She was one of several administration officials who <a href=\"https:\/\/link.mail.bloombergbusiness.com\/click\/36137902.112862\/aHR0cHM6Ly93d3cuYmxvb21iZXJnLmNvbS9uZXdzL2FydGljbGVzLzIwMjMtMDgtMTQvYmlkZW4teWVsbGVuLWxlYWQtYmxpdHotdG8tY2VsZWJyYXRlLWluZmxhdGlvbi1yZWR1Y3Rpb24tYWN0P2NtcGlkPUJCRDA3MjIyNF9HUkVFTkRBSUxZJnV0bV9tZWRpdW09ZW1haWwmdXRtX3NvdXJjZT1uZXdzbGV0dGVyJnV0bV90ZXJtPTI0MDcyMiZ1dG1fY2FtcGFpZ249Z3JlZW5kYWlseQ\/60bfa387cd020365704db67aB95c3b06d\">fanned out<\/a> across the country last year to tout the one-year anniversary of the IRA. <strong>Harris, 59, stood in for Biden at last year\u2019s COP28 climate summit, where she <a href=\"https:\/\/link.mail.bloombergbusiness.com\/click\/36137902.112862\/aHR0cHM6Ly93d3cuYmxvb21iZXJnLmNvbS9uZXdzL2FydGljbGVzLzIwMjMtMTItMDIvdXMtcGxlZGdlcy0zLWJpbGxpb24tZm9yLWNsaW1hdGUtYWlkLXRvLXBvb3ItY291bnRyaWVzLWF0LWNvcDI4P2NtcGlkPUJCRDA3MjIyNF9HUkVFTkRBSUxZJnV0bV9tZWRpdW09ZW1haWwmdXRtX3NvdXJjZT1uZXdzbGV0dGVyJnV0bV90ZXJtPTI0MDcyMiZ1dG1fY2FtcGFpZ249Z3JlZW5kYWlseQ\/60bfa387cd020365704db67aB13da7137\">announced<\/a> that the US would contribute $3 billion to a climate aid fund for developing countries.<\/strong> Back in 2019, when Harris (then a US senator from California) launched a presidential bid, <strong>her climate agenda was more ambitious than Biden\u2019s<\/strong>. <strong>She supported a <a href=\"https:\/\/link.mail.bloombergbusiness.com\/click\/36137902.112862\/aHR0cHM6Ly93d3cucG9saXRpY28uY29tL3N0b3J5LzIwMTkvMDkvMDQva2FtYWxhLWhhcnJpcy1jbGltYXRlLWNoYW5nZS0xNDc5OTkz\/60bfa387cd020365704db67aB0e029335\">carbon tax<\/a> and proposed $10 trillion in private and public climate spending.<\/strong> She also said she would work to <a href=\"https:\/\/link.mail.bloombergbusiness.com\/click\/36137902.112862\/aHR0cHM6Ly93d3cuYmxvb21iZXJnLmNvbS9uZXdzL2FydGljbGVzLzIwMjAtMDgtMTIvaGFycmlzLXMtZnJhY2tpbmctcmVjb3JkLXNwb29rcy1iaWctb2lsLWJ1dC1hdHRyYWN0cy10aGUtbGVmdD9jbXBpZD1CQkQwNzIyMjRfR1JFRU5EQUlMWSZ1dG1fbWVkaXVtPWVtYWlsJnV0bV9zb3VyY2U9bmV3c2xldHRlciZ1dG1fdGVybT0yNDA3MjImdXRtX2NhbXBhaWduPWdyZWVuZGFpbHk\/60bfa387cd020365704db67aBd26916b1\">ban<\/a> fracking. In the Senate she sponsored climate equity bills and backed an effort by the Standing Rock Sioux Tribe to shut down the Dakota Access pipeline. <strong>A potential Harris presidency is seen being more aggressive than Biden in confronting oil companies for pollution and addressing environmental justice. <\/strong><\/p>\n<p><strong>The first details of a potential, and possibly massive, climate agreement between the U.S. and China were announced at a climate summit at the White House on Tuesday.<\/strong> The initiative could significantly reduce <a href=\"https:\/\/insideclimatenews.org\/news\/23072024\/biden-administration-targets-nitrous-oxide-emissions\/?\">emissions of nitrous oxide,<\/a> a potent and largely overlooked greenhouse gas that also harms the ozone layer. If successful, the two countries could reduce greenhouse gas emissions equivalent to taking approximately 50 million automobiles off the road at a fraction of the cost of other emission reduction efforts.<\/p>\n<p><a href=\"https:\/\/arxiv.org\/abs\/2407.12447?\">Feedback loop portends more warming<\/a><strong>. <\/strong><strong>In 2023, the CO2 growth rate was at Mauna Loa was 86% above the previous year, and hitting a record high since observations began in 1958, while global fossil fuel CO2 emissions only increased by 0.6 \u00b1 0.5%. This implies an unprecedented weakening of land and ocean sinks, <\/strong>and raises the question of where and why this reduction happened. The <a href=\"https:\/\/nature.us17.list-manage.com\/track\/click?u=2c6057c528fdc6f73fa196d9d&amp;id=de869379fe&amp;e=93520dc106\">daily global average temperature was 17.15\u00b0C on 22 July<\/a>, exceeding the previous record of 17.09\u00b0C, set on 21 July. <strong>\u201cWhat is truly staggering is how large the difference is between the temperature of the last 13 months and the previous temperature records,\u201d<\/strong> says Carlo Buontempo, director of the European Commission\u2019s Copernicus Climate Change Service (C3S). \u201cWe are now in truly uncharted territory.\u201d<\/p>\n<p><strong><a href=\"https:\/\/e360.yale.edu\/features\/greening-drylands-carbon-dioxide-climate-change\">Despite warnings that climate change would create widespread desertification, many drylands are getting greener because of increased CO2 in the air<\/a><\/strong> \u2014 a trend that recent studies indicate will continue. In most drylands, this anticipated desertification has not happened. Rather than shriveling and dying, vegetation is usually growing faster and expanding its terrain, while deserts are retreating.
