{"id":50877,"date":"2024-02-01T15:30:22","date_gmt":"2024-02-01T15:30:22","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50877"},"modified":"2024-10-11T23:29:29","modified_gmt":"2024-10-11T23:29:29","slug":"350-humboldt-lookout-for-january-2024","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-january-2024\/","title":{"rendered":"350 Humboldt LookOut for January 2024"},"content":{"rendered":"<p style=\"text-align: center;\"><strong>The LookOut is a monthly digest of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Eighteen<br \/>\nenvironmental, health, political and social organizations have formed a<br \/>\ncoalition to<\/strong> expose dirty energy masquerading as clean energy in<br \/>\nHumboldt\u2019s power mix. Redwood Coast Energy Authority has pledged to<br \/>\nsupply us with a hundred percent clean energy by 2025 but has<br \/>\nextended its contract for biomass electricity\u2014dirtier and more<br \/>\ncarbon-intensive than coal\u2014to 2031.<\/p>\n<p><a href=\"https:\/\/www.humboldtcleanenergy.org\/\">Humboldt Coalition for Clean Energy<\/a> is sponsoring a<br \/>\npresentation to educate the public about this issue. Topics include<br \/>\nwhat state and federal regulations apply to biomass electricity; how<br \/>\nScotia\u2019s biomass plant\u2019s emissions\u2014carbon, particulate, and<br \/>\ntoxic pollutants\u2014compare to the emissions of other power plants,<br \/>\nincluding other biomass plants; and what the alternatives are to this<br \/>\nsituation.<\/p>\n<p>The presenter will be Dr. Wendy Ring, a physician and public health<br \/>\nprofessional who has researched Humboldt Sawmill Company&#8217;s emissions<br \/>\nand environmental compliance for more than a year. And <a href=\"http:\/\/tinyurl.com\/543tfak8\">here<\/a> is the link for<br \/>\nFebruary 27 (same time).<\/p>\n<p style=\"text-align: center;\"><strong><br \/>\n\u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt finally got the $2.7 million grant it needs to <a href=\"https:\/\/www.northcoastjournal.com\/NewsBlog\/archives\/2022\/06\/02\/hwma-temporarily-closing-and-relocating-eureka-recycling-center\">convert<\/a> the old Eureka Recycling<\/strong> Center into an organic waste tipping floor.<br \/>\nThis will be the first stop for the county\u2019s organic waste\u2014food<br \/>\nscraps, green waste, paper, wood and other compostables&#8211;as mandated<br \/>\nby the state. <a href=\"https:\/\/www.northcoastjournal.com\/news\/humboldt-county-still-working-to-implement-organic-waste-system-25876038\">SB 1383<\/a> frowns upon this material going to<br \/>\nlandfills, and so does 350 Humboldt. Organic material rotting under<br \/>\nlandfill conditions emits the super climate pollutant, methane.<\/p>\n<p>Humboldt Waste Management Authority hopes that the conversion will be<br \/>\ncomplete by July of this year. When the organic waste material leaves<br \/>\nthe processing center it will be shipped to an out-of-county<br \/>\nrecycling facility. Many county officials charged with dealing with<br \/>\nour solid waste hope that eventually we will have our own composting<br \/>\nfacility. Meanwhile, the county must buy tons of finished compost<br \/>\nevery year as part of its compliance with 1383.<\/p>\n<p>Another component of the law is to divert 20% of still edible food<br \/>\nfrom getting tossed in the garbage to begin with. Restaurants,<br \/>\ncafeteria, grocery stores and others are required to participate in<br \/>\nthis effort to prevent food waste and distribute such food to people<br \/>\nwho need it. A lot of <a href=\"https:\/\/www.times-standard.com\/2023\/02\/23\/eureka-advances-food-waste-recycling-for-businesses-individuals\/\">regulatory<\/a> and logistical planning is<br \/>\ngoing into this huge shift.<\/p>\n<p>What will compliance with SB 1383 look like to us regular people with<br \/>\nour differently colored bins that the haulers pick up once a week?<br \/>\nThere will be <em><a href=\"https:\/\/lostcoastoutpost.com\/2023\/may\/18\/more-arcatas-compost-mandate-city-council-moves-fo\/\">changes<\/a>, <\/em>including<br \/>\nrate hikes.<\/p>\n<p>Getting everything together to comply with such a far-reaching and<br \/>\nmulti-faceted law has been a challenge for our rural county, and<br \/>\nHumboldt got a late start. We\u2019ve missed the deadline by two years.<br \/>\n125 other jurisdictions within the county are also not compliant yet.<br \/>\nAn independent state <a href=\"https:\/\/www.times-standard.com\/2023\/08\/11\/state-commission-sounds-alarm-on-green-waste-implementation\/\">commission<\/a> has questioned if SB 1383 is<br \/>\nthe best way to approach the problem of landfill methane in rural<br \/>\ncounties such as ours.