{"id":51013,"date":"2023-04-01T04:22:35","date_gmt":"2023-04-01T04:22:35","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=51013"},"modified":"2024-10-11T23:32:43","modified_gmt":"2024-10-11T23:32:43","slug":"350-humboldt-lookout-for-march-of-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-march-of-2023\/","title":{"rendered":"350 Humboldt LookOut for March of 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><em><strong>The LookOut is a monthly review of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The new deadline for the County Action Plan<\/strong> is April of next<br \/>\nyear\u2014almost a year after the projected date still on the county<br \/>\nwebsite. By the time the Climate Action Plan is official, we\u2019ll have five<br \/>\nand a half years to fulfill its already belated and optimistic promises.<\/p>\n<p>Two consulting firms assisting the county in preparing the<br \/>\nEnvironmental Impact Report for the Plan\u2014Rincon and LACO\u2014met with<br \/>\nthe planning department in February to kick the project off.<\/p>\n<p>If all goes as now scheduled, a Notice of Preparation will inform the<br \/>\npublic on June 12 of this year that the Environmental Impact<br \/>\nReport process has begun. The public has a thirty day chance for early<br \/>\ncomments on the proposed project, alternatives, and potential<br \/>\nenvironmental impacts. During that time the county will meet with the<br \/>\nDepartment of Environmental Quality and other agencies to review the<br \/>\nadministrative DEIR&#8211;a draft of the draft&#8211;to make sure it is legal and conforms to state<br \/>\nguidelines before coming up for a second public review on November<br \/>\n28.<\/p>\n<p>The second period of public review will last for 45 days with public<br \/>\nmeetings scheduled throughout Humboldt\u2019s various jurisdictions. The<br \/>\nfinal EIR will then be prepared and presented in April of next year<br \/>\nto first the Planning Commission and then the Board of Supervisors.<\/p>\n<p>With a General Plan that doesn\u2019t recognize California\u2019s<br \/>\nrequirements to reduce our emissions 40% by 2030 and a CAP that won\u2019t<br \/>\nfill the bill either, Humboldt abstains from meaningful action.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00bb\u00bb\u00bb\u00bb\u00bb \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00ab\u00ab\u00ab\u00ab\u00ab\u00ab<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The ghost of a future Gateway Area development<\/strong> hung over a<br \/>\nstudy session on sea level rise that was convened by the Arcata City<br \/>\nCouncil and the Planning Commission. The question studied was how to<br \/>\nplan for city growth when we don\u2019t know how high the water will<br \/>\ncome. The panel of experts included Aldaron Laird, a senior<br \/>\nenvironmental planner who has been studying local sea level rise for<br \/>\nmore than twenty years. He was joined by Jeff Anderson, a local<br \/>\nhydrologist and engineer. NOAA and the Coastal Commission,<br \/>\nrepresented respectively by Gwen Shaughnessy and Kelsey Ducklow,<br \/>\nattended by Zoom. You can watch the very interesting two and a half<br \/>\nhour meeting <a href=\"arcataca.iqm2.com\/Citizens\/SplitView.aspx?Mode=Video&amp;MeetingID=3699&amp;Format=Agenda\">here<\/a>.<\/p>\n<p>Of course, no definite answers emerged because the predictions after<br \/>\n2050 range quite a bit. By 2050 to maybe 2070 it\u2019s reasonable to<br \/>\nexpect and plan for up to three feet of sea level rise even though it<br \/>\ncould be somewhat lower. Any further in the future, the variation<br \/>\nbetween best case scenario and worst case scenario diverge widely<br \/>\nfrom two to seven feet or more of sea level rise by 2100. But as<br \/>\nLaird pointed out, sea level rise will not stop then.<\/p>\n<p>So planning comes down to risk tolerance and adaptation\u2014what can we<br \/>\nlive with? The panelists all agreed that when it comes to critical<br \/>\ninfrastructure the more dire predictions should be heeded. But maybe<br \/>\nnot all residential or commercial buildings should toe the same line.<br \/>\nAnderson seemed the most sanguine about the risk within reasonable<br \/>\nlimits. He suggested that whatever problems might loom because of<br \/>\ndecisions we make now aren\u2019t irrevocable. We will most likely find<br \/>\ntechnical fixes and adaptations.<\/p>\n<p>Laird suggested a more conservative and definite metric, saying that<br \/>\ngoing by a scenario of ten feet in a hundred years time should be the<br \/>\nmetric used before building anything, including houses. The Coastal<br \/>\nCommission may require any development taking place within the<br \/>\ncoastal zone to fall within this limit.