The LookOut is a monthly digest of climate issues and recent
\ndevelopments in our neighborhood.<\/strong><\/p>\n

 <\/p>\n

Eighteen
\nenvironmental, health, political and social organizations have formed a
\ncoalition to<\/strong> expose dirty energy masquerading as clean energy in
\nHumboldt\u2019s power mix. Redwood Coast Energy Authority has pledged to
\nsupply us with a hundred percent clean energy by 2025 but has
\nextended its contract for biomass electricity\u2014dirtier and more
\ncarbon-intensive than coal\u2014to 2031.<\/p>\n

Humboldt Coalition for Clean Energy<\/a> is sponsoring a
\npresentation to educate the public about this issue. Topics include
\nwhat state and federal regulations apply to biomass electricity; how
\nScotia\u2019s biomass plant\u2019s emissions\u2014carbon, particulate, and
\ntoxic pollutants\u2014compare to the emissions of other power plants,
\nincluding other biomass plants; and what the alternatives are to this
\nsituation.<\/p>\n

The presenter will be Dr. Wendy Ring, a physician and public health
\nprofessional who has researched Humboldt Sawmill Company’s emissions
\nand environmental compliance for more than a year. To sign up for the

Humboldt finally got the $2.7 million grant it needs to convert<\/a> the old Eureka Recycling<\/strong> Center into an organic waste tipping floor.
\nThis will be the first stop for the county\u2019s organic waste\u2014food
\nscraps, green waste, paper, wood and other compostables–as mandated
\nby the state. SB 1383<\/a> frowns upon this material going to
\nlandfills, and so does 350 Humboldt. Organic material rotting under
\nlandfill conditions emits the super climate pollutant, methane.<\/p>\n

Humboldt Waste Management Authority hopes that the conversion will be
\ncomplete by July of this year. When the organic waste material leaves
\nthe processing center it will be shipped to an out-of-county
\nrecycling facility. Many county officials charged with dealing with
\nour solid waste hope that eventually we will have our own composting
\nfacility. Meanwhile, the county must buy tons of finished compost
\nevery year as part of its compliance with 1383.<\/p>\n

Another component of the law is to divert 20% of still edible food
\nfrom getting tossed in the garbage to begin with. Restaurants,
\ncafeteria, grocery stores and others are required to participate in
\nthis effort to prevent food waste and distribute such food to people
\nwho need it. A lot of regulatory<\/a> and logistical planning is
\ngoing into this huge shift.<\/p>\n

What will compliance with SB 1383 look like to us regular people with
\nour differently colored bins that the haulers pick up once a week?
\nThere will be changes<\/a>, <\/em>including
\nrate hikes.<\/p>\n

Getting everything together to comply with such a far-reaching and
\nmulti-faceted law has been a challenge for our rural county, and
\nHumboldt got a late start. We\u2019ve missed the deadline by two years.
\n125 other jurisdictions within the county are also not compliant yet.
\nAn independent state commission<\/a> has questioned if SB 1383 is
\nthe best way to approach the problem of landfill methane in rural
\ncounties such as ours.<\/p>\n

\u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4<\/strong><\/p>\n

 <\/p>\n

Humboldt Transit Authority is chugging towards its ambitious vision<\/a><\/strong> of public transit.<\/strong> One day we will be able to hop on a
\nzero-emissions bus and ride across the county line in every direction
\n(well, not west) for a lot less money than Greyhound charges.
\nConnections with other transit services will give access to national
\nand state parks, tribal lands, other areas of the far-flung North
\nCoast and beyond.<\/p>\n

Though it\u2019s too early for the ZEVs yet, you can now ride a regular
\nold diesel bus all the way to Ukiah on Mondays through Fridays. This new route<\/a> from Eureka to Ukiah began mid-January. A connection
\nto Santa Rosa will probably be available by the end of February. The
\nfare to Ukiah is $2 one way\u2014a mind-boggling deal that may last as
\nlong as six months. How much it will cost then will be affected by
\ndifferent factors, so hasn\u2019t been decided yet.<\/p>\n

HTA has been pulling in one grant<\/a> after another to build its
\nfuture ZEV fleet and fueling infrastructure. Both battery electric
\nbuses and hydrogen fuel cell buses will be deployed. The HFCBs will
\nbe reserved for the longest routes with the steepest grades. The
\nfirst one is due in December of this year and may take the Ukiah
\nroute. Ten more are planned for, plus ten battery EVs.<\/p>\n

The
\nHarbor District unanimously <\/strong>passed<\/a> a resolution on January 11th<\/sup><\/strong>
\nto make plans for a<\/strong> heavy-lift marine terminal proposed for the Samoa
\nPeninsula a state-of-the-art, zero-emissions facility. As the onshore
\nsupport facility for the coming offshore wind farm it should operate
\nas sustainably and cleanly as possible. However, after the applause
\ndied down, Harbor Commissioner Greg Dale reminded everyone in the
\npacked conference room<\/a> that a resolution “means absolutely nothing . . . It has no
\npower . . . We as a board are putting together a document which will
\nhave power . . . but it’s your job to hold us accountable for that.”<\/p>\n

