{"id":50959,"date":"2023-07-01T02:01:59","date_gmt":"2023-07-01T02:01:59","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50959"},"modified":"2024-10-11T23:28:26","modified_gmt":"2024-10-11T23:28:26","slug":"350-humboldt-lookout-for-june-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-june-2023\/","title":{"rendered":"350 Humboldt LookOut for June, 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><strong><em>The LookOut is a monthly<br \/>\ndigest of climate issues and recent developments in our neighborhood.<\/em><br \/>\n<\/strong><\/p>\n<p><strong>Arcata\u2019s planning commissioners grappled<\/strong> <strong>with the<br \/>\naffordable housing element<\/strong> of the Gateway Plan at the June 27<br \/>\nmeeting. The 138-acre infill redevelopment is Arcata\u2019s response to<br \/>\nthe challenges of population growth and climate change. Taller<br \/>\nbuildings would provide higher density for the area than the rest of<br \/>\nthe town, and a certain portion of the housing should be affordable.<br \/>\nHowever, the inclusionary zoning of the Gateway Plan proposed that<br \/>\ndevelopers be required to make only 3% of their projects affordable<br \/>\nfor people with low incomes and 5% for people with median incomes.<\/p>\n<p>Several of the commissioners have proposed increasing those numbers<br \/>\nto somewhere between 10 and 20 percent. But after a long <a href=\"arcataca.iqm2.com\/Citizens\/SplitView.aspx?Mode=Video&amp;MeetingID=3720&amp;Format=Agenda\">discussion<\/a> of the constraints, trade-offs, and hurdles involved, the Planning<br \/>\nCommission voted 4 \u2013 1 to change those numbers to only 4%<br \/>\naffordable for low incomes and 9% for median incomes. Those numbers<br \/>\nare far from set in stone. The developers have the last word in many<br \/>\nways, and it\u2019s not possible to coerce them to take up these<br \/>\nprojects unless they can make what they consider a reasonable profit.<\/p>\n<p>The inclusionary zone\u2019s new proposed 4 and 9% percentages are<br \/>\ncalculated to not overlap the state\u2019s Density Bonus parameters. If<br \/>\nbuilders plan for a certain percentage of affordable housing, the<br \/>\nDensity Bonus law allows them to build denser projects (higher<br \/>\nbuildings) than what the base zoning allows. They also get to choose<br \/>\nup to four concessions from development standards in order to<br \/>\ndecrease their costs. Also, there are bound to be other requirements<br \/>\nwaived when the density of a project is increased as long as the<br \/>\ndeveloper can show that those regulatory constraints would make the<br \/>\nnew proposed density not feasible. Under state law a city cannot turn<br \/>\ndown these developer rights.<\/p>\n<p>The city wants more control. The Gateway Plan aims to design<br \/>\nneighborhoods featuring certain amenities detailed in its Community<br \/>\nBenefits Program. Extra landscaping, higher than required energy<br \/>\nefficiency, and green building materials are a few examples. When a<br \/>\ndeveloper chooses from this large menu, points are pegged to each<br \/>\nchosen item, and these points are bid credits. One of the community<br \/>\nbenefits is affordable housing.<\/p>\n<p>So there are two routes to affordable housing. One comes through<br \/>\nstate law but the developers have the right to turn down a certain<br \/>\nnumber of desirable development standards. The other route comes<br \/>\nthrough local inclusionary zoning with extra affordable housing<br \/>\nincentivized through the Community Benefits Program.<\/p>\n<p>The big question is if the Community Benefits Program is worth the<br \/>\ntrade-offs. People who already object to the proposed<br \/>\nbuilding heights in the Gateway area should realize that developers<br \/>\ncomplying with the state\u2019s Density Bonus law will be able to<br \/>\nincrease those heights without anyone\u2019s input.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><span><strong>\u00bb\u00bb\u00bb\u00bb\u00bb\u00bb \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00ab\u00ab\u00ab\u00ab\u00ab\u00ab<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span><span><strong>Local<br \/>\nclimate activists sent a message<\/strong><\/span><\/span><span><span><br \/>\n<\/span><\/span><span><span><strong>to<br \/>\n101 motorists<\/strong><\/span><\/span><span><span><br \/>\non the morning of June 9. A banner demanding \u201cEnd the Era of Fossil<br \/>\nFuels\u201d was hung on both the northbound and southbound sides of the<br \/>\noverpass walkway connecting north G St. with LK Wood. <\/span><\/span><\/p>\n<p><span><span>An<br \/>\nanonymous press release with photos stated that the \u201curgency to<br \/>\ntransition to renewable energy has never been more critical. Our<br \/>\nfuture\u2014the future of our communities, our children, and our<br \/>\nplanet\u2014hangs in the balance.