{"id":50893,"date":"2023-12-01T02:31:13","date_gmt":"2023-12-01T02:31:13","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50893"},"modified":"2024-10-11T23:29:21","modified_gmt":"2024-10-11T23:29:21","slug":"350-humboldt-lookout-for-november-of-2023","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-november-of-2023\/","title":{"rendered":"350 Humboldt LookOut for November of 2023"},"content":{"rendered":"<p style=\"text-align: center;\"><strong>The LookOut is a monthly digest of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt<br \/>\ncounty is searching for money to repair roads. According to Tom<br \/>\nMattson<\/strong>, Humboldt\u2019s Public Works director, county roads score <a href=\"https:\/\/lostcoastoutpost.com\/2023\/may\/3\/humboldt-countys-roads-rapidly-deteriorate-board-s\/\">well below<\/a> the state average on the Pavement Condition Index. They<br \/>\nwill keep getting worse unless something is done, so the Board of<br \/>\nSupervisors is discussing different money-scrounging options. A tax<br \/>\nis most likely\u2014either a general sales tax or a special sales tax or<br \/>\npossibly a parcel tax. Voters must approve any new tax either in<br \/>\nMarch or November of next year.<\/p>\n<p>The<br \/>\nreason you\u2019re reading about this in a climate change newsletter is<br \/>\nthat 350 Humboldt joins the Coalition for<br \/>\nResponsible Transportation <a href=\"https:\/\/transportationpriorities.org\/news-updates\/\">Priorities<\/a>, Northcoast Environmental Center, and Environmental Protection Information Center in insisting that tax money collected for<br \/>\nroads must also support public transit in order to decarbonize<br \/>\ntransportation.<\/p>\n<p>FM3, a<br \/>\npolling company hired to survey community priorities, contacted 660<br \/>\ncounty residents spread out as evenly as possible between the five<br \/>\ndistricts. Lists of different <a href=\"https:\/\/humboldt.legistar.com\/View.ashx?M=F&amp;ID=12420311&amp;GUID=7D0586E9-76CE-410D-BF15-0A7F5E7196FC\">issues<\/a> were read out loud as<br \/>\nwell as several questions about whether people think the county is on<br \/>\nthe \u201cwrong track.\u201d The top three issues of concern were housing,<br \/>\nhomelessness, and drug abuse. Number four was the bad condition of<br \/>\nroads with 90% of respondees agreeing that the problem was extremely<br \/>\nserious, very serious, or somewhat serious. Only 74% agreed the same<br \/>\nabout climate change. (However, 81% cited wildfire risk as extremely<br \/>\nserious to somewhat serious.) 68% were seriously concerned about<br \/>\ninsufficient transit options. FM3 concluded from all of this that voters could<br \/>\nfeasibly vote for a tax for road repair.<\/p>\n<p>So far<br \/>\nsupervisors are split on whether support for transit should share the<br \/>\nballot measure. The survey suggests that a separate tax measure for<br \/>\ntransit is unlikely to pass, which is precisely why it should<br \/>\npiggyback on the roads tax. The methodology of a polling company<br \/>\ncannot accurately define the extreme priority of decarbonizing<br \/>\ntransportation. People in Humboldt county highly depend on their cars<br \/>\nto get around. Roads in fair condition are necessary for that.<br \/>\nThey\u2019re also necessary for our bus system, which must transcend the<br \/>\nvicious cycle of low funding, low availability, and low ridership.<\/p>\n<p>Let<br \/>\nyour supervisor know that any step taken to address the status quo<br \/>\nmust include steps towards a viable future. Climate change is<br \/>\nbreathing down our necks, and no opportunity to do something about it<br \/>\nshould be missed.