The weather<br \/>\nnext weekend looks good from here, but who knows? There is always the<br \/>\nweekend after that if it rains both days. Igloria, et al <em><a href=\"https:\/\/us02web.zoom.us\/j\/87104876080?pwd=Q1Z2Z0d3K3V0UE9EN2Z0TlFweTZndz09\">https:\/\/us02web.zoom.us\/j\/87104876080?pwd=Q1Z2Z0d3K3V0UE9EN2Z0TlFweTZndz09<\/a><\/em><\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>N<\/strong><strong>ews<\/strong><\/em><\/p>\n<p><em>This<br \/>\nis the first of a series of articles about the draft<br \/>\nHumboldt Regional<br \/>\nClimate Action Plan.<\/em><\/p>\n<p><strong>Humboldt<br \/>\ncounty emitted a little more than a million and a half metric tons of<br \/>\nCO2e in 2022, according to the most recent inventory we have<\/strong>. Rincon<br \/>\nConsultants, hired by the county last year, compiled that inventory.<br \/>\nCalifornia requires us to drop 218,000 of those tons by 2030 in order<br \/>\nto meet the goal of a forty percent reduction from the 1990 inventory<br \/>\n(which was \u201cbackcasted\u201d from the 2022 inventory). The draft<br \/>\nRegional Climate Action Plan, written by Rincon Consultants, proposes<br \/>\nhow to do that.<\/p>\n<p>Unlike<br \/>\nthe aborted 2022 draft CAP, this one doesn\u2019t assign targeted<br \/>\nreductions to each jurisdiction within the county. Instead the county<br \/>\nis taking an overall regional approach to achieving the goal.<br \/>\nAccordingly, the \u201ccornerstone strategy\u201d for the plan is a<br \/>\nRegional Climate Action Committee composed of representatives from<br \/>\nall the Humboldt jurisdictions and from \u201cpartner\u201d<br \/>\nagencies\u2014Redwood Coast Energy Authority, Humboldt Transit<br \/>\nAuthority, Humboldt County Association of Governments, and Humboldt<br \/>\nWaste Management Authority. This committee is supposed to promote the<br \/>\nplan, engage with the public, write grants, run feasibility studies,<br \/>\ndevelop ordinances and pilot programs, and tend to equity issues. The<br \/>\nPlanning Department proposes to devote one staff person\u2014a Program<br \/>\nManager&#8211;to working with the committee.<\/p>\n<p>More<br \/>\nthan one worried bystander has pointed out that an awful lot of work<br \/>\nis depending on only one staff person and a committee composed of<br \/>\npeople who already have full-time jobs. The coalition of seven<br \/>\nenvironmental organizations commenting on the HRCAP suggested that<br \/>\nHumboldt County Association of Governments [HCAOG] could serve as the<br \/>\ncore of the proposed regional committee. As a Joint Powers Authority,<br \/>\nits board is composed of representatives from the different<br \/>\njurisdictions. The Safe and Sustainable Transportation Targets of its<br \/>\nRegional Transportation Plan already addresses the largest sector of<br \/>\ncounty emissions. Executive Director Beth Burks spoke about the<br \/>\npossibility of helming the RCAP at HCAOG\u2019s September 19 meeting.<br \/>\nShe and several board members sounded positive about the suitability<br \/>\nof the agency to work on that level with all the different<br \/>\njurisdictions in the county.<\/p>\n<p>Another<br \/>\ndifference between the 2022 draft and this one is the distinction<br \/>\nmade between rural and urban areas of the county. The reasoning seems<br \/>\nrealistic\u2014different conditions prevailing in rural and urban areas<br \/>\naffect residents\u2019 ability to change carbon-emitting behavior. The<br \/>\nprimary and most obvious example would be transportation. Residents<br \/>\nof urban areas have more ability to go where they need to go on bus,<br \/>\nbicycle, or foot. However, McKinleyville, Cutten, and Myrtletown and<br \/>\nsome other fairly dense population centers are designated as rural in<br \/>\nthe draft CAP. These are exactly the communities that could and<br \/>\nshould develop more public transit, bike infrastructure, and<br \/>\nwalkability in order to reduce Vehicle Miles Traveled.