{"id":50822,"date":"2024-06-01T01:20:00","date_gmt":"2024-06-01T01:20:00","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50822"},"modified":"2024-10-11T23:29:50","modified_gmt":"2024-10-11T23:29:50","slug":"350-humboldt-lookout-for-may-of-2024","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-may-of-2024\/","title":{"rendered":"350 Humboldt LookOut for May of 2024"},"content":{"rendered":"<p style=\"text-align: center;\"><strong>The LookOut is a monthly<br \/>\ndigest of climate issues and recent developments in our neighborhood.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Anyone<br \/>\nwho suspected that Humboldt county would not reap<\/strong> <strong>any of the future<br \/>\nwind energy<\/strong> <strong>off its shore will be glad to hear about the most recent <a href=\"https:\/\/www.downeybrand.com\/legal-alerts\/caiso-proposes-transmission-links-to-north-coast-offshore-wind-resources\/\">draft Transmission Plan<\/a> from California Independent<br \/>\nSystem Operator (CAISO).<\/strong> It provides for a new 500 kV substation<br \/>\nonshore in Humboldt to receive the electricity and two new<br \/>\ntransmission lines\u2014one to the Bay area and one towards Red Bluff.<br \/>\nRedwood Coast Energy Authority at a special meeting on April 22<br \/>\nhailed this development as a \u201cregional grid resilience investment.\u201d<\/p>\n<p>Three<br \/>\npowerhouses of innovative technology on the West Coast, are <a href=\"https:\/\/now.humboldt.edu\/news\/new-west-coast-offshore-wind-science-consortium-launches\">joining forces<\/a><br \/>\nto get ready for offshore wind: Schatz Energy Center of Cal Poly<br \/>\nHumboldt, which has been working on clean energy technologies for 35<br \/>\nyears, the Center for Coastal Marine Sciences of Cal Poly San Luis<br \/>\nObispo, and the Pacific Marine Energy Center of Oregon State<br \/>\nUniversity. This formidable trio calls itself the Pacific Offshore<br \/>\nWind Consortium (POWC, aptly pronounced POW Sea). Its focus will be<br \/>\nresearch and innovation, workforce education and professional<br \/>\ndevelopment, and community and Tribal engagement and knowledge<br \/>\nsharing, monitoring protected species, and mitigation planning.<\/p>\n<p>The<br \/>\nconsortium&#8217;s advisory committee will mine input from representatives<br \/>\nfrom Tribal Nations, including Blue Lake Rancheria and the Yurok<br \/>\nTribe and Hoopa Valley Public Utility District, state agencies,<br \/>\nfederal labs and agencies, philanthropic organizations and the<br \/>\noffshore wind industry.<\/p>\n<p>There<br \/>\nis a lot to be learned in the five to eight years before construction<br \/>\nof the wind turbines begins. However, the onshore support facilities<br \/>\nneed to be built first, including the heavy-lift marine terminal on<br \/>\nthe Samoa Peninsula. To finance these port developments, the<br \/>\nCalifornia legislature has proposed a one billion dollar <a href=\"https:\/\/calmatters.org\/environment\/2024\/02\/offshore-wind-bond-california\/\">bond measure<\/a><br \/>\n(AB 2208). Without a bond measure, state funds would need to be<br \/>\nearmarked,<br \/>\nbut those are getting scarce as an estimated $38 billion deficit<br \/>\nlooms, according to Gov. Newsom.<\/p>\n<p>Click <a href=\"https:\/\/www.brookings.edu\/articles\/will-offshore-wind-be-good-for-humboldt-county-california\/\">here<\/a> for a podcast from the Reimagine Rural about the trepidation and<br \/>\nhopes many of us Himboldters feel as we try to gauge the changes that<br \/>\nthe offshore wind industry will have on our county. [Note: the recent<br \/>\nCAISO draft Transmission Plan had not yet been issued when these<br \/>\ninterviews with civic and tribal leaders were done.]