Fortunately,
\nthere’s money on tap for building a state-of-the-art green terminal.
\nThe U.S. Department of Transportation recently awarded the Harbor
\nDistrict $426,719,810. Senator Jared Huffman, who was instrumental in
\nswinging this grant, jubilantly proclaimed<\/a> it “the biggest federal investment in this region in fifty
\nyears.” Private industry is supposed to match those
\nfunds. Crowley Wind Services will almost certainly be
\nthe builder though the company
\nhas not yet finalized<\/a> a memorandum of agreement
\nwith the District. Construction is slated to start sometime in 2026
\nwith the goal of completion in three years.<\/p>\n

Wind
\npower developer, RWE, met with 350 Humboldt to talk about its draft
\nCommunity Benefit Agreement<\/a>.
\nThirty percent of their bid\u2014almost $158 million\u2014will be reserved
\nfor measures that benefit our local economy. Most of that
\nwill go towards workforce training and establishing a supply chain.
\nTen percent is devoted to projects designed to mitigate any adverse
\nimpacts on fisherfolk, tribes, and other community members. Funds are
\nalso budgeted for donations to community programs such as Food for
\nPeople.<\/p>\n

The
\nother developer, Vineyard Wind, which already has an office<\/a> in Eureka, is also working on its CBA. It already has experience
\nnegotiating the first offshore wind CBA in the country from their
\nproject at Martha’s Vineyard on the east coast. CBAs are not
\nmandatory for developers, but developers often volunteer to pursue
\nthem in order to have good community relationships. The final form of
\na CBA must be submitted to BOEM before the developer submits its
\nfirst Facility Design Report. That will probably occur in six to
\nseven years.<\/p>\n

Actual
\nconstruction of the turbines is not likely to start for ten years.<\/p>\n

The California Coastal Commission rejected
\n350 Humboldt\u2019s appeals of the Local Coastal Permit for Nordic
\nAquafarm\u2019s proposed land-based facility on the Samoa Peninsula. We
\nargued that Nordic\u2019s proposed mitigations of the project\u2019s
\ngreenhouse gas emissions fell far short.<\/p>\n

Because of inherent restrictions<\/a> of the appeals process, the
\nCCC could only consider if Nordic\u2019s EIR is inconsistent with
\nHumboldt County\u2019s Local Coastal Plan. Unfortunately, the LCP was
\ncreated in the early 80s and doesn\u2019t mention greenhouse gas impacts
\nat all. The county is working<\/a> on updating it.<\/p>\n

The mitigations proposed in the FEIR for the Aquafarm do not cover
\nthe greenhouse emissions entailed by producing the fish feed that
\nwill be used. Also problematic is Nordic\u2019s unwillingness to commit
\nto using refrigerants with minimum globalwarming potential. A third
\nobjection concerned inadequate mitigation for the estimated
\nelectricity usage of 125 Gwhrs. The proposed annual Renewable Energy
\nCertificates only match up to roughly half of the actual draw,
\nresulting in more than 25,000 metric tons of unmitigated CO2.<\/p>\n

350 Humboldt also pointed out<\/a> the conflict between the
\nelectricity needs of the proposed aquafarm and the proposed marine
\nterminal. Nordic\u2019s usage would double the amount of electricity
\nused by Eureka. The prospect of such a massive draw comes at the same
\ntime we are looking at the development of the heavy-lift marine
\nterminal. Environmental groups have pushed for an all-electric
\noperation, and the Harbor District has agreed in theory. However, due
\nto Humboldt\u2019s transmission constraints and limited local
\ngeneration, we have no reason to take our power supply for granted.
\nRob Holmlund of the Harbor District commented during a public forum
\nlast summer that enough electricity might not be available for an
\nall-electric terminal. A big wind farm could remedy that shortage,
\nbut completion of the wind terminal must come first.<\/p>\n

Sometime
\nduring the next few months, the Coastal Commission will consider the Harbor
\nDistrict\u2019s application for a permit for Nordic Aquafarm to take the
\nwater it needs from the bay. Humboldt Waterkeeper and other
\norganizations argue that the water should come from the ocean, not
\nthe bay. This permit is the last major permit required for Nordic.<\/p>\n

\n350.org<\/strong>, which is active in North America, Latin America, Europe,
\nAsia and Turkey, Africa, and the Pacific islands. In the US there are
\n114 individual 350 affiliates. The ten
\nlargest make up the Network Council, which employs ten people as
\nstaff for the North
\nAmerican
\norganization. The
\nnumber 350 refers to the original goal of keeping CO2 to no more than
\n350 parts per million in order to prevent climate change. The world’s
\natmosphere is now at 416.<\/p>\n