\u201d Learn more about #EndTheEra <\/span><\/span><span><span><a href=\"https:\/\/linktr.ee\/endtheera2023\">here<\/a>.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span><span><img decoding=\"async\" style=\"width: 100%; max-width: 555px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/794\/139\/original\/end_the_era_of_fossil_fuels.png\" alt=\"\" width=\"555\" align=\"middle\" \/><\/span><\/span><\/p>\n<p><span><span>Anonymous photo sent to media<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong>At the first public hearing for two giant wood pellet factories<\/strong> <a href=\"https:\/\/www.pfpi.net\/california-scheming-rural-county-officials-diving-into-the-wood-pellet-business\/\">proposed<\/a> for Tuolomne and Lassen counties, twenty four people<br \/>\nprotested manufacturing a product that will worsen the climate<br \/>\nemergency. The one voice in favor of the idea obligingly offered his<br \/>\nopinion that climate change is a hoax.<\/p>\n<p>Many of the commenters also spoke about the various polluting,<br \/>\ndangerous aspects of manufacturing and transporting wood pellets. 350<br \/>\nHumboldt focused on the bottom line for the climate, which is that<br \/>\nthe <a href=\"https:\/\/impactful.ninja\/the-carbon-footprint-of-biomass-energy\/\">carbon footprint<\/a> of burning one million tons of wood<br \/>\npellets every year severely challenges the benefits of thinning the<br \/>\nforest to make it healthier and less vulnerable to catastrophic fire.<\/p>\n<p>To complicate matters further, fuel load reductions in the forest<br \/>\nmust be done so carefully that the science behind them has become <a href=\"https:\/\/www.seattletimes.com\/opinion\/forest-thinning-aka-logging-is-not-going-to-save-us-from-wildfires\/\">controversial<\/a>. Some foresters believe that thinning projects<br \/>\ndo not remedy the problem and may even make forests more prone to<br \/>\nwildfire. Whatever the solution may be, burning the resulting wood<br \/>\nwaste from these projects makes matters worse.<\/p>\n<p>Golden State Financial Authority is the lead agency for the EIR<br \/>\nprocess, which has presumably begun now that the first public review<br \/>\nperiod has ended. Humboldt county supervisor, Rex Bohn, serves on the<br \/>\nboard of that agency and also on the board of Golden State Natural<br \/>\nResources, which is the agency that dreamed up this idea.<\/p>\n<p>You can sign a petition and make a comment through EPIC\u2019s website <a href=\"https:\/\/www.wildcalifornia.org\/post\/action-alert-log-our-forests-to-be-burned-in-foreign-countries\">here<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><span><strong>\u00bb\u00bb\u00bb\u00bb\u00bb\u00bb \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00ab\u00ab\u00ab\u00ab\u00ab\u00ab<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong>On the local biomass front<\/strong>, we are still trying to persuade<br \/>\nRedwood Coast Energy Authority to stop buying biomass electricity<br \/>\nfrom Humboldt Sawmill Company. RCEA\u2019s current contract with the biomass plant in Scotia runs into 2031 despite its pledge to supply Humboldt county with a<br \/>\nhundred percent clean energy by 2025. HSC&#8217;s numerous federal and state law<br \/>\nviolations [see our <a href=\"https:\/\/docs.google.com\/document\/d\/1f3egKRYhPQNbQSgDiwVo7p9qLXbMsW5Lliztm9sHvRo\/edit\">fact sheet<\/a>] gives RCEA sufficient grounds<br \/>\nto terminate its contract if it wants to do so.<\/p>\n<p>Making electricity out of wood waste turns a disposal problem into a<br \/>\nprofitable business. That wouldn\u2019t be such a bad idea if<br \/>\natmospheric CO2 weren\u2019t at a <a href=\"https:\/\/www.noaa.gov\/news-release\/broken-record-atmospheric-carbon-dioxide-levels-jump-again\">crisis level<\/a>. Nowadays the<br \/>\nchallenge is to find ways to handle wood waste that emit minimal<br \/>\ncarbon over the longest period of time as possible. The old-fashioned<br \/>\nincineration method must quickly yield to <a href=\"https:\/\/www.sierraclub.org\/sites\/www.sierraclub.org\/files\/sce\/sierra-club-california\/PDFs\/SCC_MovingBeyondIncineration.pdf\">less carbon-intensive technologies<\/a>.