{"id":50904,"date":"2023-10-31T23:40:28","date_gmt":"2023-10-31T23:40:28","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50904"},"modified":"2024-10-11T23:29:13","modified_gmt":"2024-10-11T23:29:13","slug":"350-humboldt-lookout-for-october-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-october-2023\/","title":{"rendered":"350 Humboldt LookOut for October 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><em><strong>The LookOut is a monthly digest of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>October 19 was International Day of Action on Big Biomass<\/strong>. <a href=\"https:\/\/environmentalpaper.org\/2023\/10\/idoa2023\/\">Activities<\/a> that took place on six continents were a mixture of<br \/>\nsocial media, other messaging, and in person demonstrations such as<br \/>\nthe protests held in front of Barclays banks in various cities.<br \/>\nBarclays funds the Drax energy plant that is notorious for<br \/>\ndeforestation and pollution associated with burning biomass for<br \/>\nelectricity.<\/p>\n<p>This organized day of action on big biomass has been happening since<br \/>\n2017 when it was called \u201cbig bad bioenergy\u201d. The timing sends a<br \/>\nmessage to the COP climate summits usually held sometime in November.<br \/>\nIn Dubai this year the Global Renewable Energy Target will be an<br \/>\nimportant topic as it always is. The message from biomass opponents<br \/>\nis that forest biomass should not be included in the GRET because<br \/>\nit\u2019s not a step towards climate rescue but a big step in the<br \/>\nopposite direction.<\/p>\n<p>Small victories include Australia outlawing last year the use of<br \/>\nnative forests as a feedstock for biomass electricity, and in Denmark<br \/>\nfirewood sellers are not allowed to say that burning wood is<br \/>\nenvironmentally friendly. A large defeat occurred last year when the<br \/>\nEuropean Union <a href=\"https:\/\/news.mongabay.com\/2022\/09\/eu-votes-to-keep-woody-biomass-as-renewable-energy-ignores-climate-risk\/\">voted<\/a> to keep wood classified as renewable<br \/>\nenergy. The EU swears that natural forests are protected and the<br \/>\ngovernment doesn\u2019t subsidize burning whole trees, but there is no<br \/>\ncommitment to monitoring or enforcing these standards.<\/p>\n<p>California\u2019s forests are now endangered by the proposal<br \/>\nof two giant wood pellet manufacturing plants in Tuolomne and Lassen<br \/>\ncounties. The project\u2019s annual<br \/>\noutput of a million tons would be shipped to Europe and Asia. Heavily<br \/>\nportrayed in terms of forest resiliency, fuel load reduction, and<br \/>\nutilization of waste wood, this project suffers from a huge lack of<br \/>\ntrust (in addition to its other problems.)<br \/>\nThe criteria for feedstock outlined by the Notice of Preparation for<br \/>\nits draft EIR doesn\u2019t explicitly exclude commercial harvesting.<br \/>\nAccording to the <a href=\"https:\/\/www.pfpi.net\/california-scheming-rural-county-officials-diving-into-the-wood-pellet-business\/\">Partnership for Policy Integrity<\/a>,<strong><br \/>\n\u201c<\/strong>Board memoranda\u201d reveals<br \/>\nthat logging in California\u2019s national forests would provide<br \/>\nfeedstock for the pellets. The possibility that this refers to<br \/>\nharvesting trees expressly for that purpose is all too plausible.<\/p>\n<p>Three state agencies, Rural County Representatives of California,<br \/>\nGolden State Finance Authority, and Golden State Natural Resources<br \/>\nare driving the proposed project. The first two agencies have loaned<br \/>\nmillions of dollars to GSNR for startup costs. GSFA is also the lead<br \/>\nagency on the Environmental Impact Report for the project it has<br \/>\ninvested in. Humboldt county Supervisor Rex Bohn serves on all three<br \/>\nboards.