<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4 \u00a4\u00a4\u00a4<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt Transit Authority is chugging towards its <a href=\"https:\/\/lostcoastoutpost.com\/2023\/apr\/28\/humboldt-transit-authority-awarded-175-million-bee\/?\">ambitious vision<\/a><\/strong><strong> of public transit.<\/strong> One day we will be able to hop on a<br \/>\nzero-emissions bus and ride across the county line in every direction<br \/>\n(well, not west) for a lot less money than Greyhound charges.<br \/>\nConnections with other transit services will give access to national<br \/>\nand state parks, tribal lands, other areas of the far-flung North<br \/>\nCoast and beyond.<\/p>\n<p>Though it\u2019s too early for the ZEVs yet, you can now ride a regular<br \/>\nold diesel bus all the way to Ukiah on Mondays through Fridays. This <a href=\"https:\/\/krcrtv.com\/north-coast-news\/eureka-local-news\/changes-in-humboldt-transit-system\">new route<\/a> from Eureka to Ukiah began mid-January. A connection<br \/>\nto Santa Rosa will probably be available by the end of February. The<br \/>\nfare to Ukiah is $2 one way\u2014a mind-boggling deal that may last as<br \/>\nlong as six months. How much it will cost then will be affected by<br \/>\ndifferent factors, so hasn\u2019t been decided yet.<\/p>\n<p>HTA has been pulling in one <a href=\"https:\/\/www.caclimateinvestments.ca.gov\/2023-profiles\/hta\">grant<\/a> after another to build its<br \/>\nfuture ZEV fleet and fueling infrastructure. Both battery electric<br \/>\nbuses and hydrogen fuel cell buses will be deployed. The HFCBs will<br \/>\nbe reserved for the longest routes with the steepest grades. The<br \/>\nfirst one is due in December of this year and may take the Ukiah<br \/>\nroute. Ten more are planned for, plus ten battery EVs.<\/p>\n<p>Click <a href=\"https:\/\/lostcoastoutpost.com\/polls\/2024\/jan\/17\/poll-can-you-imagine-yourself-utilizing-new-eureka\/\">here<\/a> to read the results of a LOCO poll of Humboldt<br \/>\nresidents\u2019 reaction to the new route.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 515px;\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/856\/951\/original\/bus_route.jpg\" width=\"515\" \/>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nHarbor District unanimously <\/strong><strong><a href=\"https:\/\/www.wildcalifornia.org\/post\/port-of-humboldt-announces-green-terminal-strategy\">passed<\/a> a resolution on January 11<sup>th<\/sup><\/strong><strong><br \/>\nto make plans for a<\/strong> heavy-lift marine terminal proposed for the Samoa<br \/>\nPeninsula a state-of-the-art, zero-emissions facility. As the onshore<br \/>\nsupport facility for the coming offshore wind farm it should operate<br \/>\nas sustainably and cleanly as possible. However, after the applause<br \/>\ndied down, Harbor Commissioner Greg Dale reminded everyone in the<br \/>\npacked conference <a href=\"https:\/\/archive.org\/details\/ahca-Humboldt_Bay_Harbor_Recreation_Conservation_District_Meeting_2024-01-11\">room<\/a> that a resolution &#8220;means absolutely nothing . . . It has no<br \/>\npower . . . We as a board are putting together a document which will<br \/>\nhave power . . . but it&#8217;s your job to hold us accountable for that.&#8221;<\/p>\n<p>Fortunately,<br \/>\nthere&#8217;s money on tap for building a state-of-the-art green terminal.<br \/>\nThe U.S. Department of Transportation recently awarded the Harbor<br \/>\nDistrict $426,719,810. Senator Jared Huffman, who was instrumental in<br \/>\nswinging this grant, jubilantly <a href=\"https:\/\/lostcoastoutpost.com\/2024\/jan\/24\/a-half-billion-for-humboldt\/\">proclaimed<\/a> it &#8220;the biggest federal investment in this region in fifty<br \/>\nyears.&#8221; Private industry is supposed to match those<br \/>\nfunds. Crowley Wind Services will almost certainly be<br \/>\nthe builder though the company<br \/>\nhas not yet <a href=\"https:\/\/www.times-standard.com\/2023\/11\/08\/humboldt-county-supervisors-delay-vote-on-wind-agreement\/?\">finalized<\/a> a memorandum of agreement<br \/>\nwith the District. Construction is slated to start sometime in 2026<br \/>\nwith the goal of completion in three years.<\/p>\n<p>Wind<br \/>\npower developer, RWE, met with 350 Humboldt to talk about its draft<br \/>\nCommunity Benefit <a href=\"https:\/\/legal-planet.org\/2023\/06\/21\/community-benefits-agreements-cbas-can-provide-tools-for-communities-negotiating-offshore-wind-development-impacts\/\">Agreement<\/a>.<br \/>\nThirty percent of their bid\u2014almost $158 million\u2014will be reserved<br \/>\nfor measures that benefit our local economy. Most of that<br \/>\nwill go towards workforce training and establishing a supply chain.<br \/>\nTen percent is devoted to projects designed to mitigate any adverse<br \/>\nimpacts on fisherfolk, tribes, and other community members. Funds are<br \/>\nalso budgeted for donations to community programs such as Food for<br \/>\nPeople.