T<\/em>he LookOut is a monthly digest of climate issues and
\nrecent developments in our neighborhood.<\/em><\/p>\n

 <\/p>\n

The Gateway Area Plan
\nmade some progress<\/strong> at the last Arcata City Council meeting<\/a> when council members killed once and for all (we hope) the K and L
\ncouplet proposal. Currently L street is closed to cars, and most
\nArcatans want to keep it that way. Safe transportation<\/a> advocates
\nwere also pleased by the council\u2019s direction to staff to make a
\nplan that improves safety for bikes and pedestrians on K and 11th<\/sup>
\nstreets.<\/p>\n

At the same meeting,
\nhowever, housing density was thrown into doubt. The issue involved
\nbuilding height. Proposed maximum heights for various sections of the
\nGateway Area range from four stories to seven. Critics of this
\nstandard include the Arcata Fire District<\/a>, which currently
\nlacks the expertise and equipment to deal with a fire that high.
\nShading already existing buildings is a concern for many, especially
\nthe residents of those already existing buildings. Recessing top
\nstories back from the ground floor would help, but promised<\/a> 3D<\/em>
\nsolar shading models have yet to be delivered.<\/p>\n

Only three members of the
\ncity council are qualified to vote on the GAP, and all three of them
\nmust agree. So Council member Kimberly White\u2019s stated preference
\nfor a range of three to five stories dismayed density advocates.
\nWhite proposed another Open House meeting to consider \u201cstrategic\u201d
\nhousing. As she explained<\/a> to the Mad River Union, \u201cBeing
\nstrategic means evaluating different blocks and neighborhoods and
\nadjusting the upper-floor step-backs so there\u2019s more daylight
\ncoming to the street. Being strategic means not putting a seven-story
\nbuilding right next to the L Street pathway.\u201d<\/p>\n

 <\/p>\n

The
\nrelationship between Humboldt and two giant wind <\/strong>power<\/strong>
\ndevelopers<\/strong> deepened when a Memorandum of Agreement was signed<\/a>.
\nRWI and Vineyard Offshore have sworn that their interests are
\ninextricably linked to our interests, and mutual cooperation
\nthroughout the long process ahead will be the golden rule. The goal
\nis to avoid and minimize impacts to our community and environment
\nfrom offshore wind development.<\/p>\n

The MOA
\nalso kicks off the beginning of collaborative workforce planning in
\nHumboldt. The extensive preparations needed to fill skilled jobs with
\nHumboldt residents is the purview of Humboldt Economic Development
\ndirector Scott Adair and the Workforce Development Board<\/a>.<\/em>
\nAnnouncing the MOA at the last Supervisors meeting<\/a>, a jubilant
\nAdair said it promoted \u201csustainable economic and workforce growth
\nfor Humboldt County residents and businesses.\u201d<\/p>\n

In
\nresponse to a question from Supervisor Bohn, Adair said it would be
\nfive to seven years from now before building even begins. So 2030 to
\n2032 is likely the soonest the turbines would produce electricity.<\/p>\n

For
\nthe meantime, County Administrative Officer Elishia Hayes suggested
\ncreating an immersive learning center that would show videos and use
\nother aids to familiarize children and adults with the process of
\nbuilding wind turbines and how they work.<\/p>\n

Those busy grant-hunters
\nat Humboldt Transit Authority<\/strong>
\nare at it again. This time they\u2019ve applied for funding from
\nEnergIIZE Commercial Vehicles. (The acronym stands for Energy
\nInfrastructure Incentives for Zero-Emission.) Funded by the
\nCalifornia Energy Commission, the program was approved<\/a> in April of 2021, and in February of this year opened with $10.4
\nmillion available for applicants.<\/p>\n

What
\nHTA wants is two DC fast chargers at its facility, which is located
\nat 133 V St. in Eureka. These chargers would support five transit
\ncity buses and three to five micro-transit vans. Locating the
\nchargers in this low-income and light-industrial neighborhood qualifies<\/a> HTA to receive up to 75% of equipment and software costs, though
\ncapped at $750,000.<\/p>\n

Displacing
\ndiesel buses improves the local air quality and for the larger
\ncommunity as well. HTA\u2019s
\ngoal of upgraded, high
\nquality transit can make
\ntraveling without a car feasible in the main metropolitan area of
\nHumboldt county.<\/p>\n

Funding
\nprograms for ZEV infrastructure is even more essential today now that
\nCalifornia\u2019s Air Resources Board has passed the Advanced Clean Fleets<\/a> directive. Now its deadline has been moved up to 2036 for
\nsales of medium to heavy duty vehicles owned by the state and local
\ngovernments to be zero-emissions. Approximately 150 different types
\nof MHDV vehicles are already available today.<\/p>\n

Speaking of buses, California\u2019s
\ncrusade<\/strong> to slash transportation emissions is attempting to take
\nanother leap. Although the requirements of California\u2019s Advanced
\nClean Fleets law includes schools, most school buses were exempted.
\nNow Assembly member Phillip Ting has introduced a bill<\/a>, AB
\n579, that aims to plug that loophole.<\/p>\n

Beginning on the first day of 2035, all
\nnew purchases or contracts for school buses will be ZEVs. This is a
\nmuch longer time frame than what other medium to heavy duty vehicles
\nget under California law. Extensions and exemptions<\/a> based on
\ndifferent circumstances are also written into the bill. However, the
\nCalifornia School Board Association still opposes
\nit.<\/p>\n

On the other hand, The Climate Center
\nthinks the bill doesn\u2019t go far enough and calls for two changes<\/a>.
\nOne would move the target date from 2035 to 2030. It notes that the
\naverage life of a diesel school bus is twelve to fifteen years. So a
\ndiesel bus bought in 2034 could pollute young lungs with toxic
\nemissions until 2049\u2014four pears past the date when we\u2019re supposed
\nto achieve overall carbon neutrality.<\/p>\n

The Center also suggests that these new
\nZEVs be required to employ bidirectional charging capacity. This
\nrefers to the capacity to feed power to the grid when needed. School
\nbuses are perfect for this use as they are usually quietly parked
\nduring peak usage hours and can recharge overnight.<\/p>\n

\nHumboldt activities<\/strong><\/p>\n

The
\nAugust bus adventurers<\/strong> met at Humboldt Transit Authority to
\nreceive a tutorial on how to load bikes on the bus, opening up whole
\nnew vistas for people who were previously scared to ask. One lesson
\nlearned was that e-bikes currently can\u2019t go on the bus. (That may
\nchange sometime in the future.) Afterwards bikers rode the Eureka Bay
\nTrail.<\/p>\n

The
\nnext bus adventure will be an October 2 bus trip to Blue Lake
\nRancheria for a talk and tour of its sustainability programs. The
\ntalk begins at 2 pm. The Blue Lake bus leaves from Arcata. Contact
