All you need to do is to show ID if<br \/>\nyour age is in question.<\/p>\n<p>This<br \/>\nis a good opportunity to vote for the climate-friendly benefits of<br \/>\nmass transit by swelling the ridership numbers. A well-developed<br \/>\ntransit system would be a huge boon to even a rural county such as<br \/>\nHumboldt. It takes vision and investment from<br \/>\nour transportation agencies plus<br \/>\nwillingness from the public to ride large vehicles with other people.<br \/>\nRelax and enjoy<br \/>\nthe scenery.<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>On<br \/>\nJune 4<\/strong><sup><strong>th<\/strong><\/sup><strong> the Board of Supervisors <\/strong><strong><a href=\"https:\/\/soundcloud.com\/kmudnews\/rural-counties-groups-biomass-project-debated\">heard<\/a> about the proposal to build two wood pellet factories in Tuolomne and<br \/>\nLassen counties.<\/strong> The report included both good news and some<br \/>\nspecious information. Patrick Blacklock of the nonprofit agency,<br \/>\nRural County Representatives of California [<a href=\"https:\/\/www.rcrcnet.org\/\">RCRC<\/a>] told the<br \/>\nsupervisors that its spinoff, Golden State Natural Resources [GSNR],<br \/>\nhas commissioned a life-cycle analysis of the projected emissions of<br \/>\nmaking wood pellets and shipping them overseas to be burned at power<br \/>\nplants. The LookOut asked Blacklock if the analysis would include the<br \/>\nCO2 emissions of incineration but hasn\u2019t received an answer.<\/p>\n<p>Blacklock<br \/>\nseemed to acknowledge those high emissions when he suggested that the<br \/>\nwood pellets could possibly be gasified to make airplane fuel instead<br \/>\nof incinerated. He said the extra step of making pellets in that case<br \/>\nis worth it because pellets are more easily shipped and handled.<br \/>\nSupervisor Arroyo commented that once the pellets are made, the<br \/>\nlikelihood seems low of changing the plan from burning them.<\/p>\n<p>Dismissing<br \/>\nconcerns that the proposed factories could incentivize cutting down<br \/>\ntrees that don\u2019t need to be cut down, Blacklock pointed to<br \/>\nCalifornia\u2019s mandate for fuel load reductions on a million acres<br \/>\nevery year. He said that amount of genuine waste wood would far<br \/>\nexceed the capacity of the wood pellet factories. However, this<br \/>\nstatewide target is irrelevant to the transport range around each of<br \/>\nthe proposed factories. According to GSNR\u2019s Notice of Preparation,<br \/>\nthat range is a hundred miles.<\/p>\n<p>Making<br \/>\nand selling wood pellets is a way to finance fuel load reductions<br \/>\nthat most foresters believe are necessary to reduce the risk and<br \/>\nseverity of wildfires. Blacklock described environmental opposition<br \/>\nto the project as coming from organizations that oppose any<br \/>\n\u201cintervention\u201d in the forest. But GSNR\u2019s partnership with Drax,<br \/>\nthe largest stationary source of CO2 emissions in Great Britain,<br \/>\ninspires no trust. Drax\u2019s history of buying timber from clear-cuts<br \/>\nand old growth trees to feed the boilers makes very clear what its<br \/>\npriority is.<\/p>\n<p>If<br \/>\nyou\u2019d like to watch the RCRC presentation (agenda item G 1), click <a href=\"https:\/\/humboldt.granicus.com\/player\/clip\/1985?view_id=5&amp;redirect=true\">here<\/a>.<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>According to the<br \/>\n<\/strong><strong>Humboldt County <\/strong><strong>Planning Department, the deadline for<br \/>\nthe Climate Action Plan is now sometime in July.<\/strong> The department<br \/>\nreleased in May a list of 24 possible measures\u2014such as making 95%<br \/>\nof new non-residential buildings all-electric&#8211;that were tabulated by<br \/>\nthe amount of greenhouse gases they could prevent.<\/p>\n<p>Members of the<br \/>\ngeneral public and public officials of the Humboldt jurisdictions<br \/>\nthat will vote on the plan were invited to select the most desirable<br \/>\nmeasures that would add up to 160,000 MT CO2e, which is the minimum<br \/>\ntarget of the plan. This represents a 40% reduction below estimated<br \/>\n1990 emissions as mandated by the state.<\/p>\n<p>The questionnaire<br \/>\nwas viewed over a thousand times; 160 members of the general public<br \/>\nsubmitted their choices. The three highest priorities were keeping<br \/>\norganic waste from ending up in landfills, increasing use of ZEVs<br \/>\n(zero-emission vehicles) and the use of public transit. Public<br \/>\nofficials also chose the same three. (Diverting<br \/>\norganic waste from the landfill is already state law, and<br \/>\nthe county is working on<br \/>\ncompliance.)<br \/>\nMany public officials<br \/>\nalso chose establishing a region-wide Climate Committee to help<br \/>\nimplement the Plan, a measure not associated with a particular amount<br \/>\nof reductions.