block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"487b92a7-c770-4332-bc8b-c55741ffd0a8\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">The Environment Protection and Biodiversity Conservation Act (1999) was passed by the Howard Government to protect \u2018nationally significant\u2019 animals, plants, habitats and places from any potential negative impacts before changes in land use or new developments are approved.<\/p>\n<p role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">\n<\/div>\n<div id=\"block-5d751da9-e885-4e0b-889c-3e510e9f7f1f\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"5d751da9-e885-4e0b-889c-3e510e9f7f1f\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\"><strong>The EPBC covers:<\/strong><\/p>\n<\/div>\n<div href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/wetlands\">wetlands of international importance<\/a>\u00a0(listed under the Ramsar Convention)<\/li>\n<li><a href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/threatened-species-ecological-communities\">listed threatened species and ecological communities<\/a><\/li>\n<li><a href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/migratory-species\">migratory species<\/a>\u00a0protected under international agreements<\/li>\n<li><a href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/commonwealth-marine-areas\">Commonwealth marine areas<\/a><\/li>\n<li><a href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/great-barrier-reef-marine-park\">Great Barrier Reef Marine Park<\/a><\/li>\n<li><a href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/nuclear-actions\">nuclear actions (including uranium mines)<\/a><\/li>\n<li><a href=\"https:\/\/www.environment.gov.au\/epbc\/what-is-protected\/water-resources\">a water resource, in relation to coal seam gas development and large coal mining development<\/a>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<\/div>\n<div id=\"block-58709cf8-7ed1-422f-a497-1825ca71a835\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"58709cf8-7ed1-422f-a497-1825ca71a835\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\"><strong>What\u2019s all this about a Review?<\/strong><\/p>\n<\/div>\n<div id=\"block-656c8b4c-880f-41aa-9426-1ebb901195ed\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"656c8b4c-880f-41aa-9426-1ebb901195ed\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">An independent review of the EPBC is legislated for every 10 years. The Hawke Review in 2010 was not considered to be effectively implemented. The Interim Report by Professor Samuels was handed down in July with the final Samuels Review due in October 2020.<\/p>\n<p role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">\n<\/div>\n<div id=\"block-9868fa0b-8ba3-4a1e-a494-f96fed99dd6a\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"9868fa0b-8ba3-4a1e-a494-f96fed99dd6a\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\"><strong>The EPBC is not serving to protect the environment, here\u2019s why:<\/strong><\/p>\n<\/div>\n<div id=\"block-d01ca148-733a-4da3-9447-8ac0fbc65ee9\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"d01ca148-733a-4da3-9447-8ac0fbc65ee9\" data-type=\"core\/list\" aria-label=\"Block: List\">\n<p><strong>Australia\u2019s extinction crisis<\/strong><\/p>\n<\/div>\n<div id=\"block-06dd2543-74ed-4378-bb01-95f5d5642057\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"06dd2543-74ed-4378-bb01-95f5d5642057\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">Australia has the world\u2019s\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2018\/feb\/13\/a-national-disgrace-australias-extinction-crisis-is-unfolding-in-plain-sight\">highest rate of mammalian extinction<\/a>. The Act and its implementation has demonstrably failed, with almost 2000 species and subspecies now extinct. In an <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/jun\/16\/scientists-fear-push-to-deregulate-environmental-approvals-will-lead-to-extinction-crisis.\">open letter<\/a> recently, 230 scientists stated their concern that the Government\u2019s push to deregulate environmental approvals will lead to an extinction crisis<\/p>\n<\/div>\n<div id=\"block-d2ea7625-43e1-469a-9a39-27dcb18e18a0\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"d2ea7625-43e1-469a-9a39-27dcb18e18a0\" data-type=\"core\/list\" aria-label=\"Block: List\">\n<p><strong>Inadequate monitoring and regulation<\/strong><\/p>\n<\/div>\n<div id=\"block-1c9bcdcb-ae2c-4a61-8d5c-45b7d5b9947c\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"1c9bcdcb-ae2c-4a61-8d5c-45b7d5b9947c\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">Only <a href=\"https:\/\/www.theguardian.com\/australia-news\/2020\/jun\/09\/environment-minister-rejects-queensland-wind-farm-project-to-save-old-growth-forest\">22 of 6,500\u00a0<\/a>projects referred for approval were knocked back in the Act\u2019s 20-year history, and a total of 22 infringements were posted with a total of $230,000 issued in fines for breaches of development conditions.