{"id":50755,"date":"2024-08-31T23:43:59","date_gmt":"2024-08-31T23:43:59","guid":{"rendered":"https:\/\/world.350.org\/humboldt\/?p=50755"},"modified":"2024-10-11T23:16:43","modified_gmt":"2024-10-11T23:16:43","slug":"350-humboldt-lookout-for-august-of-2024","status":"publish","type":"post","link":"https:\/\/world.350.org\/humboldt\/350-humboldt-lookout-for-august-of-2024\/","title":{"rendered":"350 Humboldt LookOut for August of 2024"},"content":{"rendered":"<p style=\"text-align: center;\"><em><strong>The LookOut is a monthly digest of climate issues and recent<br \/>\ndevelopments in our neighborhood.<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The <\/strong><strong>most recent<\/strong><strong> draft <\/strong><strong>Regional<\/strong><strong> Climate Action Plan emerged on August 13.<\/strong> Interested parties are invited to read <a href=\"https:\/\/humboldtgov.org\/DocumentCenter\/View\/131636\/Humboldt-RCAP_Public-Draft_w-Appendices?bidId=\">it<\/a> and send written comments to the Planning Department by<br \/>\nSeptember 13. A hybrid public meeting about the RCAP will take place<br \/>\non September 10 at 6 PM at the Wharfinger in Eureka. Click <a href=\"https:\/\/humboldtgov.org\/CivicAlerts.aspx?AID=5643\">here<\/a> for how to attend remotely via Microsoft Teams. The RCAP is a roadmap<br \/>\nfor how the county will reduce its greenhouse gas emissions in line<br \/>\nwith state mandates.<\/p>\n<p>Because<br \/>\nit seems unlikely that any modifications of the draft plan would be<br \/>\nmade before the Environmental Impact Report process begins, the<br \/>\npurpose of this first round of public discussion is a little unclear.<br \/>\nHowever, it does give us more time to prepare our comments. The<br \/>\nPlanning Department plans to file a Notice of Preparation for the EIR<br \/>\nany day now. Next comes the public Scoping meeting on September 17<br \/>\nfrom 3:30 PM to 5 PM at the Agricultural Center in Eureka (5630 South<br \/>\nBroadway). It\u2019s not known yet if that meeting will also be hybrid<em>.<br \/>\n<\/em><\/p>\n<p>The<br \/>\nScoping meeting and subsequent thirty-day comment period provide the<br \/>\ngeneral public with an opportunity to comment on the potential<br \/>\nenvironmental impacts of the measures in the draft and to propose<br \/>\nalternatives before the county finishes preparing the draft EIR. Once<br \/>\nthe DEIR is made public, a 45-day comment period begins. The county<br \/>\nhopes that the final report [FEIR], which contains answers to the<br \/>\nquestions raised about the DEIR, will be completed and adopted<br \/>\nsometime in June of 2025.<\/p>\n<p>This<br \/>\ntimeline leaves only four and a half years before 2030, which is the<br \/>\nfirst deadline for emissions reductions\u201440% below 1990 levels by<br \/>\n2030. The second deadline is 2045 for full carbon neutrality. The<br \/>\nmore we fall short of the 2030 target, the more we\u2019ll have to<br \/>\nachieve by 2045. The process of writing a regional Climate Action<br \/>\nPlan began in 2019. The COVID-19 pandemic can be blamed for at least<br \/>\npart of the delay, and the other reasons are probably familiar to<br \/>\nmany around the world as greenhouse gases accumulate in the<br \/>\natmosphere. A first draft RCAP finally came out last year.<\/p>\n<p>Rincon<br \/>\nConsultants, which was originally hired to write a DEIR for that<br \/>\nfirst draft, advised the county that its measures were too ambitious<br \/>\nand unlikely to deliver the emissions target. The consultants<br \/>\nproceeded to write the current draft and will also write the DEIR for<br \/>\ntheir own work, stirring concerns in some quarters about how<br \/>\nobjective the results will be. The extensive public review process<br \/>\nmay settle that question.<\/p>\n<p>If<br \/>\nits measures are found to be realistically attached to the targeted<br \/>\nreductions, it will be considered a qualified RCAP, allowing the<br \/>\ncounty to streamline CEQA for new projects.<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00ab<br \/>\n\u00bb\u00ab \u00bb\u00ab<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Humboldt Sawmill<br \/>\nCompany<\/strong> <strong>proposes to <\/strong><strong>install equipment upgrades<br \/>\n<\/strong><strong>at its biomass plant <\/strong><strong>that <\/strong><strong>could allow<\/strong><strong> its<br \/>\nboilers operate 24\/7 every day of the year<\/strong><strong>.<\/strong> Currently, tar<br \/>\nbuildup in the three boilers causes frequent, prolonged shutdowns.