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 669px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/840\/197\/original\/survey.png\" alt=\"\" width=\"669\" align=\"\" \/>\n<p>screenshot from BOS agenda packet<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Board of Supervisors<br \/>\ndeferred signing a Memorandum of Agreement with Crowley <\/strong>Maritime<br \/>\nServices at their 11\/7 meeting. The MOA concerns planning for<br \/>\nworkforce and economic development. Chair Steve Madrone suggested<br \/>\nthat county staff needed more community engagement before signing<br \/>\nanything with Crowley. He said he\u2019d been receiving feedback that<br \/>\nvarious community members\u2014especially fishers and Tribal<br \/>\nNations\u2014have not been sufficiently consulted. Many of them are<br \/>\nhighly concerned about Crowley\u2019s <a href=\"https:\/\/www.times-standard.com\/2023\/11\/08\/humboldt-county-supervisors-delay-vote-on-wind-agreement\/\">record<\/a> of sexual harassment<br \/>\nand abuse.<\/p>\n<p>The MOA does not directly<br \/>\nconcern the community benefits agreement\u2014including <span class=\"redactor-unlink\">16 steps<\/span> proposed by the Yurok Tribal Court to guard against sex<br \/>\ntrafficking&#8211;that CORE Hub Network is pursuing with the proposed port<br \/>\ndeveloper. Although<br \/>\nCrowley has promised to meet with CORE Hub\u2019s OSW Community Benefits<br \/>\ndelegation, it\u2019s the county\u2019s responsibility to facilitate any<br \/>\nagreement about community benefits and come to an agreement with<br \/>\nCrowley.<\/p>\n<p>Meanwhile,<br \/>\nthe Harbor District\u2019s planning process for a bay master plan for<br \/>\noffshore wind has accrued enough funds for the preliminary studies<br \/>\nand surveys. The next stage would require approximately $800 million.<br \/>\nA little over half of that might be forthcoming from the federal<br \/>\ngovernment sometime soon. The state may provide some of the rest,<br \/>\nthanks to <a href=\"https:\/\/www.nrdc.org\/bio\/merrian-borgeson\/cas-energy-trailer-bill-what-just-happened-part-2\">AB 209<\/a>. This recently passed bill requires the California<br \/>\nEnergy Commission to develop an Offshore Wind Waterfront Facility<br \/>\nImprovement program that will disburse grants for that purpose.<\/p>\n<p>Construction<br \/>\non the heavy lift marine terminal could start in less than three<br \/>\nyears and be completed by 2029.<\/p>\n<p style=\"text-align: center;\"><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Redwood<br \/>\nCoast Energy Authority may increase the amount of carbon-emitting<\/strong><br \/>\nelectricity in its Repower mix now that California\u2019s <a href=\"https:\/\/sierrainstitute.us\/new\/wp-content\/uploads\/2018\/05\/15_Christa-Darlington_SB1122-Implementation.pdf\">BioMAT<\/a> program is available to Community Choice Aggregates. The BioMAT<br \/>\nprogram is California\u2019s attempt to displace fossil fuels by<br \/>\nutilizing bio-energy sourced from unavoidable globalwarming<br \/>\nactivities\u2014such as wastewater treatment, or organic waste<br \/>\ncodigestion, or dairy gas, or woody biomass that is \u201csourced from<br \/>\nbyproducts of sustainable forest management.\u201d<\/p>\n<p>The<br \/>\n\u201cunavoidable\u201d criteria is certainly true of wastewater treatment<br \/>\nand organic waste. Dairy gas gets more <a href=\"https:\/\/www.arb.ca.gov\/lists\/com-attach\/24-lcfs-wkshp-dec21-ws-AHVSN1MhVlpXNQRl.pdf\">complicated<\/a>, according to Professor Fingerman of Cal Poly Humboldt, because<br \/>\nlucrative state subsidies incentivize increases in herd size in order<br \/>\nto produce more waste for the digester. The concentration of cows and<br \/>\ntheir waste creates many other toxic emissions that cannot be<br \/>\ncaptured. The neighbors of Concentrated Animal Feedlot Operations<br \/>\nbear huge impacts.<\/p>\n<p>Forest<br \/>\nbiomass can also pose a conundrum. Salvaging and using woody debris<br \/>\nresulting from fuel reductions and thinnings from restoration<br \/>\nprojects is an excellent idea only if opportunistic logging doesn\u2019t<br \/>\nprovide some of the feedstock, which optimally should keep growing<br \/>\nand sequestering carbon. However, source projects participating in<br \/>\nBioMAT must be small\u20145MW or less\u2014which may help limit<br \/>\nopportunistic industry growth.<\/p>\n<p>Making<br \/>\nbiofuels from small-scale projects is an expensive process, so<br \/>\nCalifornia must subsidize these industries because they can\u2019t<br \/>\ncompete. Consumers also subsidize the electricity through fees paid<br \/>\nto participating utilities.