{"id":50942,"date":"2023-08-01T01:54:18","date_gmt":"2023-08-01T01:54:18","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50942"},"modified":"2024-10-11T23:28:47","modified_gmt":"2024-10-11T23:28:47","slug":"350-humboldt-lookout-for-july-of-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-july-of-2023\/","title":{"rendered":"350 Humboldt LookOut for July of 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><strong><em>The LookOut is a monthly<br \/>\ndigest of climate issues and recent developments in our neighborhood.<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt still has a long way to go <\/strong>to<br \/>\ncomply with California\u2019s <a href=\"https:\/\/humboldtgov.org\/3336\/SB-1383\">SB 1383<\/a>. The law<br \/>\nmandates<br \/>\ndiverting organic waste from landfills and has been in effect since<br \/>\n2020. The county has negotiated a new deadline\u2014July of 2024. Any<br \/>\njurisdiction not in compliance after that date could be fined up to<br \/>\n$10,000 per day. Rio Dell, Blue Lake, and Ferndale have<br \/>\nlow-population waivers that have been approved by CalRecycle.<br \/>\nHumboldt Waste Management Authority and the Solid Waste Local Task<br \/>\nForce are working to solve the many logistical, administrative, and<br \/>\nfinancial challenges. [For a detailed overview of Humboldt\u2019s<br \/>\nefforts, click <a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/humboldt-county-still-working-to-implement-organic-waste-system\/Content?oid=25876038\">here<\/a>.]<\/p>\n<p>Compliance<br \/>\ncovers three broad areas. Collecting organic food waste from<br \/>\nhouseholds and businesses to be turned into a usable product such as<br \/>\ncompost or biofuel; procuring a certain amount of these products for<br \/>\nits own use; rescuing at least 20% of edible food from cafeterias,<br \/>\nrestaurants, etc. that would go to waste (and the landfill)<br \/>\notherwise.<\/p>\n<p>To<br \/>\nhandle the organic waste stream, the old recycling center on Hawthorn<br \/>\nStreet in Eureka will serve as a sorting and processing facility to<br \/>\nscreen out contaminants. But there is no money yet for converting the<br \/>\nbuilding, although hopes are high for a CALRecycle grant to arrive in<br \/>\nOctober. No contractors have responded to HWMA\u2019s Request For<br \/>\nProposals in April. It will be sent out again next month to<br \/>\nout-of-the-area contractors in addition to local contractors.<\/p>\n<p>And<br \/>\nwhere the organics will go from Hawthorn Street is still up in the<br \/>\nair. An anaerobic digester at Miranda Dairy may still be a<br \/>\npossibility though it hasn\u2019t yet secured necessary funding and<br \/>\npermits. The most likely destination\u2014at least for now&#8211;would be an<br \/>\nout-of-county composting facility since we don\u2019t have one here.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4<br \/>\n\u00a4 \u00a4<br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Eureka\u2019s city council<br \/>\nstood up<\/strong> <strong>for affordable infill housing<\/strong> that is good for<br \/>\nthe climate. Close to services and public transit, the city dweller<br \/>\ndrives less than suburban and rural cousins. Apartments require less<br \/>\nenergy for heating. If the housing is affordable for non-wealthy<br \/>\npeople, all the better. The council awarded a contract to build on<br \/>\ntwo city-owned parking lots downtown that are not critical<br \/>\ninfrastructure despite what some people say.<\/p>\n<p>Even better, the contract<br \/>\nwas awarded to the Dishgamu Humboldt Community Land Trust<br \/>\nwhose bid had been scored slightly lower than that of a developer<br \/>\nbased in Illinois. Michelle Vassel, the Wiyot Tribal Administrator,<br \/>\nand Ted Hernandez, Tribal Chair, spoke to the city council, arguing<br \/>\nthat their professional experience, locality, and history made them<br \/>\nuniquely suited to the job.<\/p>\n<p>Their bid included <a href=\"https:\/\/lostcoastoutpost.com\/2023\/jul\/19\/wiyot-tribe-makes-its-case-convinces-eureka-counci\/\">generous community benefits<\/a>. 51 of the total 93 units are planned to be<br \/>\naffordable for low-income and very low-income tenants with the rest<br \/>\navailable for moderate-income tenants.