<\/p>\n<p>The<br \/>\nother developer, Vineyard Wind, which already has an <a href=\"https:\/\/www.times-standard.com\/2023\/12\/05\/offshore-wind-company-to-open-office-in-eureka-ahead-of-construction\/\">office<\/a> in Eureka, is also working on its CBA. It already has experience<br \/>\nnegotiating the first offshore wind CBA in the country from their<br \/>\nproject at Martha&#8217;s Vineyard on the east coast. CBAs are not<br \/>\nmandatory for developers, but developers often volunteer to pursue<br \/>\nthem in order to have good community relationships. The final form of<br \/>\na CBA must be submitted to BOEM before the developer submits its<br \/>\nfirst Facility Design Report. That will probably occur in six to<br \/>\nseven years.<\/p>\n<p>Actual<br \/>\nconstruction of the turbines is not likely to start for ten years.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 499px; display: block; margin: auto;\" title=\"Senator Huffman\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/856\/952\/original\/huffman.png\" alt=\"Senator Huffman\" width=\"499\" align=\"middle\" \/>\n<p>Andrew Goff<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The California Coastal Commission rejected<br \/>\n350 Humboldt\u2019s appeals of the Local Coastal Permit for Nordic<br \/>\nAquafarm\u2019s proposed land-based facility on the Samoa Peninsula. We<br \/>\nargued that Nordic\u2019s proposed mitigations of the project\u2019s<br \/>\ngreenhouse gas emissions fell far short.<\/p>\n<p>Because of inherent <a href=\"https:\/\/www.times-standard.com\/2023\/12\/15\/coastal-commission-tosses-appeals-for-nordic-aquafarms-fish-farm\/\">restrictions<\/a> of the appeals process, the<br \/>\nCCC could only consider if Nordic\u2019s EIR is inconsistent with<br \/>\nHumboldt County\u2019s Local Coastal Plan. Unfortunately, the LCP was<br \/>\ncreated in the early 80s and doesn\u2019t mention greenhouse gas impacts<br \/>\nat all. The county is <a href=\"https:\/\/humboldtgov.org\/1678\/Local-Coastal-Plan-Update\">working<\/a> on updating it.<\/p>\n<p>The mitigations proposed in the FEIR for the Aquafarm do not cover<br \/>\nthe greenhouse emissions entailed by producing the fish feed that<br \/>\nwill be used. Also problematic is Nordic\u2019s unwillingness to commit<br \/>\nto using refrigerants with minimum globalwarming potential. A third<br \/>\nobjection concerned inadequate mitigation for the estimated<br \/>\nelectricity usage of 125 Gwhrs. The proposed annual Renewable Energy<br \/>\nCertificates only match up to roughly half of the actual draw,<br \/>\nresulting in more than 25,000 metric tons of unmitigated CO2.<\/p>\n<p>350 Humboldt also <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/cih5er5bds2g6snik8ceu\/350-Humboldt-comment-to-CC-re-cumulative-impact.pdf?rlkey=shd0zqo6w9shmpz4fcjklh37v&amp;dl=0\">pointed out<\/a> the conflict between the<br \/>\nelectricity needs of the proposed aquafarm and the proposed marine<br \/>\nterminal. Nordic\u2019s usage would double the amount of electricity<br \/>\nused by Eureka. The prospect of such a massive draw comes at the same<br \/>\ntime we are looking at the development of the heavy-lift marine<br \/>\nterminal. Environmental groups have pushed for an all-electric<br \/>\noperation, and the Harbor District has agreed in theory. However, due<br \/>\nto Humboldt\u2019s transmission constraints and limited local<br \/>\ngeneration, we have no reason to take our power supply for granted.<br \/>\nRob Holmlund of the Harbor District commented during a public forum<br \/>\nlast summer that enough electricity might not be available for an<br \/>\nall-electric terminal. A big wind farm could remedy that shortage,<br \/>\nbut completion of the wind terminal must come first.<\/p>\n<p>Sometime<br \/>\nduring the next few months, the Coastal Commission will consider the Harbor<br \/>\nDistrict\u2019s application for a permit for Nordic Aquafarm to take the<br \/>\nwater it needs from the bay. Humboldt Waterkeeper and other<br \/>\norganizations argue that the water should come from the ocean, not<br \/>\nthe bay. This permit is the last major permit required for Nordic.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong>350<br \/>\nHumbldt Activities<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The <strong>outreach committee<\/strong> will meet in February on the 5th at 4 PM. In the US there are<br \/>\n114 individual 350 affiliates. The ten<br \/>\nlargest make up the Network Council, which employs ten people as<br \/>\nstaff for the North<br \/>\nAmerican<br \/>\norganization. The<br \/>\nnumber 350 refers to the original goal of keeping CO2 to no more than<br \/>\n350 parts per million in order to prevent climate change.