<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><br \/>\n<strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Since<br \/>\nlast October when the Planning Department <a href=\"https:\/\/humboldtgov.org\/DocumentCenter\/View\/127959\/Refocus-CAP-Discussion?bidId=\">determined<\/a> that the<br \/>\ncounty draft Climate Action Plan<\/strong> <strong>would likely not deliver the<br \/>\nnecessary emissions reductions, Rincon Consultants has been rewriting<br \/>\nit<\/strong>. 350 Humboldt had hoped that the county and the consultants, based<br \/>\nin Ventura, would consult with knowledgeable local environmentalists;<br \/>\ninstead, the county sent out an email in May to interested parties<br \/>\nthat listed possible reduction measures and the amount of CO2 each<br \/>\nwould save. Respondents were instructed to express their preferences<br \/>\nby May 29. The purpose of this popularity contest is a little<br \/>\nunclear, considering the draft CAP\u2019s June deadline. However, public<br \/>\ncomment should ensue as usual once the Scoping period for a draft<br \/>\nEnvironmental Review has begun. Stay tuned.<\/p>\n<p>If you would like to familiarize yourself with the possible measures<br \/>\nin the draft plan, 350 Humboldt plans to use the community survey as<br \/>\na basis for discussion at its General Meeting on June 5 at 6 PM.<br \/>\n<u><a href=\"https:\/\/us02web.zoom.us\/j\/82415260158?pwd=SHY0dENuZ3o5MXFSRExLd3kxeE9iQT09\">https:\/\/us02web.zoom.us\/j\/82415260158?pwd=SHY0dENuZ3o5MXFSRExLd3kxeE9iQT09<\/a><\/u><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><br \/>\n<strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Despite<br \/>\nacknowledgment of a considerable adverse impact on marine life in<br \/>\nHumboldt Bay,<\/strong> <strong>the Coastal Commission <\/strong><a href=\"https:\/\/www.times-standard.com\/2024\/05\/09\/coastal-commission-oks-seawater-intake-upgrades-benefiting-proposed-fish-farm-research-park\/\">granted a permit<\/a><strong><br \/>\non May 8 for the seawater intake system of the Nordic Aquafarm<br \/>\nproject.<\/strong> Twelve million gallons of bay water per day passing through<br \/>\nsmall-mesh screens will entrap fish eggs, larvae, and many other<br \/>\norganisms. Screen design improvements may reduce <span class=\"redactor-unlink\">entrainment<\/span>. The CC determined, however, that the proposed<br \/>\nenvironmental<br \/>\nmitigations\u2014including removal of numerous creosote-soaked timbers<br \/>\nfrom defunct docks, eradication of invasive species, and tidal marsh<br \/>\nrestoration\u2014will<br \/>\noutweigh<br \/>\nthe adverse impacts.<\/p>\n<p>Nordic<br \/>\nhas now obtained all three necessary permits from the Coastal<br \/>\nCommission and many other important ones from various agencies. An<br \/>\nIncidental Take Permit from California Department of Fish and<br \/>\nWildlife may be necessary because of the entrainment issue. To read<br \/>\ncomments submitted to the Coastal Commission from Humboldt<br \/>\nWaterkeeper and other local organizations, click <a href=\"https:\/\/lostcoastoutpost.com\/loco-media\/loco-media\/blog\/post\/39247\/W11a-5-2024-correp.pdf\">here<\/a>.<\/p>\n<p>350<br \/>\nHumboldt&#8217;s opposition to the project is based on its tremendous<br \/>\nenergy usage and the uncounted CO2 emissions of feeding the fish.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><strong><img decoding=\"async\" style=\"width: 100%; max-width: 500px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/900\/692\/original\/nordic.png\" alt=\"\" width=\"500\" align=\"middle\" \/><\/strong><\/strong><\/p>\n<p><strong><strong>Simulation of proposed Nordic facility<br \/>\n<\/strong><\/strong><\/p>\n<p><strong><strong>\u00a0<\/strong><\/strong><\/p>\n<p><strong>After<br \/>\ntwo and a half years of hammering, Arcata\u2019s Gateway Area Plan [GAP]<br \/>\nis nearing completion.