<\/p>\n<p>The<br \/>\nBoard of Supervisors will adopt a draft of the RCAP during the first<br \/>\npart of October. That draft will undergo the Environmental Impact<br \/>\nReport process. All the various jurisdictions will have an<br \/>\nopportunity to consider and question the DEIR when it emerges next<br \/>\nyear\u2014sometime in the spring, according to the Planning<br \/>\nDepartment&#8211;and the final report [FEIR] is slated to be approved in<br \/>\nJuly of next year.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 444px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/939\/100\/original\/first_try_beth.png\" alt=\"\" width=\"444\" align=\"middle\" \/>\n<p>screenshot of Director Burks at HCAOG meeting<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>On<br \/>\nbehalf of us all, the Blue Lake Rancheria will conduct a major carbon<br \/>\nsequestration project, thanks to a large grant<\/strong><strong><br \/>\nfrom the federal government.<\/strong> $11,498,810\u2014let\u2019s call that eleven<br \/>\nand a half million dollars&#8211;will enable the Rancheria to <a href=\"https:\/\/www.times-standard.com\/2024\/09\/06\/11-million-epa-grant-will-restore-humboldt-bay-shoreline-fund-land-buy-for-blue-lake-rancheria\/?share=fboieotehagnnuololrm\">purchase<\/a> up to <em>6<\/em><em>50 <\/em>acres<br \/>\nof land around Humboldt Bay\u2014400 acres forested and 250 tidal that<br \/>\nhave been diked for agricultural use.<\/p>\n<p>The<br \/>\ntribe\u2019s environmental department plans to use more than three<br \/>\nmillion of the grant dollars to return a hundred acres of the<br \/>\nartificially claimed land to the bay in the form of wetlands, which<br \/>\nstore more carbon than tropical forests while accommodating sea<br \/>\nlevel. Carbon sequestration is a priority for the forested lands as<br \/>\nwell. This restoration of some of the tribe\u2019s ancestral territories<br \/>\nwill significantly increase their current land holdings.<\/p>\n<p>The<br \/>\nBlue Lake Rancheria and thirty other tribal nations, two tribal<br \/>\nconsortia and the Commonwealth of Northern Mariana Islands were <a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-announces-over-11-million-blue-lake-rancheria-cut-climate\">awarded<\/a> this Climate Pollution Reduction Grant, one of the<br \/>\nprograms funded through the Biden administration\u2019s Inflation<br \/>\nReduction Act. The Rancheria has already won <a href=\"https:\/\/toolkit.climate.gov\/case-studies\/blue-lake-rancheria-tribe-undertakes-innovative-action-reduce-causes-climate-change\">recognition<\/a> as a \u201cClimate Action Champion\u201d for its climate resilience<br \/>\nprojects\u2014including an internationally recognized micro-grid that<br \/>\nplayed an <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/blue-lake-rancheria-tribes-microgrid-helped-neighboring-communities-during\/\">important role<\/a> for its<br \/>\nneighbors during power shutoffs in 2020.<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4<br \/>\n\u00a4 \u00a4<\/strong> <strong>\u00a4 <\/strong><strong>\u00a4<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>A 2.8-megawatt solar farm got<br \/>\nthe <a href=\"https:\/\/www.msn.com\/en-us\/news\/us\/humboldt-county-planners-ok-solar-project-permit\/ar-AA1qVCCf\">go-ahead<\/a> from the Humboldt Planning Commission on<br \/>\nSeptember 19 despite a letter from the Farm Bureau that opposed it.<br \/>\n<\/strong>The thirteen acres are zoned for agriculture, but a plan for the<br \/>\npanels to share the land with either grazing livestock or crops<br \/>\npersuaded the commissioners that the project will uphold the spirit<br \/>\nof the law. Those acres can be returned to exclusive agriculture once<br \/>\nthe panels are decommissioned. That could happen as soon as 20 years<br \/>\nor as late as 35 years from now unless all parties agree to replace<br \/>\nthe panels and renew the lease.<\/p>\n<p>Being fairly near the airport<br \/>\nin Rohnerville, the proposed facility had to pass a <a href=\"https:\/\/humboldtgov.org\/DocumentCenter\/View\/131117\/Appendix-A-Solar-Glare-Analysis?bidId=\">glare analysis<\/a>.<br \/>\nAccording to EPD Solutions, an environmental planning firm, reflected<br \/>\nlight from the solar panels will not pose a danger for plane traffic.