{"id":50914,"date":"2023-10-01T01:22:33","date_gmt":"2023-10-01T01:22:33","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50914"},"modified":"2024-10-11T23:29:03","modified_gmt":"2024-10-11T23:29:03","slug":"350-humboldt-lookout-for-september-of-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-september-of-2023\/","title":{"rendered":"350 Humboldt LookOut for September of 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><em><strong>The LookOut is a monthly digest of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The LookOut\u2019s last update<br \/>\nin March on Humboldt\u2019s draft Climate Action Plan<\/strong> stated that the<br \/>\nscoping phase of the Environmental Impact Report was supposed to<br \/>\nbegin mid-June. The lack of updates since then doesn\u2019t mean this<br \/>\nreporter has been asleep behind the wheel. An inquiry from the<br \/>\nLookOut to the Planning Department in July about the whereabouts of<br \/>\nthe CAP netted no useful information.<\/p>\n<p>Colin Fiske of the<br \/>\nCoalition for Responsible Transportation Priorities had more luck<br \/>\nthis month when the head of the Planning Department, John Ford,<br \/>\nresponded to his inquiry about the missing CAP. He said that the CAP,<br \/>\nas written, cannot proceed any further because Rincon Consultants,<br \/>\nhired by the county, has determined that the Plan\u2019s measures will<br \/>\nnot deliver the targeted reductions. That means it cannot be<br \/>\nconsidered a \u201cqualified\u201d plan that can stand in the stead of a<br \/>\nfull CEQA process for new projects. As Ford put it in his email, \u201cAn<br \/>\nunqualified CAP is a policy document without teeth. That is not good<br \/>\nfor anybody.\u201d<\/p>\n<p>This news is not a complete<br \/>\nsurprise. Some activists have expressed skepticism that the<br \/>\nprescribed measures for reducing our emissions haven\u2019t nearly<br \/>\nenough time to hit their targets by 2030. Others have said the<br \/>\nmeasures aren\u2019t ambitious enough. And of course, there are those<br \/>\nwho say the CAP\u2019s measures go too far.<\/p>\n<p>According to an anonymous<br \/>\nsource, county planners are considering rewriting the draft CAP to<br \/>\ncount point source emissions. Large stationary sources of greenhouse<br \/>\ngas emissions\u2014such as power plants and large industries&#8211;were not<br \/>\nincluded for two reasons. One is that the county lacks authority for<br \/>\nthe most part to regulate them. The other is that several<br \/>\nhigh-carbon-emitting businesses\u2014think pulp mills&#8211;moved away from<br \/>\nHumboldt county in the early nineties. Because California has<br \/>\nmandated a 40% carbon reduction below 1990 levels by 2030, Humboldt<br \/>\ncould take credit for those long-ago reductions even though they had<br \/>\nnothing to do with the urgent mandate to curb climate change by<br \/>\nmodifying business as usual. So rewriting the CAP along those lines<br \/>\nwould mean that Humboldt could do nothing or very little before 2030<br \/>\nand still claim to have achieved its climate goals.<\/p>\n<p>Alarmed by this<br \/>\npossibility, the Environmental Protection Information Center released<br \/>\na joint statement from several environmental groups, including 350<br \/>\nHumboldt, protesting \u201cfuzzy\u201d emissions accounting instead of real<br \/>\naction. Replying via the <a href=\"https:\/\/lostcoastoutpost.com\/2023\/sep\/29\/enviro-groups-accuse-county-undermining-climate-ac\/\">Lost Coast Outpost<\/a>, John Ford at<br \/>\nfirst seemed to deny that the county is interested in taking the easy<br \/>\nway out. He said everyone working on the plan \u201cshare the exact same<br \/>\ngoals being advanced by the environmental groups \u2014 namely,<br \/>\nprotecting the environment from catastrophic climate change by doing<br \/>\nas much as possible to reduce GHG emissions.\u201d Unfortunately, he<br \/>\nthen admitted that taking credit for those reductions of the early<br \/>\nnineties was nowhere near off the table.<\/p>\n<p>The county\u2019s process to<br \/>\ncreate a Climate Action Plan began in 2019, using GHG inventory data<br \/>\nfrom 2015. No doubt, the Planning Department is overworked. It has no<br \/>\nstaff dedicated to dealing with the climate crisis. The Board of<br \/>\nSupervisors <a href=\"https:\/\/www.times-standard.com\/2019\/08\/28\/humboldt-county-addressing-climate-future-with-new-committee\/\">promised to create<\/a> a Climate Advisory Committee<br \/>\nfour years ago, but nobody has been appointed yet. Business as usual<br \/>\ncontinues.