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 600px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/830\/370\/original\/third_time.png\" alt=\"\" width=\"600\" align=\"middle\" \/>\n<p>Andrew Goff 7\/13\/22<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Nordic Aquafarms has bagged two more<\/strong> of the permits it needs<br \/>\nto set up a Recirculating Aquaculture System facility on the Samoa<br \/>\npeninsula.<\/p>\n<p>Back in April of this year it<br \/>\ndecided to raise Yellowtail Kingfish&#8211;which was <a href=\"https:\/\/www.fishfarmermagazine.com\/news\/another-step-forward-for-nordic-aquafarms-california-project\/\">approved<\/a> by California Fish and Wildlife this summer&#8211;instead of its original<br \/>\npick, Atlantic Salmon. The change entails a welcome though not<br \/>\ngame-changing decrease of energy use, but considering that many<br \/>\naspects of the operation<br \/>\nhave changed<br \/>\nfrom what was<br \/>\ndetailed in the Environmental Impact Report, 350 Humboldt has taken<br \/>\nthe position that a new EIR should be provided.<\/p>\n<p>The county evidently disagreed and<br \/>\nsent the Regional Water Board a Substantial Conformance letter. The<br \/>\nRWB subsequently issued a National Pollutant Discharge Elimination<br \/>\nSystem order that is necessary for wastewater discharge. According to<br \/>\nthe Times-Standard, the board seemed <a href=\"https:\/\/www.times-standard.com\/2023\/10\/05\/regional-water-board-oks-nordic-aquafarms-permit\/\">reluctant<\/a> at first. Hours of debate produced several important changes,<br \/>\nincluding daily monitoring near the discharge site that Humboldt<br \/>\nWaterkeeper has recommended from the beginning.<\/p>\n<p>Next hurdle is the California Coastal Commission hearing that will<br \/>\nprobably happen in <a href=\"https:\/\/us7.campaign-archive.com\/?u=d7b03e1ea143d010820bb2ca0&amp;id=c83ee0222f\">November<\/a>. At that time it will consider 350<br \/>\nHumboldt\u2019s appeal of the Coastal Development Permit that the county<br \/>\ngranted Nordic. Redwood Region Audubon Society, Salmonid Restoration<br \/>\nFederation, Alison Willy, and Scott Frazer have also appealed.<\/p>\n<p>If Nordic gets all of its permits lined up, Phase 1 of the project<br \/>\nmay begin in 2025. So far the company is faring better here than in<br \/>\nBelfast, Maine, where it lost <a href=\"https:\/\/www.rastechmagazine.com\/nordic-aquafarms-loses-two-leases-for-belfast-ras-facility\/\">access<\/a> to more of the land where<br \/>\nit planned to build a RAS facility. Despite that severe blow, it has<br \/>\nnot yet conceded defeat there.<\/p>\n<p style=\"text-align: center;\"><strong>\u0194\u0194\u0194\u0194\u0194\u0194\u0194 \u00a0 \u00a0 \u00a0 \u0194\u0194\u0194\u0194\u0194\u0194\u0194<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Suspicious rumors about the Planning Department\u2019s intentions<\/strong><br \/>\nin rewriting the Climate Action Plan have been more or less quelled.<br \/>\nAddressing the Board of Supervisors on October 19, Director John Ford <a href=\"https:\/\/www.madriverunion.com\/articles\/humbs-climate-action-plan-getting-revamp\/\">stated<\/a> that there would be no taking credit for the greenhouse gas<br \/>\nreductions of the early 90s when pulp mills and other polluters shut<br \/>\ndown. He reiterated the ambition to make genuine and credible GHG<br \/>\nreductions that are needed to curb the worst effects of climate<br \/>\nchange.<\/p>\n<p>In order for the draft CAP to serve that purpose, Ford said it<br \/>\nmust be reworked, and he made two proposals to the Board: to<br \/>\nhire Rincon Consultants to do the job; and to pay them with grant<br \/>\nmoney intended for facilitating the Environmental Impact Review of<br \/>\nthe 2022 plan. Conducting an EIR of the draft CAP was the job Rincon<br \/>\nwas originally hired to do, but the company also has extensive<br \/>\nexperience with writing climate action plans. An important part of<br \/>\nits new job will be to update the GHG inventory that the draft CAP<br \/>\nuses for its calculations. The one currently used is from 2015. It<br \/>\nwill be updated to 2020. New funds will have to be found for the EIR<br \/>\nfor the new draft.