The LookOut is a monthly
\ndigest of climate issues and recent developments in our neighborhood.<\/em><\/strong>
\n<\/strong><\/p>\n

 <\/p>\n

Redwood
\nCoast Energy Authority makes a list<\/strong> every two years of acceptable
\nelectricity sources that it may call upon to supply its customers\u2019
\nneeds. This list, the Integrated Resource Plan, is submitted to the
\nCalifornia Public Utilities Commission for approval. It must meet
\nstate standards according to different criteria. Other standards are
\ndetermined by economic survival, its own goals, and public
\nsatisfaction.<\/p>\n

The
\nnext IRP deadline will be in 2024. RCEA is preparing well in advance
\nand invites public input before making its decisions. To make this
\nprocess less technical and more user-friendly, two public workshops
\non the topic of Humboldt\u2019s Electric Future have been scheduled for
\nJune 5 and June 8. The first one is in person at the Jefferson
\nCommunity Center and the second one is a zoom meeting. You can
\nregister for either here<\/a>.<\/p>\n

The
\ntask RCEA has set for itself has extremely important climate
\nramifications, of course. This readable Humboldt Electric Future report<\/a> portrays the complexity of the electricity biz. Reading
\nit and attending one of the workshops could help the public learn
\nmore and give RCEA important feedback. 350 Humboldt supports clean, renewable and carbon-free
\nelectricity.<\/p>\n

One
\nof RCEA\u2019s goals is to provide Humboldt with 100% clean and
\nrenewable energy by 2025. According to 350 Humboldt\u2019s position on
\nbiomass electricity, RCEA\u2019s longstanding contract with Humboldt
\nSawmill Company does not fit into its stated ambition. Because of its
\nhigh carbon intensity, biomass electricity has been a controversial
\npart of RCEA\u2019s power mix since its inception.<\/p>\n

Overlooking Humboldt Bay<\/strong>, a
\nbig party<\/a> was held on May 17th<\/sup> to celebrate
\nbreaking ground for the long-awaited southern segment of the Humboldt
\nBay Trail. Present were county supervisors, city managers, mayors,
\nand many more–a who\u2019s who of people who have worked over the years
\nfor this day. Instead of the traditional cutting of a ribbon at the
\nstart of a project, two ribbons were tied together to signify the connection<\/a> of the Eureka Waterfront Trail to the deadend
\nnorthern segment of the trail that was built several years ago from
\nArcata. Local contractor McCullough Construction landed the contract
\nto do most of the work. The overall cost will be around $20 million.<\/p>\n

The trail will run between the old
\nrailroad tracks and the highway except for the area of the Brainard
\nMill site. That part of the trail will be built on the levee between
\nthe mill and the bay, thanks to an easement from Green Diamond
\nResource Company.<\/p>\n

According to Steve Madrone, the Fifth
\nDistrict Supervisor for Humboldt, a consortium of public agencies
\nmade the first report on possible trail options around Humboldt Bay
\nin 1997. Madrone is also the vice-chair for the Great Redwood Trail<\/a> Agency, and one of these days the Humboldt Bay Trail will
\nkeep going south all the way to the San Francisco Bay. When the last
\ngap is connected, there will probably be another party.<\/p>\n

Before the wind turbines come to Humboldt<\/strong>, the wind industry
\nwill arrive, bringing big changes. One impact may be population
\ngrowth due to hundreds of new jobs<\/a>.<\/em> People already here may
\nwant to take advantage of the local training programs that our educational institutes<\/a> are preparing.<\/p>\n

Calling for a \u201cgreen port,\u201d a coalition of local
\nenvironmentalists\u2014Humboldt Baykeeper, Northcoast Environmental
\nCenter, Coalition for Responsible Transportation Priorities, and
\nEnvironmental Protection Information Center–have pointed to the
\npotentially adverse impacts of the heavy-lift terminal planned for
\nthe Samoan Peninsula. The components for the colossal wind turbines
\nwill be assembled there and then towed out to sea. An ironic
\nconsequence of 1.6 gigawattts of clean wind energy would be to engulf
\nour little slice of paradise with diesel fumes and off-the-chart
\nemissions from all the heavy equipment, ships and tugboats.<\/p>\n

Our commitment to a future free of fossil fuel pollution must begin
\nhere and now as the terminal is in its design stage. We can look to
\nother ports in California that are making a lot of progress towards
\ncleaning up their act with zero-emissions equipment. Read the
\ncoalition\u2019s statement<\/a> for more details on how to achieve a green
\nport.<\/p>\n