<\/p>\n<p>We have also signed on to the legal <a href=\"https:\/\/www.biologicaldiversity.org\/programs\/climate_law_institute\/pdfs\/23-06-20-Ctr-Biol-Div-Emission-Performance-Standard-Petition.pdf?\">petition<\/a> submitted to CPUC<br \/>\nto close its greenhouse gas loophole for biomass electricity<br \/>\nproducers. They are not required to conform to the Emissions<br \/>\nPerformance Standard that applies to other electricity producers. The<br \/>\nCenter for Biological Diversity delivered the petition to the CPUC on<br \/>\nJune 20<sup>th<\/sup>.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 555px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/794\/140\/original\/scotia_2.png\" alt=\"\" width=\"555\" align=\"middle\" \/>\n<p>anonymous Scotia resident<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><span><span><strong>Fifty<br \/>\nhigh school students in California<\/strong><\/span><\/span><span><span><br \/>\nwill participate in a <\/span><\/span><a href=\"https:\/\/sites.google.com\/tenstrands.org\/cayouthclimatepolicyleadership\/program-overview\">climate program<\/a><span><span><br \/>\nto learn climate activism skills this summer. The CA Youth Climate<br \/>\nPolicy Leadership Program is a collaboration between the Bay Area<br \/>\nSierra Club and Ten Strands, a non-profit that specializes in k-12<br \/>\nenvironmental literacy. Students who make it through the three month<br \/>\ncourse will receive a $500 stipend. Ten of those students will<br \/>\nreceive their stipend because of the generous support from the 350<br \/>\nHumboldt donors who responded to our fundraiser. No student from<br \/>\nHumboldt will participate in the program, but maybe next year.<\/span><\/span><\/p>\n<p><span>We are also<br \/>\nproud to announce that 350 Humboldt member Jamie Blatter will be one<br \/>\nof the mentors chosen to pass along their organizing skills. Upon<br \/>\ngraduating from the program, the students will test their skills by<br \/>\nleading a campaign with well-defined climate policy goals in their<br \/>\nschool or district. May they rock the boat!<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span><strong>The 350<br \/>\nHumboldt Book Club<\/strong><\/span><span><br \/>\nis reading a book with the therapeutic title, <\/span><span><em>I<br \/>\nwant a Better Catastrophe: Navigating the Climate Crisis with Grief,<br \/>\nHope, and Gallows Humor<\/em><\/span><span><br \/>\nby Andrew Boyd. Both funds would have<br \/>\neight years to liquidate investments in the 200 companies that have<br \/>\nthe biggest carbon reserves and biggest potential for future<br \/>\nemissions. <a href=\"https:\/\/lostcoastoutpost.com\/2023\/jun\/29\/will-californias-largest-pensions-calpers-and-cals\/\">Marcie Frost<\/a>, CEO of CalPERS said the divestment<br \/>\nmovement isn\u2019t operating \u201cthrough an investor lens. It feels like<br \/>\nthey\u2019re coming through a morality lens.\u201d<\/p>\n<p>Despite widespread support from many of their own members, the<br \/>\npension funds CEOs cite their responsibility to maximize their<br \/>\nmembers\u2019 financial security. This is the concept of fiduciary duty. Three New York City pension funds that divested from their fossil<br \/>\nfuel holdings were recently <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-05-12\/nyc-pension-funds-are-sued-for-cutting-fossil-fuel-stake\">sued<\/a> for not making decisions<br \/>\nsolely calculated on maximum financial returns for pension members.<\/p>\n<p>Considering the intense uncertainty and <a href=\"https:\/\/www.sacbee.com\/opinion\/op-ed\/article273691870.html#storylink=cpy\">outright perils<\/a> of a<br \/>\nworld in the throes of climate change, \u201csecurity\u201d is a peculiar<br \/>\nword to use as a reason to keep financing the fossil fuels that are<br \/>\nmechanically sowing chaos throughout civilization.<\/p>\n<p>After the Senate passed 252, Assemblywoman Tina McKinnor, chair of<br \/>\nthe Public Employment and Retirement Committee kicked the can down<br \/>\nthe road by scheduling an informational hearing in the fall. SB 252<br \/>\nwill hibernate after that until the next legislative session starts<br \/>\nin February.