<br \/>\nAny glare created would fall into the category of green glare, which<br \/>\nwould not impair pilots\u2019 vision.<\/p>\n<p>Approval was unanimous with<br \/>\none commissioner noting that the \u201cdiversity of income could be<br \/>\nbeneficial and help preserve ag lands.\u201d The project will also add<br \/>\nmuch needed local solar to the renewable portfolio of Redwood Coast<br \/>\nEnergy Authority.<\/p>\n<p style=\"text-align: center;\"><strong>\u00a4<br \/>\n\u00a4 \u00a4 \u00a4 \u00a4 <\/strong><strong>\u00a4<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>A<br \/>\n518 page blueprint for making Eureka safe for bicycle traffic was<br \/>\nunanimously approved by the city council on September 17. <\/strong>The new<br \/>\nbike lanes on I and H streets preview systematic improvements to<br \/>\ncome. Getting cars and trucks to move over and share the road is<br \/>\nessential to a vision of the city as a place where transportation is<br \/>\nsafer, healthier and emits less carbon.<\/p>\n<p>According<br \/>\nto the <a href=\"https:\/\/transportationpriorities.org\/news-updates\/\">Coalition for Transportation Priorities<\/a>,<br \/>\nthe council did not go far enough and \u201cestablish minimum design<br \/>\ncriteria for the Bike Boulevards\u201d or for other high-traffic<br \/>\nstreets. However, the city council did like CRTP\u2019s \u201cproposal for<br \/>\na quick-build strategy for many of the projects.\u201d Also,<br \/>\ncouncilmembers and the public were assured that the plan can be<br \/>\namended down the road.<\/p>\n<p>This<br \/>\nLost Coast Outpost <a href=\"https:\/\/lostcoastoutpost.com\/2024\/sep\/18\/eureka-city-council-unanimously-adopts-516-page-bi\/\">article<\/a> gives more detail about the process<br \/>\nand also provides an update about the EaRTH Center\u2014a regional<br \/>\ntransit hub with apartment dwellings upstairs planned for the parking<br \/>\nlot on Third Street between G and H streets. Though its future<br \/>\ndepends on a ballot measure this November, a proposal for the center<br \/>\nis moving forward and will need approval from the Design Review<br \/>\nCommittee when it\u2019s ready. That might be never if Measure F passes.<br \/>\nFunded by a <a href=\"https:\/\/lostcoastoutpost.com\/2024\/sep\/13\/security-national-has-now-spent-least-1155945-pro\/\">billionaire<\/a> whose interest in Eureka\u2019s parking<br \/>\nlots verges on proprietary, the initiative would prevent the city<br \/>\nfrom fulfilling its state mandate for new housing\u2014including much<br \/>\nneeded low-income housing\u2014on four of its downtown parking lots.<br \/>\nIndeed, California Housing Defense Fund just <a href=\"https:\/\/kymkemp.com\/2024\/09\/01\/eureka-faces-legal-and-financial-risks-if-measure-f-passes-warns-california-housing-defense-fund\/\">warned<\/a> Eureka of<br \/>\ndire legal and financial consequences if Measure F passes. Click <a href=\"https:\/\/lostcoastoutpost.com\/2024\/sep\/14\/econews-report-what-if-measure-f-passes\/\">here<\/a> if you\u2019d like to listen to a discussion of this problem with<br \/>\nrepresentatives of CHDF on the Eco-News Report<\/p>\n<p>Eureka\u2019s<br \/>\nbike plan is integral to infill housing developments, including the<br \/>\nEaRTH Center. They\u2019re both elements of a vision that heads off<br \/>\nsprawl, reduces emissions, inequality, and the stress that domination<br \/>\nby me-mobiles brings to city life.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 521px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/939\/101\/original\/bike_2.png\" alt=\"\" width=\"521\" align=\"middle\" \/>\n<p>K.C. Roberts<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Governor<br \/>\nNewsom defied the oil industry by signing three bills on September 25<br \/>\nthat drillers and frackers fought tooth and nail.<\/strong> He threw in a little <a href=\"https:\/\/www.siliconvalley.com\/2024\/09\/25\/newsom-signs-new-laws-cracking-down-on-oil-industry-in-california\/\">combative rhetoric<\/a> just to add to the festive atmosphere, referring to \u201cbig<br \/>\noil\u201d as \u201cthe polluted heart of this climate crisis . . .