Electrifying everything before the wind turbines are operational
\nseems a little like putting the cart in front of the horse, but that
\nis the situation we\u2019re in. For a while we\u2019ll be more dependent
\nthan ever on the Humboldt Bay Station, but once those wind turbines
\nare spinning, we\u2019ll all use the abundant wind energy\u2014we hope! Transmission deficiency<\/a> is on the list of problems to be
\nsolved.<\/p>\n

The path to a fossil-free future is strewn with uncertainties, but
\nthe highway leading straight to the cliff edge of climate catastrophe
\nis smooth and straight.<\/p>\n

The painstakingly slow evolution<\/strong> of Arcata\u2019s Gateway Plan
\ncontinues. It\u2019s not easy to prepare for a future shaped by both a
\ngrowing population and climate change. Already scarce housing and
\nworsening living conditions for many require coming up with more
\nplaces to live. Unless the city sprawls into surrounding ag lands and
\nforest, infill development is the answer. The Arcata Planning
\nCommission reaffirmed their commitment to protecting ag land<\/a>
\nin late April when they refused to rezone two agricultural parcels at
\n17th<\/sup> and Q Streets to accommodate housing.<\/p>\n

With many difficult decisions to make, the Planning Commission and
\ncity council repeatedly invite public input, yet the most involved
\nsector of the public complains about insufficient transparency and
\ncommunication. City planners hope not to repeat the fate of the Village<\/a>\u2014a proposed housing development in Arcata that
\ncollapsed after going through years of public review. Then Cal-Poly
\nsnapped up the land which it is currently developing outside of city
\npurview and for a higher population density than the neighbors
\nwanted.<\/p>\n

Form-Based Code<\/a> permitting promises a way forward once there
\nis agreement about what basic standards will define the new
\ndevelopment\u2019s mode of fitting into Arcata. The Planning Commission
\nwill recommend to the Arcata City Council in July its recommendations
\nfor these standards that both enjoy broad public support and fulfill
\nstate mandates for housing. Once those recommendations are solid,
\nmany of the individual projects may require only ministerial review
\nbefore approval. Depending on the details\u2014such as proposed building
\nheight–each project may fall into one of three different tiers of
\nprocedure with varying public involvement.<\/p>\n

Opening the Gateway area to tall buildings and high density housing
\nis supposed to win benefits for the neighborhood from developers such
\nas open space, solar panels, and bicycle infrastructure. The planning
\ncommission wants to codify these benefits in a Community Benefits
\nprogram.<\/p>\n

The biggest hoped-for and much-needed community benefit is affordable
\nhousing. Critics<\/a> of the Gateway Plan say they haven\u2019t heard
\nanything yet that would deliver affordable housing. The greater
\nnumber of living units available in a dense development doesn\u2019t
\nnecessarily mean that they will be affordable. How can the city
\nachieve that while also leaving it to market forces?<\/p>\n

Humboldt Transit Authority raked in $17.5 million<\/strong> this year
\nfrom the California State Transportation Agency to expand and
\ndecarbonize its services. Last year\u2019s grant weighed in at $38.7
\nmillion, but who\u2019s complaining?<\/p>\n

The money will go towards several
\nprojects, including ten new battery buses and building a new
\ntransit center in Crescent City in partnership with the Yurok Tribe,
\nwhich was a co-applicant for the grant with HTA and Redwood Coast
\nTransit. The three entities are working on bettering transportation
\nbetween Humboldt and Del Norte counties, including tribal lands. The
\nroute between Orleans and Willow Creek will operate again. Here<\/a> is an excellent LOCO write-up for more details of the extensive
\ntransit improvements planned for our area.<\/p>\n

A hydrogen fuel cell electric coach that isn\u2019t quite invented yet
\nis another grant-funded HTA project in the works. In collaboration
\nwith a bus manufacturer, HTA is designing a prototype suitable for
\nsteep hills and long distances between charging facilities.<\/p>\n

Speaking of buses, the county\u2019s Transit Development Plan brought
\nHTA, Humboldt County Association of Governments, LSC Consultants,
\nclimate activists and other members of the public together at a
\nbrainstorming workshop<\/a> on May 23 about increasing ridership
\nand decreasing transportation emissions. Buses every fifteen minutes
\non a main stem between McKinleyville and College of the Redwoods
\nseems to be an idea that is gaining traction.<\/p>\n