<\/p>\n<p>Not all hearts were warmed<br \/>\nby the decision. Citizens for a Better Eureka, a coalition<br \/>\nspearheaded by Security National, which is Rob Arkley\u2019s real estate<br \/>\nasset acquisition and management outfit, has filed <a href=\"https:\/\/www.wildcalifornia.org\/post\/we-call-bullshit-on-lawsuit-seeking-to-stop-housing-development-on-eureka-parking-lots\">two suits<\/a><br \/>\nagainst the city of Eureka to stop the city from building on its<br \/>\nparking lots. It is also collecting signatures for a <a href=\"https:\/\/lostcoastoutpost.com\/2023\/jul\/14\/local-group-announces-intent-stop-eureka-parking-l\/\">ballot initiative<\/a> to amend the General Plan with the goal of not only<br \/>\nstopping future affordable housing developments on parking lots but<br \/>\nalso <a href=\"https:\/\/transportationpriorities.org\/eureka-council-awards-affordable-housing-project-to-wiyot-tribe\/\">stopping the already approved<\/a> plans<br \/>\nfor affordable housing units at the EaRTH Center.<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 467px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/802\/066\/original\/wiyots.png\" alt=\"\" width=\"467\" align=\"middle\" \/>\n<p>screenshot from Eureka City Council meeting<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt<br \/>\nis preparing for the era of wind power.<\/strong> The Humboldt Bay Harbor<br \/>\nDistrict issued a <a href=\"https:\/\/humboldtbay.org\/sites\/humboldtbay.org\/files\/WindTerminal_NOP_2023%200628_0.pdf\">Notice of Preparation<\/a> [NOP] for the CEQA<br \/>\nprocess for a huge Heavy Lift Marine terminal on the Samoa Peninsula<br \/>\non June 26. The time for public comment extends to August 25. This<br \/>\nterminal is planned for the assembly and repair of wind turbines and<br \/>\nwill be the point of their deployment out to sea.<\/p>\n<p>Owing<br \/>\nto its location on a deep water bay with no bridges to get in the way<br \/>\nof 1100 ft tall objects being towed out to sea, this proposed<br \/>\nterminal may well become the manufacturing hub for at least three<br \/>\ndifferent Wind Energy Areas from Morro Bay to central Oregon<br \/>\nincluding, of course, the 206 square mile WEA that is twenty miles<br \/>\noff Humboldt\u2019s shore. The Harbor District has signed an<br \/>\nexclusive-right-to-negotiate agreement&#8211;which is not a lease&#8211;with<br \/>\nCrowley, an international corporation that builds and manages ports.<\/p>\n<p>The <a href=\"https:\/\/www.northcoastjournal.com\/humboldt\/port-of-entry\/Content?oid=27271263\">size of the development<\/a> on the old pulp mill<br \/>\nsite\u2014approximately 650,000 square feet of constructed indoor space<br \/>\nplus the outlying areas of marine and land infrastructure surrounded<br \/>\nby 150 foot tall lights\u2014is mind-boggling, dwarfing anything else in<br \/>\nHumboldt. A <a href=\"https:\/\/redwoodcorehub.org\/core-hub-leads-effort-to-voice-community-benefits\/\">coalition<\/a> of about forty agencies, tribes, and<br \/>\ncivic groups have banded together to have as much say as possible in<br \/>\nhow this project is developed. Some <a href=\"https:\/\/lostcoastoutpost.com\/2023\/jul\/11\/harbor-district-host-public-meeting-kicking-enviro\/\">organizations question<\/a> the<br \/>\nadvisability of evaluating the impacts of the port separately from<br \/>\nthat of the entire development, including support activities for the<br \/>\nwind farm itself.<\/p>\n<p>While<br \/>\nsharing in environmental and social concerns 350 Humboldt stresses<br \/>\nthe urgency of the climate crisis and recommends an expeditious<br \/>\ntimeline that would map out and coordinate the permitting processes<br \/>\nof the involved state and federal agencies.<\/p>\n<p>Other<br \/>\nrecommendations addressing the energy needed to build and operate the<br \/>\nterminal before electricity from the wind farm is available. To<br \/>\ncompensate for increased natural gas and biomass carbon emissions,<br \/>\n24\/7 <a href=\"https:\/\/www.canarymedia.com\/articles\/clean-energy\/google-and-others-have-committed-to-24-7-carbon-free-energy-what-does-that-mean\">Renewable Energy Credits<\/a><br \/>\ncould be bought. Purchased biofuels could supply some of the needed<br \/>\nenergy. Another possibility is <a href=\"https:\/\/hta.org\/humboldt-transit-authority-awarded-38-7m-grant-for-fuel-cell-electric-buses-2\/\">hydrogen from the fueling station<\/a><br \/>\nslated for next year at the Humboldt Transit Authority facility in<br \/>\nEureka. Curtailed energy from the wind turbines in the future can<br \/>\nproduce hydrogen. Offshore wind energy is one of<br \/>\nthe most feasible technologies that can deliver it on a large enough<br \/>\nscale to replace fossil fuels.