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 433px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/820\/099\/original\/boat.png\" alt=\"\" width=\"433\" align=\"middle\" \/>\n<p>Dan Chandler<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>350<br \/>\nHumboldt sponsored another <\/strong><strong>roadside<\/strong> educational event on<br \/>\nSeptember 29. This Carbon<br \/>\nReduction Program is part of the Infrastructure Investment and Jobs<br \/>\nAct, one of the Biden administration\u2019s sweeping spending bills<br \/>\npassed in 2021.<\/p>\n<p>Humboldt<br \/>\nCounty Association of Governments, who is in charge of the purse<br \/>\nstrings, will use the money to create a regional zero-emissions <a href=\"https:\/\/www.hcaog.net\/sites\/default\/files\/6a_carbon_reduction_program_follow_up_staff_report.pdf\">fleet transition plan<\/a>. Considering that Humboldt Transit Authority plans<br \/>\nfor a future fleet of both battery electric and fuel cell electric<br \/>\nbuses, thorough planning is particularly useful. It will be necessary<br \/>\nto accommodate two different charging techniques and coordinate<br \/>\nbetween agencies to permit and build two types of fueling facilities.<br \/>\nA Medium and Heavy-Duty ZEV Readiness Plan from Redwood Coast Energy<br \/>\nAuthority will also help the planning process.<\/p>\n<p>Planning<br \/>\nwill include other government agencies, such as CalFire, BLM, and the<br \/>\nForest Service, that will also need to transform their fleets to zero<br \/>\nemissions technology. Consolidating infrastructure planning now could<br \/>\nsave money by eliminating unnecessary duplicating. Consolidating<br \/>\npurchasing power also saves money.<\/p>\n<p>Designing<br \/>\nthe plan may cost as little as $300 thousand, which would leave $800<br \/>\nthousand for another emissions-reducing project sometime in the<br \/>\nfuture. The IIJA Act gives agencies plenty of time to figure out what<br \/>\nto do with their grants.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 544px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/820\/101\/original\/this_road.png\" alt=\"\" width=\"544\" align=\"middle\" \/>\n<p>Dan Chandler<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Nationwide,<br \/>\nthe offshore wind industry is getting <\/strong><strong>pounded<\/strong><br \/>\nwith rising costs, rising interest rates, and supply chain delays.<br \/>\nOrsted, one of the biggest wind developers in the world, is talking<br \/>\nabout withdrawing from three different projects on the east coast of<br \/>\nthe United States. Yet wind power is still slated to play a crucial<br \/>\nrole in converting the grid to clean energy. On the east coast off of<br \/>\nMartha\u2019s Vineyard, the turbines being installed right now are so <a href=\"https:\/\/www.businesswire.com\/news\/home\/20230912575267\/en\/Avangrid%E2%80%99s-Vineyard-Wind-1-Begins-Wind-Turbine-Installation-Campaign\">large<\/a> that a single rotation of each turbine suffices to power<br \/>\nan average household for an entire day.<\/p>\n<p>The<br \/>\nmost <a href=\"https:\/\/insideclimatenews.org\/news\/14092023\/inside-clean-energy-offshore-wind-projects-rising-interest-rates\/\">likely outcome<\/a> is that the pace of development will slow<br \/>\nas developers re-negotiate<br \/>\ntheir deals with governments in order to deal with the rising costs<br \/>\nof construction, and this increased cost will<br \/>\nultimately be passed to consumers.<\/p>\n<p>Copenhagen<br \/>\nInfrastructure Partners and RWE Offshore Wind, the two developers who<br \/>\nhave purchased leases in the Humboldt Wind Area, haven\u2019t sounded<br \/>\nany alarms yet about their financial outlook. The electricity from<br \/>\nthe planned offshore wind farm already promises to be more expensive<br \/>\nthan most wind energy because the floating platform technology is<br \/>\nsuch a new technology. For that reason Redwood Coast Energy Authority<br \/>\nmay buy only 40 MW, which is less than a third of peak usage here in<br \/>\nHumboldt. However, the biggest hurdle is our <a href=\"https:\/\/www.wildcalifornia.org\/post\/transmission-capacity-limit-humboldt-s-ability-to-address-climate-changeby-juan-guerrero-and-tom-wh\">deficient transmission<\/a> lines, which would cost an estimated hundred million<br \/>\ndollars to upgrade, and the worst scenario would be wind power<br \/>\nbypassing us on its way to somewhere more developed. [See next<br \/>\narticle for hopeful news.]<\/p>\n<p>Also,<br \/>\nthe Harbor district\u2019s partnership with Crowley Wind Services, the<br \/>\ncompany tapped to build the heavy-lift marine terminal on Samoa<br \/>\nPeninsula, has come under question. Crowley is facing serious charges<br \/>\nof sex trafficking stemming from the alleged sexual assault on two<br \/>\nfemale employees by a supervisor, aided by complicit executives.