<br \/>\nAccording to a table in its application for this Significant<br \/>\nModification, particulate pollution and CO2 emissions could<br \/>\nquintuple. <a href=\"https:\/\/www.nwf.org\/Latest-News\/Press-Releases\/2023\/12-8-23-Bioenergy-Pollution-Study\">Toxic chemical<\/a> emissions would also greatly<br \/>\nincrease.<\/p>\n<p>The vice-president<br \/>\nof operations at the Mendocino Redwoods Family of Companies recently<br \/>\nrevealed to RCEA\u2019s Biomass Technical Advisory Group that the plant<br \/>\nhas been importing woody residues from other sources in addition to<br \/>\nburning its own waste. The sawmill company has always made the case<br \/>\nthat burning its waste with some pollution controls and using the<br \/>\nenergy released is the most feasibly environmental way of dealing<br \/>\nwith the byproduct of making lumber. Now we realize that HSC isn\u2019t<br \/>\njust trying to dispose of its own waste but is making the dirtiest<br \/>\nelectricity possible as a profitable sideline to making lumber. With<br \/>\nthe equipment upgrade it expects its neighbors, including a school<br \/>\nthree blocks away, to deal with the drastically increased pollution<br \/>\nof using its 38-year-old boilers to their maximum capacity without<br \/>\ninstalling more pollution controls.<\/p>\n<p>The North Coast<br \/>\nUnified Air Quality Management District held a hearing on August 26<br \/>\nto hear comments from the public about this proposed Significant<br \/>\nModification. Two members of 350 Humboldt were the only commenters.<br \/>\nWe reminded the air district that the Significant Modification is<br \/>\nproposed for a permit which doesn\u2019t seem to exist. The EPA has no<br \/>\nrecord of it being filed in 2018, and if the air district does, it<br \/>\nhas ignored public information requests. Even if the old permit was<br \/>\nlegally filed in 2018, HSC <a href=\"https:\/\/www.ijpr.org\/environment-energy-and-transportation\/2024-03-21\/humboldt-activist-groups-question-environmental-impact-of-scotia-biomass-plant\">failed to renew<\/a> it in time,<br \/>\naccording to the stated requirements. 350\u2019s comments may be used as<br \/>\nthe basis of an appeal to the EPA.<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00ab<br \/>\n\u00bb\u00ab \u00bb\u00ab<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Climate and<br \/>\nutility justice activists, organized by 350.org, unleashed a <\/strong><strong><a href=\"https:\/\/www.commondreams.org\/opinion\/ratepayers-for-utility-justice\">series of protests<\/a> in <\/strong><strong>seventeen<\/strong><strong> states from the<br \/>\neast coast to the west during the third week of August<\/strong>. More than<br \/>\ntwo dozen separate gatherings plus at least thirty published<br \/>\neditorials all hammered on the same message: Make way for an energy<br \/>\nsystem that benefits us all. That means clean, affordable energy for<br \/>\nall.<\/p>\n<p>At least one of<br \/>\nthese protests bore immediate fruit. PSC utility company <a href=\"https:\/\/westvirginiawatch.com\/2024\/08\/19\/psc-suspends-aep-electric-rate-hike-until-may-as-customers-protest-against-another-increase\/\">suspended<\/a> its electricity rate hike until May in West Virginia. On Long Island,<br \/>\npeople protested a <a href=\"Average LI gas bills to rise $33 a month with National Grid rate hike,\">dire situation<\/a> with gas bills set to rise an average of $33 per<br \/>\nmonth. You can watch four minutes of <a href=\"https:\/\/www.youtube.com\/watch?v=5CZZdyk4S1g\">footage<\/a><br \/>\nfrom the protest in San Diego.<\/p>\n<p>Three newspapers<br \/>\npublished 350 Humboldt\u2019s <a href=\"https:\/\/www.ukiahdailyjournal.com\/2024\/08\/16\/letters-protest-utility-rates\/\">open letter<\/a> to Senator<br \/>\nMcGuire about the California Public Utility Commision and PG&amp;E<br \/>\nteaming up to place utility profits above the clean energy<br \/>\nconversion. The legislature can do a lot to change the role utilities<br \/>\nplay in our lives. The campaign continues.<\/p>\n<p style=\"text-align: center;\"><strong><img decoding=\"async\" style=\"width: 100%; max-width: 416px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/928\/688\/original\/protest_4.png\" alt=\"\" width=\"416\" align=\"middle\" \/><\/strong><\/p>\n<p><strong>Week of Action protest<\/strong><\/p>\n<p><strong><br \/>\n<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The<br \/>\nAmerican Rescue Plan Act <\/strong><strong>delivered<br \/>\n$500,000 to <\/strong><strong>the<br \/>\ncity of <\/strong><strong>Arcata<br \/>\nthis year<\/strong><strong>.