<\/strong> The<br \/>\nprocess has been lively, to put it mildly, but it should be. At a<br \/>\nspecial <a href=\"https:\/\/lostcoastoutpost.com\/2024\/may\/30\/arcata-city-council-discusses-final-updates-gatewa\/\">public hearing<\/a> on May 29, the council listened to<br \/>\nextensive public comment before discussing the overlapping documents<br \/>\nof the GAP, Gateway Area Code, and the Program Environmental Impact<br \/>\nReport. Many commenters lauded the plan\u2019s virtues of providing more<br \/>\nhousing without sprawling over ag and forest lands. The infill<br \/>\nproject will support a much denser population, making walking,<br \/>\nbiking, and public transit much more feasible as means of getting<br \/>\naround. Other commenters expressed fairly nuanced criticisms and<br \/>\nconcerns about building heights, fire protection, and densification.<\/p>\n<p>The<br \/>\ncurrent inability of the Arcata Fire Department to respond to burning<br \/>\nbuildings that are higher than three stories understandably provoked<br \/>\nthe most public concern. However, council member Sarah Schaefer<br \/>\npointed out that the fire marshal signs off on every building before<br \/>\nit is built. Simply zoning for higher buildings does not mean rubber<br \/>\nstamping disaster. Arcata, the Arcata Fire District, and Cal Poly<br \/>\nHumboldt are jointly funding an analysis of Standards of Coverage.<br \/>\nExactly what comes after that isn\u2019t known at this time, but it will<br \/>\ndoubtlessly involve increasing much needed funding for the AFD. In<br \/>\nthe event of that not happening, the GAP will be amended.<\/p>\n<p>The<br \/>\npopular concept of the linear park along L St. between Samoa and 7<sup>th<\/sup>,<br \/>\nplus a woonerf (a wide street that accommodates slow limited<br \/>\nvehicular traffic in addition to bicycling and other activities) from<br \/>\n7<sup>th<\/sup> to 11<sup>th<\/sup> \u2013made its way into the Code. New<br \/>\nbuildings along the corridor will incorporate enhanced setbacks of<br \/>\nupper stories to minimize shading, and implementations for these<br \/>\ngoals will be developed within two years.<\/p>\n<p>Another<br \/>\npublic hearing will be held on June 4, and the final version of the<br \/>\nGateway Plan, Code, and PEIR will be up for the vote on July 17<sup>th<\/sup>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><strong><strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><br \/>\n<strong>&gt;&gt;&gt;&lt;&lt;&lt;<\/strong><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Great Redwood Trail, once a<br \/>\ngleam in the eyes of dreamers, has now issued a draft <a href=\"https:\/\/greatredwoodtrailplan.org\/\">Master Plan<\/a>.<\/strong><br \/>\nThe Great Redwood Trail Agency was<br \/>\nestablished by the California legislature in early 2022 with<br \/>\nHumboldt Supervisor Steve Madrone as vice-chair of the board. The<br \/>\nsixty day public comment period on the Plan ends on June 3. You can<br \/>\nmake a comment via the link for the Master Plan above. To read the<br \/>\ncomment from EPIC and the Coalition for Responsible Transportation<br \/>\nPriorities, click <a href=\"https:\/\/transportationpriorities.org\/wp-content\/uploads\/2024\/05\/CRTP-EPIC-Comments-on-Draft-GRT-Master-Plan-Final.pdf\">here<\/a>.<\/p>\n<p>For much of its length between<br \/>\nSan Francisco and Blue Lake, the route follows the abandoned North<br \/>\nCoast Rail line and the Eel River Canyon despite collapsed tunnels,<br \/>\nfrequent landslides, old railroad debris, and another set of dreamers<br \/>\nwho wanted to restore the old railroad. It will traverse five<br \/>\ncounties, fourteen cities and the ancestral territory of numerous<br \/>\ntribes, <a href=\"https:\/\/kymkemp.com\/2024\/01\/24\/wailaki-descendants-to-speak-during-public-comment-period-at-great-redwood-trail-meeting-in-ukiah-january-25\/\">not all of whom<\/a> are in favor. And the hefty price tag<br \/>\nkeeps growing\u2014$5 billion for construction and environmental<br \/>\nimpacts, according to the most recent <a href=\"https:\/\/calsta.ca.gov\/-\/media\/calsta-media\/documents\/appendix-d--cdpr-great-redwood-trail-feasibility-report508remediateda11y.pdf\">study<\/a>. Some taxpayers<br \/>\naren\u2019t all that thrilled, especially since California estimates a<br \/>\n$38 billion deficit next year.