<\/p>\n<p>The<br \/>\nBioMAT program makes sense if done with proper safeguards and if<br \/>\nunavoidable woody waste is <a href=\"https:\/\/www.wastetoenergysystems.com\/why-is-gasification-better-than-incineration\/\">gasified<\/a> instead of incinerated.<br \/>\nThese are big IFs. Considering that forty percent of RCEA\u2019s<br \/>\nRenewable Portfolio is already generated from incinerating mill<br \/>\nwaste, increasing the amount of electricity from incinerated wood<br \/>\nwaste would mean more air pollution and less dollars for wind and<br \/>\nsolar, the real solutions to our climate crisis.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>350<br \/>\nHumboldt Activities<\/strong><\/p>\n<p><strong>Our<br \/>\ngeneral meeting<\/strong> has gone back to Zoom and also changed to the<br \/>\nfirst Wednesday of each month at 6 o\u2019clock. It\u2019s not just the<br \/>\ndispiriting failure of the first 27<\/strong> to extract meaningful commitments<br \/>\nfrom nations with anything to lose in the short term. It\u2019s Sultan<br \/>\nAl- Jaber, CEO of the United Arab Emirates\u2019 national oil company,<br \/>\npresiding over the conference. Yet we show up like children on<br \/>\nChristmas morning year after year even though we have never received<br \/>\nanything in our stocking but a lump of coal.<\/p>\n<p>The sultan not only heads the national oil company,<br \/>\nbut he\u2019s also chief executive of the Abu Dhabi National Oil Company<br \/>\n[Adnoc]. A busy man, Al-Jaber is also head of Masdar, the UAE\u2019s<br \/>\nglobal renewables company. On November 27, <a href=\"https:\/\/www.bbc.com\/news\/science-environment-67508331\">documents<\/a> were leaked to the BBC that reveal plans to make business deals at<br \/>\nthe climate summit with thirteen countries. Some of these deals<br \/>\npertain to fossil fuels, and some pertain to Masdar. Recent headlines<br \/>\nalso <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/jun\/07\/uae-oil-firm-cop28-climate-summit-emails-sultan-al-jaber-adnoc\">reveal<\/a> that Adnoc has been able to read emails to and<br \/>\nfrom the Cop28 climate summit office because the sultan used its<br \/>\nservers in his capacity as COP president.<\/p>\n<p>Although Al-Jaber has<br \/>\nrepeatedly stated that the oil industry must crack down on methane<br \/>\nleaks, his own company\u2019s plan to invest billions of dollars in <a href=\"https:\/\/time.com\/collection\/time100-climate\/6333127\/sultan-al-jaber\/\">expanding<\/a> production capacity to five millions barrels a day<br \/>\nby 2030 would certainly undermine any reductions.<\/p>\n<p>Nevertheless, try<br \/>\nto save a little room in your head for two<br \/>\npotentially promising developments. A United Nations <a href=\"https:\/\/www.bbc.com\/news\/science-environment-65917660\">rule requires<\/a> all attendees for the first<br \/>\ntime to register their corporate affiliation. Last year it was<br \/>\nestimated that about 600 fossil fuel lobbyists participated in the<br \/>\nconference, outnumbering delegates from any country. However, the<br \/>\nexact number is unknown because oil delegates weren\u2019t required to<br \/>\ndeclare themselves, letting some of them claiming to represent<br \/>\nMauritania or environmental groups. Though participants won\u2019t be<br \/>\nrequired to state the exact nature of their relationship to their<br \/>\norganization that avoidance will be published by the UN.<\/p>\n<p>Also,<br \/>\nthis year is supposed to be the first-ever \u201c<a href=\"https:\/\/unfccc.int\/topics\/global-stocktake\/about-the-global-stocktake\/why-the-global-stocktake-is-important-for-climate-action-this-decade#Why-is-this-so-important\">global stocktake<\/a>.\u201d<br \/>\nAccording to the official COP 28 website, this prime piece of new jargon refers to a \u201cprocess for<br \/>\ncountries and stakeholders to see where they\u2019re collectively making<br \/>\nprogress towards meeting the goals of the Paris Climate Change<br \/>\nAgreement \u2013 and where they\u2019re not.\u201d So no one has done that<br \/>\nyet?
