{"id":50779,"date":"2024-08-01T12:12:25","date_gmt":"2024-08-01T12:12:25","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50779"},"modified":"2024-10-11T23:30:08","modified_gmt":"2024-10-11T23:30:08","slug":"350-humboldt-lookout-for-july-of-2024","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-july-of-2024\/","title":{"rendered":"350 Humboldt LookOut for July of 2024"},"content":{"rendered":"<p style=\"text-align: center;\"><strong><em><strong>The<br \/>\nLookOut is a monthly digest of climate issues and recent developments<br \/>\nin our neighborhood.<\/strong><\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Board of<br \/>\nSupervisors <\/strong><strong><a href=\"https:\/\/lostcoastoutpost.com\/2024\/jul\/23\/today-supes-july-23-2024\/\">approved<\/a> putting a measure on the<br \/>\nballot for this coming November that will levy a one percent <\/strong><strong>general<br \/>\n<\/strong><strong>sales tax.<\/strong> The revenue will primarily be used for road<br \/>\nmaintenance; however, the county has promised to devote an<br \/>\nunspecified but meaningful portion of it to public transit.<\/p>\n<p>By connecting the<br \/>\ncondition of county roads to the ability to reliably respond to<br \/>\nemergencies, the tax measure is billed as a 911 Emergency Response<br \/>\nMeasure. The original <a href=\"https:\/\/humboldt.legistar.com\/View.ashx?M=F&amp;ID=13160840&amp;GUID=F5BD0A9A-D730-47A8-A362-75510C9654A1\">ballot language<\/a> listed \u201cmaintaining bus<br \/>\nservices\u201d among other priorities such as repairing bridges and<br \/>\nfixing potholes, but \u201cmaintaining\u201d was dropped at Supervisor<br \/>\nMadrone\u2019s suggestion. His reasoning was that \u201cmaintaining\u201d<br \/>\ncould disqualify transit from using its share of funds to expand bus<br \/>\nservices, which would be an optimum scenario in the eyes of climate<br \/>\nadvocates and other transit aficionados.<\/p>\n<p>The run-up to the<br \/>\nboard\u2019s decision on July 23 strummed on tensions between the need<br \/>\nto maintain county roads in areas where most people drive their own<br \/>\ncars and the need to reduce transportation-related CO2 emissions. 350<br \/>\nHumboldt was one of five local environmental groups that stood ready<br \/>\nto <a href=\"https:\/\/lostcoastoutpost.com\/2024\/jul\/9\/local-environment-groups-pledge-oppose-new-road-ta\/\">oppose<\/a> the tax unless a fair portion of it will be directed<br \/>\nto transit.<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<br \/>\n\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>350 Humboldt<\/strong><strong>ers<\/strong><strong><br \/>\ntook a tour of contested parking lots in Eureka with <\/strong><strong>Althea<\/strong><strong>,<br \/>\na member of <\/strong><a href=\"https:\/\/www.facebook.com\/p\/I-Like-Eureka-Housing-61552925025969\/\">I Like Eureka Housing<\/a>. This group of<br \/>\nvolunteers formed to oppose the initiative Measure F, Housing for<br \/>\nAll, a title that goes well beyond euphemism. It refers to an<br \/>\nassumption that the old Jacobs Middle School site will somehow sprout<br \/>\nhousing at some point. Right now we\u2019re not supposed to even know<br \/>\nwho has bought that property even though a recent \u201c<a href=\"https:\/\/www.northcoastjournal.com\/news\/inadvertent-disclosure-30389341\">inadvertent disclosure<\/a>\u201d seems to confirm our suspicions.<\/p>\n<p>The city of Eureka<br \/>\nstarted this battle when it decided to fulfill its housing mandate<br \/>\nfrom the state by building 900 housing units, including 400<br \/>\nclassified as affordable, on ten of its publicly owned parking lots. <a href=\"https:\/\/lostcoastoutpost.com\/2024\/feb\/2\/housing-all-advocates-meaning-security-national-re\/\">somebody`<\/a>didn\u2019t like that. Keeping those parking lots<br \/>\nsacrosanct as Measure F insists would not only put the kibosh on much<br \/>\nneeded housing but also block a planned transit hub, the EaRTH<br \/>\nCenter, a development with room for apartments, retail outlets and<br \/>\nfood trucks. We started our walk at that site on 3<sup>rd<\/sup> and G<br \/>\nat 6 PM on a Friday, and then walked east from there to look at the<br \/>\nother parking lots, ending at 5<sup>th<\/sup> and D.