{"id":51026,"date":"2023-03-01T04:30:29","date_gmt":"2023-03-01T04:30:29","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51026"},"modified":"2024-10-11T23:32:51","modified_gmt":"2024-10-11T23:32:51","slug":"350-humboldt-lookout-for-february-of-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-february-of-2023\/","title":{"rendered":"350 Humboldt LookOut for February of 2023"},"content":{"rendered":"<p><em>The LookOut is a monthly<br \/>\nreview of climate issues and recent developments in our neighborhood.<\/em><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Miranda<br \/>\nDairy, a third generation family farm of 730 acres near Ferndale<\/strong>,<br \/>\ntransitioned to organic in 2000. It is the mainstay of a group of<br \/>\nlocal dairies called Western Organic Family. Local dairies struggle<br \/>\nto stay in business as they are buffeted by market forces favoring<br \/>\nmuch larger dairies. Setting up an anaerobic co-digester&#8211;as Miranda<br \/>\nDairy and the other six dairies of WOF plan to do&#8211;converts manure, a<br \/>\nwaste product, into a profitable product, biogas. This plan makes the<br \/>\nkind of financial sense that could help these dairies stay afloat,<br \/>\nthanks to generous state subsidies. Whether or not making biogas will<br \/>\nactually help the climate, however, is difficult to calculate, all<br \/>\nthings considered.<\/p>\n<p>Right<br \/>\nnow most Humboldt dairies let their cows graze during at least half<br \/>\nof the year and house them in freestall barns when pasture conditions<br \/>\nare too inhospitable. In contrast, most large dairies down south<br \/>\ndispense with pastures. Concentrated Animal Feeding Operations take<br \/>\nplace in huge enclosures on concrete. The manure is sluiced through a<br \/>\nsystem of canals to huge lagoons. Covering these toxic lagoons<br \/>\ncaptures most of the methane and converts it to biogas, reducing<br \/>\nemissions of the super climate pollutant.<\/p>\n<p>Miranda<br \/>\nDairy and the other six dairies of WOF propose to pool their manure<br \/>\nby trucking it in EVs to an anaerobic digester. It<br \/>\nwill also digest food waste from various sources, possibly<br \/>\nincluding, in 2024, Humboldt county\u2019s new organic waste stream<br \/>\nmandated by SB 1383.<br \/>\nIt\u2019s<br \/>\nhighly dubious that<br \/>\nthe business model of making biogas can accommodate cows grazing on<br \/>\npastures<br \/>\nwhere their manure decomposes and fertilizes the grass. This<br \/>\nold-fashioned,<br \/>\nbucolic<br \/>\nmethod may well produce less methane than concentrating the stuff in<br \/>\nlagoons, according to this <span class=\"redactor-unlink\">study<\/span> [at<a href=\"..\/..\/..\/..\/Downloads\/atmosphere-14-00120-v2.pdf\"> file:\/\/\/C:\/Users\/Owner\/Downloads\/atmosphere-14-00120-v2.pdf].<\/a><\/p>\n<p>.Also, the dairies plan to expand their herds and produce more manure<br \/>\nonce the digester is set up. <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0048969719340367\">adding food waste to manure<\/a><br \/>\nalso increases methane beyond a simple sum of the two. All of this<br \/>\nflies in the face of the whole idea of reducing methane to begin<br \/>\nwith.<\/p>\n<p>This<br \/>\ncomplicated, real-life picture includes <a href=\"https:\/\/insideclimatenews.org\/news\/19092022\/dairy-digesters-methane-california-manure\/\">other impacts<\/a><br \/>\nbut also benefits that must be considered and weighed. The net result<br \/>\nas compared to the status quo is very <a href=\"https:\/\/essd.copernicus.org\/articles\/13\/1151\/2021\/\">difficult to calculate<\/a>.<br \/>\nI plan to explore this issue in more excruciating detail in a future<br \/>\nissue of Eco-News.