Councils that have implemented electrification changes<\/h1>\n

1. City of Sydney<\/h3>\n

On 23 June 2025, City of Sydney voted unanimously to adopt changes to its Development Control Plan<\/a> that requires new residential developments be fitted with indoor electric appliances (cooktops, ovens, space heaters) from 1 January 2026. You can view the new rules here<\/a>.\u00a0The council will soon consult the community on further electrification changes that would require newly built large office buildings, hotels and serviced apartments to be fully electric from 1 January 2027. The changes are the result of ongoing advocacy from 350 Australia, Doctors for the Environment Australia and local residents since 2023.<\/p>\n

2. City of Canada Bay<\/h3>\n

On 17 June 2025, City of Canada Bay voted unanimously to adopt changes to its planning polices that will require newly built residential and commercial buildings to be fully electric without gas appliances. You can view the new rules here<\/a>.<\/p>\n

3. City of Canterbury-Bankstown<\/h3>\n

In late 2024, City of Canterbury-Bankstown updated its Development Control Plan for the Bankstown City Centre to include electrification requirements for all new buildings in the precinct, except for new industrial. The council is now progressing similar changes for other urban growth precincts.\u00a0<\/span><\/p>\n

4. Hornsby Shire Council<\/h3>\n

At its 14 August 2024 Council meeting, Hornsby Council voted unanimously to adopt changes to its Development Control Plan to ensure that new homes built in the LGA are to be fitted with electric indoor appliances (cooktops, heaters and ovens). This win is the product of months of joint advocacy by 350 Australia, Doctors for the Environment, Healthy Futures and local residents. The council will continue to explore electrifying new commercial buildings as well as incorporating hot water into its residential electrification requirements.\u00a0<\/span><\/p>\n

5. Lane Cove Council<\/h3>\n

At its 21 September Council meeting, Lave Cove passed new planning rules which prohibit the installation of gas appliances in all new development (residential and non-residential)<\/a>.<\/span> This is the first NSW council to fully implement all-electric requirements for all new developments across a whole council area. This is the ideal pathway towards all electric new development that 350 Australia is encouraging all councils across NSW to emulate.\u00a0<\/span><\/p>\n

6. City of Newcastle<\/h3>\n

At its 12 December 2023 Council meeting, City of Newcastle voted in support of changes to its Development Control Plan to require multi-unit residential developments to be fitted with indoor electric appliances (cooktops, ovens and internal space heaters). 350 and local residents were instrumental in ensuring the council passed these changes. Unfortunately, hot water units were excluded from the electrification changes, so 350 will continue to advocate for this in 2024.\u00a0\u00a0<\/span><\/p>\n

7. Waverley Council<\/h3>\n

On 7 December 2022,<\/a> Waverley Council was one of the first NSW council to implement changes to its Development Control Plan<\/a> to require new residential buildings be fitted with all-electric indoor appliances (cooktops, ovens and internal space heaters) to improve indoor air quality and local health outcomes. These changes paved the way for other NSW councils to follow suit.<\/p>\n

8. City of Parramatta<\/h3>\n

On 2 December 2022, Parramatta Council was one of the first NSW councils to pass changes to its Development Control Plan which requires all-electric appliances in new commercial and residential buildings within the Parramatta City Centre. This was the first such requirement for new homes and commercial buildings<\/a> in NSW by a local council. In August 2025, the council voted to consult the community on a proposal to expand their electrification requirements for new residential buildings across the rest of the LGA. At the 11 August Council meeting, the council voted to consult the community on a proposal to expand the council’s existing electrification requirements that apply to the Parramatta City Centre, to the entire LGA. The proposal would require new multi-unit housing developments to be all-electric without gas, excluding new detached homes and new commercial premises.<\/p>\n

9. Blue Mountains City Council<\/h3>\n

On Tuesday 26 September 2023, Blue Mountains City Council passed a motion <\/a>to explore how the council could require new homes and businesses across the municipality to be all-electric. Following extensive community feedback on the proposal, at the 26 August 2025 council meeting, the council voted to adopt changes to its DCP that would require new residential developments be all-electric without gas.\u00a0 \u00a0<\/span><\/p>\n

10. North Sydney Council\u00a0<\/strong><\/h3>\n

At its 23 February 2026 Council meeting, council voted to adopt changes to its Development Control Plan to require all newly built homes to be all-electric without gas appliances. This followed a robust community engagement process where the community and major stakeholders overwhelmingtly supported the changes. Eight of ten councillor voted in support of the changes.\u00a0\u00a0<\/span><\/p>\n

Councils developing\u00a0electrification changes<\/h1>\n

11. Bryon Shire Council<\/h3>\n

On 14 August 2025, Byron Shire Council voted unanimously to consult the community on a proposal to require newly built homes and commercial buildings to be all-electric. If supported by the community, council will likely roll the changes out in two stages: Stage 1 – residential and Stage 2 commercial. Byron would also be one of the first councils that relies on bottled rather than mains gas, to join the Electrify Your Council movement. We’re expect neighbouring councils to follow Byron’s leadership.<\/p>\n

12. Inner West Council<\/h3>\n

At its 5 December 2023 council meeting, the council took the next step towards electrification. <\/span>Thanks to intense advocacy by 350, Doctors for the Environment, Healthy Futures, and local climate groups, our coordinated advocacy resulted in the council expanding the scope of its electrification rules to apply to hot water in new residential buildings, plus an expansion to apply to new commercial buildings. The changes will go on public exhibition soon. If adopted by Council, the changes would ensure that new residential and commercial buildings in the LGA would be fully electric.\u00a0<\/span><\/p>\n

13. City of Ryde<\/h3>\n

On 22 August 2023, Ryde Council passed a motion to begin the process of requiring all-electric, gas-free new residential development across its council area.<\/a><\/p>\n

14. Wagga Wagga City Council<\/h3>\n

At its 24 March 2025 council meeting, Wagga Wagga City Council received a community petition requesting that council change its planning policies to provide developers the option to not supply gas to new residential subdivisions. Current council planning rules require developers to connect all new homes to gas. Council voted to receive a further report investigating the matter by the June\/July 2025 council meeting.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