<\/p>\n<p>The timeline for getting this done is March of 2024 for the new draft<br \/>\nto be completed; the draft EIR will be ready by September; public<br \/>\nreview will take place in October; the final EIR ready in December;<br \/>\nand public hearings will take place in January of 2025.<\/p>\n<p>It\u2019s been a long strange trip since 2018.<\/p>\n<p>Ford acknowledged that a good CAP isn\u2019t the only thing the county<br \/>\nwould need to achieve its climate goals. We\u2019ll need dedicated staff<br \/>\nfor one thing. A Climate Resiliency Officer could leverage federal<br \/>\nfunds from the Inflation Reduction Act and other sources and also<br \/>\nhelp various jurisdictions collaborate.<\/p>\n<p>Supervisor Wilson nearly had the last word before the Board voted to<br \/>\naccept both of the Planning Department\u2019s proposals. Referring to<br \/>\nthe Humboldt\u2019s \u201ccadre of local environmental groups\u201d as a pool<br \/>\nof expertise and help, he urged the Planning Department to reach out<br \/>\nfor inspiration. Wilson said the CAP should be regarded as \u201can<br \/>\nopportunity maker, not just an obligation.\u201d<\/p>\n<p>It remains to be seen how much Rincon Consultants will engage with<br \/>\nthe community to write the new draft. Supervisor Arroyo\u2019s<br \/>\nsuggestion of forming an ad hoc committee of two supervisors will be<br \/>\nvoted on at a future meeting.<\/p>\n<p><a href=\"https:\/\/lostcoastoutpost.com\/2023\/oct\/28\/econews-report-climate-action-planning\/\">Here<\/a> is an interesting Eco-News Report discussion about the<br \/>\nrecent history and road forward to a new CAP.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 450px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/830\/371\/original\/supes_meeting.png\" alt=\"\" width=\"450\" align=\"\" \/>\n<p>screenshot from Board of Supervisors meeting<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Widespread Distributed Solar<\/strong> [WDS] refers to maximized solar<br \/>\nenergy on the already built infrastructure everywhere it is possible.<br \/>\nThat means roofs of already existing buildings plus parking lots and<br \/>\nother spaces. Filling our energy needs in this way strikes Ken<br \/>\nMiller, director of Siskiyou Land Conservancy, as an important but<br \/>\nunderutilized approach, so he and his associates have written a grant <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/ya7v677kvue3kksqhiee2\/Humboldt-WDS-Solar-Project-Proposal.pdf?rlkey=huc1ymbq17t0ax208c0uqkvna&amp;dl=0\">proposal<\/a> to procure funds for a study of the WDS potential in<br \/>\nHumboldt county.<\/p>\n<p>The study would assess the potentially available infrastructure,<br \/>\nsolar capacity and effective siting factors, economic benefits and<br \/>\ncosts, sources of funding, jobs, networked microgrids and storage,<br \/>\nand other aspects. The proposal has been shared so far with Redwood<br \/>\nRegion RISE, an <a href=\"https:\/\/ccrp.humboldt.edu\/redwood-rise\">agency<\/a> that promotes sustainable jobs in our<br \/>\narea.<\/p>\n<p>Distributed solar energy is Humboldt County\u2019s middle name.<br \/>\nSupervisor Wilson brought this up at a recent board meeting when he<br \/>\nreminded everyone that back in the \u201880s southern Humboldt and<br \/>\nnorthern Mendocino installed more solar panels than anyone in the US,<br \/>\nexcept for the military. The tradition continues, according to Jim<br \/>\nZoellik of Schatz Energy Research Center, who notes that Humboldt has<br \/>\ninstalled about three times more solar per capita than the rest of<br \/>\nthe state. Not bad for a locale that gets a third less sun.<\/p>\n<p>350 Humboldt\u2019s advocacy for utility-scale clean and renewable<br \/>\nenergy leaves plenty of room for distributed solar&#8211;the more, the<br \/>\nbetter.
