know when the<br \/>\nconstruction will begin, much less when it will end though 2028 and<br \/>\n2030, respectively, are the likely dates. A long time from now, it<br \/>\nseems.<\/p>\n<p>The<br \/>\nwinning bidders ponied up big money\u2014more than a sum of $330<br \/>\nmillion. 20% of that is supposed to be <a href=\"https:\/\/lostcoastoutpost.com\/2022\/oct\/27\/humboldt-offshore-wind-lease-auction\/\">invested locally<\/a> in<br \/>\nworkforce training programs and development of domestic supply chains<br \/>\nfor the manufacture of turbines. 5% is for community benefit<br \/>\nagreements to both compensate different stakeholder groups impacted<br \/>\nby the wind project\u2014tribes, fisherfolk, and communities&#8211;and to<br \/>\ninvest in their participation in the clean energy future. 25% is only<br \/>\na half of what Humboldt was hoping for, but both <a href=\"https:\/\/redwoodcorehub.org\/california-offshore-wind-auction-makes-strides-towards-clean-energy-goals-more-investments-needed-for-north-coast-communities\/\">Core HUB<\/a> and<br \/>\nRedwood Coast Energy Authority say the negotiating isn\u2019t over yet<br \/>\nas far as community benefits go.<\/p>\n<p>The<br \/>\nbiggest question remains to be answered\u2014will we even be the<br \/>\nrecipients of this power? Surely, yes, we\u2019d like to think; however<br \/>\nthere are no guarantees yet. The state must make a huge investment in<br \/>\ntransmission lines, and <a href=\"https:\/\/www.boem.gov\/sites\/default\/files\/documents\/regions\/pacific-ocs-region\/environmental-science\/BOEM-2022-016-vol1.pdf\">several routes<\/a> are possible. Our grid<br \/>\nhas capacity for 150 MW, a fraction of the electricity that will be<br \/>\navailable, so bring it on!<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 475px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/743\/095\/original\/real_wind_turbine.png\" alt=\"\" width=\"475\" align=\"middle\" \/>\n<p>photo courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Even<br \/>\nas the science about burning wood becomes more dire<\/strong>, and the tide<br \/>\nof public opinion turns against deliberately burning wood in order to<br \/>\nproduce electricity, more and more countries are converting their<br \/>\ncoal burning plants to burn wood. The painful irony here, of course,<br \/>\nis that wood is just <a href=\"https:\/\/www.wired.com\/story\/how-green-are-wood-pellets-as-a-fuel-source\/\">as bad if not worse<\/a> for the climate than<br \/>\ncoal.<\/p>\n<p>Now<br \/>\nCalifornia\u2019s forests have been targeted. Two huge <a href=\"https:\/\/kymkemp.com\/2023\/01\/26\/environmental-group-based-in-us-uk-highlights-supervisor-bohns-involvement-in-wood-pellet-export-scheme\/\">wood pellet plants are proposed<\/a> for Tuolomne and Lassen counties. If built,<br \/>\nthey would draw on forest feedstock from both public and private<br \/>\nforest lands within roughly a hundred mile radius around each plant.<\/p>\n<p>As<br \/>\nthe new director of Golden State Natural<br \/>\nResources, Humboldt County Supervisor Rex Bohn has<br \/>\ntaken a leadership role for<br \/>\nthis proposal.<br \/>\nGSNR advocates for projects<br \/>\nand policies that benefit rural economies. At its last meeting<br \/>\nBohn recommended meeting every month instead of the customary every<br \/>\nother month meetings in order to push this proposal through ASAP. You<br \/>\ncan protest this giant step in the wrong direction by attending the<br \/>\nnext meeting scheduled for March 25, but check their <a href=\"https:\/\/goldenstatenaturalresources.com\/meetings\/\">website<\/a> to see if they do decide to meet earlier.<\/p>\n<p>All<br \/>\nbiomass schemes come complete with totally misleading <a href=\"https:\/\/biomassmagazine.com\/articles\/19583\/california-group-begins-development-of-2-industrial-pellet-plants\">rhetoric<\/a> about forest resiliency. Supposedly, wood pellets are made only from<br \/>\nsawdust and other waste wood, plus small trees thinned from the<br \/>\nforest in order to prevent wildfires. Proponents are sticking to that<br \/>\nstory despite plentiful evidence to the contrary. It\u2019s no secret<br \/>\nthat in the U.S. much clear-cutting&#8211;especially in the southeastern<br \/>\nstates&#8211;fuels the biomass industry. Regrettably, the Biden<br \/>\nadministration\u2019s Build Back Better bill includes an <a href=\"https:\/\/johnmuirproject.org\/wp-content\/uploads\/2021\/11\/ScientistLetterOpposingLoggingProvisionsInBBB_BIF4Nov21.pdf\">exemption for logging<\/a> for wood pellet production from the National<br \/>\nEnvironmental Policy Act [NEPA].<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/p>\n<p>The<br \/>\nbiomass plant in Scotia, owned and operated by Humboldt Sawmill<br \/>\nCompany, is by far the biggest point-source carbon emitter in<br \/>\nHumboldt. For extremely outmoded reasons, California doesn\u2019t count <a href=\"https:\/\/www.biologicaldiversity.org\/campaigns\/debunking_the_biomass_myth\/pdfs\/Forest-Bioenergy-Briefing-Book-March-2021.pdf\">biogenic carbon<\/a>, yet it is still up there in the atmosphere, busily<br \/>\ntrapping heat. Climate scientists and activists have opposed biomass<br \/>\nelectricity for years.<\/p>\n<p>Burning<br \/>\nwood to produce electricity also produces small particulates and a<br \/>\nhost of other toxic air pollutants. Now 350 Humboldt member, Wendy<br \/>\nRing, who is a physician and public health specialist, has discovered<br \/>\nthat the <a href=\"https:\/\/www.yournec.org\/humboldts-dirtiest-power-plant-has-been-breaking-the-rules-for-years\/\">Scotia plant<\/a> has been breaking both federal and state law<br \/>\nfor years. It has failed performance tests and also failed to perform<br \/>\nthem.<\/p>\n<p>Perhaps<br \/>\neven more alarming is the apathy of the North Coast Unified Air<br \/>\nQuality Management District, which is supposed to be the watchdog<br \/>\nhere. Its job is to evaluate the plant\u2019s emissions every four<br \/>\nyears, yet not one report was filed during the last 22 years.<\/p>\n<p>Redwood<br \/>\nCoast Energy Authority has also failed to do its due diligence by<br \/>\ncalling the electricity it purchases from HSC \u201cclean energy\u201d when<br \/>\nit is anything but. HSC\u2019s failure to comply with the law should<br \/>\nbe grounds for RCEA to end its contract ahead of time. Please contact<br \/>\nthe RCEA board member from your jurisdiction and tell them to vote to<br \/>\nend the contract. Humboldt<br \/>\nSawmill Company will never aspire to find a healthier<br \/>\nand more climate friendly<br \/>\nsolution for its wood waste if RCEA refuses to look at the data.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">&gt;&gt;&gt;&lt;&lt;&lt;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>350<br \/>\nHumboldt bus adventurers ride again<\/strong>.
