The LookOut is a monthly digest of climate issues and recent
\ndevelopments in our neighborhood.<\/strong><\/em><\/p>\n

 <\/p>\n

October 19 was International Day of Action on Big Biomass<\/strong>. Activities<\/a> that took place on six continents were a mixture of
\nsocial media, other messaging, and in person demonstrations such as
\nthe protests held in front of Barclays banks in various cities.
\nBarclays funds the Drax energy plant that is notorious for
\ndeforestation and pollution associated with burning biomass for
\nelectricity.<\/p>\n

This organized day of action on big biomass has been happening since
\n2017 when it was called \u201cbig bad bioenergy\u201d. The timing sends a
\nmessage to the COP climate summits usually held sometime in November.
\nIn Dubai this year the Global Renewable Energy Target will be an
\nimportant topic as it always is. The message from biomass opponents
\nis that forest biomass should not be included in the GRET because
\nit\u2019s not a step towards climate rescue but a big step in the
\nopposite direction.<\/p>\n

Small victories include Australia outlawing last year the use of
\nnative forests as a feedstock for biomass electricity, and in Denmark
\nfirewood sellers are not allowed to say that burning wood is
\nenvironmentally friendly. A large defeat occurred last year when the
\nEuropean Union voted<\/a> to keep wood classified as renewable
\nenergy. The EU swears that natural forests are protected and the
\ngovernment doesn\u2019t subsidize burning whole trees, but there is no
\ncommitment to monitoring or enforcing these standards.<\/p>\n

California\u2019s forests are now endangered by the proposal
\nof two giant wood pellet manufacturing plants in Tuolomne and Lassen
\ncounties. The project\u2019s annual
\noutput of a million tons would be shipped to Europe and Asia. Heavily
\nportrayed in terms of forest resiliency, fuel load reduction, and
\nutilization of waste wood, this project suffers from a huge lack of
\ntrust (in addition to its other problems.)
\nThe criteria for feedstock outlined by the Notice of Preparation for
\nits draft EIR doesn\u2019t explicitly exclude commercial harvesting.
\nAccording to the Partnership for Policy Integrity<\/a>,
\n\u201c<\/strong>Board memoranda\u201d reveals
\nthat logging in California\u2019s national forests would provide
\nfeedstock for the pellets. The possibility that this refers to
\nharvesting trees expressly for that purpose is all too plausible.<\/p>\n

Three state agencies, Rural County Representatives of California,
\nGolden State Finance Authority, and Golden State Natural Resources
\nare driving the proposed project. The first two agencies have loaned
\nmillions of dollars to GSNR for startup costs. GSFA is also the lead
\nagency on the Environmental Impact Report for the project it has
\ninvested in. Humboldt county Supervisor Rex Bohn serves on all three
\nboards.<\/p>\n

Nordic Aquafarms has bagged two more<\/strong> of the permits it needs
\nto set up a Recirculating Aquaculture System facility on the Samoa
\npeninsula.<\/p>\n

Back in April of this year it
\ndecided to raise Yellowtail Kingfish–which was approved<\/a> by California Fish and Wildlife this summer–instead of its original
\npick, Atlantic Salmon. The change entails a welcome though not
\ngame-changing decrease of energy use, but considering that many
\naspects of the operation
\nhave changed
\nfrom what was
\ndetailed in the Environmental Impact Report, 350 Humboldt has taken
\nthe position that a new EIR should be provided.<\/p>\n

The county evidently disagreed and
\nsent the Regional Water Board a Substantial Conformance letter. The
\nRWB subsequently issued a National Pollutant Discharge Elimination
\nSystem order that is necessary for wastewater discharge. According to
\nthe Times-Standard, the board seemed reluctant<\/a> at first. Hours of debate produced several important changes,
\nincluding daily monitoring near the discharge site that Humboldt
\nWaterkeeper has recommended from the beginning.<\/p>\n

Next hurdle is the California Coastal Commission hearing that will
\nprobably happen in November<\/a>. At that time it will consider 350
\nHumboldt\u2019s appeal of the Coastal Development Permit that the county
\ngranted Nordic. Redwood Region Audubon Society, Salmonid Restoration
\nFederation, Alison Willy, and Scott Frazer have also appealed.<\/p>\n