<\/p>\n<p>Nine feet of sea level rise would affect only the southern edge of<br \/>\nthe Gateway area and perhaps only during high tides and without<br \/>\ntaking into account any adaptive measures. Probable dates for that<br \/>\nlevel range from eighty to a hundred years from now. But another<br \/>\nquestion related to the Gateway area concerns Arcata\u2019s wastewater<br \/>\ntreatment plant. According to a senior engineer at the wastewater<br \/>\ntreatment plant, the levees are high enough until 2050, but as some<br \/>\npoint it will need to be moved, and to where would it move if not<br \/>\ninto a part of the Gateway area? No one addressed the last unspoken<br \/>\nquestion. Laird also pointed out that salt water intrusion into sewer<br \/>\nlines could seriously undermine the functioning of the plant even<br \/>\nbefore the levees are due to be topped.<\/p>\n<p>This issue of saltwater intrusion and emerging groundwater was<br \/>\nperhaps the most sobering point expressed at the meeting. Even if the<br \/>\nCoastal Commission relaxed its rules about extending or armoring<br \/>\ndikes\u2014and Ducklow all but promised that it would do so in order to<br \/>\nprotect critical infrastructure\u2014Laird said that heightening the<br \/>\ndikes would do no good in the long run because rising sea levels<br \/>\nwould push groundwater up from below. So a dike could hold back the<br \/>\ntides, yet freshwater wetlands and open water would stand behind<br \/>\nthem. Fortunately, a groundwater modeling tool specifically for the<br \/>\nHumboldt Bay area is due to become available from US Geological<br \/>\nSurvey in September of this year.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 455px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/762\/706\/original\/sea_level_prediction.png\" alt=\"\" width=\"455\" align=\"\" \/>\n<p>Graphic courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>To<br \/>\nget ready for offshore wind prospects<\/strong>,<br \/>\nthe Board of Supervisors have formed <a href=\"https:\/\/lostcoastoutpost.com\/agendizer\/humboldt-county-supes\/124\/\">two ad hoc committees<\/a>.<br \/>\nOne objective is how to spend an $851,500 grant from the California<br \/>\nEmployment Development Division. Others include hammering out a<br \/>\ncollaborative blueprint with the Harbor District and local governments<br \/>\nand tribal agencies; a community engagement plan; and negotiating<br \/>\nwith wind developers for supply chain community benefits. Supervisors<br \/>\nBohn and Bushnell were appointed to one of the committees and<br \/>\nSupervisors Arroyo and Wilson to the other.<\/p>\n<p>In<br \/>\naddition to these ad hoc committees, local governments, environmental<br \/>\ngroups, tribes, fishing interests, labor organizations, local<br \/>\nbusinesses, Cal Poly and College of the Redwoods&#8211;you name it\u2014have<br \/>\nalso joined forces under the auspices of <a href=\"https:\/\/ace05f46-2cc2-491a-8ef7-9bb4e576f4cb.usrfiles.com\/ugd\/ace05f_5b8b4654f7ed4fa29a395540d2f34a6d.pdf\">Core-HUB<\/a><br \/>\nto descend upon the two developers\u2014RWE, second largest wind<br \/>\ndeveloper in the world and Copenhagen Infrastructure Partners&#8211; to<br \/>\nnegotiate for further Community Benefits Agreements. In response to<br \/>\ntheir pre-auction negotiating, the Bureau of Ocean Energy Management<br \/>\nassigned a record amount of non-monetary bid credits to Humboldt;<br \/>\nhowever, it remains to be seen if a portion of auction proceeds will<br \/>\nbe directed to community benefits instead of federal coffers.<\/p>\n<p>OSW<br \/>\nwill have <a href=\"https:\/\/lostcoastoutpost.com\/2022\/dec\/1\/offshore-wind\/\">big impacts<\/a><br \/>\non our community, especially the fishing industry, and the resolute<br \/>\nhope is to make them <a href=\"https:\/\/www.wildcalifornia.org\/post\/offshore-wind-on-the-horizon\">positive ones<\/a><br \/>\nwith environmental safeguards and fairly distributed financial<br \/>\nbenefits\u2014especially among groups that are typically left out.<\/p>\n<p>Despite<br \/>\nthis flurry of planning, site surveys,<br \/>\nenvironmental reviews<br \/>\nand permitting<br \/>\nputs the actual<br \/>\nconstruction of wind turbines seven to ten years away. Construction<br \/>\nwill probably take two years, and that would be just for an initial<br \/>\nsmall-scale project. An ultimate build-out will take longer and<br \/>\nrequire two new transmission lines out of Humboldt\u2014a huge hurdle.