<\/p>\n<p>Once<br \/>\nthe draft Plan is released, the public will have a chance to comment<br \/>\nduring the initial Scoping Period and again after the draft<br \/>\nEnvironmental Impact Report is complete.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 500px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/910\/220\/original\/ocean_turbines.jpg\" alt=\"\" width=\"500\" align=\"middle\" \/>\n<p>&nbsp;<\/p>\n<p><strong>Getting ready for an entirely new <\/strong><strong>and<\/strong><strong> novel industry<br \/>\nas big a<\/strong><strong>nd complicated a<\/strong><strong>s offshore wind poses<br \/>\nchallenging logistics.<\/strong> The county\u2019s Economic Development<br \/>\nDivision [HCED] has <a href=\"https:\/\/www.madriverunion.com\/articles\/county-xodus-enter-offshore-wind-collaboration\/\">hired<\/a> Xodus Group, global engineering<br \/>\nconsultants, to help Humboldt figure out the many different steps to<br \/>\ntake. Work force and supply chain issues are two of the biggest<br \/>\npriorities to analyze. HCED\u2019s director Scott Adair wants to \u201censure<br \/>\nthat Humboldt County workers and businesses can fully participate in<br \/>\nthis emerging industry.\u201d<\/p>\n<p>If Humboldt\u2019s piece of this is complicated, consider the statewide<br \/>\npicture. At least nine state agencies in addition to other federal,<br \/>\nlocal and tribal governments must coordinate together for wind energy<br \/>\ndevelopments installed off California\u2019s coast in federal waters. AB<br \/>\n525, passed by the California legislature in 2022, called on the<br \/>\nCalifornia Energy Commission [CEC] to write a strategic plan for how<br \/>\nthis will happen.<\/p>\n<p>The offshore wind committee for 350 Humboldt, in conjunction with<br \/>\nClimate Action California, has <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/jtn9tudogttndbs370vby\/Comments-on-draft-Final-AB-525-Report.docx?rlkey=x4qkexvuctbtix2ye93hrln2k&amp;dl=0\">commented<\/a> on the draft plan as<br \/>\nit becomes available. The short version of their critique is that the<br \/>\nDraft Strategic Plan for Offshore Wind Development brings together<br \/>\nmuch useful information but falls far short of a guide that will get<br \/>\nus to the goal. Vague recommendations do not serve as guidelines for<br \/>\nhow a myriad of agencies will work together. Specific tasks were not<br \/>\nassigned and timeframes were not set.<\/p>\n<p>The CEC will consider the final version on July 10. To find all three<br \/>\nvolumes (overview, detail, and appendices), click <a href=\"https:\/\/efiling.energy.ca.gov\/Lists\/DocketLog.aspx?docketnumber=17-MISC-01\">here<\/a>.<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><strong>\u00a4<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>A controversial<br \/>\n<\/strong><strong>state <\/strong><strong>bill, <\/strong><strong>AB 3238,<\/strong><strong> that <\/strong><strong>speeds<\/strong><strong><br \/>\nup the construction of electrical transmission lines has almost made<br \/>\nit through the legislature.<\/strong> The controversy has to do with what<br \/>\ncritics see as a shortchanging of legal processes designed to protect<br \/>\nthe environment. The Sierra Club, National Resources Defense Council,<br \/>\nEPIC, The California Native Plant Society and 350 Humboldt oppose<br \/>\nthis bill until sufficiently amended.<\/p>\n<p>The bill\u2019s<br \/>\nsupporters, which include many utilities and energy producers, say<br \/>\nthat the existing permitting process is \u201cduplicative, lengthy and<br \/>\ncostly\u201d because it goes through three separate agencies\u2014California<br \/>\nEnergy Commission, California Independent System Operator, and<br \/>\nCalifornia Public Utilities Commission. They say the proposed reforms<br \/>\ndo not eliminate the CEQA process for projects requiring a<br \/>\nconstruction permit but only for the expansion of existing rights of<br \/>\nway through state lands.<\/p>\n<p>That exception is a<br \/>\nprimary reason why environmental organizations oppose AB 3238. The<br \/>\nbill makes the presumption that new transmission projects provide<br \/>\nbenefits that automatically outweigh environmental impacts, making it<br \/>\nunnecessary for individual project developers to provide evidence for<br \/>\nthat case. Several more reasons for opposition were cited in the<br \/>\nletter, which can be read <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/td886ja4hn0xv32y96beq\/AB-3238-oppose-letter-Sen-UEC.docx?rlkey=73lgdal8vfcst10vfdddxy9eu&amp;dl=0\">here<\/a>.<\/p>\n<p>At a Committee on Energy, Utilities and Communications <a href=\"https:\/\/digitaldemocracy.calmatters.org\/hearings\/258133?t=198&amp;f=14e245eb1a537c2cec40528a63ebf149\">hearing<\/a> on June 24, the bill&#8217;s author, Eduardo Garcia, expressed urgency about the need to expand the transmission infrastructure much more quickly. The bill passed but was referred back to the committee on Environmental Quality, where it may be further amended.