If Nordic gets all of its permits lined up, Phase 1 of the project
\nmay begin in 2025. So far the company is faring better here than in
\nBelfast, Maine, where it lost access<\/a> to more of the land where
\nit planned to build a RAS facility. Despite that severe blow, it has
\nnot yet conceded defeat there.<\/p>\n

Suspicious rumors about the Planning Department\u2019s intentions<\/strong>
\nin rewriting the Climate Action Plan have been more or less quelled.
\nAddressing the Board of Supervisors on October 19, Director John Ford stated<\/a> that there would be no taking credit for the greenhouse gas
\nreductions of the early 90s when pulp mills and other polluters shut
\ndown. He reiterated the ambition to make genuine and credible GHG
\nreductions that are needed to curb the worst effects of climate
\nchange.<\/p>\n

In order for the draft CAP to serve that purpose, Ford said it
\nmust be reworked, and he made two proposals to the Board: to
\nhire Rincon Consultants to do the job; and to pay them with grant
\nmoney intended for facilitating the Environmental Impact Review of
\nthe 2022 plan. Conducting an EIR of the draft CAP was the job Rincon
\nwas originally hired to do, but the company also has extensive
\nexperience with writing climate action plans. An important part of
\nits new job will be to update the GHG inventory that the draft CAP
\nuses for its calculations. The one currently used is from 2015. It
\nwill be updated to 2020. New funds will have to be found for the EIR
\nfor the new draft.<\/p>\n

The timeline for getting this done is March of 2024 for the new draft
\nto be completed; the draft EIR will be ready by September; public
\nreview will take place in October; the final EIR ready in December;
\nand public hearings will take place in January of 2025.<\/p>\n

It\u2019s been a long strange trip since 2018.<\/p>\n

Ford acknowledged that a good CAP isn\u2019t the only thing the county
\nwould need to achieve its climate goals. We\u2019ll need dedicated staff
\nfor one thing. A Climate Resiliency Officer could leverage federal
\nfunds from the Inflation Reduction Act and other sources and also
\nhelp various jurisdictions collaborate.<\/p>\n

Supervisor Wilson nearly had the last word before the Board voted to
\naccept both of the Planning Department\u2019s proposals. Referring to
\nthe Humboldt\u2019s \u201ccadre of local environmental groups\u201d as a pool
\nof expertise and help, he urged the Planning Department to reach out
\nfor inspiration. Wilson said the CAP should be regarded as \u201can
\nopportunity maker, not just an obligation.\u201d<\/p>\n

It remains to be seen how much Rincon Consultants will engage with
\nthe community to write the new draft. Supervisor Arroyo\u2019s
\nsuggestion of forming an ad hoc committee of two supervisors will be
\nvoted on at a future meeting.<\/p>\n

Widespread Distributed Solar<\/strong> [WDS] refers to maximized solar
\nenergy on the already built infrastructure everywhere it is possible.
\nThat means roofs of already existing buildings plus parking lots and
\nother spaces. Filling our energy needs in this way strikes Ken
\nMiller, director of Siskiyou Land Conservancy, as an important but
\nunderutilized approach, so he and his associates have written a grant proposal<\/a> to procure funds for a study of the WDS potential in
\nHumboldt county.<\/p>\n

The study would assess the potentially available infrastructure,
\nsolar capacity and effective siting factors, economic benefits and
\ncosts, sources of funding, jobs, networked microgrids and storage,
\nand other aspects. The proposal has been shared so far with Redwood
\nRegion RISE, an agency<\/a> that promotes sustainable jobs in our
\narea.<\/p>\n

Distributed solar energy is Humboldt County\u2019s middle name.
\nSupervisor Wilson brought this up at a recent board meeting when he
\nreminded everyone that back in the \u201880s southern Humboldt and
\nnorthern Mendocino installed more solar panels than anyone in the US,
\nexcept for the military. The tradition continues, according to Jim
\nZoellik of Schatz Energy Research Center, who notes that Humboldt has
\ninstalled about three times more solar per capita than the rest of
\nthe state. Not bad for a locale that gets a third less sun.<\/p>\n

350 Humboldt\u2019s advocacy for utility-scale clean and renewable
\nenergy leaves plenty of room for distributed solar–the more, the
\nbetter. The Department of Energy<\/a> estimates that more than one
\nterawatt (that\u2019s a lot) of potential solar capacity could be
\ninstalled on rooftops alone in the US.<\/p>\n