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4\u00a4\u00a4<br \/>\n\u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>For more than five years<br \/>\npeople have traveled<\/strong><br \/>\nalong Humboldt Bay Trail North from Arcata to a few yards short of<br \/>\nBracut Industrial Park . . . and then turned around and gone back to<br \/>\nArcata. Fortunately, the days are numbered for that anti-climactic<br \/>\njourney. With any luck, construction on the Humboldt Bay Trail South<br \/>\nwill begin this May and be completed sometime during the summer of<br \/>\n2024. Bicyclists, skaters, skateboarders, and others will then be<br \/>\nable to <a href=\"https:\/\/humboldtgov.org\/humboldtbaytrail\">traverse fourteen miles<\/a> between Eureka and central Arcata<br \/>\nwithout competing with motorized traffic.<\/p>\n<p>The Board of Supervisors<br \/>\nreviewed the county <a href=\"https:\/\/humboldtgov.org\/DocumentCenter\/View\/114904\/Staff-Report-1-24-2023\">staff report<\/a> for the<br \/>\nHumboldt Bay Trail South project at its January 24<sup>th<\/sup><br \/>\nmeeting, and voted to put the job out for bid on the 31<sup>st<\/sup>.<br \/>\nThe estimated cost of the trail <a href=\"https:\/\/lostcoastoutpost.com\/2023\/jan\/23\/county-supervisors-poised-put-humboldt-bay-trail-s\/\">has been covered<\/a> by the<br \/>\n$16,396,000 raised from several entities, with the lion\u2019s share<br \/>\ncoming from the California Transportation Commission.<\/p>\n<p>At its south end the new trail<br \/>\nwill cross the Eureka Slough railroad bridge to connect with the<br \/>\nEureka Waterfront trail. That will call for replacing at least 25% of<br \/>\nthe timber crossties. The northernmost stretch of eucalyptus trees<br \/>\nalongside Hwy. 101 will be cut down much to the dismay of many of us<br \/>\ntree lovers. The stark choice of trees or trail was conclusively<br \/>\nreinforced by an independent <em><a href=\"https:\/\/www.northcoastjournal.com\/NewsBlog\/archives\/2019\/10\/05\/caltrans-arborist-to-check-out-health-of-eucalyptus-on-101\">arborist<\/a> report.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"width: 100%; max-width: 455px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/752\/103\/original\/simulation_Eureka_Slough.png\" alt=\"\" width=\"455\" align=\"middle\" \/><\/p>\n<p>simulation courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>More<br \/>\nthan thirty bus enthusiasts surprised<\/strong><br \/>\nthe Social Services Transportation Advisory Council [SSTAC] at its<br \/>\nFebruary 1 meeting. SSTAC is a committee of <a href=\"https:\/\/www.hcaog.net\/\">Humboldt County Association of Governments<\/a>,<br \/>\nthe major county agency for all transportation issues. The attendees<br \/>\nexpressed support for big changes to Humboldt\u2019s bus service. A<br \/>\nmajority of them were climate activists who supported more frequent<br \/>\nand faster bus service in order to increase ridership and decrease<br \/>\ntransportation emissions.<\/p>\n<p>How<br \/>\nto accomplish that? One way would be to introduce a modified express<br \/>\nrun from McKinleyville to College of the Redwoods that would run<br \/>\nevery fifteen minutes. Other routes every 30 minutes would bring<br \/>\nriders to the main corridor and supplement service. Obviously, local<br \/>\nleaders will need to commit to the funding.<\/p>\n<p>For<br \/>\nupdates on all transportation issues, check the <a href=\"https:\/\/transportationpriorities.org\/\">website<\/a> for The Coalition for Responsible Transportation Priorities. CRTP<br \/>\nadvocates for reducing vehicle miles traveled and transportation<br \/>\nemissions, plus making transportation healthier and safer.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4\u00a4\u00a4<br \/>\n\u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>While we\u2019re on the<br \/>\nsubject of buses<\/strong>,<br \/>\nconsider yourself invited to join our third bus expedition on<br \/>\nThursday, March 2. The destination is Old Town Gazebo\u2014four blocks<br \/>\nfrom the nearest bus stop&#8211;at 12:15. The objective is lunch. Nevertheless, that is what the <a href=\"https:\/\/joinmosaic.com\/2022\/12\/19\/nem-3-0-update\/\">CPUC has done<\/a> when it<br \/>\ncut back on NEM for rooftop solar producers. Yes, utility-scale<br \/>\nelectricity is cheaper than rooftop solar. But surely it\u2019s way too<br \/>\nsoon to stop encouraging people to foot the hefty upfront costs of<br \/>\nsolar panels. Rooftop solar avoids the siting impacts and battles of<br \/>\nutility-scale solar, plus people often learn a sense of<br \/>\nresponsibility for their energy usage when they\u2019re producing their<br \/>\nown.