<\/p>\n<p>Most of them had<br \/>\nonly a few cars. The main exception was at 3<sup>rd<\/sup> and G, the<br \/>\nclosest point to the Friday Market, which was a sea of people a few<br \/>\nblocks away. There also seemed to be plenty of parking on the cross<br \/>\nstreets. Obviously, this isn\u2019t an official survey; for that, you\u2019d<br \/>\nhave to read this Times-Standard <a href=\"https:\/\/www.times-standard.com\/2022\/03\/16\/study-downtown-old-town-eureka-parking-largely-underused\/\">article<\/a>.<\/p>\n<p>The upshot is that<br \/>\nEureka\u2019s parking cup overfloweth. Depending on time of day and<br \/>\nexact location, it may be true that developing those ten parking lots<br \/>\nwould sometimes require some people to walk a little more than usual.<br \/>\nOn the other hand, more people and families would have a nice place<br \/>\nto live in downtown Eureka where they can walk or bike or take a bus<br \/>\nto fulfill most of their needs.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 399px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/919\/088\/original\/eureka_housing.jpg\" alt=\"\" width=\"399\" align=\"middle\" \/>\n<p>from website of I Like Eureka Housing<\/p>\n<p>&nbsp;<\/p>\n<p><strong>To distribute<br \/>\npower from the anticipated offshore wind farm, big <\/strong><strong><a href=\"https:\/\/www.caiso.com\/about\/news\/board-votes-advance-transmission-projects-for-california-and-the-region\">decisions<\/a> were made back in May about transmission.<\/strong> California Independent<br \/>\nSystems Operator [CAISO], a nonprofit public benefit corporation<br \/>\ntasked with overseeing the grid, approved of four projects involving<br \/>\nHumboldt county. First is a new substation on Samoa Peninsula plus<br \/>\nnew lines to connect it to the existing substation just a little<br \/>\nsoutheast of Eureka. That will be our local supply. New lines will<br \/>\nalso connect the new substation to Collinsville in Solano county east<br \/>\nof the Bay area and to the Fern Road substation in Shasta county.<\/p>\n<p>All in all, CAISO<br \/>\napproved 26 new transmission projects within California borders with<br \/>\na total capacity of 85 new GW, plus a project that would connect<br \/>\nCalifornia\u2019s grid to the SunZia line currently under construction<br \/>\nin New Mexico and Arizona. That line will have the capacity for 3,000<br \/>\nMW.<\/p>\n<p>It\u2019s sobering to<br \/>\nrealize that despite all of this new infrastructure and new renewable<br \/>\nenergy sources, fossil fuel consumption is holding steady so far.<br \/>\nEven though energy efficiency keeps improving, the demand for energy<br \/>\nkeeps growing. Increasingly powerful data centers, AI, and bitcoin<br \/>\nmining are three examples of technologies with a voracious appetite<br \/>\nfor energy.<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<br \/>\n\u00bb\u00bb\u00bb\u00ab\u00ab\u00ab<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Harbor<br \/>\nDistrict<\/strong> <strong>shared<br \/>\ndetails with the public<\/strong><strong><br \/>\n<\/strong><strong>about what is<\/strong><strong><br \/>\nknown so far<\/strong> <strong>about<br \/>\nthe planned Heavy Lift Marine Terminal at<\/strong> <strong>the Sequoia<br \/>\nCenter in Eureka on July 23.<\/strong> About an hour long, the <a href=\"https:\/\/lostcoastoutpost.com\/2024\/jul\/25\/offshore-wind-simulation\/\">presentation<\/a> included visual simulations from five different vantage points of how<br \/>\nthe site would look. The Q&amp;A and public comments lasted 45<br \/>\nminutes afterwards. More presentations will be made as studies are<br \/>\ncompleted, including studies about potential impacts of noise and<br \/>\nlights.<\/p>\n<p>The facility could<br \/>\nserve as a hub for the offshore wind industry from Morro Bay to wind<br \/>\nenergy areas off Oregon\u2019s shore. All the components for the<br \/>\ncolossal wind turbines would arrive by ship and be assembled at the<br \/>\nport. The channel between port and bay would not need to be dredged<br \/>\nor altered to accommodate the tugboats towing turbines on their<br \/>\nplatforms out to sea. However, dredging along the shore line to build<br \/>\nthe port would be necessary and was a cited source of concern for<br \/>\nseveral attendees because of contamination from the old mill site.