<\/strong><br \/>\nPresident<br \/>\nBiden signed the legislation<br \/>\nin 2021 to help with economic recovery from the pandemic. The<br \/>\ncity<br \/>\nhas<br \/>\ndedicated the<br \/>\nARPA<br \/>\nfunds<br \/>\nto<br \/>\nclimate-related projects. If you have seen Arcata police zipping<br \/>\naround on e-bikes, you\u2019ve seen the fruit of one of those projects.<\/p>\n<p>Facility<br \/>\nupgrades to reduce energy use and greenhouse gas emissions will take<br \/>\nthe lion\u2019s share of funding, plus some extra from an<br \/>\nECAA (Energy Conservation Assistance Act) 1% interest loan. The<br \/>\nimprovements will include lighting at Redwood Park, bike lockers at<br \/>\nCity Hall, and a water heater for the Community Center.<br \/>\nUnfortunately, a grant program to support low-income households<br \/>\nupgrade to electric, energy-efficient appliances has been put on hold<br \/>\nbecause of court challenges to All Electric Initiatives in other<br \/>\nCalifornia cities. Some of that money has been reallocated to RCEA\u2019s<br \/>\nE-bike incentive program.<\/p>\n<p>Arcata<br \/>\ncity manager Karen Diemer, who shared the list of ARPA-funded,<br \/>\nclimate-related projects with us, also let us know about other<br \/>\nprojects that will be financed from other sources. The victory brought particular <a href=\"https:\/\/www.azcentral.com\/story\/news\/local\/arizona-environment\/2024\/08\/30\/klamath-river-flows-freely-after-last-of-four-dams-comes-down\/74971676007\/\">joy<\/a> to local tribes who fought many years for a restoration of salmon<br \/>\nruns so important to their traditions. A final gush of sediment<br \/>\nclouded the river and lowered its oxygen level for many miles, but soon flushed out. Things are looking good for Chinook this autumn.<\/p>\n<p>Five major tributaries are also<br \/>\nbeing restored so they will run free and cold again and provide<br \/>\nsalmon with cold-water refuges like they used to over a hundred years<br \/>\nago. Overall, the river is cooling down as the three reservoirs no<br \/>\nlonger store the summer heat. That influence lasted into the autumn,<br \/>\nwhich delayed the fall run of Chinook by up to three weeks.<\/p>\n<p>A massive <a href=\"https:\/\/riverpartners.org\/news\/seeding-renewal-on-the-klamath-river\/\">effort<\/a> involving<br \/>\ntribal crews and RES is re-vegetating the land where the reservoirs<br \/>\nonce drowned everything. The first stage involved 65,000 pounds of<br \/>\nnative seeds, plus 78,000 shrubs and trees. This work is ongoing for<br \/>\nmany years.<\/p>\n<p style=\"text-align: center;\"><strong>\u00bb\u00ab<br \/>\n\u00bb\u00ab \u00bb\u00ab<\/strong><strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Almost a year ago <\/strong><strong>California<\/strong> <strong><a href=\"https:\/\/www.mayerbrown.com\/en\/insights\/publications\/2023\/10\/novel-california-law-to-boost-offshore-wind-projects-central-procurement-framework-to-benefit-offshore-wind-development-and-long-duration-energy-storag\">authorized<\/a> its<\/strong><strong> Department of Water<br \/>\nResources <\/strong><strong>[DWR] <\/strong><strong>to procure large chunks of <\/strong><strong>offshore<br \/>\n<\/strong><strong>wind energy and resell them to utilities and other<br \/>\nload-serving entities such as CCAs.<\/strong> This insertion of the<br \/>\ngovernment into the energy business reassures private developers who<br \/>\nrisk huge investments in infrastructure for certain types of energy<br \/>\nsuch as offshore wind and geothermal. Utilities and LSEs don\u2019t<br \/>\nhave as much buying clout as the state.<\/p>\n<p>The Public Utilities Commission took<br \/>\nthe <a href=\"https:\/\/www.nrdc.org\/bio\/lauren-kubiak\/cpuc-sends-strongest-signal-yet-advance-offshore-wind\">next step<\/a> last week by setting a \u201cneed determination\u201d<br \/>\nfor 7.6 GW of offshore wind by 2035. This isn\u2019t exactly an ironclad<br \/>\nguarantee that the DWR will buy that amount, no matter the price. The<br \/>\nPUC stipulates certain conditions that reduce cost and will be<br \/>\nincorporated into future bids. It also took care to designate a<br \/>\nsmaller amount than the capacity of full build-out, so there will<br \/>\nstill be room for competition and further cost reductions as wind<br \/>\noperations gain experience and iron out the wrinkles.<\/p>\n<p>Like any new technology, offshore wind<br \/>\ncosts will decrease as the industry learns and scales up. The same<br \/>\nthing happened with solar energy, which is today cheaper than any<br \/>\nother electricity.