<\/p>\n<p>Sections of the future 307-mile<br \/>\ntrail\u2014amounting to about 13%&#8211;are already complete and have<br \/>\nexpanded opportunity for bicycle commuters as well as for recreation<br \/>\nthat doesn\u2019t add to high transportation emissions. The Bay Trail,<br \/>\nlinking Arcata to Eureka, will be part of it. Click <a href=\"https:\/\/lostcoastoutpost.com\/2024\/apr\/3\/great-redwood-trail-unveils-its-draft-master-plan\/\">here<\/a> for a<br \/>\ngreat article detailing changes proposed by the Master Plan that<br \/>\nwould affect various parts of Humboldt county. <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/great-redwood-trail-milestone-plan-unveiled-for-path-connecting-san-franci\/\">Here<\/a> is another<br \/>\ngreat article that furnishes an overview of the Plan\u2019s challenges<br \/>\nand benefits.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 455px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/900\/693\/original\/loleta.png\" alt=\"\" width=\"455\" align=\"\" \/>\n<p>simulation from the draft Master Plan via Lost Coast Outpost<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Redwood Coast Energy Authority<br \/>\nwill not make a decision this year about whether biomass electricity<br \/>\nbelongs in its Integrated Resource Plan for 2030-2035. <\/strong>The deadline<br \/>\nfor the decision had originally been sometime this year, setting off<br \/>\nan intensive round of campaigning that resulted in the formation of<br \/>\nthe <a href=\"https:\/\/www.humboldtcleanenergy.org\/\">Humboldt Coalition for Clean Energy<\/a>. Consisting of<br \/>\neighteen local environmental, health, and political organizations,<br \/>\nHCCE participated in a biomass hearing at the March meeting of RCEA\u2019s<br \/>\nCitizens\u2019 Advisory Committee. We were hoping to persuade the CAC to<br \/>\nrecommend ending the contract with the biomass plant in Scotia, which<br \/>\ncurrently extends to 2031, once clean renewable energy would be<br \/>\nprocured as a replacement. The effort won broad public support and <a href=\"https:\/\/www.times-standard.com\/2024\/03\/13\/committee-split-over-nixing-biomass-plant-from-rcea-energy-sources\/\">split<\/a> the CAC almost evenly with HCCE on the losing end.<\/p>\n<p>HCCE contends that the air<br \/>\npollution <a href=\"https:\/\/www.times-standard.com\/2024\/03\/22\/my-word-rcea-should-reconsider-biomass-contract\/\">violations<\/a> at the biomass plant are ample grounds<br \/>\nfor legally ending the contract. Also, its investigation turned up<br \/>\nconsiderable doubt that the plant has a valid permit from the state<br \/>\nto operate. The Environmental Protection Agency is currently<br \/>\ninvestigating.<\/p>\n<p>Though<br \/>\nthe IRP decision has been put off, RCEA may still be pursuing <a href=\"https:\/\/kymkemp.com\/2024\/05\/26\/redwood-coast-energy-authority-opens-applications-for-bioenergy-projects-under-statewide-biomat-program\/\">new<\/a> biomass electricity sources under the auspices of BioMat. This state<br \/>\nprogram subsidizes bioenergy from a variety of sources such as<br \/>\norganic waste, wastewater treatment, agricultural byproducts, or<br \/>\nforestry and fuel load reductions. The last source is most likely<br \/>\nRCEA&#8217;s choice since it prefers projects within Humboldt county, and<br \/>\nthe other sources are unlikely here. Perhaps the small project size<br \/>\neligible under BioMAT may help the program in general accomplish its<br \/>\ngoal of turning unavoidable GHG emissions into a useful product. But<br \/>\nthe prospect of RCEA adding even more uncounted CO2 emissions to its<br \/>\npower mix isn&#8217;t particularly appealing and takes dollars away from<br \/>\nwind and solar energy.