<\/p>\n<\/div>\n<div id=\"block-d0425547-d33a-46f4-bea0-a91760b297d2\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"d0425547-d33a-46f4-bea0-a91760b297d2\" data-type=\"core\/list\" aria-label=\"Block: List\">\n<p><strong>Inadequate national standards framework<\/strong><\/p>\n<\/div>\n<div id=\"block-f354bf6b-fc9c-48fb-bd2e-de12175468a4\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"f354bf6b-fc9c-48fb-bd2e-de12175468a4\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">The\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2018\/apr\/22\/frydenberg-stalls-on-woodlands-protection-after-pressure-from-states-and-farmers\">listing of species and ecosystems<\/a>\u00a0as threatened has been\u00a0<a href=\"https:\/\/www.theguardian.com\/australia-news\/2019\/feb\/16\/the-invisible-minister-melissa-price-accused-of-going-missing-on-the-environment\">delayed by successive ministers<\/a>, funding has been directed to projects that\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2018\/feb\/14\/incongruous-species-funding-in-the-most-unlikely-places\">did not benefit threatened species<\/a>, has not registered a\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2018\/mar\/06\/australia-has-1800-threatened-species-but-has-not-listed-critical-habitat-in-10-years\">single piece of critical habitat for 15 years<\/a>, and\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2020\/apr\/26\/bushfires-leave-470-plants-and-200-animals-in-dire-straits-government-analysis\">hundreds of plants and animals<\/a>\u00a0have been identified as requiring urgent attention after the 2019 summer bushfire disaster.<\/p>\n<\/div>\n<div id=\"block-2adfbe9c-360a-4b54-ad6d-e440fbd67d67\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"2adfbe9c-360a-4b54-ad6d-e440fbd67d67\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">Funding for the environment department, investing in specialist project teams and developing central databases are all required. Making Australia\u2019s environmental laws less ambiguous, would achieve greater certainty for industry, and the environment. For example, saying this particular species, or area, or piece of cultural heritage is a no-go zone.<\/p>\n<p role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">\n<\/div>\n<div id=\"block-31e8786b-e476-4f5e-80fc-0affade06223\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"31e8786b-e476-4f5e-80fc-0affade06223\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\"><strong>Pre-empting the Review\u00a0<\/strong><\/p>\n<\/div>\n<div id=\"block-06113f77-fe7d-4e77-bea8-5ec922bbd706\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"06113f77-fe7d-4e77-bea8-5ec922bbd706\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">In June, pre-empting both the interim and final Samuels Reviews, the Prime Minister announced at a conference, without any reference to the environment, that the Government had already cut approval times for development projects from 90 days in November 2019 to 40 days, and would decrease them further to 30 days in 2020. Citing the Minerals Council\u2019s cost of project delays at more than $1 million a day (<a href=\"https:\/\/epbcactreview.environment.gov.au\/submissions\/anon-k57v-xgcn-w\">MCA submission<\/a>), \u201csingle touch approvals\u201d he said, will streamline federal and state processes.<\/p>\n<p role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">\n<\/div>\n<div id=\"block-f5a57c5b-0f34-43b1-b5bf-54dd2f94ac60\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"f5a57c5b-0f34-43b1-b5bf-54dd2f94ac60\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\"><strong>Whose agenda?<\/strong><\/p>\n<\/div>\n<div id=\"block-167f8d07-d7ec-431e-b066-8f3e18f59f48\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"167f8d07-d7ec-431e-b066-8f3e18f59f48\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">The Morrison government repeats the same lines as the Minerals Council and APPEA use repeatedly. From \u201ccutting green-tape\u201d, to \u201cone-stop-shop\u201d, to creating jobs for regional communities, it\u2019s all the same rhetoric, repeated.<\/p>\n<p role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">\n<\/div>\n<div id=\"block-c472fa37-18fd-4522-a52f-d70412235bec\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"c472fa37-18fd-4522-a52f-d70412235bec\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\"><strong>Why the hurry?<\/strong><\/p>\n<\/div>\n<div id=\"block-3ecd2db2-98f5-40d4-9750-653c1ea78d09\" class=\"wp-block block-editor-block-list__block has-selected-ui\" tabindex=\"0\" role=\"group\" data-block=\"3ecd2db2-98f5-40d4-9750-653c1ea78d09\" data-type=\"core\/paragraph\" aria-label=\"Block: Paragraph\">\n<p class=\"rich-text block-editor-rich-text__editable wp-block-paragraph\" role=\"textbox\" aria-multiline=\"true\" aria-label=\"Paragraph block\">Much of the Government\u2019s recent concern has been placed on economic recovery led by the power and influence of the National Covid-19 Coordination Commission (Now known as the National Covid-19 Commission Advisory Board or NCCAB). Appointed under cover at the beginning of the Covid-19 crisis, Morrison has seemingly outsourced important aspects of the economic recovery to this body that is stacked with fossil fuel executives. They have been actively promoting the expansion of gas as a transitional fuel, with taxpayer subsidies.