<\/p>\n<p>Add storage, and we\u2019re<br \/>\ntalking about energy independence\u2014something pretty important if you<br \/>\nlive in Humboldt where power outages are frequent. Storage also helps<br \/>\npeople get the biggest price for their solar energy by releasing it<br \/>\nduring the time of the day when it\u2019s needed the most. As more and<br \/>\nmore people take that route, I\u2019m hoping <a href=\"https:\/\/www.popularmechanics.com\/science\/energy\/a42532492\/iron-air-battery-energy-storage\/\">iron-air batteries<\/a> can be<br \/>\nscaled for home storage.<\/p>\n<p>Starting in April the new<br \/>\nnet-metering rate (NEM 3.0) will <a href=\"https:\/\/www.wildcalifornia.org\/post\/homeowner-alert-solarize-your-home-before-april-14th\">reduce incentives for rooftop solar<\/a> quite a bit. However, new solar interconnection applications filed by<br \/>\nApril 14<sup>th<\/sup>,<br \/>\n2023 will get the benefit of the old NEM 2.0 rate for twenty years.<br \/>\nThat is something to consider now if you have solar ambitions for<br \/>\nyour rooftop. Also, check out the<em> <a href=\"https:\/\/www.energy.gov\/eere\/solar\/homeowners-guide-federal-tax-credit-solar-photovoltaics\">federal Investment Tax Credit<\/a><\/em><br \/>\nfor rooftop solar. You can deduct 30% of the cost of new PV systems<br \/>\ninstalled between 2022 and 2032.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 500px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/752\/108\/original\/bill-mead-wmaP3Tl80ww-unsplash(1).jpg\" alt=\"\" width=\"500\" align=\"middle\" \/>\n<p>Bill Mead, Unsplashed Photos<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Do<br \/>\nnot despair, fans of distributed solar energy. California may have<br \/>\njust seriously diluted the rooftop solar revolution, but it has also<br \/>\nprovided distributed solar with a boon. Congressman Chris Ward<br \/>\nintroduced AB 2316 in the nick of time, and the legislature passed it<br \/>\nwith record speed.<\/p>\n<p>Named<br \/>\nthe Community Renewable Energy Act, it combines wholesale economy of<br \/>\ncosts with the benefits of distributed solar energy. You may not be<br \/>\nable to afford solar panels on your roof, or perhaps your roof is<br \/>\nshaded by all those darn trees. Don&#8217;t cut down the trees! Subscribe<br \/>\nto a big solar installation on a big sunny roof somewhere else, and<br \/>\nin return you will receive energy credits that reduce your bill.<\/p>\n<p>California<br \/>\nis way ahead of the rest of the nation for rooftop solar. But it has<br \/>\nnever managed to create a community solar market for people who<br \/>\naren&#8217;t able to clap some panels on their own roofs. It tried twice<br \/>\nbefore to do exactly this, but poor structuring <em><a href=\"https:\/\/pv-magazine-usa.com\/2023\/01\/18\/crafting-a-california-community-solar-market\/\">doomed these attempts<\/a>. <\/em>Part<br \/>\nof the problem for both community solar programs and rooftop solar is<br \/>\nthe way non-participants end up subsidizing to some degree solar<br \/>\nenergy that doesn&#8217;t directly benefit them. This cost shift\u2014especially<br \/>\nto low-income ratepayers&#8211;was cited as a reason for PG&amp;E to<br \/>\nreduce its support for rooftop solar. Community Solar has structured<br \/>\nan Avoided Cost Calculator that is supposed to avoid this cost shift<br \/>\nwhile also maximizing compensation rates.<\/p>\n<p>AB<br \/>\n1236 goes further to prevent cost shift. Each new project is required<br \/>\nmake sure that <a href=\"https:\/\/ilsr.org\/californias-community-solar-program\/\">51% of its subscribers<\/a><br \/>\nare<br \/>\nlow-income households. (That makes constructing projects eligible for<br \/>\na 10% tax credit under the Inflation Reduction Act.)<\/p>\n<p>Due<br \/>\nto an excess of solar energy during the sunny hours, battery storage<br \/>\nfor community solar projects will greatly increase the value of their<br \/>\nelectricity.