<\/p>\n<p>Meanwhile, Humboldt county is<br \/>\nlending its support through Supervisor Rex Bohn, a former RCEA board<br \/>\nmember, to a <a href=\"https:\/\/www.desmog.com\/2024\/03\/04\/wood-pellet-giant-drax-targets-california-forests\/\">proposal<\/a> that would target forests in Lassen and<br \/>\nTuolomne counties to ship a million tons of wood pellets every year<br \/>\nto biomass boilers overseas.<\/p>\n<p>On a <a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/50-groups-petition-to-end-californias-dirty-biomass-loophole-2023-06-20\/\">state level<\/a>, 350<br \/>\nHumboldt has allied with the Center for Biological Diversity and<br \/>\nother organizations to contest California\u2019s illusion that burning<br \/>\nwood for electricity does not emit CO2. On a federal level, Senator<br \/>\nCory Booker of New Jersey, has introduced the Forest Biomass Act of<br \/>\n2024. It would \u201crequire the Environmental Protection Agency to<br \/>\nassess the lifecycle greenhouse gas emissions associated with forest<br \/>\nbiomass combustion for electricity when developing relevant rules and<br \/>\nregulations and to carry out a study on the impacts of the forest<br \/>\nbiomass industry, and for other purposes.\u201d This is a <a href=\"https:\/\/action.greenamerica.org\/page\/68284\/action\/1?ea.url.id=2581587&amp;forwarded=true\">petition<\/a> you can sign and send to your senators asking for their support.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><strong><img decoding=\"async\" style=\"width: 100%; max-width: 444px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/900\/694\/original\/BIOMASS_PLANT.png\" alt=\"\" width=\"444\" align=\"middle\" \/><\/strong><\/strong><\/p>\n<p><strong><strong>Biomass plant in Scotia &#8211; courtesy of Andrew Goff<\/strong><\/strong><\/p>\n<p><strong><strong>\u00a0<\/strong><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>A little progress towards more<br \/>\nfrequent buses was made at the HCAOG (Humboldt County Association of<br \/>\nGovernments) board meeting on May 16.<\/strong> The board voted unanimously<br \/>\nthat bus service at thirty minute intervals between McKinleyville and<br \/>\nArcata during peak hours is \u201can unmet transit need that would be<br \/>\nreasonable to meet.\u201d Currently, Redwood Transit buses run every<br \/>\nthirty minutes between Arcata and Eureka during peak hours but only<br \/>\nonce an hour between McKinleyville and Arcata. This blatant<br \/>\nanti-North prejudice may finally end.<\/p>\n<p>HCAOG, a joint powers agency,<br \/>\nallocates transportation funds that are raised through a quarter<br \/>\npercent of a statewide sales tax. Now that increasing<br \/>\nArcata\/McKinleyville service has been declared a reasonable unmet<br \/>\ntransit need, HCAOG cannot finance any new non-transit projects with<br \/>\nthat money until that need has been met. This is state law. State law<br \/>\nalso defines \u201creasonable\u201d as \u201coperationally feasible\u201d and<br \/>\n\u201cfinancially sustainable,\u201d meaning there must be enough money to<br \/>\nfinance the service continuously for a minimum of three years.<\/p>\n<p>State law also mandates that at<br \/>\nleast 10% of operating costs must come from passenger fares. Based on<br \/>\nan average of 183 passengers per day who currently ride between<br \/>\nMcKinleyville and Arcata, fare revenue would pay for an estimated 21%<br \/>\nof the costs of running the extra buses. No decision has been made<br \/>\nyet about whether the added service will be express.<\/p>\n<p>So when might we expect the new<br \/>\nimproved service? According to Jerome Qirazi of Humboldt Transit<br \/>\nAuthority, it\u2019s way too soon to say.