<\/p>\n<p>Harbor District<br \/>\nDevelopment Director Rob Holmlund, devoted the first part of the<br \/>\npresentation to information about climate change, the urgent need for<br \/>\nclean energy, and the slow progress towards that conversion. He noted<br \/>\nthat wind energy, in particular, has been unpopular around the<br \/>\ncountry, leading to the blocking of two thirds of all proposed wind<br \/>\nprojects. Opposition to wind power off the shore of Morro Bay, a<br \/>\ndesignated wind energy area to the south of Humboldt, has ramped up<br \/>\nthis year. Some Morro Bay residents are also opposed to a storage<br \/>\nbattery project proposed for the same area.<\/p>\n<p>Local residents\u2019<br \/>\nability to block renewable energy projects in California has been<br \/>\nlimited by AB 205 which allows renewable energy developers to <a href=\"https:\/\/www.sanluisobispo.com\/news\/local\/environment\/article289678329.html\">bypass<\/a> some local permitting processes and instead apply directly to the<br \/>\nCalifornia Energy Commission. State agencies are still responsible<br \/>\nfor protecting the environment, endangered species, and disadvantaged<br \/>\ncommunities.<\/p>\n<p>You<br \/>\ncan watch the slide show and listen <a href=\"https:\/\/www.youtube.com\/watch?v=-TapB3WjU6Y&amp;t=1411s\">here<\/a> to Holmlund\u2019s commentary<br \/>\nmade the next day after the<br \/>\nSequoia Center presentation<em>.<br \/>\n<\/em>A new <a href=\"https:\/\/www.northcoastoffshorewind.org\/\">website<\/a> from the Environmental Protection Information Center is<br \/>\nanother good source of information<em>. <\/em>The<br \/>\nbig picture plan for offshore wind along California\u2019s coast is<br \/>\noutlined in this Cal Matters <a href=\"https:\/\/calmatters.org\/environment\/2024\/07\/california-offshore-wind-plan-approved\/\">article<\/a>.<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 555px;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/919\/089\/original\/assembling_turbines.jpg\" alt=\"\" width=\"555\" align=\"\" \/>\n<p>simulation from Harbor District slideshow<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>As widely<br \/>\nexpected, The Arcata City Council <\/strong><strong><a href=\"https:\/\/www.madriverunion.com\/articles\/its-a-plan\/\">approved<\/a> the Gateway Area Plan after two and a half years of hammering out<br \/>\nthe details.<\/strong> At the same meeting it approved the overall General<br \/>\nPlan, which allows increased density in other neighborhoods besides<br \/>\nthe 100+ acre Gateway area on its west side slated to be redeveloped.<br \/>\nThese moves aim to increase its housing stock while preserving<br \/>\nsurrounding agricultural lands and natural ecosystems.<\/p>\n<p>Is the Gateway Plan<br \/>\ncompletely finished now? No, it\u2019s not. The Gateway Code will likely<br \/>\nbe approved at the August 7 city council meeting. The code is a<br \/>\npackage of overall standards or rules\u2014such as building height,<br \/>\nparking specifications for both cars and bikes, what falls under<br \/>\nMinisterial Review and what must go through the Planning<br \/>\nCommissions&#8211;that will be applied to the area as it\u2019s re-developed.<br \/>\nBut besides that, the final approved draft of the GAP is not etched<br \/>\nin stone. It can be amended at any time.<\/p>\n<p>Colin<br \/>\nFiske of the Coalition for<br \/>\nResponsible Transportation Priorities calls the Gateway<br \/>\nArea Plan \u201cthe<br \/>\nmost bike and pedestrian friendly land use plan yet proposed in our<br \/>\nregion.\u201d 350 Humboldt<br \/>\nconsiders this type of infill project the most climate-friendly<br \/>\ndevelopment possible.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>350 Humboldt<br \/>\ncalendar<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>We\u2019re having a<br \/>\n<strong>pizza party at Redwood Park in Arcata on August 25 at one o\u2019clock<\/strong>!<br \/>\nThere will be a short presentation for people who aren\u2019t familiar<br \/>\nwith what we do.