\u201d<\/p>\n<p><strong>Passed:<br \/>\n<\/strong><strong>AB 2716<\/strong> targets low-production oil and gas wells in the<br \/>\nthousand acre Inglewood Oil Field in Los Angeles County\u2014a densely<br \/>\npopulated and mostly low income area that suffers the pollution from<br \/>\nalmost one well per acre. 144 of those are \u201cstripper wells\u201d which<br \/>\nproduce less than fifteen barrels per day, but the industry didn\u2019t<br \/>\nwant the expense of shutting them down. Now they have to. <strong>AB 3233<\/strong><br \/>\nbolsters the right of local governments to prohibit or restrict oil<br \/>\nand gas operations within their jurisdictions. A somewhat watered<br \/>\ndown <strong>AB 1866<\/strong> triples the obligation of oil companies to cap<br \/>\ntheir idle wells throughout California but gives them longer to do it<br \/>\nthan the original text decreed. It also now continues to allow them<br \/>\nto pay a fine instead of the costs of decommissioning. However, the<br \/>\nfinal version did increase the fine significantly enough for the big<br \/>\noperators that some of them are reluctantly planning to do the right<br \/>\nthing.<\/p>\n<p>Though<br \/>\nthe success of those three climate bills required a celebration [see<br \/>\nphoto below], and two more on our list were signed into law since<br \/>\nthen (<strong>SB 960<\/strong> requiring Caltrans to incorporate safety elements<br \/>\nfor pedestrians, bikers and public transit users whenever it repaves<br \/>\nroads; and <strong>SB 1299<\/strong>, which makes it easier for farm workers to<br \/>\nmake worker comp claims for heat illness), Governor Newsom VETOED <strong>SB<br \/>\n1374<\/strong> that would have stayed the wrecking ball that the California<br \/>\nPublic Utilities Commission took earlier this year to the financial<br \/>\nbenefit of installing solar on multi-meter properties such as<br \/>\nschools, farms, and apartment houses. He also VETOED AB <strong>2401<\/strong>,<br \/>\nwhich would have focused low-income EV incentives on those<br \/>\nhigh-mileage drivers with older, dirtier cars. We hope a re-written<br \/>\nversion of these bills will be back next year.<\/p>\n<p>&nbsp;<\/p>\n<img decoding=\"async\" style=\"width: 100%; max-width: 486px; display: block; margin: auto;\" title=\"\" src=\"https:\/\/can2-prod.s3.amazonaws.com\/uploads\/data\/000\/939\/105\/original\/party3.png\" alt=\"\" width=\"486\" align=\"middle\" \/>\n<p>helpful bystander<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Redwood<br \/>\nCoast Energy Authority just said <a href=\"https:\/\/lostcoastoutpost.com\/2024\/sep\/27\/redwood-coast-energy-authority-may-opt-accept-nucl\/\">no<\/a><\/strong><strong> to nuclear energy though<br \/>\nit will re-assess in perhaps another year.<\/strong> The temptation is thorny<br \/>\nbecause all utilities and load-serving entities [LSEs] in California<br \/>\nare already paying a fee to support Diablo Canyon Nuclear Power<br \/>\nplant, which is slated to run until 2030. There would be no<br \/>\nadditional cost if RCEA opened its portfolio to the power. Such a<br \/>\nPower Purchase Agreement could help with its current financial<br \/>\ndifficulties.<\/p>\n<p>On<br \/>\nthe other hand, saying yes to nuclear energy under any circumstances<br \/>\nrisks reinforcing its desirability as a power source. A large vocal<br \/>\nminority of people believe that abundant, low-carbon nuclear power is<br \/>\nnecessary to curb catastrophic climate change. 350 Humboldt has not<br \/>\ntaken an official position in regard to nuclear energy in general or<br \/>\nin this particular circumstance.<\/p>\n<p>The<br \/>\nquestion for RCEA seems almost abstract when we consider that the<br \/>\nvast majority of Humboldt\u2019s actual electrons are derived from<br \/>\nnatural gas and biomass, no matter what is in RCEA\u2019s portfolio.<br \/>\nUntil we build utility-scale clean energy generation here on the<br \/>\nnorth coast, RCEA\u2019s clean, renewable power purchases can only<br \/>\naffect the grid at a state level. As all utilities and LSEs in the<br \/>\nstate do that, the need for natural gas is supposed to wither and die<br \/>\nby 2045, according to California\u2019s current plan.