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 699px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/802\/068\/original\/heavy_lift.png\" alt=\"\" width=\"699\" align=\"\" \/>\n<p>graphic courtesy of Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Most <\/strong><strong>foresters<\/strong><strong><br \/>\nagree<\/strong><br \/>\n(<a href=\"https:\/\/www.westernwatersheds.org\/gw-poor-wildfire-strategy\/\">but not all<\/a>) that<br \/>\nmuch of California&#8217;s vast forestlands need thinning in order to<br \/>\nreduce fuel loads. Most forests have been logged and not properly<br \/>\nrestored. Dense, <a href=\"https:\/\/conservationnw.org\/private-timber-plantations-burn-more-severely-than-adjacent-public-forests\/\">even-aged monocultures<\/a><br \/>\nare particularly susceptible to wildfire<br \/>\nafter<br \/>\nyears of drought. How to finance the work needed to set these forests<br \/>\non the path to greater health and safety?<\/p>\n<p>Biomass<br \/>\nutilization strategies attempt to finance the cleanup with the wood<br \/>\nof crowded, spindly trees, piles of slash left behind by previous<br \/>\nlogging, and other woody debris. Biomass can be used for a variety of<br \/>\napplications, including lumber products, soil amendments, and fuels.<br \/>\nBut it&#8217;s often difficult to make handling and transporting woody<br \/>\ndebris financially worthwhile. It<br \/>\ncan also be difficult to ensure that the biomass is appropriately<br \/>\nsourced and not the result of opportunistic logging that is bad for<br \/>\nthe climate.<\/p>\n<p>The<br \/>\nNorth Coast Resource Partnership and the Watershed Research and<br \/>\nTraining Center have put together an <a href=\"https:\/\/www.northcoastresourcepartnershipprojects.org\/ProjectCustomPage\/FeedstockRFP\">initiative<\/a> to help<br \/>\nfinance forest health projects with appropriately<br \/>\nsourced biomass<br \/>\nutilization.<br \/>\nThis organizational stage is funded by the Governor&#8217;s Office of<br \/>\nPlanning and Research. Various<br \/>\npublic entities, utilities, non-profit organizations and tribes that<br \/>\nmanage forested lands are eligible to participate by coordinating<br \/>\nfuel reduction projects and aggregating the woody debris. Up to three<br \/>\npilot partnerships will be selected within the North Coast region.<br \/>\nEach will be eligible for $60,000 in grant funds.<\/p>\n<p>The big<br \/>\nquestion is how will the resulting biomass be used? The leadership of<br \/>\nNCRP and WRTC emphasize that the possibilities of an improved<br \/>\nfeedstock supply could lead to high-skilled jobs and innovative<br \/>\nbusinesses that would be good for the environment. However, they are<br \/>\nofficially \u201ctechnology agnostic,\u201d meaning that the pathway of the<br \/>\naggregated biomass is beyond their control. Nothing is off the table,<br \/>\nincluding incineration at old-fashioned biomass electricity plants.<\/p>\n<p>Technologies<br \/>\nto make a wide variety of liquid fuels and gases are being<br \/>\nresearched, developed, and supported by California\u2019s Low Carbon<br \/>\nFuels Standard. These options aren\u2019t widely available yet. (<a href=\"https:\/\/www.businesswire.com\/news\/home\/20211215005226\/en\/World%E2%80%99s-First-Carbon-Removal-Plant-Converting-Wood-Waste-to-Hydrogen\">here<\/a> is an interesting article about producing hydrogen from biomass.)<br \/>\nConsidering the huge scale of biomass that will soon be flowing out<br \/>\nof forests all over California and probably other western states for<br \/>\nyears to come, these technologies and others are crucial for the<br \/>\nclimate.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>Local<br \/>\n350 Humboldt Activities<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nbiomass committee petition drive needs you!<\/strong><br \/>\nHelp us collect signatures telling RCEA to stop funding biomass<br \/>\nelectricity.