<br \/>\nPotential routes could head south underwater\u2014skipping Humboldt&#8211;or<br \/>\ncome ashore near Eureka before going south or east or both. These<br \/>\ndecisions will be made at state level.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00bb\u00bb\u00bb\u00bb\u00bb \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00ab\u00ab\u00ab\u00ab\u00ab\u00ab<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Board of Supervisors revised its approval<\/strong> for the McKay<br \/>\nRanch housing development on March<br \/>\n7. Almost a year earlier, it had <a href=\"https:\/\/lostcoastoutpost.com\/2022\/mar\/24\/supervisors-approve-320-unit-mckay-ranch-subdivisi\/\">conditionally approved<\/a><br \/>\nthe original project over the objections of a coalition of<br \/>\nenvironmental groups, including 350 Humboldt. The coalition pointed<br \/>\nto the project\u2019s unmitigated contributions to GHG emissions,<br \/>\naccording to its own Final Environmental Impact Report.<\/p>\n<p>Two of the environmental demands have now been met. The developer,<br \/>\nKurt Kramer, has agreed to make the buildings all-electric.<br \/>\nConsidering that natural gas is supposed to sunset in a little over<br \/>\ntwenty years, gas hookups would be obsolete anyway. Not installing<br \/>\nthem would seem to save money over the not-so-long run. However,<br \/>\nKramer says that the all-electric requirement will <em><a href=\"https:\/\/lostcoastoutpost.com\/2023\/mar\/7\/supervisors\/\">complicate matters<\/a>.<\/em><\/p>\n<p>The<br \/>\nother improvement involves more amenities for bicycles and<br \/>\npedestrians to partially make up for the<br \/>\ndevelopment&#8217;s<br \/>\ndistance from mass transit. Other transportation improvements<br \/>\nsuggested by <a href=\"https:\/\/transportationpriorities.org\/2506-2\/\">Coalition for Responsible Transportation Priorities<\/a>\u2014such<br \/>\nas free bus passes for apartment residents and reducing the amount of<br \/>\nsubsidized parking\u2014did not make the cut.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 444px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/762\/708\/original\/nckay_graphic.png\" alt=\"\" width=\"444\" align=\"middle\" \/>\n<p>Graphic courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Seaweed is good for the ocean and all of its creatures<\/strong>,<br \/>\nincluding us. Representative Mary Peltola of Alaska and California\u2019s<br \/>\nsecond district Representative Jared Huffman want to encourage more<br \/>\nof it with the Coastal Seaweed Farm Act of 2023. If passed, this bill<br \/>\nwill direct the U.S. Department of Agriculture and the National<br \/>\nOceanic Atmospheric Administration to conduct a joint study of the<br \/>\nbenefits and impacts of seaweed farming. <a href=\"https:\/\/www.nationalfisherman.com\/national-international\/new-legislation-calls-for-seaweed-farming-study-funding-for-tribal-start-ups\">HR 1461<\/a> would also<br \/>\ncreate a grant program for coastal indigenous communities who want to<br \/>\napply their traditional knowledge of mariculture to commercial<br \/>\nseaweed projects, which often cost a lot to start.<\/p>\n<p>The joint report would help establish regulations and evaluation<br \/>\nmetrics to site farms advantageously for both commercial and<br \/>\necosystem benefits. Both are huge, according to seaweed fans. Seaweed<br \/>\ncan be utilized as fertilizer and animal feed, not to mention human<br \/>\ncuisine. It can even serve as stock for bio-plastics. Most<br \/>\nimportantly, seaweed cleans the water (bio-remediation), sequesters<br \/>\ncarbon and provides habitat for marine life.<\/p>\n<p>Many types of aquaculture, including mariculture, (for the difference<br \/>\nbetween the two, click <a href=\"https:\/\/sentientmedia.org\/mariculture\/\">here<\/a>) can have negative impacts on the<br \/>\nenvironment if not scaled appropriately. Using native cultures as &#8220;seed stock&#8221; seems important as well. <a href=\"https:\/\/news.mongabay.com\/2022\/10\/europe-considers-large-scale-seaweed-farming-environmental-effects-unknown\/\">Here<\/a> is a realistic look at the risks of large-scale seaweed farming.<\/p>\n<p>Seaweed<br \/>\nfarming has long been a large industry in Asia. The western world is<br \/>\nnow following suit. Cal Poly Humboldt began studying and <a href=\"https:\/\/www.yournec.org\/solutions-summit-5\/\">farming dulse<\/a><br \/>\na couple of years ago under the direction of Professor Rafael Cuevas<br \/>\nUribe in collaboration with Karen Gray of GreenWave. Now they have<br \/>\nbranched out to kelp.