<br \/>\nAnother more recent case involved Crowley\u2019s vice-president, Jeff<br \/>\nAndreini, sexually <a href=\"https:\/\/lostcoastoutpost.com\/2023\/aug\/31\/andreini-leaves-crowley\/\">harassing<\/a> an employee. Matthew Marshall of<br \/>\nRedwood Coast Energy Authority, who witnessed the behavior,<br \/>\npersonally intervened and then lodged an official complaint against<br \/>\nhim. Andreini is no longer employed by Crowley.<\/p>\n<p>The<br \/>\nrevelations have alarmed many Humboldt residents, including local<br \/>\ntribes. Pointing out the disproportionate number of missing and<br \/>\nmurdered indigenous women and girls [MMIWG], Joe James, chairman of<br \/>\nthe Yurok Tribe, <a href=\"https:\/\/www.times-standard.com\/2023\/08\/20\/my-word-harbor-district-should-reconisder-crowley-deal\/\">called upon<\/a> the Harbor District to reconsider<br \/>\nits partnership with Crowley. The Yurok Tribe has also published a <a href=\"https:\/\/lostcoastoutpost.com\/loco-media\/loco-media\/blog\/post\/37499\/How%2Bto%2BPrevent%2BMMIP%2Band%2BProtect%2BNative%2BWomen%2BGirls%2Band%2BPeople%2Bin%2BHumboldt%2B%2BDel%2BNorte%2BCounty%2Bas%2BMajor%2BDevelopment%2BProjects%2BCome%2BInto%2Bthe%2BRegion27%2B%2528002%2529.pdf\">memorandum<\/a> listing sixteen steps that any business sending a<br \/>\nwork force into Humboldt should take to prevent predation. 350<br \/>\nHumboldt has sent a letter to the Harbor District supporting these<br \/>\nsteps. Measures to prevent cases of MMIWG are part of the community<br \/>\nbenefit agreements that Core-HUB is negotiating with developers.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 455px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/820\/102\/original\/underwater.png\" alt=\"\" width=\"455\" align=\"middle\" \/>\n<p>Dan Chandler<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>If Humboldt vaults over<br \/>\nthe hurdles<\/strong> between it and a nice, ample supply of local offshore<br \/>\nwind power, our success may be due to <a href=\"https:\/\/www.gov.ca.gov\/2023\/08\/31\/governor-newsom-and-legislative-leaders-announce-agreement-to-fast-track-a-cleaner-more-reliable-grid\/\">AB 1373<\/a>, which Governor<br \/>\nNewsom just signed. With this law, California takes a hugely<br \/>\nambitious and controversial step into the energy biz. The Department<br \/>\nof Water Resources [DWR] is now authorized to buy clean energy on a<br \/>\nlarge scale and sell it to utilities and other load-serving entities.<br \/>\nThis is not the way things are normally done.<\/p>\n<p>Offshore wind<br \/>\nenergy&#8211;especially the floating type that seems destined for our<br \/>\nshores\u2014is the energy sector that stands to benefit the most from<br \/>\nthis step. Due to the sheer<em> <a href=\"https:\/\/www.nrdc.org\/bio\/mohit-chhabra\/ab-1373-vital-meeting-cas-energy-goals-reliably-and-affordably\">scale of investment<\/a><\/em> required to build floating offshore wind<br \/>\nfarms and the onshore support facilities, plus in many cases make<br \/>\nhugely expensive upgrades to transmission capabilities\u2014sound<br \/>\nfamiliar?&#8211; private developers need an ironclad guarantee that<br \/>\nsomeone will buy that electricity. Geothermal is another type of<br \/>\nclean energy that needs this guarantee because of its high start-up<br \/>\ncosts.<\/p>\n<p>The proliferation of<br \/>\nCCAs\u2014community choice aggregators like our Redwood Coast Energy<br \/>\nAuthority&#8211;in recent years has fragmented the buying power of what<br \/>\nused to be four major utilities in the state. A central buyer can<br \/>\nhelp compensate for that drawback but may also erode the <a href=\"https:\/\/www.delmartimes.net\/news\/story\/2023-08-08\/san-diego-community-power-clean-energy-alliance-worry-ab-1373-would-undercut-their-ability-to-procure-energy\">autonomy<\/a> of CCAs by making sure they buy the kind of power the state needs to<br \/>\nmeet its ambitious clean energy goals. An amendment to the bill seems<br \/>\nto have eased worries on that score. Access to the DWR fund makes<br \/>\nsure that CCAs have enough renewable energy on hand to meet state<br \/>\nrequirements. The new law also updates and aligns several different<br \/>\nprocurement requirements and incentives.<\/p>\n<p>1373<br \/>\nalso streamlines Public Utilities Commission reviews in order to make<br \/>\nbuilding new transmission lines <a href=\"https:\/\/www.politico.com\/newsletters\/california-climate\/2023\/09\/01\/a-suspenseful-day-for-wind-and-fire-00113821\">faster<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The LookOut is a monthly digest of climate issues and recent developments in our neighborhood. &nbsp; The LookOut\u2019s last update<span class=\"text-cutoff\">&#8230;<\/span><\/p>\n","protected":false},"author":1252,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[586],"tags":[],"class_list":["post-50914","post","type-post","status-publish","format-standard","hentry","category-lookout"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.6 -
